MUNICIPAL CORPORATION OF GREATER MUMBAI GENERAL & TECHNICAL SPECIFICATIONS


Subject: Work of Operation & Maintenance of i) Suction Machines 2 Nos ii) Suction cum jetting combined Machines 1 no for desilting of storm water entrances and manholes under the section of Dy.Ch.E.(O&M)SWD. 1.0 Preamble: The underground storm water drain network in Greater Mumbai carry water, sewage, sullage, silt, solid matters, debris and other material both wet and dry type which are required to be desilted / cleaned periodically. Municipal Corporation of Greater Mumbai (MCGM) carries out desilting of these underground storm water drains by vehicle mounted vacuum operated suction machines which sucks the above material through the manholes / water entrances / pipe drains etc. The choke is found in the barrel of drain or laterals the same can be removed with the help of jetting unit of combined machine. The jetting is also used to flush the body of pipe drain. MCGM intends to outsource the work of operation and maintenance of suction & suction cum jetting machines by inviting sealed tenders from the contractors fulfilling the eligibility criteria. 2.0 Scope of Work: The brief scope of work, but not limited to the following, is as under. 2.1 Initially 2 Nos. of suction machines & 1 No. of combined suction cum jetting machine will be handed over to the successful contractor, which may decrease or increase in future as per the requirements & as directed by M.C.G.M authority, without assigning any reason what so ever, restricting total 1800 shifts. This shall clearly be noted before submitting tender. 2.2 For suction machine Each machine shall be operated in City & Suburban wards within Municipal limits to desilt on an average 6 Nos. of manholes or 15 Nos. of water entrances per day. (Generally working per day shall be between 8.00 a.m. to 4.00 p.m. and as may be required / directed). The output of desilting of water entrances will be evaluated on the basis of the following 1. 2. 3. Single water entrances Double water entrances Battery type water entrances 1W.E. 1.5 W.Es. 2 W.Es.

The manholes cleaned will be measured directly.

-2For combine suction cum jetting machine This machine shall desilt 4 manholes & flush 120 Mtrs. of pipe drain simultaneously. The total length will be converted into manhole considering 30 meter is equal to one manhole for calculation of shifts. OR 15 water entrance as per 2.2 above when directed to desilt only W.E. on particularly day.

2.4 This being a O & M contract, contractor shall arrange consumables such as all lubricants & oils i.e. vacuum pump oil, hydraulic oil, engine oil, gear box and differential oil, break oil etc., cotton waste & grease required for day to day operation & maintenance of the machines. Only fuel for machine and required spare parts for maintenance will be supplied by MCGM. 2.5 The contractor will have to carry out the routine maintenance and to attend the breakdown at site or SWD Workshop as and when necessary. 3.0 Eligibility Criteria: The offer is open to the firms having following i) They shall have at least one year's experience of operation & maintenance of Suction machines / Suction cum jetting machines / Jetting Machines / Firex Machines or Similar type of machines. ii) Their average annual turn over for last three years shall not be less than Rs 12 Lakhs. 4.0 Operation: 4.1 The machine shall be operated on every working day and also on Holidays and Sundays when directed at given preplanned Municipal Work Site as per programme. 4.2 Generally machines shall be run during normal working hours of 8.00 a.m. to 4.00 p.m. and also in 2nd & 3rd shift if required. The timing of other shift, whenever directed will be decided from time to time. However, in order to cover the targeted work or considering urgency of the work, contractors may be allowed to work beyond normal hours. No overtime on hourly basis is admissible for any type of extra work. 4.3 One driver cum operator, 3 helpers per machine shall be appointed for operation of each machine. 4.4 During one shift, the contractor shall achieve the target of desilting of i) minimum 6 nos. of manholes or 15 nos. of water entrances with suction units and ii) 4 nos. of manhole with 120 mtrs. -3suction & jetting machine. However number of shift worked will be calculated on monthly basis as per following. i) a) For suction unit Number of shift worked during the month = No. of W.Es. cleaned in the month 15 + No. of M.Hs. cleaned in the month . 6

ii) For combined suction & jetting machine a) Number of shift worked during the month = No.of W.Es. cleaned in the month 15 + [ No.of M.Hs. cleaned in the month + ( Length cleaned /30_)]_ 8 The number of shift calculated based on above will be taken for billing, when it is less than the No. of shift actually deployed for O& M. When calculated shifts exceed actual no. of shifts deployed ,Calculated shifts or Available shifts which ever is less will be considered for billing purpose in that month. 4.5 Operational as well as maintenance charges will not be paid when the machine is non operative on available working days due to absenteeism of contractors staff. The example is given below. ( So for payment 5.5 Nos. of shifts will be considered) 4.6 Even the contract is on output basis, the working hours are also important aspect and vehicle must depart from the SWD workshop at given time, carry out the allotted work and return to workshop. The time of parking vehicle after dumping of silt at dumping spot as directed and cleaning at SWD workshop shall be treated as the end time.

