Our last issue of 2010 finds the worlds worried attention concen-

trated on the United States: its narcissistic President; its incoming Congress that includes wild advocates of Nazi austerity; the Feds hyperinflationary money policy; two ongoing wars, with the possibility of new ones on the way. We are going to be in for a helluva bumpy ride in 2011, unless this London-controlled U.S. policy nightmare is stopped. Lyndon LaRouche emphasizes, week by week, that the bankrupt global financial system is on the brink; it could come crashing down any day. Nobody can say when it will happen, but the vectors are all pointing in that direction, and when it happens, the world as we know it will vaporize, even overnight. But its not a question of fortune-telling, or waiting to see how it all comes out. There is a fight to the finish going on, between the forces led by LaRouche and the forces of the Brutish Empire. The coming weeks and months will be decisive. Our Feature highlights the LaRouche plan for creating at least 4 million productive jobs in the United States, through the North American Water and Power Alliance (NAWAPA), the biggest infrastructure program ever launched. We report on LaRouchePACs conference in Pasadena, which brought together hydrologists, engineers, nuclear power experts, and others, for exciting deliberation on what NAWAPA will require, and how to organize support for it. We publish the lively and informative speech by Dr. Howard Chang, a hydrological engineer, who has worked on water projects in California and China, among other places. He describes the amazing construction of Chinas Three Gorges Dam (the largest project in modern times), in which he participated. His research showed that environmental concern about excessive sedimentation of the Yangtze River would in fact not be a problem. As his talk makes clear, the job of engineers is to solve problems, and that is fun! We also highlight the 2012 campaigns of six young LaRouche Democrats, the leadership core for a revitalized Democratic Party. PhaseOnebeganinlateAugust,withthereleaseof LPACs3-DinteractivevideomappingoftheNAWAPA project,adynamictouroftheentireregionthatwould betransformedthroughthediversionofasmallportion ofthewatersoftwoCanadianrivers,whichnowdrain northintotheocean,downthroughAlaskaandCanada into the Great American Desert and the northern desert regions of Mexico.That video has formed the basisforsystematicoutreachamongavastnumberof specialistsinthefieldsofscienceandengineeringthat are required for the projects construction. Some of those specialists were involved in the Dec.  conferences. ThePasadenaconferencestartedwithapoliticalintroductionbythemoderator,LaRouchePACleaderMichael Steger. Nonetheless, the Chinese government proceeded,callingonscientistslikehimselftoovercome objections(suchasworriesoflong-termsedimentation of the reservoir) through rigorous scientific research and problem solving. This was fun! Mans mind at work. Questionsaboundedafterthistalk,tosuchanextent thattheyhadtobecutshort,inordertobreakforlunch. After an introduction by Oyang Teng of the LaRoucheBasementTeamonVladimirVernadskysidea ofmanasageologicalforce,theafternoonpanelofexpertsproceeded.Dr.YouxianWu,environmentalscientist and civil engineer at San Diego State University, gaveadeliciouslyironicpresentation,onhowNAWAPA wouldactuallybenefitallecologicalsystemsaffected. He reviewed how water deltas, wetlands, soils, etc., wouldallbeaugmented,notdestroyed,byNAWAPA. Heemphasizedhowproblemsraisedbymansactivity, were good things, calling for creative breakthroughs, ratherthanreasonsnottobuild. DewittMoss,anuclearexpert,educatedtheaudienceonnuclearfission,itsvariableuses,anditsvalue asanenergysource.WayneVoelz,developmentproject designer,talkedabouthowLaRouchewasrightin2007, andwastheonlypublicfigurecallingforanythingreal tobedoneabouttheeconomiccollapse.Hepresented hisvisionofhowNAWAPAcouldbefast-tracked,mobilizingallsectionsofthelaborforce,inacoordinated action,likeawareffort.HisviewwasthatNAWAPA couldbebuiltintenyears,ifweadequatelymobilized. Letsthinkabouthowmuchhaschanged:Doyou remember that story, when water was diverted from OwensCountytoLosAngeles,theSanFernandoValley, howlandpricesskyrocketed?Whenwaterwasbrought totheSanFernandoValley,itcompletelytransformed the physical nature of LosAngeles and the San FernandoValley. I want to show you the details of this diversion project(Figure 2).Thatwatercomesfromtheback side of the High Sierras.That canal and diversionsystemfeedswatertoLosAngelesandSanFernandoValley.Now,this FIGURE 3 isapictureofthetrunkcanalfortheAllAmerican Canal, which diverts water from the Colorado River to Imperial County(Figure 3).Thisirrigatessomuch land,andbytheway,theagriculturalarea canbegreatlyexpanded,shouldtherebe morewateravailable.Rightnow,theyre actuallysharingpartofthewaterwithSan DiegoCounty,becausetheysellthatwater whichtheygotatacheaperprice,toSan DiegoCounty,atamuchhigherprice.San Diegopaysamuchhigherpriceperacrefootofwater,thanImperialCounty. So,yousee,water andpowercannot

