Parents Advised To Spend Wisely


Parents are being advised to refrain from over-indulging this festive season because they have to gear up to meet the cost of sending their children back to school in a few weeks. Ministry of Finance permanent secretary, Filimone Waqabaca said there was a need to budget and not to go over-board with celebrations. My only advice to parents is that while they spend during this festive season buying gifts and also celebrating the Christmas season and New Year, we shouldnt forget that few weeks after that schools will start and there are expenses to be met, Mr Waqabaca said. It would be advisable to put aside funds for studies and education and for the children. Mr Waqabaca advised parents to do proper budgeting so they were not found lacking come 2012. He said while the New Year would be heralded with more money in the pockets of the people, with the reduced tax rate, it would still be advisable to do proper budgeting. Sometimes when we become overwhelmed, we forget about the budget and we just spend only to find out when the New Year begins we are desperate for funds, Mr Waqabaca said. However, this will not be the scenario if one does proper budgeting. Meanwhile, there are certain realities such as an increase in the price of imported exercise books that parents need to look out for because the Government puts its initiative to inculcate the practice of buying Fijian made products into force. This means that exercise books produced in Fiji will not see a price increase unlike the imported exercise books that had fiscal duty increased from 15 per cent to 32 per cent. The 2012 school year begins on January 23.

Tourism Boost In The North


THE people of Naduri, which is the chiefly village of the Tui Macuata, welcome a move by a tourism association in the North to develop the area as historical sites to help boost tourism in the North. Plans to develop the area into a tourist site was revealed by Labasa and Macuata Tourism Association president Paul Jaduram, who said the village was an excellent historical site. "One of the sites identified as a historical site is the village of the Tui Macuata because it is home of one of our leaders," Mr Jaduram said. The reporter visited two of the historical structures which helped identify the place as suitable for tourist visits. The structures included a yavu the oldest standing structure of a Fijian traditional house called bure used by the chiefs in the earlier days and the first Macuata Provincial Council office. The strong wooden structure of the bure stands strong on a pile of neatly arranged stones, likewise the ruined walls of the first provincial office. Village headman Joseva Kosoi said the villagers were told of the plans to develop the place into a tourist site about two months ago. "This is wonderful news for us because we didn't take the olden structures down, hoping that someday a plan like this would eventuate," he said. He said the structures were from late 1800s or early 1900s. "The yavu is the only part of the ancestral house left standing and this was the house our ancestors lived in." "They used strong wooden poles which still remain standing firm into the ground." "The first provincial office is in ruins today but the walls still stand firm. "Both the structures are a pride of this village," said Mr Kosoi.

Fiji Australia Trade Agreement Extension Provides Greater Potential for Fijis Garment Industry
The Fijian government in a statement says that the extension of a trade agreement on Fijis textile, clothing and footwear industry with Australia will greatly benefit Fijis garment industry. In welcoming the extension to the South Pacific Regional Trade and Economic Cooperation Agreement (SPARTECA), Fijian Foreign Affairs Minister Ratu Inoke Kubuabola highlighted the various contributions made under the agreement in particular to the Textile, Clothing and Footwear Provisions Scheme (the SPARTECA (TCF Provisions). Under the agreement, certain textiles, clothing and footwear goods that are manufactured in Forum Island Countries (FICs) including Fiji are exported to Australian and New Zealand markets on a duty free basis. Ratu Inoke said the industry was of vital importance in as far as alleviating poverty and engendering social equality in Fiji was concerned. Garment and footwear manufacture is a major contributor to the economy of Fiji generating tens of millions of dollars in export revenues each year: 90 per cent of employees in the industry are women and in most cases the sole bread-winner. The industry employs 2500 workers but indirectly impacts nearly 16000 people. Through the scheme, there is potential to turn the garment industry around and increase its contribution towards Fijis GDP and social development, Ratu Inoke said. Earlier this month the Australian High Commission in Suva informed Fijis Ministry of Foreign Affairs & International Cooperation that the Australian Government would now extend the trade agreement to 31 December 2014. Ratu Inoke Kubuabola expressed Fijis appreciation for the market access provided under the scheme, which was to a large extent sustaining Fijis garment industry. The South Pacific Regional Trade and Economic Co-operation Agreement (SPARTECA) is a nonreciprocal trade agreement under which the two developed nations of the South Pacific Forum, Australia and New Zealand offer duty free and unrestricted or concessional access for virtually all products originating from the developing island member countries of the Forum, hereinafter called the Forum Island Countries (FICs). SPARTECA was signed by most Forum members at the Forum's Eleventh Meeting in Kiribati on 14th July, 1980. It came into effect for most FICs from 1 January, 1981.

