Experience: Mr. Owens is the Senior Exercise Planner and Coordinator for a mult i-million dollar Defense Threat Reduction Agency (DTRA) Program in support of Fo reign Consequence Management (FCM). Tasks include managing multiple internation al projects through the entire lifecycle of a Consequence Management (CM) exerci se and increasing the preparedness of combatant commands to mitigate the effects of Chemical, Biological, Radiological, Nuclear, and high yield Explosives (CBRN E). He is responsible for planning, coordinating and executing large scale exerc ises nationally and internationally. Mr. Owens is previously the Program Manage r for DTRA, CSME Operations to the Global Initiative to Combat Nuclear Terroris m (GICNT), Global Initiative Information Portal (GIIP) and Homeland Security Exe rcise and Evaluation Portal (HSEEP). He has extensive experience regarding enhan ced national preparedness for weapons of mass destruction incidents and in provi ding technical expertise to support national interests during the preparation, r esponse to, and recovery of CM incidents involving CBRNE. He manages the design of the Joint Event Life Cycle (JELC) CM scenarios for use during exercises and in using the Master Scenario Event Listing (MSEL) inputs for the Joint Training Information Management System (JTIMS) and/or the Joint Master Scenario Event Lis t System (JMSELS). As CM Advisory Team (CMAT) augmenter, he utilizes multiple as sessment tools such as the Hazard Prediction and Assessment Capability (HPAC), G eospatial Intelligence for Consequence Assessment (GICA), Consequence Assessment Tool Set (CATS), Vulnerability Assessment and Protection Option (VAPO) and othe r Geographic Information Systems (GIS) and Mapping software to predict, prepare, and present the effects of hazardous material releases into the atmosphere and its collateral effects on civilian and military populations, and infrastructure. Creating international exercise scenario handbooks for Improvised Nuclear Devic e (IND), Radiological Dispersing Device (RDD) and the Exercise Program Evaluatio n Guide (EPEG) for CM exercises; inserted into the Global Initiative Information Portal (GIIP) so 75 international countries (members) can us as exercise guidan ce. Planning high-level meetings worldwide to determine training needs and develop action plans for project execution. Obtaining customer commitment in Foreign CM exercises from $40,000 projects to multi-million dollar projects by consistently exceeding stakeholders expectation s. Prepared, presented and justified the total operating and capital budget cost for logistical supplies, technical equipment and manpower for operations; received approval for total dol lar amount requested for two year support of the EOC. Creating the Evacuation Plan for Houston Barracks, Nashville, TN and revamped t he National Guard TN Emergency Response Plan (TERP) to deploy Soldiers quicker t o a disaster with less cost for the State and Federal Government. Serving as Program Manager of the Military Physical Security Program for all of TN; performing such duties in formal and critical physical security inspections (including primary coordinator for Intrusion Detection Systems installing and c ontracting), preparing reports (ammunition, explosives and security surveys) and developing concept plans requesting additional manpower and funds to improve th e Physical Security Program for TN. Identifying vulnerabilities, assessing risks to personnel and property based on threat levels and prescribed appropriate and required security measures to mili tary sites; prepared, presented and justified the need for additional security i mprovement funds for $400,000.00 and received approval for the funding. Designing and managing access to entrance gates for the Smyrna Training Site an d Houston Barracks, TN for improving the safety and security of government prope rty and personnel within the two military installations. Creating and initiating the Operations Security (OPSEC) training for all TN Nat ional Guard Armors; monitored and documented the success of the training. Preparing, presenting and justifying the total operating and capital budget cos t spread sheets (semi-annually) for the TNJFHQ EOC, DOMS and AT/FP operations a nd received approval for the requested yearly budget (2.5 million dollars semi-a nnually) for two consecutive years. Initiating, developing the training for (hands-on) over 700 personnel in the Qu ick Reactionary Response Force (QRRF) and Special Reactionary Teams (SRT) for TN too respond in natural or man-made disasters throughout the TN. Initiating and acquiring the equipment to have a TN Army National Guard Mobile EOC Command Vehicle. Prepared, presented and justified the reason for necessary funding ($150,000) to contract this vehicle to be equipped with state-of-the-ar t technical equipment to respond throughout TN for disasters of any kind. This vehicle was first used and tested (communications) in Hurricane Katrina; able to communicate (radio) from Gulf Port to TN easily and clear. Establishing the communications for military, civilian law enforcement and emer gency response personnel so they could communicate together interfacing fourteen different radios into one system in the Gulf Port location during Hurricane Kat rina disaster. Physical Security / Plans and Operations Manager, Tennessee Army National Guard JFHQ, Nashville, TN, September 2000 September 2003 Managing and supervising 116 personnel in the Antiterrorism and Force Protectio n (AT/FP) Security Program for the Nashville International Airport, Tennessee St ate Capital, six main military installation sites in Tennessee (TN), and all adm inistrative actions regarding pay, counseling, vacationing, schools, promotions and awards. Creating and developing the work schedule ninety days in advance for 116 person nel in the Force Protection Security Program, balancing days off and vacationing without weakening the force on any given day. Developing and implementing policies, procedures, standards, training, and meth ods for identifying and protecting information, personnel, property, facilities, and operations in the AT/FP.

Creating and initiating the Force Protection Lanes Training (Level I, II, and I II Security, vehicle search, individual search, traffic control at entrance and exit gates, building search, military and civil laws, etc) and trained all perso nnel in their duties and responsibilities regarding Force Protection Security in cluding managing shooting ranges for hand held firearms; M9 Pistol, M16A2 Rifle, M4 Rifle, M203 Grenade Launcher and 12 Gage-7 Shot, Shotgun.