be separated. Whenever you have water, you have powergeneration,hydropowergenerationatthesame time.Illgiveyouoneexample,ontheAll-American Canal:Thatcanalhasaslopeflatterthanthenatural terrain;therefore,itisbuiltwithaseriesofgradecontrolstructures,dropstructures.Thedropinwatersur-

face elevation from upstream toward downstream is roughly0feet.Well,that0feetistheheadthatis usedingeneratinghydropower.Thisoneisapower plant(Figure 4).Waterisfullyutilized,fornotonly irrigation water supply, but also for power generation. Weregoingtospendmoretimetotalkabouthydropower,especiallytheadvantagesandthebenefitsofhydropower,ascomparedwithothersourcesofpower. Okay, lets go back, again, to California, to the High Sierras: We have so many small streams and largersteams.ThewatersoftheHighSierrasthisis

the hardest-working water in the world! That water is fully utilized! We built so manystoragereservoirs;whenweutilize water, transport water, water has to be stored, first, because rainfall does not come uniformly with time; it changes from season to season, it changes from yeartoyear. Bytheway,thisyear,lastyear,thelast fewyears,wehavehadadroughtinCalifornia.Weareunderwater-userestrictions inSanDiegoCounty.Youcanonlyirrigate orwateryourlawnoncertaindays,witha limitedamountofirrigationtime.Theres definitely a need of greater water supply, forthisentireregion. Iworkedonaprojectafewyearsago, forPacificGas&Electric,PG&E,avery largepowercompany;theysupply0%oftheenergy forthestateofCalifornia.Theyhaveallkindsofpower plants:Theyhavehydropowerplants,theyhavenuclear powerplants,suchasDiabloCanyon;theyhavefossilfuel-burningplants. IwanttoshowyouthehydroplantontheFeather River. Heres the Feather River; heres the intake (Figure 5).Thattunnelgoesthroughthebedrockof thetotallength,exceeding10miles.Theyexcavated tunnels through the bedrock for 10 miles, from this point,toadownstreamareaoftheriver,theresadrop ofelevationof700feet;fromtheintaketotheoutlet, thedropinelevationis700feet.Thatis thehead.Andtheresaconstantflowof afewthousandcubicfeetpersecond, ofwatergoingthroughthetunnel,and 700 feet plus the flow-rate is used to generatehydropower. Well, there are three such stages alongtheFeatherRiver,maintaininga constantflowrate.Thattotalpowercapacityis1gigawatt.Iwouldsay1GW istheaveragecapacityofonenuclear power plant. But think about this: If you want to have one nuclear power plant with the same capacitya few yearsago,Ihappentoknow,1GW,the revenueforthatenergy,sayisabout$1 millionaday;thatenergyisworth$1 million a day. Now, for these three powerplantsontheFeatherRiver,the

outputincost,isnearlyzero!Because,hey!Itburns nofuel,theresnofuelcost!Theresnotransportation costforfuel.Andalso,theyonlyhire30peopleinthe entire canyon! So, the costs for generating hydropowerareverylow. Ontheotherhand,inanuclearpowerplant,theoperatingcoststogenerate1GWarecloseto$1milliona day,sotheprofitforanuclearpowerplantisvery,very small,incomparisontoahydropowerplant.Now,you canseethedifference. Well,onereasonitssoexpensivetooperateanuclearpowerplantissafety,thesafetymeasures.There aresomanyregulationsforoperatinganuclearpower plant.Thatswhytheyhavealargestaffateachnuclear generatingstation;thatswhyitssoexpensivetooperateanuclearpowerplant. TheHooverDamthatsveryimportant:In12, this country had a major depression, and one of the meansforgettingoutoftheDepressionwastheconstruction of Hoover Dam. Hoover Dam, of course, provides Lake Mead, for water and storage. Well, HooverDam,atthesametime,generateshydropower: Thecapacityhere,Iknow,isover2GW;itsalmost liketwonuclearpowerplants.Well,youseetheimportance of Hoover Dam: Lake Mead supplies the waterusedinSouthernCalifornia.Weneedthatwater storage,forthewatersupplytoSouthernCalifornia; infact,theveryexistenceofthecityofLasVegasdependsonthewatersupplyfromtheHooverDam,from LakeMead;dependsonthepowergeneratedfromthe

hydropower stations. Of course, theWestern part of theUnitedStates,theverydevelopmentofthat,depends on the supply of water, and the power to this entireregion,andtheHooverDamisonesuchmajor project.