At the moment, 90 per cent of our guests are returnees and our major market lies in corporate clientele and there are many incoming investors to the country, he said. Mr Kumar said 2011 had not been as positive in terms of business results compared to 2010 but they all did their best as a team.

Our challenge is to build our team to the next level, he said. However, he also urged staff to reduce their sick leave in an effort to improve their work and operations. Mr Kumar reminded all staff that they would be monitored as far as sick leave was concerned.

Chief executive Brij Lal said despite the various challenges faced by the company in 2011, they had come out stronger and are now, more than ever, focused on growth. We are working with the Ministry of Industry and Trade and Investment Fiji in getting countries like Papua New Guinea and some of the Melanesian Spearhead Group (MSG) countries to give us opportunities there. Of course, Australia and New Zealand are also there and I must say that there is still a lot of space for growth in that area, he said. Mr Lal said that promoting local products was also high on the priority list as well. Morris Hedstrom is one of the few companies that really is promoting the buy Fiji made products campaign and we would like to see other supermarkets adopt the same model as well, he said.

Mr Southwick said the lobsters brought in Maine were caught in the cold waters of Halifax, Nova Scotia. "We have just brought in our first shipment of 500 kilos, being used mainly at our Royal Davui hotel in Beqa Lagoon but we are also selling them for $70 per kilo," said Mr Southwick He said the imported Maine lobster also had advantages over local varieties because of the methods used to catch them. "These lobsters are caught alive, electronically stunned and blast frozen to ensure their quality," said Mr Southwick. "They also have 50 per cent more meat than local lobsters, almost as much meat in the claws as in the body so meat recovery is much higher than local lobsters," he said. He said while the price of the lobster was high, it was significantly cheaper than the price of imported Australian and New Zealand lobsters which retailed for around $200 per kilo. "This lobster should not compete with local lobster because the local ones retail for about $17 a kilo so you have the option of going much cheaper," said Mr Southwick.

Lobster Supply Low


THE low quality and low supply of local lobster is forcing a local company to import massive Maine lobsters from the United States. Fiji Fish Limited managing director Graham Southwick said a number of hotels in Fiji were unable to have the soughtafter crustacean on their menus because of inconsistent supply. "The thing with lobsters and most crustaceans is that they very quickly turn toxic if they are not frozen and what we see is fishermen often bring us lobsters which have been speared and are turning black and cannot be served," said Mr Southwick. "The thing is with a country like Fiji where there are so many five-star resorts, it is bizarre that we cannot consistently place lobsters on our menus and this is also a reason we wanted to bring in these lobsters." He said the local lobster were in short supply because of their low population. "Local lobsters have a very specific habitat and that is where waves are breaking on the reef, where there is high oxygen lobsters live there in the cracks," said Mr Southwick. "For this reason the habitat area is very low and there is a low population," he added.

Fiji Needs More Emergency Medicine Training


Fiji needs to have specialized emergency medicine training, according to experts from the United States. Dr. Tim Pieh an emergency medicine specialist in the US says most skills are already taught at the Fiji School of Medicine and these need to be combined with latest techniques used around the world. "I think emergency medicine here is not yet prioritized as much as other specialties of medicine. With more training, more support, we can make emergency medicine even better. Thats going to take a commitment and its going to take investment. Your doctors and nurses are excellent; all they need it a little more training." He says the methods they taught local doctors and nurses have proven to save lives and will come in handy for those working in the Accident and Emergency Department. The team from the US was in the country recently to train doctors and nurses on international best practices in treating emergency cases, especially dealing with cardiac problems.

Performer Thrilled By Fiji's Love, Friendliness


VISITING Bollywood performer Micckey Narula is amazed by Fiji's affectionate people. "The people here are just full of love," the singer/actor/composer said. Narula performed to a packed Suva Civic Auditorium on Tuesday night as he kickedoff his Fiji tour. "I'm so very happy to be here, this country has shown me a love towards mankind with their attitude towards each other that I've never seen in any other place," he said. His 15-member entourage consists of dancers and musicians and calls itself Karmic Connection. "We're here to give real Bollywood music to the people of Fiji who want a taste of the real thing," Narula said. He said he wanted the Fiji public to fully comprehend the various styles of Bollywood music and enjoy themselves. The entertainers are here at the request of the Indian High Commission and the Indian Cultural Centre. Narula, who is based in Bombay, said he would definitely bring his family to Fiji on his next tour. Karmic Connection will perform at various venues around the country before leaving our shores on January 3.

