Background: Shri Ashish Singh of Gautam Buddha Nagar filed an RTI-application with the Public Information Officer, University, New Delhi, on 3 August 2007, seeking information relating to the Amity University. 2. Not getting any reply within the stipulated period of 30 days, the

Appellant filed an appeal with the first Appellate Authority on 28 September 2007. However, the PIO replied to the Appellant on 4 October 2007 and 28 November 2007 and asked the Appellant to submit Rs.852/- towards photocopy charges. On receipt of the amount received from the Appellant, the PIO vide its letter dated 27 December 2007 sent the required information by post. Thereafter, the Appellant approached the Central Information Commission with a Second Appeal on 15 January 2008. 3. The Bench of Dr. O.P. Kejariwal, Information Commissioner, heard the

matter on 30 July 2008. 4. Shri K.P. Singh, Joint Secretary & PIO, Shri S.C. Chadha, Deputy

Secretary, Smt. Kundla Mahajan, SO and Smt. Manju Nagpal, Assistant, represented the Respondents. 5. The Appellant, Shri Ashish Singh, was neither present nor send any

representative for the hearing. Decision: 6. In the absence of the Appellant, the Commission heard the Respondents

who maintained that they had supplied all the information asked for by the

Appellant through their letter of 27 December 2007. The Appellant filed his Second Appeal on 14 January 2008: it is possible that the letters crossed. However, there is no subsequent communication from the Appellant to point out any lacunae that he found in the Respondents reply. asked for through his First Appeal. 7. Under the circumstances, the Commission directs the Appellant to point According to the Respondents letter, they had provided all the information including the one

out the lacunae that he finds in the Respondents response and send it to them. The Respondents will get 20 working days to provide any further clarification that the Appellant may require.