China and the U.S. Compared

Iwanttosharesomeexperiencewithyouofmajor waterprojectsinChina,whichIalsogotinvolvedin. Let us now compare the geography of these two nations.Thesetwocountriesaresimilarinsize,similarin latitude, in climatic zones (Figure 6). However, this showsthepopulationdistribution:ChinahasapopulationthatisoverfivetimesthepopulationoftheUnited States. But in terms of water resources: The United States is number four in terms of water resources. Number one is Brazil, of course! Brazil is the most abundantnationinwaterresources,morethanallthe other nations.The United States is number four, and Chinaisnumbersix. Thinkaboutit:Withahugepopulation,withlimited waterresources,therefore,waterutilizationbecomesa veryimportantissueinChina,butalso,inmanyother developing nations, with the exception of Indonesia, whichisabundantinwaterresources. I want to show you the distribution of water resourcesinChina.Thismapshowstherainfalldistribution(Figure 7);theheavierthecolor,thegreaterthe rainfall.IjustmentionedthatIndonesiaisabundantin waterresourcesIbelieveIndonesiaisnumbertwoin

the world, second after Brazil. This areaisfedbythewatersuppliedbythe monsoon.Monsoonsfeed0%ofthe populationoftheworld.Butyoucan see the rainfall distribution is highly uneven. Theres more rainfall in the South,andtheresmorerainfallinthe North.ThevastareaoftheNorthwest isverydry. Becauseoftheunevendistribution ofrainfall,tosolvethewaterproblem requireswaterredistribution,because ofthepopulationdistribution(Figure 8).Theyalsohavealargepopulation livingintheNorth.Theyhaveavery sparse population living in the West. Therefore,waterfromthemoreabundantareaneedstobetransferredtothe North.Therefore,waterdiversionbecomes a very important task in that nation. Butbeforeyoucandivertwater,of course, water has to be stored, becausetherainfallisnotuniformlydistributedintime.Well,thereareyears wehavemorerainfall;intheSummer, theres more rainfall; theres much less rainfall during the Wintertime. Well, with this basic understanding, weknowtheimportanceofwaterdiversion, and water storage in this country. Lets use the population distribution, more detailed population distribution.Youseealotofpeoplelivingin Asia;ChinaandIndiahavethelargest populationsintheworld;andtherainfalldistributionisconcentratedinthe South,andmuchlessinthevastareaof theWest. Iwanttotakeyoutothefarwestern provinceofChina,Xinjiangprovince (Figure 9).Iwasoutthereaboutfive yearsago.Iwanttoshowyouapicture Itook,showingthedesertarea(Figure 10).Iwouldsaythat80%oftheprovinceisbasicallyahugedesert,theGobi Desert,oneofthelargestintheworld, aftertheSahara.Wetriedtostabilize

thedriftingsand,weuseddripirrigation.Iunderstand theylearnedthistechnologyfromIsrael.Well,Israels veryadvancedinirrigation,becauseoftheneed,and alsobecauseofthedesalination.Withdripirrigation, theytriedtostabilizethedriftingsandtheyhavehighways,andfordifferentreasons,thedriftingsandmust bestabilized. TheYellowRiver:PartoftheYellowRiverflows throughthearidregionofChina.Ihappenedtobeout there four years ago; I took this picture (Figure 11). Along the river valley, you could see oases, because waterwastakenfromtheriver,forirrigationpurposes forthefarmland,sothisareaisverygreen.Butassoon asyougoawayfromtheriver,youseeaverydrylandscape.They have really developed a lot of irrigation projectsalongtheriver.Iwanttoshowyousomeexamples. Forpeopleliving inthe aridarea,they havetheir measuresforstoringwater.Say,forexample,hereisthe roof,heresthepavement(Figure 12).Duringtherainfall,waterisnotdrainedaway;wateractuallyiscollectedintoundergroundcells.Thisundergroundstoragetheyactuallybuiltanundergroundstoragetank: Wateriscollectedfromrainfallfromtheroof,fromthe pavementarea,intothegroundwaterstorage,andthat waterisused,ofcourse,whenitisinneed,duringthe dryseason. Letslookatsomeoftheirrigationprojects:They took water from the Yellow River, they built huge pumpingstations!Seethelift,thetotalliftthisisa three-stagelift,takingwaterfromtheYellowRiver, thetotalliftexceeding1,000feet(Figure 13),taking

