We will present only those conceptions which are relevant for

saving humanity, Lyndon LaRouche emphasized a few days ago, in a discussion with colleagues, about the piece which provides the greatest part of this weeks issue, our Feature, A New Peace of Westphalia: Up from the Ruin which the Roman Empires Have Made of This World. You will also find, in an Appendix, two earlier reports on LaRouches key role in the development of the SDI, which, had it been implemented according to this design, would have meant, beginning in the early 1980s, a scientific and cultural revolution, rather than the creative destruction of civilization we have witnessed over the past 30 years. As we noted last week, we are confronted today with a confluence of crises, which call upon us to accomplish what may seem to be superhuman feats. But, as LaRouche has often emphasized, it is precisely mans nature to do just that. That is why our speciesup till nowhas expanded its population to nearly 7 billion individuals, while other species have died out, or reached the limits of their population potential. We have done this by progressing to higher and higher levels of energy-flux-density forms of power, made possible because, although the Universe is itself creative, mankind, uniquely among all known species, is willfully creative. We are the only species that is capable of willfully mobilizing our creative powers to overcome any apparent limits to growth. This power, ironically, not only allows, but requires that we do so. What this meansand this is especially clear in the wake of the Japans 9.0 Tohuko earthquake/tsunamiis that we must now put away childish things, and undertake our next mission: expanding our civilization beyond the bounds of Earth, and into the Solar System and galaxy, as well as into the depths of the oceans and under the Earths crust. This is not only an exhilarating prospect, but an urgent one, if we are to understand the forces that control our climate, including such massive events as great earthquakes, volcanoes, plate tectonics, etc. Happily, LaRouche and his Basement Team are already at work exploring these new frontiers, as can be seen in the series of videos that have appeared on the LPAC website (www.larouchepac.com) in recent days. I highly recommend them to you.

LaRouche, Jr. We are now confronted with a task of reconstruction of the physical economy of every nation on the planet, far more challenging, strategically, than anything in modern history, notably, since the 1648 Peace of Westphalia, which ended the Thirty Years War. The destruction wrought by successive Roman empires, down to their present incarnation in the center of monetarist imperial tyranny, London, must now come to an end, one way or another: either by the final collapse of the system under the weight of trillions of dollars in toxic debt; or through its long-overdue overthrow by the current worldwide mass strike. But more than the defeat of the Empire is required if humanity is to survive and prosper. As recent outbursts of our Sun, and their impact around the Pacific Rim of Fire, powerfully indicate, unless mankind learns to understand and tame such cosmic events, our species may, before too long, go the way of the dinosaurs.

So, all living species, or societies, which fail to progress to higher states of existence, must become extinct, sooner, or later, unless present peoples resume the role by means of which the human species had progressed thus far, despite all else. A mankind which did not progress to higher levels of energy-flux density, as through nuclear fission and still higher forms of power, so far, could not survive in a civilized form, perhaps even not at all. If the worst happened, blame a world which allowed the current, British phase of the Roman Empire to continue this far, that in a fashion in which trends in official opinions have tended, overall, to go from bad to worse, as since the assassinations of President John F. Kennedy and, then, his brother Robert. Now, what are actually those galactic influences expressed within our Solar system, which have brought this planet to a new, most profoundly menacing situation. It is within that situation, that the already monstrous economic and related threats to our planet are now situated. We must recognize the dangers, and the needed measures, accordingly.

