GOVERNORS STATEMENT UPON SIGNING ASSEMBLY BILL No. 3138 (Third Reprint) Assembly Bill No.

3138, which I have signed today, purports to appropriate $1,047,000 from the Dam, Lake, Stream, Flood Control, Water Resources, and Wastewater Treatment Project Bond Act of 2003 to finance a flood control project in Sayerville Borough. I am advised, however, as were the sponsors prior to passage of this bill, that all funds contained in the 2003 Bond Act have already been appropriated by the Legislature for other projects throughout the State. As this bill fails to deauthorize any of that earlier spending, there are no funds left in the 2003 Bond Act fund to pay for the new Sayerville project. Nevertheless, I have decided to sign this legislation so as to allow for Sayerville Borough to move forward with flood control initiatives in the future should the Legislature pass a new bill de-authorizing flood and water resource projects previously funded in other communities across the State.