-44.7 The contractor may be asked to work on Sundays or Holidays for additional work, if any and the same shall be mutually planned in advance. 4.8 The payment for additional shifts and Sundays / Holiday working will be made on regular shift basis as mentioned in Para (4.4) above. 4.9 The water shall be filled in, in the water compartment of suction & suction cum jetting machine from SWD workshop or from the other sites shown by the MCGM site in-charge. The silt tank shall be emptied as per the instruction of the MCGM Engineer. 4.10Machine shall be parked at SWD workshop Dadar / location given by MCGM Engineer and shall be operated and maintained on daily shift basis under the Municipal Supervision. 4.11The daily log sheet, indicating work measurement and other details shall be filled in, in duplicate by operating staff and shall be signed by Municipal & Contractor's representative every day. This shall be followed by daily summary report in format given by MCGM. The contractor shall also maintain records for consumables, spares, maintenance in appropriate formats. 5.0 Maintenance: 5.1 The contractor will have to carry out regular servicing, routine maintenance, breakdown & repair maintenance, and overhauling of all these machines in good workmanship like manner following best engineering practice so as to have smooth functioning of these machines all the time. It will be responsibility of the contractor to provide all necessary manpower, tools & tackles for maintenance purpose. 5.2 When the machine is non operative on account of break down, the successful contractor shall always attend the break down immediately so as to keep the down time of the machine as low as possible. During break down no payment is admissible. 5.3 Machine shall be cleaned daily. The car washing / servicing facility shall be made available at SWD Workshop. The programe of washing / servicing shall be staggered to avoid rush at the Service Centre at SWD Workshop. 5.4 The sufficient parking / working place (Open /sheltered) will be made available at SWD Workshop for maintenance. Water & Electricity required for O&M of suction & suction cum jetting will be provided free of cost at SWD workshop. 5.5 For maintenance purpose a team consisting of 1 mechanic / fitter & 1 helper shall be provided at SWD workshop for routine / break down maintenance. A literate

-5supervisor shall be appointed for the supervision of operation & maintenance staff. He shall have a communication between site staff operating the machines, & SWD workshop staff and their own staff. He shall maintain all the records of the work. 5.6 Following works for R.T.O. passing shall be carried out by the contractor. This includes only labor work, the material required will be supplied by MCGM. i) Front & Rear hub greasing filter if required. iii) Minor body work iv) Checking of all break system and replacing kits, pipes if required. v) Checking clutch assembly and replacing clutch plate if required. vi) Scraping and painting work should be carried out. vii) Checking all electrical system and wiring and to replace electrical assembly if required. viii) Any other misc. work necessary as per RTO norms required for fitness of the vehicle. ix) The contractor shall pay the fees required for RTO passing and PUC certificate as and when expires. 6.0 Contractor's office: Contractor shall establish a control office with a supervisor available all the time at SWD workshop, Dadar for which a shed/open space as available will be provided by MCGM, free of cost. The contractor shall have to establish the control office at their cost. If the contractor has already established a control office at SWD workshop for their other existing contract, it is not necessary to establish separate office for this contract. At this office, the supervisor shall receive instructions from Municipal engineer for further implementation. Contractors supervisor shall be communicable all the time without any reservation for which he shall possess facility of phone, working all the time, without any excuses. The contractor shall also provide the mobile phone facility to operation staff of each machine. The watch & ward of contractor's office / chowkey shall be the responsibility of the contractor only. 6.1 Working Hours: The normal working hours for maintenance staff shall be 8.00 a.m. to 6.00 p.m. However, for any backlog of maintenance, the same shall be cleared in extra hours or on Sundays & Holidays without any financial implications to MCGM. ii) Checking and cleaning of air, fuel & oil line of vehicle and replace oil & fuel