Foreword:
In the aftermath of successive waves of world-wide warfare, we are now faced with a task of reconstruction which is, certainly, far more challenging, strategically, than anything known since the moment of the October 24, 1648 settlement of the Peace of Westphalia among the Emperor of the Holy Roman Empire, the Queen of Sweden, and the King of France. Notably, the precedent for todays challenge had been nothing less than that great ecumenical Council of Florence of 1438-1440, the Council whose great achievement had been betrayed by the launching of the 1492-1648 New Dark Age in Europe. Similarly, there has been that destruction of Europe which was brought about by Margaret Thatcher, Franois Mitterrand, and George H.W. Bush, in the establishing of what was to become notorious as the Euro, and, the more recentcatastrophe of the bail-out, the fraud brought on by the U.S. Presidencies of George W. Bush, Jr. and Barack Obama. I. The End of Monetarism


Presently,thepresentlynewescalationofhyperinflationdemandedbytheU.S.FederalReserveSystems BenBernanke,isbeingpushed,yetagain,tothepoint that accepting that new round, would accelerate the present, already worsening process of trans-Atlantic hyperinflation.Suchacontinuingtrendnow,wouldbe sufficienttocarrytheentireplanetintoanactual,early breakdown-crisis, even a virtually final one for the setofpresentnationsofhumanityonthisplanetasa whole.Undersuchapolicyofdestructionasthat,the presentlyworseningprocesswouldgointhedirection of an outcome like that which had been intended for WeimarGermanyintheclosingmonthsof1923that, presently,bothsoonandfast.WhatevertheU.S.FederalReserveSystemsBernankedoes,ordoesnotdo,a continuation of the present world monetarist system itself,couldnotescapeanescalationofhyperinflation beingdriventoanearlybreaking-pointforthisplanet generally, even without considering the factor of the presentlymenacingtrendsfortheSolarsystemduring themonthsandyearsimmediatelyahead. Thus,theessentialprincipleofevilamongtheinstitutionsofmankind,stilltoday,istypifiedbythefact, that,sincethedeathofU.S.PresidentFranklinRoosevelt, the U.S. TrumanAdministration, which was a virtual puppet of both Wall Street and the British Empire, dumped what had been the U.S.A.s crucial post-warintentionunderPresidentFranklinRoosevelt, whichhadbeentheintentionforapeaceful,cooperative reconstruction of a war-wrecked world economy onananti-imperialist(e.g.,anti-monetarist)basis,and imposedthevirtuallytreasonous,anti-RooseveltpoliciesexpressedbyWinstonChurchill,instead. Only the kind of fixed-exchange-rate system prescribed by President Franklin Roosevelt, could solve therelevantdifficulties. Intheonecase,theU.S.dollarservingasanintegral featureofaphysicaleconomy,thevalueofthedollaris attributedtoitsphysicalvalueasafactorofnetphysical growth of the physical economy, measured both per capitaandpersquarekilometerofterritory.Thismeans theincreaseofboththeeffectivecapital-intensityand percapitaoutputofthenationaleconomy. Ithadbeenlargelyforgottentoday,asmuchdesired to be forgotten, that during the years following U.S. PresidentRonaldReagans1983televisedaddresson thesubjectofaStrategicDefenseInitiative(SDI),I hadbeentheinitialspokesman,overtheinterval191983andbeyond,forwhatPresidentReaganhadcome to adopt as the name for the SDI. Leading circles fromaroundtheworld,includingrelevantSovietfigures,hadbeenengagedindiscussionsoftheprospectof installationofthisprogramuntilthetimetherecently installed,British-linked,SovietleaderYuriAndropov reacted,suddenly,andwithaparticularpersonalviolence,againstPresidentRonaldReaganspublic,televisedproffer. Asitturnedoutasaclearlylawfulirony,therejectionoftheSDI,firstbyAndropov,andthenbythose circlesofMichaelGorbachovwhichutteredmurderous threatsagainstmepersonallyoverthisissue,wasthe crucialfactorinhistorywhichassuredthedoomofthe Soviet system as such. It was that rejection of SDI whichplayedacrucialrole,asifasadynasticalsortof suicidalimpulse,inbringingdowntheSovietsystem. TheSovietrejectionoftheSDIwasnotmerelya mistake,butatrulytragicpieceofhistoricfollywhich hascontinuedtocursemuchofourplanet,Russiamost notably,tothepresentmoment. Thecrucialpartoftheironyofthatsituation,isthat theissueofthepost-WorldWarIIdecades,wasnever reallytheSovietUnionassuch.Theissuewasthen,as stilltoday,theimportance,soughtonbehalfofthestill verymuchreal,ifbatteredandtatteredBritishempire,