Mobile Company Holds Road Shows


A VODAFONE Fiji company road show has deployed sales teams at major bus stations around the country with approval from town administrators. "Bus stands are the first point of contact for every potential customer and yes, we have acquired the necessary approval from local authorities," said the mobile company's Manager Territorial Executive Road show, James Sharma. Mr Sharma said consumers who could not visit their mobile phone outlets now had chances to see the collection of mobile phones available at tables set up at each bus stand. The road show manager said the mobile phone company's shows would see teams targeting major town centres to ply their trade. Mr Sharma says the road show is part of the Christmas and New Year strategy by the company to achieve maximum consumer level. Suva City Council's special administrator Chandu Umaria said the mobile company had approval from the council to sell their wares at the Suva bus stand.

"If a consumer couldn't pay off a $1000 debt, what makes you think they can afford another extra $100 fine?" she explained. Mrs Kumar said the campaign urged all consumers to be extra cautious when signing hire purchase or lending agreements. "We have to read the fine print, we have to be responsible and ask for a pre-disclosure every time," the council head said. Mrs Kumar said because of the lack of legal framework on the responsibilities of financial institutions to consumers, the onus lay on consumers to shop around for the best deals. "Consumers cannot trust anyone, it's the consumers' responsibilities," she said.

Consumers - Read Before You Sign


The consumer is always on the losing end as financial institutions are let loose in the country. The comment was made by the Consumer Council's chief executive officer, Premila Kumar at the launch of the Read Before You Sign campaign last week. "There are basically no penalties for the financial institution if a consumer goes haywire on his/ her payments as the institution did not properly analyze payment issues by the consumer before their agreement," Mrs Kumar said. She said consumers were then imposed fines on top of having to finish off their payments and this was extra financial burden.

Government Hopes For Proactive Private Sector


The Government wants the private sector to play a more proactive and key role in helping stimulate economic growth, says the Ministry of Finance permanent secretary Filimone Waqabaca. Our hope is that given the concessions in the 2012 Budget and the reduction in corporate tax rate and reduction in PAYE rate, given the increased disposable income it would turn not only into savings and consumption but also the businesses will invest more into the country, Mr Waqabaca said. Mr Waqabaca said through their assessment, if the private sector came on board and partnered with Government then the country could move strongly towards the growth targets that Government was aiming for. As per Reserve Bank of Fiji statistics, out of the 13 per cent investment to Gross Domestic Product (GDP), Government makes up 10 per cent of the investments made in the country while the private sector only invests around 3 per cent. Mr Waqabaca said both private sector and Government could work together to build a resilient and a sustainable economy. To boost private sector growth, Government has been consistently investing in infrastructure through capital expenditure over the past few years. On the infrastructure development front, Government in the 2012 Budget allocated more than $152.5m on road upgrade and repair, more than $23m to cater for energy needs, $8.5m for installation and upgrade of jetties and $86.5m to meet operational costs and as capital grant to the Water Authority of Fiji. Government has tried to do its best by investing in the economy and you would have seen that through the increase in capital expenditure, it is double this year with more than $525m next year. Next year we are increasing it by another 7 per cent, Mr Waqabaca said. So Government has been trying to stimulate the economy through such provisions for capital expenditure, which would drive investment. Other major concessions by Government are the reduced corporate tax rate from 28 to 20 per cent as well as $0.5m in the Buy Fijian Made initiative. This is over and above the reduced fiscal duty on equipment, machineries, vehicles and other materials to promote productivity. We are looking forward to what we think should be a good year, 2012, with the participation of the private sector assisting Government stimulate economic activity and build a growing economy, Mr Waqabaca said.

