The Constitution of Electrical Technocrats Association Preface Constitution is a living document, an instrument which makes the system work. Its flexibility lies in its amendments. In this edition, the text of the Constitution of Electrical Technocrats Association has been brought up-to-date.

The Constitution of Electrical Technocrats Association Article 1: Electrical Technocrats Association - Minnial Vallunar Kootamaipu 1.1 Acronym: ETA (MVK) ETA (MVK) is basically a professional body which aims at enhancing the technical skills of an Engineering student. It motivates the students to stay abreast with the current trends in the technical domain and also cultivates the habit of research among the students.

1.2 The Electrical Technocrats Association functions only under the guidance of the Department of Electrical and Electronics Engineering. Article 2: Preamble We, the students of Department of Electrical and Electronics Engineering of Meenakshi Sundararajan Engineering College, whole heartedly determined to build a system to share information, knowledge and expertise to sharpen the qualities expected from an Engineer so as to keep ourselves updated in this rapidly growing world without altering the social and personal values cherished by our college and the great Indian society. 5

Department of Electrical and Electronics Engineering Article 3: Membership At the commencement of this Constitution, every student who (a) Studied under/in the Department of Electrical and Electronics Engineering in Meenakshi Sundararajan Engineering College (b) Is studying in the Department of Electrical and Electronics Engineering in Meenakshi Sundararajan Engineering College Shall be a Member of Electrical Technocrats Association Article 4: Rules and Regulations 4.1 The Constitution of ETA (MVK) does not provide any special power to any of the student representative rather it motivates them to indulge in discussions which would enhance them in their academic pursuit and to update them by broadening their technical outlook. 4.2 In connection with R.1, they can recommend the Department of Electrical and Electronics Engineering to accept the change which they want to bring but in no point in time they have no right to direct the department to implement the same. 4.3 Members of ETA (MVK) (as stated in the constitution), however, should abide by the elected representatives of ETA (as given in the constitution). Note: Head of the Department of Electrical and Electronics Engineering and Mentor are the faculty members of Electrical Technocrats Association. IMPORTANT: Every activity, proceedings or Event of ETA shall be accomplished under the department of EEE after consulting the HOD of the Department. 6

The Constitution of Electrical Technocrats Association Article 5: Organisational Structure

5.1 The President is the Head of the Electrical Technocrats Association assisted by the Executive President. 5.2 The organs and the Official Wings of ETA include Organising Committee, Drafting Committee, General Council, Executive Council, Finance Department, Election Commission, and Project Division, Resources, Reverse Engineering and Newsletter. 5.3 ETA Activities include ETA day (Fun day), Social Awareness Video, ETA as a NGO, Empowering India. 5.4 ETA exclusively conducts Young Scientists Convention in association with the Department of Electrical and Electronics Engineering.

Department of Electrical and Electronics Engineering 5.5 The Department of Electrical and Electronics Engineering organises E-Cube, One Day Technical Seminar, National Level Technical Symposium and International Conference with association of ETA. Article 6: Election Commission 6.1 The direction and control of the preparation of the electoral rolls for, and the conduct of, all elections to the Executive Council and to the General council and of elections to the offices of the President and the Executive-President held under this Constitution shall be vested in a Commission (referred to in this Constitution as the Election Commission). 6.2 The Election Commission shall consist of the Chief Election Commissioner and three other Election Commissioners, and the appointment of the Chief Election Commissioner and other Election Commissioners shall be made by the President and the Mentor, consulting the HOD of the Department of Electrical and Electronics Engineering. 6.3 Election Commission should submit a report on the posts for which the election is conducted, clearly mentioning the nominees and the elected representatives after every election to the Department of Electrical and Electronics Engineering, which shall be preserved by the Resources wing. Article 7: Elections 7.1 No person shall be eligible for an election unless he (a) Is a Member of ETA, and (b) Has completed his respective year. (This will be mentioned in the positions)

