PROJECT BACKGROUND
Endowed with rich cultural heritage and bestowed with bounties of nature, Orissa is a
fascinating state with multifarious offerings ranging from majestic monuments, beautiful
beaches, luxuriant forests, wildlife, handicrafts amongst others.
With the twin objective of providing new tourism products and unlocking the immense
tourism potential of the state and the site i.e. Shamuka Beach, the State Government
through Orissa Tourism Development Corporation has decided to develop Shamuka
Beach near Puri as a self contained, high end, exclusive luxury tourism destination
aimed at providing a one stop rejuvenation facility for the mind, body and soul.
The destination would offer the tourists an opportunity to feel and experience the rich
culture, indigenous art & craft, customs and traditions of Orissa. The destination would
be ideal for relaxation in the lap of luxury and to experience the beautiful bio-diversity,
rich culture and traditions the very essence of Orissa
The possible set of tourism products for development at Shamuka Beach include 5 / 4
Star Hotels, Resorts, Spa, Convention Centre, Golf Course, Exhibition Complex, Eco
Parks etc.
M/s. Consulting Engineering Services, appointed by Orissa Industrial Infrastructure
Development Corporation (IDCO), has developed and submitted a master plan for the
Shamuka Beach, which includes the above mentioned project components.
While the entire Shamuka Beach Project is envisaged to come up on over 3000 acres of
land, the first phase is designed to be spread over 934.96 acres of land that has already
been acquired by the Government for this purpose.
The State Government is developing the necessary support infrastructure in the area like
roads, water, electricity, telecommunications etc.
PROJECT LOCATION
The Shamuka Beach site is on the sea to the south of Puri, between Puri town and
Chilika Lake alongside the Bay of Bengal. The Mangla River which separates Puri town
from Shamuka Beach adjoins one side of the proposed site. The selected location is a
site of unmatched natural beauty with a 2000 meters long sea frontage and another
2000 meters of riverfront on its adjacent side. These two strips offer tremendous
potential for development of tourism-related projects including luxury hotels and resorts.

SITE CONNECTIVITY
Shamuka Beach is located to the south of Puri, between Puri town and Chilika Lake
alongside the Bay of Bengal. The distance from Shamuka Beach from Puri is 8 kms and
from Bhubaneswar is 60 kms.
By Road
Site can be accessed through Puri-Brahamgiri road which is approximately 3 kms away.
IDCO is constructing a proper two land road from the Puri-Brahamgiri road to the site.
By Rail
The nearest railway station is at Puri which is approximately 8 kms from the site
By Air
Bhubaneswar is the nearest Airport i.e. 60 kms from the site.

NEAR BY TOURIST PLACES
Puri:
Situated on the eastern coastline of the country, Puri boasts of wonderfully wide white-
sand beaches fishing farms and superb resorts making it an inviting tourist destination.
Puri is also a part of the famed Golden Triangle of tourism destinations in Orissa
comprising of Bhubaneswar and Konark besides Puri.
Puri is also one of the most well known and important Hindu pilgrimage center. The
Jagannath Temple, one of the four most important Hindu pilgrimage sites (the
Chardham) is located here. The annual Rath Yatra (Car Festival) held at Puri is
probably one of the largest religious gathering of people attracting several lakh visitors at
a time.
Puris vibrant bazaars and narrowly packed streets with brightly painted houses,
pastiches of colonial buildings, have a charm over the visitors to the destination. The
long stretch of the Puri beach is a favorite haunt of tourists who enjoy the sun, sand and
surf at the beach at all times of the day.
Chilika Lake
Chilika Lake (60 km from Puri) is Asias largest brackish water lagoon spread over more
than 1000 sq km. Nestled in the heart of coastal Orissa, Chilika is separated from the
Bay of Bengal by a 60 km long narrow strip of marshy islands and sand-flats. Chilika is
renowned world over for its rich bio-diversity, exemplified by the presence of the
Irrawady dolphins and accentuated by the spectacular avian display of thousands of
birds of over 160 species who visit the Lake every year. Overall, Chilika is a destination
of unforgettable scenic natural beauty that draws many foreign & domestic tourists
annually.
Konark
Konark (35 kms from Puri), known the world over for the magnificent Sun Temple, is just
an hours drive from Puri. The Sun Temple, now an UNESCO World Heritage Site, is
widely considered as one of the most stunning monuments of religious architecture in
the world. Built by King Narasimhadeva in the 13th century, the temple was designed in
the shape of a colossal chariot, carrying the Sun god, built on high platforms around
which are the 24 exquisite giant stone wheels of the chariot. The Konark beach is a long
stretch of white sands which is much visited by tourists aspiring to feast their eyes on a
glorious sunrise.

Bhubaneswar (65 km from Puri) the modern day capital city of Orissa is widely
known as the City of Temples with over 550 of Indias finest temples including the
famed Lingaraj Temple. These temples epitomize a comprehensive history of the
Orissan style of temple architecture from its very inception to perfection spreading
almost to two thousand years from 3rd century BC to 16th century AD. There are several
tourist attractions in and around Bhubaneswar including Dhauli with the Ashokan Rock
Edicts, the Jain caves of Udayagiri & Khandagiri, the famous Nandankanan Zoo, the
renowned artisan village of Pipli, etc that draw thousands of visitors from across the
world.
Raghurajpur:
It is one of the most famous artists villages in Orissa. Its unique specialty is the exquisite
pattachitras and talapattachitras.
ELIGIBILITY CRITERIA
The Government through Orissa Tourism Development Corporation (OTDC) now wishes
to allot suitable tracts of land on the beach / river front and other attractive locations near
to the Beach / River front to eligible bidders for development of 5 Star / Super Luxury
Hotels, resorts and spas. For the same, the State Government invites Expression of
Interest from eligible bidders interested in developing 4 / 5 Star / Super Luxury Hotels,
Resorts and Spas at Shamuka Beach, Puri.
Interested bidders should satisfy the following eligibility criteria (a) Experience in
developing and operating 4 / 5-Star category hotels, resorts and spas for the last 3 years
in India or abroad (b) Net Worth of not less than Rs. 500 million for the last 3 years (c)
Annual turnover from a single hotel, resort or spa business of not less than Rs. 100
million for the last 3 years.
Experience and financial strength of parent company or any subsidiary will not be
considered.
DOCUMENTS REQUIRED
The Expression of Interest should contain the following documents (a) Company profile
giving details of current activities including evidence of incorporation (b) Details of 4 / 5
Star category hotels, resorts and spas developed, owned and managed by the bidder.
Details such as brochures and other documents of the hotels, resorts or spas should be
provided for reference (c) Statements showing the annual turnover of at least one hotel
property with turnover exceeding Rs. 100 million and the consolidated net worth for each
of the last 3 years along with Annual Report including audited Balance Sheet and Profit
& Loss Account for the last 3 years.
