RELEVANT EXPERIENCE EDO Reconnaissance & Surveillance Systems/ITT Corporation Morgan Hill, CA Oct. 2001 to January 2011 West Coast Regional Manager, Trade Compliance As the Supervisory Empowered Official I was responsible for all import/export ac tivities for five business units of ITT Corporation. These oversight activities included licensing, technical assistance agreements (TAAs), the implementation of OCR?s Trade Compliance Automated System, and the monitoring of compliance wit h the Export Administration Regulations (EAR) and the International Traffic in A rms Regulations (ITAR). I also provided Annual Export Compliance training and w as a member of a team of Compliance Auditors. I interfaced a great deal with th e Office of Defense Trade Controls, the Bureau of Industry and Security, the Def ense Technology Security Administration, the Navy International Programs Office and the Naval Counter-Intelligence Service. Senior Empowered Official I was audited on three separate occasions by three different firms for adherence to trade compliance laws and regulations and achieved glowing results each time . In the course of performing my duties I applied for licenses and TAAs, review ed international contracts and proposals, and reviewed all material being export ed. I provided briefings to employees going on foreign travel or having foreign visitors and I also had oversight for the Traffic Coordinator function. Litton Applied Technology/Litton Advanced Systems/Northrop Grumman San Jose, CA Aug. 1985 to Oct. 2001 Export Coordinator (April 1998 to Oct. 2001) I managed all import/export activities for all locations of Litton Advanced Syst ems, Inc. This included the research and development of Department of State or Department of Commerce license applications and TAAs, the review of every intern ational business contract or proposal for compliance with the ITAR or EAR, the r eview of every import and export to ensure proper use of licenses, exemptions or exceptions and the training of Marketing and Program Management personnel in IT AR requirements. I set up a tracking system in order to provide status for all licenses and agreements, maintained a current status on all license application s, and researched certifications regarding payment of commissions. Manager of Technical Publications and Data Management (1995 to March 1998) I managed ten people who provided for the preparation and delivery of all data r equirements for programs for both domestic and international customers. This re quired the daily coordination, supervision and directing of supporting departmen ts, including Reliability, Engineering, and Integrated Logistics Support to prod uce on-time delivery of contractual data requirements. I was responsible for all data deliveries on all programs. I established schedu les to meet contract requirements for on-time and under-budget deliveries and en sured compliance with applicable specifications or Data Items Descriptions. I p articipated in program reviews and interacted with the customer community on a r egular basis. Senior Publications Specialist and Data Manager (1985 to 1992) I documented radar warning receiver systems and training simulators. I also pre pared bid narratives and quotes for a variety of proposals. I provided input, g uidance, and edited a seven-volume, $200 million competitive proposal to the USA F; as well as other proposals for international customers. I supported red-team reviews in the development of proposals and also created compliance matrices, r equirements summaries, and work break-down structures. Senior Technical Writer (1979 -1985) I set up Publications Departments and provided technical documentation for a var iety of companies including Stellar Systems, Saxpy, CP National, Durango, Magnus on Computers, Amdahl Corporation and others. I prepared hardware oriented manua ls such as Maintenance, Theory of Operation, Installation, and Site Planning. I interfaced with various vendors to provide first rate documentation. Electronics Technician (1973 -1979) I worked as an Electronics Technician for a variety of companies including Inter national Video Corporation and Hewlett-Packard. As such, I performed maintenanc e and trouble-shooting to the component level. I worked for the Calculator divi sion and the Frequency and Time divisions of HP. MILITARY SERVICE U.S. Navy (1971 -1973) I served in the Interior Communications Rating. I per formed the maintenance of ship?s navigational aids, alarms, public address and v ideo systems.