water from a much lower area into the high plateau area.Iwanttoshowtheinteriorofthepumpingplant (Figure 14);Herearetheelectricmotorsthatpump waterup,three-stagepumping,over1,000feettoirrigateahugeamountofland.Iunderstandthereare 30,000peoplelivinginthatarea,wherethewateris strictlysupportedbythepumpingsystem. Iwanttoshowyouthefacilities,asmallirrigation facility(Figure 15),smallcanals,man-madecanals, control gates for distributing water; and also small canalsthatgodirectlyintothefarmland(Figure 16). Youcanalsouseaqueductsacrossthevalleystodistributewater(Figure 17).Youcanlookatthelandscape,howdrythelandscapeis,inaway,muchlike CaliforniaandArizona:Weallliveinaridregions.

The Three Gorges Dam

Amajorproject,theThreeGorgesDamwasbuilton the mighty Yangtze River. The color here shows the drainagebasin(Figure 18),thewatershedoftheYangtzeRiver,whichaccountsfor0%ofthewaterforthat entireregion.ThatsthedrainagebasinoftheYangtze River (Figure 19).And here is the city of Shanghai; thatsthecityofBeijing;Taiwanisrighthere. Letsseehowtheyregoingtoutilizethewaterof theYangtzeRiverforpowergeneration,waterstorage, andsoforth.HereisthedrainagebasinoftheYangtze River:ThreeGorgesislocatedsomewherehere,asmall gorge,butitcontrolsroughlytwo-thirdsofthedrainage basinoftheriver,therefore,theremustbealot of water flowingthroughthegorge! TheYangtzeRiverisverysimilartotheMississippi Riverinsize,andalso,intheamountofwater.Theaverage flow rate for both rivers, is roughly 1 million cubicfeetpersecond.Theres1millioncubicfeetof water flowing through the river cross-section per second:Youcanseetheabundanceofwaterflowfor thesetwomajorrivers;theMississippiRiverandthe YangtzeRiverareverysimilarinsize,andalso,incapacity. And the Three Gorges controls at least twothirds of the drainage basinthere is so much water thatwouldhaveflowedthroughthegorge. Powergenerationdependsontwofactors:Itdepends onthedischarge,itdependsontheflowrate,anditdependsonthehead;itdependsonthedropinthewatersurfaceelevationthatswhatwecallaheadinhydraulic engineering. In fact, the power is equal to the product of the discharge and to the head. So the greater the discharge, the greater the power; the greaterthehead,thegreaterthedrop,thegreaterthe power.Letskeepthatinmind.So,theycanbuilda damwherethereisthehugedischarge,alargedrop inwater-surfaceelevation;andalotofpowercanbe produced,baseduponthesetwoconditions. I want to show the schematic of the layout (Figure 20):Hereisthedam,andtheresthespillway. These are the turbines, these are the areas where turbines are installed on both sides of the spillway,andtheyhavealift,ashipliftshipsand boatscanbeliftedfromthelowersidetotheupstreamside.Thelowersideisthedownstreamside; theupside,istheupstreamside.Ofcourse,theres ahugedifferenceinwater-surfaceelevation;italso haslocksanddams,becauselargeshipswouldhave tosailupanddowntheriver.Infact,shipsaslarge

U.S. Government Withdraws Support

Yousee,waterwasreleasedfromthecontrolgates during a recent storm (Figure 25). A big question arose:Duringtheplanningstageoftheproject,there wasmuchopposition.TheChinesegovernmentcontactedtheU.S.governmentfortechnicalandfinancial support. The U.S. government designated the U.S. BureauofReclamation,whichisthewater-engineeringinstituteintheUnitedStates,tolookintotechnicalcooperationandsupportfortheproject.Itwasthe determinationoftheU.S.government,thattheChinese Environmental Impact Report for this project, doesnotmeettheU.S.standard;therefore,the U.S.