The Constitution of Electrical Technocrats Association 7.2 A person shall not be eligible for an election if he holds any other office in ETA. 7.3 A person nominating for the elite positions of ETA shall not be a member of Executive council and if a member of Executive council be elected, he shall be deemed to have vacated his seat in the Executive council on the date on which he enters upon his office. 7.4 The Election for the positions of ETA will be conducted during the completion of term of office (as per Article 9) or vacancy of the post due to Resignation (by Article 10) or due to Impeachment (by Article 11) by the Election Procedure mentioned in Article 8. 7.5 The Elections will be conducted by the Secret Ballot method. Article 8: Election Procedure 8.1 The Chief Election commissioner and the other Election commissioners shall inform the General councils two days prior to the date of election regarding the positions to which the elections will be conducted. 8.2 The nominees for the position(s) shall be collected and declared in the respective General council one day prior to the date of election. 8.3 On the date of election, every member of the General council shall be given the secret ballot in which the member will mention the name of the candidate of his choice. 8.4 The votes will be counted and the results will be declared by the Election Commissioner in presence of the Chief Election Commissioner. Article 9: Term of Office 9.1 The President shall hold the office for a term of 1 year. (Final year) 9

Department of Electrical and Electronics Engineering 9.2 The Executive President shall hold the office for a term of 1 year. (Third year) 9.3 The Chief Coordinator and the other Coordinators of the Organising Committee, Director and the Deputy Director of the Project Division, Controller and the Assistant Controller of the Resources, Chief Analyst and the Analyst of the Reverse Engineering shall hold the office for a term of 1 semester. 9.4 The Chief Election Commissioner and the Election Commissioners of the Election Commission, Treasurer and the Assistant Treasures of the Finance Department shall hold the office for a term of 1 year. 9.5 The Student Executive Officer of the Newsletter shall hold the office for a term of 1 year. The Editors and the Publishers of the Newsletter shall hold the office until they render their service to the Newsletter. 9.6 The term of office of the Event based positions is until the conclusion of the event. 9.7 The term of office of the ETA Heads and the Mentor can be revised by the HOD of the Department of Electrical and Electronics Engineering. Article 10: Resignation 10.1 The President may, by writing under his hand addressed to the Mentor, resign his office. 10.2 Other Heads of ETA shall resign their office by writing their resignation addressed to the President and the Mentor. 10.3 Subordinate heads or the Assistants shall resign their office by writing their resignation addressed to the President, Immediate Head and the Mentor. 10

The Constitution of Electrical Technocrats Association 10.4 Any resignation addressed to the President shall forthwith be communicated by him to the Speaker of the Executive council. 10.5 Mentor cannot resign his post. HOD of EEE shall be consulted regarding the clause 5 of Article 10. 10.6 Election Commission should submit the documents of Resignation to the Resources and the election for the vacancy of the post shall be conducted in accordance with the Article 6, Article 7, and Article 8. Article 11: Impeachment 11.1 The Heads of ETA, for violation of the Constitution, be removed from their office by impeachment in the manner provided in this article. 11.2 When a Head of ETA is to be impeached for violation of the Constitution; the charge shall be preferred by Executive Council of ETA. No such charge shall be preferred unless (a) the proposal has been moved after at least two days notice in writing signed by not less than one-fourth of the total number of members, has been given of their intention to move the resolution, and (b) Such resolution has been passed by a majority of not less than twothirds of the total membership of the Council. 11.3 The General Council shall investigate the charge, and the President shall have the right to appear and to be represented at such investigation consulting the Department of EEE. 11.4 If as a result of the investigation a resolution is passed by a majority of not less than two-thirds of the total membership of the Council, declaring that the charge preferred against the Head of ETA has been sustained, such resolution shall have the effect of removing from his office as from the date on which the resolution is so passed. 11

Department of Electrical and Electronics Engineering 11.5 In case of any indiscipline found in the functioning of ETA, Department of Electrical and Electronics Engineering can impeach anyone for its smooth functioning and this shall be officially declared by the Chief Election Commissioner in the Executive Council. 11.6 Election Commission should submit the documents of Impeachment to the Resources and the election for the vacancy of the post shall be conducted in accordance with the Article 6, Article 7, and Article 8. Article 12: Oath of Office Every Head of ETA shall, before entering upon his office, make and subscribe before the President, or Mentor, an oath or affirmation in the following form, that is to say I, A.B., do swear in the name of God/solemnly affirm that I will bear true faith and allegiance to the Constitution of ETA as by law established and that I will faithfully discharge the duty upon which I am about to enter. Article 13: President 13.1 The Executive power of ETA shall be vested in the President and shall be exercised by him either directly or through his subordinates in accordance with this Constitution, Mentor and the HOD of Department of EEE. 13.2 The Executive President (of the Third year) will become the President of ETA in his/her Final year. 13.3 For Elections refer Article 7 Clause 4. The Constitution of Electrical Technocrats Association Article 14: Executive President 14.1 The Executive President shall be mainly in charge of the Symposium. 14.2 When the President is unable to discharge his functions owing to absence, illness or any other cause, the Executive President shall discharge his functions until the date on which the President resumes his duties. 14.3 In the event of the occurrence of any vacancy in the office of the President by reason of his resignation or removal, or otherwise, the Executive President shall act as President until the date on which a new President enters upon his office. 14.4 The Executive President shall be elected by the members of General council of Third year. 14.5 For Elections refer Article 7 Clause 4. Term of Office is mentioned in Article 9 Clause 2. 14.6 For Resignation refer Article 10 Clause 2 and for Impeachment refer Article 11. Article 15: Mentor 15.1 The Mentor is the faculty of the Department of Electrical and Electronics Engineering who will assist the Electrical Technocrats Association for the smooth functioning of the Organisation. 15.2 Mentor holds the special power of nominating members for the post. 15.3 Any person nominated by the Mentor shall be considered elected for the post consulting the HOD of the Department of Electrical and Electronics Engineering. 13

