OFFICE OF THE NATIONAL PRESIDENT
12-POINT AGENDA
1.0 To address the financial problems and other current problems being faced by PLEASES:
2.0 To attend to the needs of members to include the grant of benefits and awards to the
deserving in accordance with the PLEASES policies;
3.0 To make PLEASES a training institution and put up a training center to:
3.1 Conduct capability building trainings for members;
3.2 Extend training services to the Local Legislative Staff Members and Barangay
Secretaries;
3.3 Serve as trainor for the local elective and appointive officials and employees as
well as barangay officials and employees.
4.0 To re-strengthen the regional and provincial chapters, tap the services of said chapters
for the collection of membership fees and annual dues of members and recognize the
performance of the chapters by granting awards to the deserving in accordance with the
PLEASES policies;
5.0 To update the PLEASES Directory and revive the PLEASES Publication;
6.0 To strengthen PLEASES linkages with other government organizations like the ULAP,
LMP, PCL and other leagues;
7.0 To revive and revitalize the PLEASES Website and make it a vehicle of communication
on PLEASES and LGU data of information;
8.0 To cause the amendment of the Constitution and By-Laws;
8.1 Expand the membership of PLEASES by accepting barangay secretaries and
legislative staff members as associate members;
8.2 Increase the membership fees and annual dues of members.
9.0 To pursue the amendment of RA 7160 by Congress for the recasting of the clause “with
the rank and pay equal to a head of department” into such clause as “with the rank and
pay of a department head;”