government withdrew the support of this project. Well,thatwasthebadnews.Thegoodnewsisthat theynolongerusedtheengineersfromtheU.S.Bureauof Reclamation.Hey!Igotthejob!Toworkasaconsultant. Youknowwhatthemajorissuewas?Therewasopposition, not only outside the country, but also inside China.ThepresidentoftheChineseAcademyofSciencewasopposedtotheproject!Hesaid,eventually,the reservoircreatedbythedam,willbecompletelyfilledup withsediment.Thatswhathesaid;because,hesaid,that impactcannotbemitigated.And,sothereservoirofthat bigprojecteventuallywillbecomeawaterfall!Hesaid, thatsgoingtobeasorrowforChinainthelongrun. So,thenumber-oneissueinthiscase,isthereservoirsedimentation.Imgoingtoaddressthatsubject, becauseIhappentobethepersonwhoworkedonthe researchanddevelopment,lookingforsolutionstothe problem for reservoir sedimentation. Thats the most importantissuewhichIlldiscuss. Going back to the sketch (Figure 26): From the upperreservoirtothelowerriverchannel,youseethe dropinelevationisroughly100meters,320feet,thatis thehead.Thewaterflowsthroughthepenstock,which isthehugepipe,anditdrivestheturbineatadownstreamdam.So,itstheflow-rateandtheheadthatdeterminethepowercapacityofthegenerator.Heresthe turbine, which is driven by the flow; and the turbine drivesthegenerator.Thegeneratorisrightabovethe turbine(Figure 27). Bytheway,thoseturbinesarehuge.Eachturbine has a capacity close to one-third of a nuclear power plant. The total capacity of this project is 18 gigawatts;

that is equivalent to 18 nuclear FIGURE 29 powerplants.Now,youcanthink aboutthemagnitudeofthisproject.Thenweregoingtocompare the difference between hydropower and other sources of energy,aswell. Lets look at lock and dams (Figure 28). Going from the downstreamsidetotheupstream side, the difference in elevation is 100 meters. Ships and boats wouldhavetogothroughmany stages,thelocksanddams.And this is a view of the locks and damsalongtheshipchannel,an aerialviewofthat(Figure 29). Letsdiscussimportantaspects oftheproject:Firstofall,itisthe cheapenergyinthelongrun. AbouttheFeatherRiverproject:Becauseyouhavewaterstorage, it has the benefit for flood control,becausethestoragecapacityofthereservoircan reducethefloodpeaks.Floodpeaksarethemostdamagingtothedownstreamareas.Thefloodpeakscanbereducedbecauseofthecapacityforwaterstorage,because youhavecontrolofthewaterrelease,therebyreducing thefloodpeaks.Thatstheadvantageforfloodcontrol. Andthen,navigation:Theresaveryinterestingdevelopment.Theresaverybigcityontheupstreamside oftheThreeGorgesDam,whichiscalledChongqing. Thatcityrightnowhas20millionpeople.Thatcitycan nowreachtheocean,bymajorships,becauseofwater transportation;thatisaveryimportantfactorofthedevelopmentofthatmajorcity. Whataboutnavigationbeforethat?Therewererapids! Veryshallowwater,veryhigh-speedwater,goingthrough theThreeGorgesarea,solargeboatssimplycouldnotsail upanddowntheriver.Butnow,evenoceangoingships

cansailupanddowntheriver.I would compare Chongqing right nowtothecityofChicago.Chicago,ofcourse,isconnectedwith the ocean, by the St. Lawrence Seaway.Now,thecityofChongqingisconnectedtotheoceanbecause of the Three Gorges Dam and the improved navigation, throughtheThreeGorgesDam. Andofcourse,waterstorage of the previous water ponds, is goingtobenefitfisheryproducts.

The Benefits of Hydropower

And what is most important: Hydropowerisrenewableenergy! Wearetalkingaboutlow-carbon energynowadays.Therearedifferent ways for generating lowcarbonenergy,andthemostimportant way happens to be hydropower.Thereswindenergy, theres solar energy: Right now, there are many such projects going on in the United States. There are two solarenergyprojects,oneinImperialCounty;theother onejustsouthofBarstow.Theyrestillatthedevelopmentstage.Therearesomanywindenergyprojectsin developmentintheUnitedStates,becauseweknow,we hope,someday,10%ofenergyproducedinthiscountry willbefromrenewableenergysources.Andhydropower happenstobethemostimportantrenewableenergy. Andwhy?Weknowtheimportanceofenergy.In fact,wehaveenergycrises!Notonlyinthiscountry, but all over the world. Why? Because energy is the foundationforeconomic development.Ifwearegoing to enhance the livelihood, the economic activities of thisnation,makethiscountrywealthierandstronger,of course,wehavegottohaveagoodsupplyofenergy. So,whatisenergy?Ivelistedcoalthatsafossil