Department of Electrical and Electronics Engineering Article 16: Organising Committee 16.1 Organising Committee organises ETA Events and Activities. 16.2 It helps the other wings of ETA for proper function and maintains a record of the functioning of the wings. 16.3 Organising Committee organises the General Council meeting and Executive Council meeting consulting the President, the Mentor and the HOD of Department of EEE. 16.4 It consists of One Chief Coordinator from the Final year and Four Coordinators from the Final year, Three Coordinators from the Third year, Two Coordinators from the Second year. Article 17: Chief Coordinator of the Organising Committee 17.1 The Chief Coordinator shall be in charge of the Organising Committee. He is the Chief of all the Coordinators. 17.2 He organises the Events and Activities of ETA on behalf of the President as mentioned in the Article 16. 17.3 He is elected by the members of the General Council of Final year. 17.4 For Elections refer Article 7 Clause 4. Term of Office is mentioned in Article 9 Clause 3. 17.5 For Resignation refer Article 10 Clause 2 and for Impeachment refer Article 11. Article 18: Coordinators of the Organising Committee 18.1 Coordinators are the subordinates of the Chief Coordinator. They help the Chief Coordinator and the President in organising the Activities of ETA.

The Constitution of Electrical Technocrats Association 18.2 In the absence of the Chief Coordinator one of the Final year Coordinators, nominated by the Mentor and the President, shall act as the Chief Coordinator. 18.3 The Coordinators shall be elected from any of the General Councils of ETA satisfying the Clause 4 of Article 16. 18.4 For Elections refer Article 7 Clause 4. Term of Office is mentioned in Article 9 Clause 3. 18.5 For Resignation refer Article 10 Clause 3 and for Impeachment refer Article 11. Article 19: Drafting Committee 19.1 Drafting Committee drafts the Constitution of the Electrical Technocrats Association. It consists of the Chairman, the Vice Chairman and Members. 19.2 Drafting Committee shall become the Amendment Committee after framing the Constitution. 19.3 Any amendment to be made in the constitution shall be passed in the Executive Council and Clauses are amended by the Amendment Committee after consulting the HOD of the Department of EEE. Article 20: Councils There shall be an Assembly for the Association which shall consist of the President and two Houses to be known respectively as the General Council and the Executive Council. Article 21: General Council 21.1 The General Council shall consist of all the members of the class. (One for First Year, One for Second Year, One for Third Year, One for Final Year) 15

Department of Electrical and Electronics Engineering 21.2 This council is called upon whenever a need for discussion arises, or for the elections of the posts of Heads of ETA, or for the Impeachment of any of the Heads of ETA consulting the Department of EEE. 21.3 There shall be a Speaker and the Deputy Speaker for each of the General Council. The Speaker resides over the discussion of the meeting with the assistance from the Deputy Speaker. Article 22: Speaker of the General Council The Representative of the Class shall be the Speaker of the General Council. He presides over the meeting and assists during elections, discussions, and impeachment in the General Council. Article 23: Deputy Speaker of the General Council The additional representative of the Class shall be the Deputy Speaker of the General Council. She helps the Speaker in discharging his duties. In the absence of the Speaker she shall be the Speaker of the General Council. Article 24: Executive Council 24.1 The Executive Council shall consist of five members from the First Year, Ten members from the Second Year, Fifteen members from the Third Year, Twenty members from the Final Year. 24.2 The Executive Council shall, as soon as may be, choose two members of the House to be respectively Speaker and Deputy Speaker thereof and, so often as the office of Speaker or Deputy Speaker becomes vacant, the House shall choose another member to be Speaker or Deputy Speaker, as the case may be.

