Position Description Junior Professional Associate LCSAR Latin America and the Caribbean Region Sustainable Development Department, Agriculture and Rural Development Unit

The Latin America and the Caribbean Region Sustainable Development Department Agriculture and Rural Development Unit (LCSAR) in the World Bank is searching for a talented, serious and creative professional for a two-year position as Junior Professional Associate (JPA), based in Washington, DC, to work with the LCSAR land and forestry/natural resource management teams beginning on or around April 2, 2012. About the JPA Program The JPA Program offers talented young people the opportunity to gain first-hand experience and knowledge of development aid and the mission and work of The World Bank. The JPA is a two-year program, which launches the candidate for further careers in the academic, research, public or private sectors outside the Bank. For information on the JPA Program please visit http:// go.worldbank.org/MJAS6A4AZ0 Background Information Forestry/Natural Resource Management (NRM): About 2 percent of todays global GDP comes from revenues generated by forest use and related wood industries, derived primarily through the provision of tree fiber for wood industries, pulp and paper manufacture, and local construction. Forests in Latin America and the Caribbean are also essential for the livelihoods of millions of poor people, including indigenous groups, to whom they provide food, medicine, building materials, and income opportunities, as well as cultural values. Forests also play an important role in maintaining the environment at local and global levels, an appreciation of which is now spurring added economic investment in environmental goods and services. Trees capture and sequester carbon as they grow, contributing to the regulation of greenhouse gasses and thereby helping to maintain the global climate. By protecting watersheds, forests reduce soil erosion and loss of soil fertility, prevent flooding, and slow the sedimentation of reservoirs. Finally, forests are sanctuaries for plants and animals and are increasingly appreciated for their esthetic, recreational, and spiritual value. The Forestry/Natural Resource Management cluster is currently working in many countries in Latin America, with a range of projects involving the management of forests for protection, production, recreation, watershed management, and biodiversity conservation. In addition, financing of projects which sequester carbon through reforestation and afforestation, as well as supporting REDD strategies (Reduced Emissions from Deforestation and Degradation) also a growing part of the regions forestry portfolio. The JPA assigned to this position will contribute to this effort with a major focus on the Southern Cone countries. Land: The LCSAR Land group supports client countries to operate land policies which support effective land administration for urban, rural and forest areas, strengthen the governance and operation of land institutions, and to improve land access in order to contribute to economic growth and poverty reduction, natural resource management, and territorial and local development. The work being carried out focuses on two main areas: (1) land policy and administration assisting governments in defining land policy frameworks and carrying out regulatory reforms to clarify property rights, regulate land markets, and codify land use; and (2) land assessments that integrate empirical analysis in the urban, rural, and environmental sectors using a mix of qualitative and quantitative methods to generate an inter-disciplinary perspective on the use of land and offer policy options. Responsibilities The Junior Professional Associate would work with Task Team Leaders in both the land team and the forestry/natural resource management team. In this context, the responsibilities of the Junior Professional Associate will include, but are not limited to, the following: - Provide operational support to projects in the LCSAR forestry/NRM and land team. The work will involve a range of activities in all aspects of the Banks project cycle, i.e., preparation, appraisal, and supervision. - Participation in Bank missions to client countries, both during preparation and supervision - Drafting and editing key Bank project documents (in English and Spanish) while coordinating and following-up with government counterparts and consultants. - Provide research and analytical support to the LCSAR forestry/NRM and land TTLs to which you are assigned.

Selection Criteria A dynamic, independent and highly-organized young professional with enthusiasm to learn and an ability to work effectively in fast-paced and multi-cultural teams. Bachelors degree (in a field related to international development, geography, economics, environment, natural resource management) and professional experience in a related field. Masters degree desirable. Professional experience in developing countries is also a plus. Excellent oral and written communications skills in English and Spanish. GIS skills are a strong plus. Willingness and ability to travel to Bank-client countries. Demonstrated ability to work flexibly on a range of assignments, and prioritize a variety of complex evolving tasks. Demonstrated ability to effectively provide professional support to senior staff, including working with teams. Demonstrated ability to manage multiple and competing demands while ensuring due attention to detail and the high quality of products.