Toplacethestandpointofreferencefortheimmediately preceding, introductory remarks within this presentchapterofmyreport,Ipointtotherecentemphasis which my collaborators in these matters have placed on denying the existence of an actually open space, that we might acknowledge that, in effect, no knownformofemptyspaceactuallyexists.Wemust insistthat,rather,whatnaivesense-perceptionwould wishtoteaseusintobelievingisspaceassuch,is actuallyfilledupasbeing,actually,richlydensewith what, are more or less, extremely efficient forms of cosmicradiation. successfulattempttofindcomparisonsforrealityinthe shadow-worldofsense-perception,presentsuswithan entirely different notion of the ordering of causality thandoesarealuniversewhoseimageisdegradedby mereopinionintosomethingwhichhadbeencastinthe form of a shadow-world experience of sense-perception. That,however,isnotthelimitofthedifferences. Looktothesubject-matterofthefirstsectionofRiemanns 18 habilitation dissertation, where the subjectoftheissuesofthecontrastbetweenmeresenseperception and physically efficient reality, is located. Suddenly,later,intheclosingpagesofRiemannsdissertation, in the third section, the naive notion of a sense-perceptualuniverse,whichRiemannhadimplicitlydeploredintheopeningofhisdissertation,disintegrates. In that dissertations third section, the case is presented, that the introduction of instruments which arecraftedtoshowpatternsofprincipledformsofbehaviorwithintheextremelylargeorextremelysmall, aretransformedintopartsofalargerframeworkthan ourpowerofsense-perceptionprovides,aframework whichincludesthelikenessofentirelydifferentphysically-efficient universes than do the five senses of a mereAristotle.Thegeneralfactofsuchadifference, hasalreadybeensettledinexperimentalfact,through theworkofexperimentalphysicalscience,especially thatofsuchworksincethetimeofRiemannandDirichlet,whichincludesbothwhatis,variously,rightly,or mistakenly,treatedasaviewsponsoredbythesundry notions of the proper actually physical meaning of Abelianfunctions. Numerous among the relevant modern scientists, havemadeessentialcontributionstoageneralconceptionofphysicalfunctionsonthis,orkindredaccount,as opposedtotherelativelycrudeontologicalmisconceptionsofamerelymathematicaldomainsuchasthoseof Aristotle, or of the modern empiricists. The relevant best efforts of modern science on this account, have beeninthedirectiontakensincethecrucialcontributions by Nicholas of Cusa and his followers, and, beyondthat,thecontinuationofthatwhichhasledfrom LeibnizintoRiemann,asfollows. Vernadskyslaterworksinthefieldofthediscoveryof therespectivelyRiemannianfunctionsofthedomains of the Lithosphere, Biosphere, and Nosphere. It is there,atthelatterpointofdevelopmentsintheprogressofscience,thatthemostcrucialaspectsofatrue physicalscienceofeconomyhavebecomeasystematicalformofprospectivegeneralreplacementforthe formerlyleadingpracticeofsystemicincompetencies inwhatisclassedasthesubjectofeconomicssofar today.19 Oncewehavetakenintoaccountthesystemicerrors generatedbybeliefintheprimacyofthepresumedactuality of sense-perception as such, our notion of the existinguniverseistransformed,andupliftedontologically. That urgently needed transformation occurs throughaidoftheproofsimplicitintherecognitionthat theauthorityofsense-perceptualexperiencesislimited tothedomainofmereshadowscastbyreality,thatof sense-perception,ratherthanrealityitself. At this point, it is more or less urgent, in todays world,thatnocompetentpracticeofsciencecanbedefinedinusebymerelycollatingsense-perceptualexperiences,orthelike.Principlesdonotexistintheformof sense-perceptionsassuch,butintheadducedprinciples whicharenot,ontologically,sense-perceptionsthemselves,butexpresstheexistenceofthatproverbialinvisible foot which had left its prints behind in the courseofitspassing. Thatissuehadbecomemylifesworkinchief,and hasservedasthefoundationofmyownoriginaldiscoveriesofprinciplesinthedomainofascienceofphysical economy.Ididnotbeginthatjourneywithsuchanintention,but,asitwasanotionwhichnaggedmefrom theproverbialbeginningofmyattentiontotheideaof economyandproductionassuch,sincemanydecades ago,and,isnowtheresultfortoday.Asissometimes said,itworkedoutthatway. It is only to the degree that we put these topical issueswhichIhave,thus,justreferenced,intoappropriateperspective,asascienceofphysicaleconomy,that wetouchuponthedeep,prospectiveimplicationsofthe universaldomainofRiemann-Vernadsky. Inenteringintothedomainofsundryviewsrespectingtheappropriatedefinitionofthetermeconomy, weareconfronted,widely,aroundtheworldtoday,by what is in fact the delusion of the range of doctrines whichtracethenotionofeconomytoafanciedrootmisconception attributable to the names ofAristotle, Sarpi/AdamSmith,andthelike.Amongthemorenotable features of the history of that fourth Roman EmpireestablishedinGreatBritainundersuchasLord Shelburne, we have, still today, that lingering aftereffectofthelegacyofthewretchedAdamSmithwhich istobeseenbySmithsmostimpassionedadmirerrespectingthefieldofpolitical-economy,KarlMarx. Thereis,asyouwillreadinsomeoftheimmediatelyfollowingpageshere,arequiredconsiderationof thespecialkindofstrategicroleassignedtoKarlMarx bytheBritishEmpirewhich,infact,ownedhim.Withoutthoseconsiderationswhicharenowsummarizedas muchasitisconvenienttodosointheseveralimmediately following pages, the strongest influences which haveshapedtheworldseconomyfromthetimeofaccessionofWilliamofOrangetothepresent,couldnot becompetentlyappreciated. For many among us who have meddled seriously withwhathasbeencalledMarxism,asIhaddone,the contentions among nominally pro-Marxian and antiMarxianprofessions,wereoftenrelevant,evenwhenerroneous;thatwasthecaseoverthedurationofsomethingwhichwas,debatably,morethanaboutacentury. LaRouches Concept Of the SDI