The Constitution of Electrical Technocrats Association 24.3 The Executive Council is called upon by the President through Newsletter and is organised by the Coordinators of the Organising Committee to discuss about the proceedings of the Association, Planning, Impeachment, Financial report submission, and Report submission by the wings of ETA or for other emergency purposes consulting the HOD of the Department of EEE. Note: The report of every Executive Council meeting should be submitted to the HOD and to the Mentor by the President. Article 25: Speaker of the Executive Council 25.1 The Speaker of the Executive Council presides over the activities of the Executive council. He assists the members and Heads of ETA during the proceedings of the Council. 25.2 The Speaker shall be elected in the first Executive Council Sitting. 25.3 For Elections refer Article 7 Clause 4. Speaker shall hold the Office for 1 year. 25.4 For Resignation refer Article 10 Clause 2 and for Impeachment refer Article 11. Article 26: Deputy Speaker of the Executive Council 26.1 Deputy Speaker of the Executive Council helps the Speaker in discharging his duties. In the absence of the Speaker, the Deputy Speaker shall be the Speaker of the Council. 26.3 For Elections refer Article 7 Clause 4. Deputy Speaker shall hold the Office for 1 year. 26.4 For Resignation refer Article 10 Clause 3 and for Impeachment refer Article 11. 17

Department of Electrical and Electronics Engineering Article 27: Finance Department 27.1 Finance Department shall formulate Budgets and maintain documents for income and expenditure for ETA. 27.2 Finance Department must produce the Budget and Expenditure report in every General Council and Executive Council meeting. 27.3 Financial status of ETA should be produced to the President and Department of Electrical and Electronics Engineering once in three months. 27.4 Finance Department shall provide financial assistance for Projects, Resources, Reverse Engineering, Newsletter with permission and approval of the President and the Mentor consulting the HOD of the Department of EEE. 27.5 Finance Department shall provide financial assistance to the Activities and Events of ETA with the approval of the President and the Mentor consulting the HOD of the Department of EEE. Article 28: Treasurer of the Finance Department 28.1 There shall be a Treasurer from the Final year and three Assistant Treasures from Third, Second and First years. 28.2 The Treasurer shall maintain the record of funds and the expenditure of the Association and submit the financial report to the HOD and to the Mentor once in three months. 28.3 For Elections refer Article 7 Clause 4. The Constitution of Electrical Technocrats Association Article 29: Project Division 29.1 Project Division is an integral division of ETA, commissioned to undertake various Projects of the members of the association. 29.2 There shall be a Project Director and a Deputy Director to administer the smooth functioning of all the projects undertaken. 29.3 Any member of ETA can propose his idea of the Project, which shall be discussed with the Director and the Deputy Director of the Project Division and shall be presented in the Executive Council. 29.4 After the approval of the Project from the Executive Council, the Project can be passed to the Department of EEE. 29.4 After the approval of the Project from the HOD, the Project can be put into action. 29.5 The Project Director shall coordinate with the Controller of the Resources in maintaining the manuals and records of the Projects. 29.6 Funds for the Projects shall be provided by the Treasurer consulting the HOD of the Department of EEE. Article 30: Director of the Project Division 30.1 Director of the Project Division is in charge of the Project Division. He shall produce a report of the Projects being done in the Executive Council and to the Department of EEE. 30.2 For Elections refer Article 7 Clause 4. Department of Electrical and Electronics Engineering Article 31: Deputy Director of the Project Division 31.1 Deputy Director of the Project Division shall assist the Director of the Project Division in discharging his duties. 31.2 In the absence of the Director of the Project Division he shall discharge the duties of the Director consulting the HOD of EEE. 31.3 For Elections refer Article 7 Clause 4. Term of Office is mentioned in Article 9 Clause 3. 31.4 For Resignation refer Article 10 Clause 3 and for Impeachment refer Article 11. Article 32: Resources 32.1 Resources maintain the Official records of ETA, Library, Financial statements, Proceedings, Newsletters, Reports of Project Division and Reverse Engineering wing, Database of the Members, and everything related to ETA. 32.2 There shall be a Controller and an Assistant Controller. Article 33: Controller of the Resources 33.1 Controller of the Resources shall preserve the Resources and submits the report of the Resources in the Executive Council and to the Department of EEE. 33.2 Controller of the Resources shall help Projects Division and Reverse Engineering wing in allocation of the material. 33.3 For Elections refer Article 7 Clause 4. The Constitution of Electrical Technocrats Association Article 34: Assistant Controller of the Resources 34.1 Assistant Controller of the Resources shall assist the Controller of the Resources in maintaining the Records of the Resources. 34.2 In the absence of the Controller of the Resources he shall discharge the duties of the Controller consulting the HOD of EEE. 34.3 For Elections refer Article 7 Clause 4. Term of Office is mentioned in Article 9 Clause 3. 34.4 For Resignation refer Article 10 Clause 3 and for Impeachment refer Article 11. Article 35: Reverse Engineering 35.1 Reverse Engineering wing is an integral part of the Association. This wing performs the Reverse Engineering operations on certain apparatus and submits the report to the President in the Executive Council meeting and to the Department of EEE. 35.2 There shall be a Chief Analyst and an Analyst of the Reverse Engineering. Article 36: Chief Analyst of the Reverse Engineering 36.1 Chief Analyst of the Reverse Engineering shall carry out the procedure of tracing out the root of the project and re-modifies the design with the members of wing and submit the report to the Executive Council and to the Department of EEE. 36.2 For Elections refer Article 7 Clause 4. Department of Electrical and Electronics Engineering Article 37: Analyst of the Reverse Engineering 37.1 Analyst of the Reverse Engineering shall assist the Chief Analyst of the Reverse Engineering in operations and in submitting reports. 37.2 In the absence of the Chief Analyst, he shall discharge the duties of Chief Analyst of the Reverse Engineering consulting the HOD of EEE. 37.3 For Elections refer Article 7 Clause 4. Term of Office is mentioned in Article 9 Clause 3. 37.4 For Resignation refer Article 10 Clause 3 and for Impeachment refer Article 11. Article 38: Newsletter 38.1 Newsletter is the Media organ of ETA. It publishes technical as well as non-technical articles and also communicates the happenings of ETA to its members. It is published by the Electrical and Electronics Engineering department. 38.2 There shall be a Student Executive Officer who will be assisted by the editors and the publishers. The Chief Editor is the Head of the Department of the Electrical and Electronics Engineering. 38.3 Newsletter shall be published twice a month during active working months in a year. 38.4 Any resolution regarding the Newsletter (including Pulse) shall be passed by the SEO consulting the Mentor and the HOD of EEE. Article 39: Student Executive Officer 39.1 The authority of the Newsletter shall be vested in the hands of the Student Executive Officer. SEO decides upon the framework of the Newsletter and the articles which can be published in the Newsletter.