fuel;oil,nuclear,hydropower,solar,wind,etc.Andhydropowerisanidealsourceofenergyforthefollowing reasons:Firstofall,thereisnofuelcost:Youdonthave tobuycoal,youdonthavetobuyoil,youdonthaveto buyuranium.Theresnofuelcost.Secondly,noshippingcostforthefuel.Youdonthavetoshipcoaltothe power plant; you dont have to ship oil to the power planttheresnoshippingcostforthefuel!Andnonpolluting, because theres no carbon generated, and then,nowasteproduced! That waste is a very big issue for nuclear power plants.Nuclearwastewillremainradioactiveforthousandsofyears.Wehavefoundoutthatnuclearwaste disposalisabigheadache.Wheredowestoreit?We storeitunderground,thousandsoffeetunderground;we digverydeeptunnels.Thatisveryexpensive,aswell. Wellthen,highinitialinstallationcost:Ofcourse,it takesalotofmoneytobuildahydropowerplant.Ihave calculated that the cost of generating 1GW of power from a hydro plant is very similar to a nuclear power plant.Inotherwords,theinitialcostisverysimilar,for theamountofenergyproduced.However,afterwards, youroperatingcostforhydropowerisvery,verysmall, extremelysmall.But,foranuclearpowerplant,theoperatingcostisveryhigh,becauseofthesafetyregulations.Evenforfossil-fuel-burningplants,theoperating costisalsoveryhigh,becausetheyrerequiredtobuythe fuel,shippingcostsforfuel,plusallkindsofothercosts. The Three Gorges installation is equivalent to 0 milliontonsofcoalperyearthinkaboutit!Fiftymillionstonsofcoal.Letusnowmakeacomparison:The major hydropower generating stations of the world, ThreeGorgesisthegiantamongthegiants.Theseare the radiant capacity, these are the power dams in the country.ThreeGorges,Isayis17.7GW17.7nuclearpower-plantcapacity.ThenextoneisinVenezuela.The nextoneisItap,Brazil. I happen to know a story of Itaip.That was built somethinglike30yearsagoinBrazil.Thatwassupposed tobeahugehydropowerplant,andBrazildidnthavethe moneytobuildit.Youknowhowtheyraisedthecapital fordoingthat?Theybuiltaholebyusingachargecard, eitherVisa,AmericanExpress,whatevertheycharged itcharge,charge,charge!Bythetimetheyfinishedthe project,therewasinflationinBrazil,1,000%ayear.That istheconsequenceofborrowing.Youregoingtoseethe consequenceifyouborrowtoomuchmoney. Webetterpayattentiontoourcountry,theUnited States.

Well,theGrandCouleeDamintheStateofWashington,onthemightyColumbiaRiver,isthelargesthydropower-generating station in this country, 6.GW. TheColumbiaRiverhasalotofflow,incomparisonto theColoradoRiver.Thatonedoesnthaveverymuch head, but the discharge is huge. Then we have Oak Creek,3.6GW. HooverDam,unfortunately,doesnotmakethelist, becauseitscapacityislessthan3GW.Butyouknow, HooverDamsuppliessomuchenergy,agoodportion ofenergyforourregion.