The following two articles expand on LaRouches assertion that the Strategic Defense Initiative, had it been adopted according to its original design, would have provided the basis for moving the world into a new antiimperial system, free of the fourth Roman Empire (Great Britain) and much more capable of dealing with the galactic threats mankind faces today. The first is a chapter from a March 1982 Memorandum by LaRouche, entitled Only Beam-Weapons Could Bring to an End the Kissingerian Age of Mutual Thermonuclear Terror: A Proposed Modern Military Policy of the United States, in which he details his proposal from a economic-scientific, as well as strategic standpoint. IntheearlyweeksofFebruary1983,backinWashington, Lyndon LaRouche again conferred with Mr. ShershnevthistimeinasuiteattheSheratonCarlton Hotel.Inthatdiscussion,ShershnevdeliveredathreepartmessagetoLaRoucheand,throughLaRouche,to theReaganWhiteHouse,straightfromMoscow: 1.TheSovietgovernmentwouldrejectSDI. 2. Soviet studies of LaRouches ballistic-missiledefense (BMD) proposal had proven that they were soundandviable.However,underconditionsofcrash development,theSovieteconomywouldbeincapable ofkeepingpacewitharevivedU.S.economy.Therefore, it was principally on economic grounds that Moscowwouldrejectthepackage. 3. Through other channels of discussion with the highest levels of the Democratic Party, Moscow had beeninformedthatLaRouchesBMDproposalwould never reach the desk of President Reagan, and that, therefore,therewasnodangeroftheReaganAdministrationeveractuallyadoptingtheplan.Underthosecircumstances, since Moscow found the back-channel talkswithLaRoucheuseful,theywouldbecontinued. He removed the entire final section,eliminatinganymentionoftheSDI. Fortunately,JudgeClarkwasalertedtoBakersperfidy,andinatotalviolationofprotocol,bypassedBaker, slippedintoPresidentReagansofficeandalertedhim thattheportionofthespeechhadbeendeleted.Reagan reinsertedtheSDIannouncement.JamesBakerdidnt findoutaboutthisuntilabout8:20thatnight,whenthe President read those fateful words to the American people. Nowmorethanever,theworldneedsLyndonLaRoucheinthefleshandblood,1freetoshakethings upandpulltogetherthekindofinternationalcombinationofpeopleofgoodwillthatpassedtheworldalbeit imperfectlythroughthepunctum saliensof1983.

