Abstract : The article evaluates t he Rotterdam R ules , summa2

rizes t he advantages and blemishes. The advantages are as fol2

lows : balance t he interests , seek for unity , along wit h t he times

and promotion of development . The blemishes are as follows :
t he content is huge and clauses are complex and intertwined ;
t here are some imperfections in t he innovated systems ; t he feasi2
bility of some of t hem remain to be examined. The article also
brings up some proposals for signing t he convention and t he op2
portunity of acceding in t he convention and amending M ariti me
Code of t he Peoples Republic of Chi na.