Officer Graduates From Resilience Institute


Superintendent Sakiasi Tamani of the Fiji Police Force recently completed a 13-month course organized by the National Resilience Institute of Indonesia. Superintendent Tamani, who graduated this month from the institute, joined participants from 13 countries to undergo the Regular Training Course which took place between March and December this year. Prior to this, participants attended a mandatory Indonesian language course in September last year. The institute serves as a think-tank for the President and the Government of the Republic of Indonesia. It is also a non-department government institution subordinate and responsible to the President. A statement issued by Fijis Embassy to Indonesia reports that the institute has a vision to create national leaders who dare to maintain a robust, comprehensive, integral and holistic national integrity based on the nations ideology namely Pancasila [The Five Principles/Pillars of the Indonesian Society], the 1945 Constitution, the Unitary State of the Republic of Indonesia and the principle of unity in diversity. The establishment of Lemhannas was a response to the strategic development nationally and internationally, which suggested the need for integration and close cooperation and dynamics between civilians, the military and the police as well as heads of the national private sectors, leaders or political organizations and social organizations to ensure proper state governance. The establishment of Lemhannas is also to fulfill one national urgent need in the efforts to safeguard and preserve the national ideals, the goal of the nation and sustainability of the nation amidst political games in the world. Their main task is to carry out government tasks in the field of Strategic Studies on various national as well as international issues required by the President and the decision makers of the national policies; and in the sector of education to prepare cadres of potential leaders at the national level, ensuring the national leadership as having the mindset, attitude and action in a solid, comprehensive and integrated manner.

Fijian Government Allocates Land to Squatter Settlements

The Fijian Government has done away with the hand-out mentality and has urged people to be actively involved in uplifting their livelihoods. This week 64 families have been given the opportunity to become homeowners in Badrau settlement in Ba in the Western Division in Fiji. Col Saumatua said the Badrau squatter upgrading project not only satisfied one of the basic human rights, that is, the right to shelter but was also in accordance with the Pillars 6 and 8 of the Peoples Charter for Change, Peace, and Progress. This Government is encouraging the population to work within your own means to improve their family condition, he said. We cannot beat poverty if we sit back and accept it. Col Saumatua urged residents to work hard and make sacrifices to create a secure environment for their children. The Government has not only provided security of tenure but its upgrade project has seen plots having access to amenities such as sewerage, water and electricity reticulation, fire hydrants and drainage work. The sealed roads and drains have been transferred to the State and vested as Ba Town Council assets while water and sewerage infrastructure are transferred to the Water Authority of Fijis assets, fire hydrants as National Fire Authoritys and electricity as Fiji Electricity Authoritys assets. These bodies will ensure the maintenance of the amenities.

Suriname and Fiji Establish Diplomatic Relations


The Republic of Suriname and the Republic of Fiji formalized diplomatic relations at a ceremony at the Fiji Mission to the United Nations in New York. The Permanent Representative of Suriname to the United Nations, Ambassador Henry Mac-Donald, and his Fijian counterpart, Ambassador Peter Thomson signed a joint communiqu establishing diplomatic relations between the two countries. The communiqu expresses the desire of both countries to promote and strengthen the bonds of friendship and cooperation between the two countries, in political, economic, cultural and humanitarian fields. It affirms the relationship will be guided by the principles and purposes of the Charter of the United Nations and international law, particularly those pertaining to respect for national sovereignty, independence, respect for international treaties, territorial integrity, mutual respect for equality among States, and non-interference in the internal affairs of other States. Following the signing of the communiqu, Ambassador Mac-Donald and Ambassador Thomson discussed current issues pertaining to the organisations that both countries are active members of, including G77, AOSIS and the Non-Aligned Movement. Suriname, a former Dutch and British colony, is located in South America. The country became an independent republic from the Netherlands in 1975 with a mining industry dominating its economy.

We have much to be thankful for and much to look forward to in 2012, says Fiji's President Ratu Epeli Nailatikau. Ratu Epeli said the government under the leadership of Prime Minister Commodore Voreqe Bainimarama has made great strides in implementing the necessary reforms to modernize Fiji and provide sustained livelihood to all Fijians. "It is under thus sound and consistent leadership that we celebrate with our families and friends this Christmas and New Year," he said. "We continue to reinforce the health of our nation- socially, economically and within an expanding global framework." TWENTY two staff was terminated from the Suva City council for various reasons following two audits and twenty nine special reviews in 2011. The audits were the Suva Market and the Private Taxi Audit. This was revealed in a report of SCC achievements in 2011. The report stated a number of new developments had taken place, thanks to the audits. "A major achievement this year was the large scale investigations in conjunction with the audit department into allegations concerning operations of the Suva Market," said the report. Several complaints have been received by the Consumer Council of Fiji from consumers who feel cheated by duty free traders in the Western division. The consumers claim the traders fail to provide any redress to purchased faulty products. The Council says the number of complaints is expected to increase in the coming weeks as consumers will rush to duty free shops with the hope of getting a good deal. Council CEO Premila Kumar says they have witnessed duty free traders unwilling to assist and even listen to consumers when they seek redress. Kumar says it is the traders responsibility to handle and fix consumer complaints on default products.