The Problem of Reservoir Sedimentation

Averyimportantissuehere,reservoirsedimentation. ThatswhysomanypeoplewereopposedtotheconstructionoftheThreeGorgesDam.Ihavesailedonthe YangtzeRiver;IsailedtheYangtzeRiverintheSummer; IsailedontheYangtzeRiverintheWintertime.Itwas muddyintheWinter,itwasmuddierintheSummer.Do youknowwhatthedifferencewas?Theonlydifference betweenSummerandWinter,isbetweenmuddy,muddier,andthemuddiest!Becausethewaterwasmuddyall yearround!Thewaterhasahighsedimentcontent:That isamajorconcern.Ifyoubuildadam,createareservoir, youre slowing down the flow-velocity, which will inducesedimentdepositioninthereservoir;thatssomethingeverybodyunderstands.Thenthebigquestionis: Is that going to mean, eventually, the reservoir will becomecompletelysiltedupwithsediment?Well,that isthemostimportantissuetoaddress. Whatismostimportant?Forthatcountry,its the water diversion project, from the South to theNorth.Becausetheresmuchmorewaterin theSouth,thanintheNorth,sotheyaregoingto buildthreediversionchannels,fromtheYangtze River, to the Yellow River, and further north (Figure 35). Heres the eastern route; heres Shanghai;thatisBeijing.Thatisabout700miles indistance.Hereistheeasternroute,alongthe ancientcanal.Hereisthecentralroute:Ittakes waterfromatributaryoftheYangtzeRiverto thecityofBeijing;andthistakesthewatertothe cityofTianjin,andtheresabranchtothetipof thepeninsula.Thesearethemajorwaterdiversionprojects.Andtheresthewesternroute. The three routes combined will divert so much water, 7% of the water of the Yangtze River,tothenorth.Howmanypeoplearethey going to benefit? Thats going to be the third-largest economiczoneinChina.Beforethat, the city could not be developed. Thatswasteland,andbecauseofthe freshwater supply, they are going to build a second ShanghaioutsidethecityofTianjin.Thatwatercomes fromtheYangtzeRiver;theYangtzeRivertotheYellow River,andthentheYangtzeRivertothecityofBeijing: Thesearehugediversionprojects! The Real Boston Tea Party, Dec. 16, 1773

Friends! Brethren! Countrymen! That worst of plagues, the detested tea, shippedforthisportbytheEastIndiaCompany, is now arrived in this harbor. The hour of destruction or manly opposition to the machinations of tyranny stares you in the face. Every friendtohiscountry,tohimself,andposterity,is nowcalledupontomeetatFaneuilHall,atnine oclockthisday,atwhichtimethebellswillring, tomakeaunitedandsuccessfulresistancetothis last,worstandmostdestructivemeasureofadministration. Fromahandbill,Boston,Nov.29,1773 Thetownmeetingcalledbythepatriotleadersof Boston that day, occurred just after the first of three ships carrying East India Company tea had anchored off Long Wharf in Boston Harbor. More than 5,000 peoplecrowdedinandaroundFaneuilHalltohearwhat couldbedonetostoptheteafrombeinglanded,and prevent the hated tax paid to support the East India Companys monopoly, and the coffers of the British Treasury. Thiswasmuchmorethanaresistancetoanunjust tax. It was a battle against an oligarchical system, whichwasnowincreasinglydominatedbyprivatefinanciers,suchastheEastIndiaCompany,whoused thepoweroftheEnglishCrowntoenforceitspolicies. In1772,theIndiaActinParliamenthadbroughtthe EastIndiaCompanyofficiallyintotheBritishgovernmentforthefirsttime,grantingtheCompanytheright toappointfourmemberstotheBritishBoardofTrade, inexchangeforthegovernmentsrighttoappointfour membersofthecompanysboardofdirectors.Theact alsoextendedtheCompanysmonopolyontheIndia tradeforanother50years,andbroughtmoretaxeson the trade into the British Treasury. Prior to this act,

American colonial leaders and English Whigs had oftenattackedthebrutalpoliciesoftheCompany,in thehopethattheCrownwouldreinthemin.Thathope was now gone, and a bolder course of action would needtobetaken,ifAmericawastoretainanyhopeof economicdevelopment. Since1763,attheendoftheSevenYearsWar,the BritishhadcontinuallyrestrictedtheeconomicdevelopmentofAmerica,usingtheStampAct,theIronAct, theTownshendActs,andnow,in1773,anewactgranting a tea tax and total monopoly on the tea trade in America.Ofcourse,noAmericanhadaseatintheBritishParliament,buttheoppositiontotheactwasswift, with Benjamin Franklin warning the Parliament that thenewtaxwouldendindisasterfortheCompany. SincetheStampActin1765,thecolonialleadership had established Committees of Correspondence amongthevariouspatriotgroupsinAmerica,andthese hadbeenusedtoorganizethenon-importationmovement, whereby no English-made goods would be boughtintrade,andtheAmericanswouldmakewhat theyneeded,includingclothing,tools,iron,paper,and analmostuniversalrefusaltodrinkEnglishteawould

beobserved.GeorgeWashingtonhadintroducedinto theViriginiaHouseofBurgessesin1765anagreement supporting non-importation, which every member signed.

