THE COMPANY
CITGO Refining and Chemicals Company L.P. is owned by CITGO Petroleum Corporation. CITGO, based in Houston, Texas, is a refiner, transporter and marketer of transportation fuels, lubricants, petrochemicals and other industrial products. It is owned by PDV America, Inc., an indirect wholly owned subsidiary of Petrleos de Venezuela, S.A. (PDVSA), the national oil company of the Bolivarian Republic of Venezuela.

Corpus Christi community. In fact, the CITGO Corpus Christi Refinery is estimated to have a total economic impact of $625 million a year in the Corpus Christi community.

WATER CONSERVATION
As a responsible and conservative water consumer, CITGO uses significantly less water per barrel of finished product than our industry average through efficient process design and control. A portion of the water entering the Refinery is recycled and reused. That water, which is discharged into the Corpus Christi Ship Channel, is treated to stringent standards specified in our wastewater permits. The water discharged from the Refinery was clean enough for a lost manatee, ultimately named Texas, to dwell at our wastewater treatment system outfall until it was recovered and returned to its native Florida.

HEALTH AND SAFETY EXCELLENCE


The safety performance of the CITGO Corpus Christi Refinery is among the best in the nation. For the past 10 years its employees have earned the Merit, Gold and Achievement awards from the National Petrochemical and Refiners Association (NPRA), including its top award, the Distinguished Safety Award Honorable Mention in 2007 as well as safety awards from the Coastal Bend Business Roundtable. CITGO also dedicates significant resources to employee off-the-job safety and health and to community safety. Employees participate in leadership roles in the Local Emergency Planning Committee (LEPC), the Southern Texas Triangle Association of Occupational Health Nurses, the Coastal Bend Chapter of the American Society of Safety Engineers and the South Texas Coastal Zone Area Committee.

CARING FOR THE ENVIRONMENT THE REFINERY


Since our modest beginning in the mid-1930s, when our capacity was a mere 4,000 barrels-per-day, the Corpus Christi Refinery has matured into one of the most sophisticated and efficient fuel and petrochemical refineries in the nation. With crude refining capacity of approximately 165,000 barrels-per-day and a versatile product mix, which includes an average of 4.2 million gallons of gasoline, we can supply not only high-octane gasoline for automobiles, but also the basic building blocks necessary for making a wide assortment of products from CDs to carpets to aircraft to windows to hosiery. Todays Corpus Christi Refinery has been designed, engineered, and built to refine heavy, sour crude oils supplied by PDVSA into high-quality finished petroleum products. This assured supply of a primary raw material together with our highefficiency refining facility positions the CITGO Corpus Christi Refinery as a strong competitor in the global marketplace and as a stable, long-term contributor to the CITGO continues its efforts to reduce waste generation and air emissions as reported by the Texas Commission on Environmental Quality (TCEQ). Emissions reduction is a priority; the results of which can be seen in the continuing reduction of benzene, other Volatile Organic Compounds (VOCs) and sulfur dioxide levels as measured

by air monitoring stations located around the refinery. CITGO maintains a series of groundwater monitoring and recovery wells. Communications with our neighbors about refinery activities and environmental progress are made through involvement with the Corpus Christi Community Advisory Council and its Long Term Health Committee. Caring for the environment extends to concern for wild animals by the donation of a bird rehabilitation trailer to the Texas General Land Office (TGLO). The TGLO also has recognized the proactive steps taken by the Corpus Christi Refinery to enhance the protection and preservation of Texas coastal resources by awarding the Refinery with the 2007 and 2008 OSPRA Award. The CITGO Corpus Christi Refinery is the only refinery to be awarded the OSPRA two years in a row. Our Ultra Low Sulfur Diesel (ULSD) unit, completed in 2010, allows for a 99.7 percent reduction in sulfur in the diesel fuel that the refinery produces.

OZONE PREVENTION
CITGO has been an active participant in the Corpus Christi Air Quality Committee and in developing and implementing the voluntary Ozone Flex agreement. Included in the agreement are efforts to reduce emissions of Volatile Organic Compounds (VOCs) and Nitrous Oxides (NOx); both contribute to the formation of ozone in the community. Over the past three years, both VOCs and NOx have been reduced by more than 50 percent. These efforts also include a marine vapor control system at our dock facilities, installation of flare gas recovery systems, improved tank emission controls and implementation of an enhanced leak detection and repair program, all of which reduce vapor emissions. Corpus Christi is one of the few industrial communities that is in attainment of Environmental Protection Agency (EPA) air standards. The refinery also produces, for local retail outlets, low Reid Vapor Pressure (RVP) gasoline that reduces ozone-producing VOCs.

COMMUNITY SERVICE
CITGO and its employees reach out to the community, donating thousands of volunteer hours to support activities that from mentoring young students in school to helping the elderly in our community. For the first six months of 2009, employees volunteered more than 2,500 hours to the local community. At Charlies Place alone, approximately 500 volunteer hours have been logged to help with various projects for their new facility. Also, local nonprofit organizations have received millions of dollars from the company and its employees. The Corpus Christi Community Advisory Council, supported by CITGO, is a constant forum for open dialogue between the company and neighborhood community leaders and residents, addressing mutual concerns and recommending actions that are beneficial to both groups.