New Style Of Street Party To Welcome 2012


A new style of street party is set to welcome the New Year. The Annual Legend FM Fiji Street Party with Vodafone will be held this Saturday and Organizers, Total Event Company manager Loretta Jackson said this years will feature major changes in the lighting, equipment and stage set up. Jackson said for the first time it will be hosted from the main stage at the Albert park pavilion platform. Jackson said those who are concerned about their safety should be rest assured as there will be a great deal of security guards and police officers present at Albert Park. She added floodlights will be placed in and around the park so families can spread their mats and join the countdown. Amusements rides, bouncy castles, food and drinks will also be available on the night. The Annual Legend FM Fiji Street Party with Vodafone will be held from 7pm till 1am this Saturday.

Steel And Cement Prices To Drop


The price of steel and cement are expected to decrease in January, 2012. Commerce Commission Chair, Dr Mahendra Reddy told the reporter the decrease is due to changes in tax - however that will be subject to consultation with the stakeholders. There will be a reduction in prices of steel and cement in January as a result of changes in the Tax table. He says the new prices can only be decided after the companies have given their views on the pricing structure. We have asked both the companies to make submissions - we want to relook the prices that we have set - going forward in a new year. Dr Reddy says they expected to announce the new price before the end of January.

A man charged with the murder of a taxi driver in Nausori pleaded not guilty in a special hearing at the Suva Magistrates Court. Thirty-year old Davendra Naicker was charged with three counts by the Nausori Police. Prince Philip Leaves Hospital After Heart Surgery


Queen Elizabeth's 90-year-old husband Prince Philip left a British hospital on Tuesday after undergoing successful surgery to clear a blocked heart artery. With the window of the jeep he was travelling in wound down, Philip waved at the media as he left Papworth hospital near Cambridge. Philip, who was rushed into hospital by helicopter on Dec. 23, has missed most of the royal family's Christmas festivities. The queen and Philip's grandchildren, including Prince William and Prince Harry, have visited him in hospital. Philip was on his way to his family's rural Sandringham estate in eastern England, Buckingham Palace said.

Us Will Hit Debt Ceiling In Early Next Month


THE United States government will hit its debt limit in the first week of January, the Treasury Department
says, pointing to an imminent request for a $US1.2 trillion increase.

The government is expected to come within $US100 billion of the current $US15.2 trillion ceiling by the end of the year, Treasury Department officials said on Tuesday. That effectively puts politicians on notice that they will have until mid-January to oppose a fresh increase. But a reprise of the vicious political debates over the debt ceiling that brought the US to the brink of default earlier this year is unlikely. Congress agreed on July 31 to immediately increase the national debt by $US400

billion, and then increase it in stages after that when necessary. An increase can only be blocked if both the House of Representatives and the Senate pass measures opposing it. In September the Democratic Partydominated Senate declined to block a $US500 billion increase. But the Republican-controlled House nevertheless passed a resolution symbolically rejecting the ceiling rise. With fiscal rectitude looming large as the 2012 election season gets under way in earnest, the new request to hike the

borrowing ceiling could sound the starting gun on a fresh political fight. The Treasury Department said it would have to perform some accounting and managerial acrobatics to make sure the US does not miss payments before the raise comes into effect in mid-January. If opposition to the increase is unsuccessful the limit will be raised to around $US16.4 trillion. That is expected to put the issue to bed until late 2012. A new rise in the debt ceiling is not expected to be needed until after the elections in November.

Puppy Fell 5M After Woman 'Threw It Out Of Window During Fight'

Afghan Girl Rescued After Being Locked Up In Toilet For Months


Police in northern Afghanistan have rescued a young girl who had been locked up in a toilet for at least half a year and was frequently beaten for refusing to have sex with men, local media reported.
The 15-year-old girl, who was identified as Sar Gul, married 30-year-old Mohammad Azim about nine months ago. She had since been living with her husband and parents-in-law in Baghlan province, where she was frequently beaten and denied food. The Pajhwok Afghan News (PAN) agency reported that, about six months ago, Gul was locked inside a toilet after she had refused to have sex with men who were brought to the home by her parents-in-law. The victim's parents, who live in Badakhshan province, recently discovered the situation and informed police who freed her. Following her rescue, officials took Gul to the Pul-i-Khumri Civil Hospital where she is being treated for severe mental stress. She is also being treated for various injuries, including burns across her body. All of her nails had been pulled off with pliers. Hospital chief Dr. Gul Mohammad Wardak told the news agency that the girl was in a critical condition and may be transferred to the capital of Kabul in order to receive further treatment. The report said Gul's mother-in-law had been arrested, but her husband was able to flee. It was not immediately clear if Gul's husband would also face arrest. According to Afghanistan's civil code, girls cannot marry before they reach the age of 16. Nonetheless, child marriages remain widespread across the country with some girls being married as young as nine-yearsold. According to a 2005 report, nearly 60 percent of marriages in Afghanistan involve girls below the age of 16.

