A globally harmonized classification and compatible labelling system, including national safety data sheets and easily understandable symbols, should be available, if feasible, by the year 2000
The international mandate that provided the impetus for completing this work was adopted in the 1992 United Nations Conference on Environment and Development (UNCED), as reflected in Agenda 21, para 19.27

High-Viscosity Substance means a Noxious Liquid Substance in Category X or Y with a viscosity equal to of greater than 50 mPa.s at the unloading temperature

Regulation 16.2.2
Any cargo offered for bulk shipment shall be indicated in the shipping document by the product name under which it is listed in chapter 17 or 18 of the IBC Code or the latest edition of the MEPC.2/Circ. or under which it has been provisionally assessed.

EXPLANATORY NOTES

The product name shall be used in the shipping document for any cargo offered for bulk shipments. Any additional name may be included in brackets after the product name.