-66.2 Contractors staff for Operation & Maintenance : For the operation & maintenance work, contractor shall engage adequate work force, skilled and experienced in their respective trades. For this purpose, contractor shall engage drivers cum operators , mechanics, fitters, auto-electricians, welders, labours staff and other artisan as may be necessary for satisfactory operation & maintenance of these machines as per the tender specifications. The driver cum operator shall possess valid HMV driving license issued by R.T.O. authority. The maintenance staff shall be fully conversant with the operation & maintenance of suction & combined suction cum jetting machines. All the staff shall wear uniform with I-card while on duty, & the same shall be provided by the contractor. 7.0 Compliance of Labour Regulation : During the compliance of contract, the contractor at his own cost shall abide at all time by prevailing Government Labour regulations, Rules, Laws etc. as may be in force by registering with all such statutory authorities, filling returns as may required. 8.0 Safety and Protection : i) During execution of work, the contractor shall take all safety measures to avoid any accident. Any injury or accident, shall be liability of contractor and compensation shall be paid by contractor to his workers as per Workmen Compensation Act. MCGM shall not be held responsible for such cases. Any accidental damage to the equipment, machine shall be repaired and rectified by contractor at his own cost. The contractor shall provide the necessary safety gears i.e. hand gloves, mask, reflecting jackets, gumboots etc as applicable to their staff, while working. ii) The contractor shall insure the suction / suction cum jetting machines (Third Party Insurance) handed over to them for O&M ,for the contract period & submit the insurance papers within 10 days from the placement of work order. The charges of insurance will be borne by the contractor. 9.0 Records : Contractor shall maintain proper record of these Suction & Suction Cum Jetting machines in their possession and details of servicing, maintenance of machines carried out by them as per format and instructions of engineer. The details of consumables and spares used shall also be recorded by the contractor. 10.0Termination of contract : In opinion of the engineer if the contractor at any time makes default in proceeding with the work with due diligence, default in compliance of any terms and conditions, fails to complete the work or items of the work, all such amounts to default by contractor. In each default, the engineer shall issue notice to contractor to show desired improvement, within 15 days,

-7failing which the contract of defaulting contractor will stand terminated and any other contractor who will be directed by the engineer can commence the remaining work after notice period, at the risk and cost of the original contractor. Action will also be taken to the extent of blacklisting and deregistration of contractor. 11.0 Dispute : In case of any dispute during course of execution of work, the same shall be referred to M.C., whose decision will be final and binding on the contractor. 12.0Payment of Taxes : Contractor shall pay Indian Income Tax on all payments made to him under the provision of Indian Income Tax Act which will be deducted at source by MCGM. So also, where relevant works contract tax, service tax or any other tax at applicable rate will be deducted at source from each bill of the contractor. Contractor shall take this aspect into consideration while submitting his offer. 13.0 Security deposit : On award of work, the contractor will have to pay security deposit @ 5% of total contract cost as security deposit for faithful performance of the contract. The security deposit can be paid in cash or in the form of Bank guarantee from MCGM approved bank in the prescribed format on Rs.100/- legal stamp paper as per MCGM procedure. The security deposit will be refunded to the contractor after completion of contract period or after settlement of final bill which ever is later. 14.0 Period of Contract: The contract period shall be 24 Months or till the utilization of all 1800 shifts whichever is later. (Total Shifts = Average 3 Shifts per day X 25 days per month X 24 Months ) 15.0 Terms of payment : Payment will be made on monthly basis, within 30 days after receipt of the monthly bill for the shifts worked in previous month. 16.0Penalty: i) The indent / programme shall be placed every week for number of shifts required in the next week. If the contractor fails to provide the preplanned service, due to absenteeism of their staff on available working days for more than 1 day, the penalty of Rs.1500/- will be deducted from the monthly bill, for every idle shift. ii) All the minor breakdown & routine maintenance shall be attended immediately so as to put the machine back in operation within 1 working day. iii) Major breakdowns of transmission, hydraulic system, vacuum pump, jetting pump shall be attended so as to put the machine back in operation not more than 3 working days from the issue of spares.

-8iv) Engine overhauling & RTO passing work which requires spare parts shall be attended within 7 working days from issue of all spare parts required for attending breakdown work / RTO passing works. If the machine remains under breakdown for maintenance purpose for more than the above specified period mentioned in Sr.No. ii, iii, iv, a penalty of Rs 1500.00 per day will be recovered from the contractors monthly bills. v) If the contractor's staff found working without uniform & I-card, without safety gear, a penalty of Rs 500.00 per instant will be recovered from the contractor's monthly bill. vi) The successful contractor shall take possession of the machines & start the work within 7 days from receipt of work order. A penalty of Rs.10,000 / - per day shall be levied for delay in starting the contract & the same will be recovered from the contractors monthly bill. 17.0 Price Variation : The rates quoted shall be firm and no price variation will be allowed on any account. 18.0The terms & conditions stated in this section supercede the similar terms & conditions stipulated elsewhere in the tender document. 19.0M.C.G.M. reserves right to accept / reject tender / offer of the contractors without assigning any reason.