This puppy's owner was refused bail amid accusations she threw the dog out a firstfloor window at her western Sydney unit. The owner, Lily Maihi, named the eightmonth-old ridgeback-staffordshire cross Kyza - but he has been nicknamed "Will" by police for his gutsy determination to survive. He was left with broken leg, broken teeth and internal injuries after Maihi allegedly tossed him about 5m on to a concrete driveway. The Court was told Maihi, 24, bought the dog from a neighbour three months ago for $30. She is charged with torturing, beating or seriously injuring an animal. Two friends chastised her about not cleaning up her dog's mess on her Kingswood unit's balcony on Boxing Day, the court heard. It is alleged an intoxicated and "aggressive" Maihi then "picked up the dog by its collar" and took him into her bedroom where, using two hands, she threw him out the window. "The dog gave a loud yelp, but remained motionless," documents tendered to the court claimed. A witness went to check on the dog, but was allegedly confronted by Maihi. Documents allege Maihi then "took hold of one of the dog's paws and began to pull it. When the witness yelled at the accused to leave the dog alone, she stated 'don't worry, it's my dog'." She then allegedly went to a phone box and called police to say "I threw my dog out the bedroom window". Maihi was arrested and held at Penrith police station where she allegedly again told officers: "Yes, I threw my dog out the bedroom window." While she applied for bail, it was refused, with the registrar noting that she is currently on two good behaviour bonds and only recently completed a suspended jail sentence. As news spread of the dog's ordeal, specialist surgeon at the Animal Referral Hospital in Baulkham Hills, Sarah Goldsmid, and her team began fielding calls from people, including some from interstate, who offered to adopt him. He arrived at the hospital covered in fleas and in desperate need of care, love and affection, Dr Goldsmid said. "When he came in he was a bit disorientated from hitting his head and he was crying," she said. Maihi will face Parramatta Local Court.

Sears And Kmart To Close Up To 120 Stores On Poor Sales


Shares in US retail giant Sears have fallen 23% after announcing plans to close up to 120 Sears and Kmart stores amid poor figures. Sears Holdings, the department store group which owns the two major retail chains, blamed falling sales. In the eight weeks to Christmas Day, sales at Kmart fell 4.4% and by 6% at Sears. The company, which has 2,200 outlets in the US, says the closures should raise up to $170m. It added that it expected fourth-quarter earnings to be less than half of last year's amount. Both Sears and Kmart have experienced a decline in demand for consumer electronics, amid fears of another US recession. Kmart has also reported a decline in clothing sales over the same period. Snakes On A Plane Averted As Argentina Nabs Trafficker


A CZECH national was nabbed in Argentina for trying to board a transatlantic flight with 247 live animals including poisonous snakes and endangered reptiles packed in a bulging suitcase.
The man identified as Karel Abelovsky, 51, was caught while trying to board a flight for Madrid when shocked baggage X-ray technicians and staff at the Iberia Airlines desk at Ezeiza Airport in greater Buenos Aires noticed "organic substances moving inside," local media reported. When they opened the bag, they found more than 200 reptiles and mollusks, among them nine species of poisonous snakes including South American pit vipers, packed in clear plastic containers. There were also 15 venomous vipers, including two yararas-- which can measure up to 1.5m - and several young boas. Two of the animals were found dead and most of the others could have suffered the same fate due to a lack of oxygen if the suitcase had been placed in the plane's cargo area. The discovery was made on December 7 but only recently came to light. A judge has charged Abelovsky with attempted smuggling, and he faces up to 10 years in prison if convicted. Researchers suspect that an exotic species smuggling ring was behind the trafficking attempt.

