COMMITTEE ASSIGNMENTS: COURTS OF JUSTICE FINANCE HEALTH, WELFARE AND INSTITUTIONS GENERAL LAWS

Request for Proposal The Virginia Indian Commemorative Commission is seeking proposals for an outdoor, sitespecific sculpture, or other installation in tribute to the Commonwealths Indian tribes to be completed and installed by September 1, 2013. Background Through Executive Order 100 (2009), Governor Timothy M. Kaine established, and Governor Robert F. McDonnell subsequently continued by Executive Order 37 (2011), the Virginia Indian Commemorative Commission. Under the leadership of Vice Chair Delegate Chris Peace, this Commission was tasked with making recommendations on an appropriate permanent monument on historic Capitol Square for the Commonwealth to commemorate the many contributions of Virginia Indians, the states original residents. Purpose This monument will serve as an enduring recognition of the courage, determination, and cultural values of Virginias Indians with which they have significantly enhanced and contributed to our society. Objectives To provide an appropriate site for all citizens to celebrate the legacy of the indigenous peoples of the Commonwealth; To provide a symbolic marker expressing the Commonwealth of Virginias appreciation for the many and continued contributions of Virginia Indians through

agriculture, land stewardship, teaching, military and civil service, the arts, and/or other avenues of productive citizenship; To provide an enduring and appropriate venue to reflect on the cultural values of American Indians and their continuing significance in todays society; and To recognize the triumph of Virginia Indians over a difficult past and their ongoing movement into the future.

Proposal Submissions (Deadline February 1, 2012)

While the total budget for this original work will depend upon the final design and material, the Commission plans for the costs to include all expenses and fees of the artist(s), as well as on site delivery, site preparation and installation not to exceed $500,000. All types of proposals are encouraged figurative, non-figurative and those that may incorporate water and landscape elements.

Please submit all proposals electronically to DelCPeace@house.virgnia.gov. Photo images must be submitted in jpg format. Proposals may also be submitted on paper but must be accompanied by corresponding jpg images on a CD or DVD. All proposals should include an illustration with sufficient detail including site consideration, as well as dimensions, color, material, and finished composition for each entry. All submissions should include artist name, resume, and a minimum of 8 images of previous public commissions also sent electronically in a jpg format or on a CD or DVD.

Accompanying this request is a site map of Capitol Square. The Commission requested that Sites numbered 3 and 4 be reserved for this tribute. A committee appointed by the Virginia Indian Commemorative Commission will review proposals and will invite approximately three finalists to submit more detailed plans in the form of a scale model for which each artist will be paid $5,000 upon receipt of their models. Finalists will be requested to visit the site and be prepared to give a public presentation of their proposal. From these finalists an artist will be chosen pending approval of the Commission.
