The Use of 1:25000 Scale Topographic Mapsin Geographical Names Validation in West Java, Indonesia

Abstract Geographical Names is one of the layers in 1:25000 Scale Topographic Maps and it has been used for geographical names validation. Geograpichal names or toponym is not only for mapping but also useful for good governance by standardization of topographical names. Standardization policy of geographical names is contained in Presidential Decree 112/2006 (Perpres 112/2006) on the National Team of Geographical Name Standardization. Information of geographical names are dynamically changing with the regional expansion due to regional autonomy. That is why we are found some different names or different in writing in the toponym information in Topographic Map 1:25.000 scale. This paper describes the problems in Toponym Validation for West Java. Key words: Topographic Map, Geographical Names, Toponym Validation, West Java

Introduction 1:25.000 scale topographic maps generated by Pusat Pemetaan Dasar-Bakosurtanal not only used solely for the spatial development plan or district / city, but the 1:25.000 scale topographic maps are an important part and major element in the toponym validation activities. Bakosurtanal with Departemen Dalam Negeri (Depdagri), Departemen Kelautan dan Perikanan (DKP) and Jawatan Hidro Oseanografi (JANHIDROS) TNI-AL, has the responsibility to inventory and validate of geographical names. The four institutions are joined the National Team of Geographical Names Standardization based on Government Regulation (PP) number 112 in 2006.

The Presidential Regulation is a follow-up of the Resolution No.4/1967 of the first United Nations Conference on the Standardization of Geographical Names, 1967, recommends each state forms a national geographical names authority and Resolution No.15/1987 of the United Nations urge that countries those do not yet have national geographical names authorities to proceed without delay to establish them, with the status, composition, functions and procedures specified in resolution no.4/1967 (DG PUM, 2010). In the Presidential Regulation No.112/2006 on the organizational structure of National Team of Standardization Geographical Names, Minister of Home Affairs as Chairman and its members are the Minister of Defence, Minister of Foreign Affairs, Minister of Maritime Affairs and Fisheries, and Minister of National Education. Then Chief Bakosurtanal as Secretary and Director General of Public Administration as second secretary and its implementation is assisted by the Implementation Team and the Secretariat. In implementation of the national standardization of geographical names, established a Standardization Geographical Names Committee of Province and District / City, which is set by the Governor and Regent / Mayor, in an effort to strengthen the role of regions in geographical names standardization activities. Geographical names standardization activities in Indonesia is done in stages and this year was last year for the geographical names standardization of administrative regions. The activity for West Java Province region which was conducted in July 2011 in Bandung was attended by local officials to provincial district level.

Aims The purpose of the validation toponym activities of West Java Province region, conducted by the Implementation Team and the Secretariat of the National Team of Geographical Names Standardization, is in line with the main purpose of geographical names standardization. Geographical name standardization has important objectives as follow: 1. to achieve orderly administration in the field of geographical names standardization in Indonesia, 2. to ensure the orderly administration of the territory within the framework of the Unitary Republic of Indonesia (NKRI), 3. to realize the national gasetir in order to make uniform geographical names in Indonesia, 4. to achieve the accurate data and information regarding the geographical names throughout the NKRI, both for national and international development interests. This paper describes the implementation of the validation of toponyms in the province of West Java. Validation in question is a validation of the administrative capital, including

provincial capitals, districts and cities, and sub-districts. The data used is the map scale 1:25.000 RBI areas of West Java.

Methodology The method used is checking the results of field surveys and the formulir that has been filled by a local implementation team and data that has been prepared by national teams. The activities are generally consist of stages of preparation, execution and finalization. This preparation activity consists of an inventory of the number and name of the administrative region conducted by the Directorate General of PUM Kemdagri and preparation of the geospatial information carried by the Bakosurtanal in this regard by the staff toponimi under the Pusat Pemetaan Dasar Rupabumi. Technical preparation includes checking the number of map sheet number and scale of the maps are available for the study area. Then do an inventory of map sheet number and do registration for a topographical map sheets which have been scanned or digital data which is already have simple cartographic layout. The aim of using RBI map scans or digital data, that has a standard symbol, is to make local team of geographical names standardization recognize objects around topographical names are validated, besides they have plotted the coordinates of the location of geographical names which will be validated. Description of NLP and the District of West Java province are following:

Validation is held by collecting data in the form of the name, history, the meaning of the name, location, potential. After the data is prepared and ready to use, then local implementation team conducted a meeting about geographical names standardization. National teams consisting of Dirjen PUM Kemdagri, Kementrian Kelautan dan Perikanan, Dittop AD and Bakosurtanal is divided into six groups for doing the validation of geographical names in the region of West Java Province.

After the form is filled, it will be validated and compiled by the national teams. Then the tabular data will be processed and combined with geospatial data that can be built into a database for toponym. These database can be further processed into gazetteer.

Discussion From this activity has been carried out verification of the 625 subdistrict which is divided into 26 districts/ cities. The spatial data used to determine the location of the office of district / cities / subdistrict is RBI map scale 1:25.000. Figure 2 below shows the difference of the location between RBI map's data and validation results. But, there is no indication whether this is because of different office building or indeed the RBI map is not yet correct. Therefore it is necessary to ask whether there is changing of the office's location or error of the RBI maps or mistakes in showing the location by local implementation team.

The problem that we found during the validation process is mostly caused by: 1. delay between data acquisition and validation, so there is some areas have undergone changes or developments 2. error of showing the office's location on the map because of we can not use the street's name 3. the implementation team do not fully understand yet how to do a validation

Fortunately, the RBI maps contain geographical name elements, public utilities, and also available in digital format. So they are very helpful as a guidance for the validation activities.

From the validaton results is known that: 1. 2. Number of districts / cities from Bakosurtanal's data is equal to the number of districts / cities which are validated. There are differences in the number of subdistrict between Bakosurtanal's data and validation results due to regional growth. For example, in Garut, Bakosurtanal still have 31 registered subdistricts, but from the results of validation is known that the district is now divided into 42 subdistricts. There are differences of the administration area type between Bakosurtanal's data and validation results. For example, City of Tasikmalaya, some areas was recorded as the desa on map, but from the validation results is found all areas of the city has turned into a kelurahan (because most of kelurahan formerly get into the Tasikmalaya regency).

Conclusions and Recommendations From discussion above we can see that some problems still come up, but the geographical names validation should still be done. We must anticipate changes due to regional autonomy in Indonesia. Because it will increase the region numbers. Geographical names must be standardized because it is a direct and intuitive access point to other sources of information, which can be helping in decision making. The results of the validation optimally used as input in the change of geographical names in Indonesia for updating topographic mapping (RBI maps). Without the standardization in geographical names, there would be confusion and chaos in economic and social life. As for suggestions for the next validation, it is necessary to give a note on the validation results (especially on their spatial data) to determine whether changes in the office location caused by displacement from the initial position on a map or other cause.