If you get a rate-of-inflation pay increase, youre going effectively to be paying more income tax than you otherwise would, said Fildebrandt, noting the federal tax brackets will be adjusted by 2.8 per cent, whereas the Ontario inflation rate is 3.3 per cent. There is no real way to fix that because you cant adjust income tax brackets differently for federal taxes in different provinces, so unfortunately Ontario is going to come out behind on that. The Conservative government included a flurry of tax credits in the last federal budget that could bring a bit of relief to some Canadians. For example, families with ailing relatives will be eligible for 15 per cent of the maximum $2,000 a year (up to $300) they can claim in expenses related to ill and dependent relatives. The government also removed the $10,000 limit on medical expenses for disabled dependants that are eligible for a 15 per cent tax credit. Adults with children who share a home but are not married or in a common-law relationship think roommates or two sisters living in the same house will now be able to claim separate child tax credits. Previous rules limited the number of child tax credit claimants to one per domestic establishment, even if they were different families. Parents will get a 15 per cent tax credit on up to $500 they spend on enrolling their children younger than 16 in artistic, cultural, recreational or developmental activity programs. The tax credit a maximum of $75 must be used for membership or registration fees and not for equipment, which means no money back for buying that grand piano you have always wanted for your living room. The Canadian Taxpayers Federation argues that tax credits are not as useful as income tax cuts and wants the government to scrap them in favour of letting people take more of their salaries home in the first place. Expect Higher Payroll Taxes In 2012, Taxpayers Group Says


OTTAWACanadians will see the biggest increase in payroll taxes in a decade next year, according to a Canadian Taxpayers Federation analysis of how many of your dollars will go to federal government coffers. An increase of employment insurance premiums is only half the 10 cents per $100 of insurable earnings the Conservative government had originally planned for next year, but the analysis shows employees will still see a $53 jump to $840 in EI premiums in 2012. Combine that with the federal pension plan contributions and it means that employees will have to give up a total of $3,147 in payroll taxes next year, an increase of about $142 over this year. Employers will have to shell out about $164 more in payroll taxes next year, for a total of $3,483. The combined net increase of 4.84 per cent is the highest since 2002. Finance Canada tells us that we should be thanking the government because they are not going to be raising payroll taxes as much as they promised, said Derek Fildebrandt, national research director for the advocacy group. A spokeswoman for the federal finance department suggested exactly that. The Canada Employment Insurance Financing Board is responsible for setting premium rates to ensure that the program just breaks even over time and managing a cash reserve including adjustments in rates, Suzanne Prebinski wrote in an email. However, to protect the economy and jobs, we cut any potential increases in half for 2012 keeping EI premiums near their lowest level since 1982. This change is expected to save employers and employees $600 million in 2012. Prebinski noted there is no change to the Canada Pension Plan contribution rate, which has been at 9.9 per cent of pensionable earnings since 2003, but there will be an increase in the maximum contribution in order to account for inflation. There will not be much change to personal income taxes, although Ontarians will once again lose out because the provincial rate of inflation is higher than the rate used to adjust the federal tax brackets. down to 15 per cent. Fildebrandt said the taxpayers group supports the business tax cuts in order to make the system more competitive, but wishes personal income taxpayers would get some relief, too. The New Year will also bring more flexibility when it comes to retirement, as the next phase of changes to the Canada Pension Plan meant to encourage people to retire later on in life come into effect. All workers aged 60 to 64 will be required to continue making contributions to the CPP, even if they are already receiving a pension and they will no longer have to stop working or reduce their salaries in order to start receiving benefits. This change reflects the different ways Canadians retire, CARP (originally the Canadian Association of Retired Persons) wrote in its Dec. 21 newsletter to members. Retirement is a process that often occurs in stages, rather than a one-time event. Those aged 65 to 69 will have the option to continue contributing to the CPP to be matched by their employer as a way to increase pension payments down the road. If they do not want to contribute after they turn 65, they will need to give notice to their employers and the Canada Revenue Agency. This change is consistent with the different ways and reasons people retire, CARP wrote in its newsletter. Before, if you chose to or had to retire before 65, there was no way to make up the permanent reductions in your CPP benefit for taking early retirement. Now, you can retire early, choose to work, and continue to build additional, lifelong, inflationindexed, CPP pension benefits. There are other tax changes worth noting, too. Stamps will soon cost two cents more, with the price of mailing a basic letter within Canada rising to 61 cents on Jan. 16. Elections Canada is increasing the annual limit for total contributions to any particular registered political party to $1,200 on Jan. 1. The same annual limit will now apply to contributions to any combination of candidates, nomination contestants and ridings of any one political party.