The Constitution of Electrical Technocrats Association 39.2 Term of Office is mentioned in Article 9 Clause 4. For Resignation refer Article 10 Clause 2 and for Impeachment refer Article 11. Article 40: Editors of the Newsletter Editors of the Newsletter shall edit the articles sent to them by the SEO. They assist SEO in preparing the Newsletter for the publishing. Article 41: Publishers of the Newsletter Publishers of the Newsletter shall print the Newsletter copy provided by the SEO and distribute to the members of the association and also to the staff of the College. NOTE: Editors and Publishers of the Newsletter shall be handpicked by the Mentor and the SEO consulting the HOD of EEE. Article 42: Observers Observers are specially appointed by the President with the consent of the Mentor and the HOD of EEE. They shall attend all the Meetings of the Executive Council as well as the General Council and prepare reports about the proceedings which shall be published in the official Newsletter of the Association. Article 43: Young Scientists Convention Young Scientists Convention shall be conducted every year on the 14th of March in memory of Dr. Albert Einstein. A special team (Director of Young Scientists Convention and Members) nominated by the President consulting the Mentor and the HOD shall organise the event. IMPORTANT: ETA provides volunteers for the other events organised by the Department of EEE as mentioned in Clause 5 of Article 5.

ETA ACTIVITIES ETA day (Fun day) There shall be an ETA day (Fun day) to celebrate the anniversary of the Association once in a year. Social Awareness Video Organising Committee shall telecast Videos to create Social Awareness among the Members of the Association once in every semester. ETA as a NGO The Electrical Technocrats Association shall serve as a NGO and shall associate itself with certain public awareness activities in accordance with its scope as decided by the Executive Council. Empowering India Empowering India shall be organised by the Coordinators of the Organising Committee to notify the members of the association about the career and wider scope of jobs once in every semester.
