1/2010 MEMORANDUM Sub: Police Proposal for transfer of Police Constables of AR / SAR CPL to Civil for the year 2010 - Reg. Ref: This office memo Rc.No. 410/R&T/Rect.1/2008 dated 10-09-2008 * * * * * It is proposed that willing and eligible Police Constables (AR) (Men) and Police Constables (SAR CPL) (Men) for appointment to the posts of Police Constables (Civil) (Men) by transfer in the following vacancies (unfilled) of Police Constables (Civil) (Men) of different units as given below as per the provisions of Andhra Pradesh Police (Civil Police) Subordinate Service Rules.

2. The SLPRB will follow the following guidelines in preparing the provisional list of candidates for appointment to the posts of Police Constables (Civil) (Men) by transfer from Police Constables (AR) (Men) and Police Constables (SAR CPL) (Men). a) Conditions of eligibility which have to be satisfied are: i) they are approved probationers;
ii)

should have served as Police Constables (AR) (Men) / Police Constables (SAR CPL) (Men) for not less than five years (does not include the service rendered in the APSP) and should have completed the age of forty years as on 01-07-2010

b) Punishment Roll: The Police Constables (AR) (Men) and Police Constables (SAR CPL) (Men) who come under any of the following categories will not be considered for appointment as Police Constables (Civil) (Men) by transfer.

Any major punishment in the entire service Minor punishments - three or more in the entire service. Any punishment under operation Under suspension or facing an oral enquiry.

c) The vacancies of Police Constables (Civil) (Men) reserved under the quota of appointment by transfer shall be filled with local candidates only. d) Order of selection in the preparation of the list: Length of service in AR / SAR CPL will be taken into account and wherever the length of service in AR / SAR CPL is the same, then the date of birth of the candidate will be taken into account i.e., the older person will be preferred. 3. The unit officers will call for the applications from Police Constables (AR) (Men) / Police Constables (SAR CPL) (Men) who are willing for transfer to PC (Civil) (Men). Since vacancies in Vijayawada city, Krishna, Guntur, Prakasam, Chittoor and Mahaboobnagar units are zero, there is no need to call for applications from Police Constables (AR) (Men) / Police Constables (SAR CPL) (Men) who are the local candidates of Krishna, Guntur, Prakasam, Chittoor and Mahaboobnagar districts.

The following steps need to be followed:

i) The unit officers will arrange to explain the guidelines prescribed in para 2 above and also definition of local candidate as enclosed in annexure I; ii) The Police Constables (AR) (Men) and Police Constables (SAR CPL) (Men) who are willing to be considered for transfer to PC (Civil) (Men) need to submit their applications in the proforma prescribed in annexure II; these applications will be retained by the unit officers for future reference and need not be sent to the SLPRB; iii) The unit officers will compile the information relating to the candidates who desire to be considered for transfer to PC (Civil) (Men) in the proforma prescribed in annexure III in M.S. Excel. iv) Only those candidates who fulfill the guidelines need to be referred to the SLPRB; for this purpose, the Unit Officers may scrutinise the list in the proforma in annexure III and shortlist only the eligible candidates in the proforma prescribed in annexure IV in M.S. Excel. v) The Unit Officers are requested to send the list of eligible candidates to the SLPRB i.e., annexure IV in M.S. Excel (in hard copy and in a compact disc) positively before 06-112010

vi) The Unit Officers are also requested to enclose a Certificate that Certified that willingness has been called for from all the Police Constables (AR) (Men) / Police Constables (SAR CPL) (Men) who have satisfied the conditions of transfer including those who are on deputation in other units of State and Center etc., while considering the cases to the Chairman, SLPRB, AP, Hyd. Note: a) Length of service in the APSP is not at all taken into account in the finalisation the list of Police Constables of AR / SAR CPL to Civil PCs. b) The vacancies of Police Constables (Civil) (Men) reserved under the quota of appointment by transfer shall be filled with local candidates only. Hence, the AR PCs who were local candidates to any district are eligible for appointment to the post of Police Constables (Civil) (Men) by transfer to the unit which is lying in that district but not any other district though they are working in that district. c) Only the local candidates of Ranga Reddy can opts the option 1 and option 2 as Cyberabad and Ranga Reddy units. Remaining candidates can opt the only one option i.e., Option1. d) If the candidate cannot opts the unit lying in the district where he is local, then such name should not be refereed to SLPRB in Annexure IV.