British Columbians Face MSP Increase In New Year

British Columbians have another increase in their Medical Services Premium (MSP) to look forward to in the New Year. The Canadian Taxpayers Federation is concerned about what they say amounts to an 18.5 per cent increase in the health tax over the past two years. The CTF's Jordan Bateman says the province is ripping off taxpayers. "This is the third January 1st in a row of a major increase. So, a family like mine back in 2009 was paying about $108 a month in MSP tax. Now we're paying $128 a month." "Families and seniors are already finding it difficult to keep up with rate increases at BC Hydro, ICBC, BC Ferries and tax hikes at the gas pump," says the CTF's Jordan Bateman. "These MSP, CPP and EI increases are yet more weight added to the tax burden." He says those hikes simply aren't sustainable. Bateman adds Ottawa is also getting into the act, with a boost to payroll taxes. "Their taking about $306 per employee more in taxes. About half of that will come from the employee themselves, so about $142 extra per employee for CPP and EI." He says that is the second largest hike in those taxes since 1994. Bateman suggests the increases are offsetting recent progress on income taxes. Workers will see their EI premiums rise by five cents per $100 of insurable earnings to $1.83 on New Year's Day, while the maximum insurable pay increases to $45,900 from $44,200. In addition, the maximum pensionable earnings rise to $50,100 from $48,300.

Some suburban operators will get temporary licences to pick-up and drop-off customers in other jurisdictions like Vancouver, but Tim Land with White Rock South Surrey Taxi says they will be staying local. Can The San Jose Sharks Become The New Public Enemy No. 1? Vancouver Canucks
The Vancouver Canucks and San Jose Sharks hooked up for their second meeting since last seasons Western Conference Finals in a game that was filled with playoff-type intensity. Vancouver won the matchup 3-2 in overtime, but this game could have gone either way. With NHL realignment putting these two teams in the same conference next year, are we seeing a budding rivalry? Many Canucks fans have bemoaned the loss of games against the Chicago Blackhawks that the new NHL conference setup will bring. They like to hate Chicago and will miss battling them on the ice and in the Western Conference standings. But Wednesday night showed us that the Canucks fans, and players, may have a new rivalry on their hands. The two teams dont seem to have the outright burning hatred that Chicago and Vancouver seem to have. What they do have are two loaded teams that play entertaining hockey games against each other. Wednesday's game could have easily slid into last seasons playoff series. While San Jose and Vancouver do not have a long history of intense games with each other, they seem to be on a collision course. Meeting in the playoffs last year with a Stanley Cup Finals berth on the line was just the beginning. So far, the two squads have intense games and Western Conference bragging rights standing between them. The animosity is building. In the third period of Wednesday's game, we began to see it brewing. The game got chippy when Ryan Kesler and Jamie McGinn got into a scrum that led to all 10 players on the ice getting to know each other. The scrum was highlighted by Kesler and McGinn having an amusing-looking conversation by themselves, Kesler leaning his chin on the butt end of his stick. Joe Thornton turned schoolyard bully after that by accidentally putting his glove in Henrik Sedins face while talking to the officials after the scrum had been sorted out. Thornton may turn out to be the target of Vancouver fans' hatred. A gifted player, he sometimes acts the fool and we saw that. After the glove incident, he seemed to jump all over the Sedins' backs. While this may irk Canucks fans, it actually seemed to make Thornton less efficient and maybe more importantly helps build a rivalry. Both franchises are in great shape, have shown a commitment to win and will probably be the beasts of the new, yetto-be-named conference. That will make for season-long battles and, without a doubt, more playoff matchups. The two teams meet again, in Vancouver, in a week. It will be interesting to see how chippy that game becomes.

Crosby Still Has Concussion-Like Symptoms - Bylsma


More than three weeks since last playing, Sidney Crosby is experiencing concussion symptoms and his return to the Pittsburgh Penguins remains uncertain. In the first Crosby-related update given by the team in more than two weeks, Penguins coach Dan Bylsma said Wednesday that Crosby is exercising lightly. That's seen as a positive sign since Crosby was unable to work out at times during his nearly 11-month concussion layoff that ended with his two-goal, four-point comeback game against the Islanders on Nov. 21. But this is the first time since Crosby last played, against the Bruins on Dec. 5, that the Penguins have acknowledged their superstar is having a reoccurrence of his concussion symptoms. When Crosby missed a two-game road trip later that week, the team said it was for precautionary reasons because Crosby didn't feel well.Crosby has not practiced since Dec. 7th. "He's still having symptoms," Bylsma told reporters following an off-day practice at the Iceoplex at Southpointe rink in suburban Pittsburgh.