The King Means To Try the Question

Thenon-importationmovementwassosuccessful, thatin1770,thehatedTownshendActswererepealed, buttheMinistrykeptthetaxontea.Franklinremarked thattheministrybelievethatthreepencetaxonapound oftea,ofwhichonedoesnotperhapsdrinktenpounds ayear,issufficienttoovercomeallthepatriotismofan American.Thecoloniallegislaturessentresolutionsin protesttoLordNorth,whoarrogantlyansweredthem, writing, It is to no purpose making objections, the Kingwillhaveitso.TheKingmeanstotrythequestion withAmerica. In October 1773, East India Company ships first triedtolandthetea,atPhiladelphia.Thiswasmetby localcompaniesofmilitia,drillingeverydayinsightof theteaagents,whowouldhavetosuccessfullylandthe teatocollectthetax.LargetownmeetingsinPhiladelphiademandedthattheteabereturnedtoEngland,and refusedtheshipsunloading. TheEastIndiaAgentsthentriedtobringtheteato NewYork,butweremetbyanevenfierceropposition fromtheSonsofLibertythere.Patriotleadersdeclared attheNewYorktownmeetingthatAmericaisfaced withworsethanEgyptianslavery!Thelanguageofthe revenueactis,thatyouhavenopropertyyoucancall yourown,thatyouarevassals,thelivestock,ofGreat Britain. TheresistanceinNewYorkwassostrong,thateven theBritishGovernoraskedthattheshipsremovethemselvesfromtheharbor,toavoidariot.TheCommittees ofCorrespondencequicklyreportedtothepatriotleadersinBoston,thattheshipswerenowheadedtheirway. Bostonwouldnowbecomethesiteofthefinaltestof the resolve of the patriot leaders to defy the British CrownandtheEastIndiaCompany. AttheNov.29townmeetingatFaneuilHall,Sam Adamsofferedaresolutionthattheteashouldberefused,andtheshipsreturnedtoEngland,withnotax paid.Thiswasunanimouslyagreedto,andJohnHancockofferedtoguardtheteashipsalongthewharves, withmilitiacomposedofmembersoftheSonsofLiberty,toensurethatnosecretunloadingwouldoccur. The Evil We Fight

Itisworthremindingourselvesagain,andagain, thatthereisonlyonesourceofevilinthisworld, anall-pervasiveevilwhichthreatenstothrowall mankind into proverbial Hell, for generations to come.ThatevilistheBritishEmpire,anditmust bedestroyed. ItistheBritishEmpire,initsimperialfinancial form and otherwise, that has worked tirelessly since Franklin Roosevelts death, to destroy our UnitedStates,andtokeepusenmeshedinuseless warsthatwillpreventtheemergenceofanyalliance among sovereign nations to destroy that empire. And it is the British Empire that today usesPresidentBarackObamaasatoolinpursuing thatsameaimastheunprecedentedlylong,unwinnablewarinAfghanistanunderscores. Fortunately, through extraordinary efforts by the Administrations National Security Team, along with China and Russia, one of the recent British attempts to detonate a new, devastating war, through conflict on the Korean Peninsula, seemstohavebeencontained.WhiletheBritish handhasnotbeenpublic,thereisnoquestionbut thatitisonlytheBritishwhohaveageopolitical interestinexplodingthissituationandwewill needstillbeware. Thereisanothercrisiswithhugegenocidalimplicationsloomingintheearlypartof2011,however,whichhasamoredirectBritishhand.Thatis theupcomingreferenduminthenationofSudan, long a target of the British Empire, which has neverforgiventhatpotentialAfricanpowerhouse forhavingevicteditsimperialarmies,andkilled ChineseGordon. Injust20days,onJan.9,thesouthernportion ofSudanisscheduledtovoteinareferendum,on whetheritwantstosecedefromSudan.Thosewho favorpeaceintheregion,andinAfricaasawhole, have warned repeatedly that conditions are not ripe for this referendum, and that, under current conditions, it is an almost foregone conclusion that the outcome will be renewed war between Khartoum,thecapitallocatedinnorthernSudan, andtheSouth.TheBritishimperialists,andtheir puppets,insistwithfullknowledgeof,ifnotlust for,thatoutcomethatthereferendumgoahead. OneofthoseleadingBritishpuppetsisSusan Rice, Obamas special envoy to the United Nations.RicehasrepeatedlyinsistedonaU.S.policy stancewhichwouldleadtoaSouthernsplit-off, andwardespitethefactthatsuchawarwillmost likelyspreadthroughouttheregion,leadingtoa genocidalprocessthatwilldwarfanythingseenin thatcontinentupuntilnow. The British aimglobal depopulationwill beservedbysuchadevelopment,andBritishpuppetslikeRicearegoingalong.
