Promote a diverse and growing economy by pursuing business retention, expansion, and attraction that enhances quality of life in Tuolumne County.
Purpose Statement

The TCEDA is vested with the power to effectively implement, coordinate and administer general economic development programs within the County of Tuolumne, State of California, including the City of Sonora, in accordance with local, state and federal laws. General economic development programs shall include, but are not limited to: 1) business retention and expansion; 2) business attraction; 3) business assistance programs; 4) identification of appropriate locations for and creation of shovel ready commercial and industrial properties including but not limited to adaptive reuse; 5) support the creation, expansion and rehabilitation of public infrastructure needed to support and sustain local business and industry (e.g. roads, water, power, sewer, telecommunications, etc.); 6) assist with educational and training opportunities tailored to equip and support the communitys workforce; and 7) pursuit of funding sources to facilitate all of the above. In carrying out its general mission of economic development, the goals, policies and implementation programs of the TCEDA shall be generally consistent with those contained in the Economic Development Element of the Tuolumne County General Plan and Economics Element of the City of Sonora General Plan.

Overview of the Economic Development Work Plan
This work plan provides a road map for the Tuolumne County Economic Development Authority to implement its economic development agenda over the next year.

Goal A: Assist in retaining, expanding, and attracting businesses.


Action Item A-1: Manage a business retention and expansion program focused on companies with the potential of ten or more family-wage jobs. TCEDA Role: Arrange meetings, trainings and other events with existing businesses and assist them in finding capital, managing their business, expanding their markets and creating family wage jobs. Measureable Outcome: Ongoing visits with existing businesses conducted and businesses that need support are assisted. Action Item A-2: Work with businesses to obtain local, state, and federal project approvals. TCEDA Role: Arrange meetings for new and existing businesses with city, county, state and federal government staff. Maintain weekly meetings with City and County Administrators to keep them up-to-date on issues affecting businesses and their respective entities. Measureable Outcome: New and existing businesses are awarded timely approvals at the city, county, state, and federal level.

Action Item A-3: Provide business management training and information. TCEDA Role: Through our partners in the Business Alliance of Tuolumne County, work closely partners such as the Tuolumne County Chamber of Commerce, Columbia College, SCORE, and the SBDC. Measureable Outcome: Business training classes are held and business owners are provided with the skills needed to run their businesses successfully.

Action Item A-4: Work to fill vacancies of industrial buildings and sites. TCEDA Role: Work with existing businesses and prospects to occupy existing building and sites. Measureable Outcome: Personally or through real estate agents show new or existing businesses available locations in Tuolumne County to minimize industrial vacancies.

Action Item A-5: Work to fill vacancies of retail and commercial buildings of 15,000 square feet and above. TCEDA Role: Work with existing businesses and prospects to occupy existing building and sites. Personally or through real estate agents show retail locations above 15,000 square feet and assist in their lease-up. Measureable Outcome: Retail and commercial buildings above 15,000 square feet are marketed to businesses that provide jobs and tax base to the community and to minimize retail vacancies.

Action Item A-6: Create and conduct a network-based business recruitment program. TCEDA Role: Work through new and existing business networks to recruit businesses to Tuolumne County. Measureable Outcome: Program promoted through new and existing business networks. Out of County businesses are contacted and marketed to.

Action Item A-7: Create a consistent ongoing message about resources available from the Tuolumne County Economic Development Authority. TCEDA Role: Carry out communication and publicity plans and update as necessary. Measureable Outcome: Multiple aspects of the communication and publicity plans are carried out.

Action Item A-8: Support efforts to protect the availability and use of natural and recreational resources in the county. TCEDA Role: Through partnerships, support efforts to protect the availability and use of natural and recreational resources in the county. Help find resources to assist the City and County in maintaining and improving natural and recreational resources in the county. Measureable Outcome: Provide information to City and County staff and assist staff as needed.

Goal B: Assist with educational and training opportunities to develop the communitys workforce
Action Item B-1: Encourage workforce development. TCEDA Role: Work closely with workforce partners to form innovative partnerships to assist our businesses in hiring and training new and existing employees, and providing a pathway for local youth to establish careers in the community. Measureable Outcome: An established and ongoing relationship is maintained with workforce partners, and youth are offered opportunities to remain in our community.

Goal C: Pursue funding sources.
Action Item C-1: Conduct outreach to promote the importance of the Tuolumne County Economic Development Authority. TCEDA Role: Work through partners to secure funding to further the activities of the Tuolumne County Economic Development Authority. Measureable Outcome: Additional funding is secured to expand the programs that the Tuolumne County Economic Development Authority provides.

Action Item C-2: Certify the Tuolumne County Economic Development Authority as an International Economic Development Council (IEDC) Agency. TCEDA Role: Start process to certify the Tuolumne County Economic Development Authority as a certified IEDC Agency. (Multi-Year Process) Measureable Outcome: Tuolumne County Economic Development Authority is certified as an IEDC Agency.

Goal D: Participate in planning to identify land, infrastructure and funding for business and industry.
Action Item D-1: Assist partnerships to address broadband, cellular, and data services in all areas of our county. TCEDA Role: Meet with public and private partners, to research innovative programs and to create partnerships. Measureable Outcome: Broadband, cellular, and data services are expanded in Tuolumne County and the City of Sonora.

Action Item D-2: Assist public agencies in finding resources to build and strengthen infrastructure. TCEDA Role: Through our partnerships/contacts, find comprehensive funding mechanisms and resources to assist the City and County in maintaining and improving infrastructure. Measureable Outcome: Provide information to City and County staff, and assist in implementation. Action Item D-3: Investigate air service opportunities. TCEDA Role: Work closely with partners to investigate and possibly attract a regional and/or charter air carrier to Columbia Airport. Measureable Outcome: Possibilities are researched; possible providers contacted and if any providers are interested, proposals would be presented to county staff.

Action Item D-4: Help identify and secure financing for the development of infrastructure for private businesses. TCEDA Role: Through our partnerships/contacts, find funding mechanisms and resources to assist developers and businesses in improving their infrastructure. Measureable Outcome: Provide information to businesses and developers, and assist in its implementation.

Action Item D-5: Support planning that promotes business growth. TCEDA Role: Work closely with the City of Sonora and the County of Tuolumne to support planning efforts that promote business efforts. Measureable Outcome: Work with City and County staff, and assist as needed.
