Panauti Municipality Improve Financial Performance

Revenue Side
The overall performance in revenue side was not so satisfactory because it decreased in own source revenue by 52.72% in FY 1998/99. The municipality should give emphasis on the collection of fees and fines to increase own source revenue.

Service fee was not exercised in FY 1998/99. Please initiate this sector by
providing services like street-light, solid waste disposal and so on.

Kindly introduce entertainment (if cinema and video hall exist),

advertisement, commercial video and land related (house-land or integrated property) taxes to increase own source revenue of municipality.

Please mobilize unclaimed land tax. Municipality can initiate an approach for sharing of tax on extraction of sand
slate and gravel sale with Kavre DDC.

Please initiate cost sharing projects in the town. Please approach for TDF grant and loan. Expenditure Side
The overall performance in total expenditure was good. Expenditure increased by 14.83% where as income increased by 0.13% in FY 1998/99.

In FY 1998/99, current expenditure did not cross the maximum permissible

ceiling of 25-40% although it increased by 5.97%.

Please initiate expenditure on health, education sector, greenery and

culture/sports that were not duly emphasized during FY 1998/99.

The municipality should invest some more amount on social development

programs.