The German Earthquake


The British Empire, determined at its core to suppress human scientific achievements which threaten its ability to loot and rule, won a dramatic victory in Germany March 27. Aided by a lying press campaign against nuclear power which would make Nazi Propaganda Minister Goebbels blush, the Green Party won sufficient seats in the Baden-Wrttemberg state elections, to gain its first state minister-president in that country. This poses a real threat to Germany as an industrial nation, charged Helga Zepp-LaRouche in her discussion of the election results. As the only voice of sanity for nuclear science and development, Zepp-LaRouches political party the BSo, is determined to escalate its efforts to fill the leadership vacuum in the country, against this threat. The immediate lessons of the German vote are chilling in their implications. First, there is the shameless campaign of antinuclear hysteria which was waged by the press and the London-funded anti-nuclear movement. More than any other country, Germany was subjected to lies about the damage from the earthquake/tsunami-caused nuclear accident in Japan complete with pictures of rubblefields accompanied by headlines about the crippled nuclear plants. The day before the election, the cynical anti-science mob called demonstrations against nuclear power, which drew upwards of 250,000, the largest ever in Germany on this issue. Not since the Flagellants in the Dark Ages have the streets of Europe been filled with so many fearridden, demented people. And what has been so far successful in Germany, is precisely what the British funders of the anti-nuclear movement want to accomplish worldwide, including in the United States. For the worlds survival, this must be stopped. Secondly, there is the role of the utter lack of leadership in defense of the vital interests of the German nation in the run-up to this election. The Christian-Democrats, the party of Chancellor Angela Merkel, which had been in power in BadenWrttemberg for 58 years, knew it was in trouble in the state election. Did it fight to defend the precious machine-tool industry in that state, and the principle of economic progress? To the contrary. Merkel herself capitulated to the Green lies by moving against Germanys nuclear industry, thus enraging the CDUs own pro-nuclear base. The election defeat deprives Merkel and her coalition partner, the Free-Democratic Party, of a majority in the upper house of parliament. Germany is headed for ungovernability, or worsea goal the British Empire holds for all sovereign nationsunless Germans turn to principled leadership, like the BSo. The third lesson is more hopeful: There is every indication that the voters who swept the Greens into power, will turn against them just as quickly. The world is in the midst of a mass-strike process, in which the population, including that in Germany, is in a state of revolt against the institutions which are destroying their lives. As we have seen in the developments in Wisconsin and Ohio, an election victory can be followed almost immediately by a popular uprising against those swept into office only a month before. The anti-human Greens, in Germany and elsewhere, will only worsen the financial meltdown and collapse of living standards which is driving that mass-strike process. That means that more people will seek answers to the fundamental questions of value, and science, which the current existential crisis created by the British Empire, in the face of galactic danger, raises. Mankind is at stakeand those who confront that reality with reason, still have time to act.
