ABOUT CAUCUSES
Caucus Dates/Schedule

The delegate selection process, as agreed to by the state committee: *The County Caucuses will take place on March 17, 2012. At these caucuses, which are open to any Republican who is registered to vote in that county, attendees will select delegates and alternates to the Congressional District Conventions and State Convention. No delegates to the national convention are selected at this time. The number of delegates and alternates per county is determined by the Missouri Republican Party based upon the number of GOP votes cast in the last presidential election. * The Congressional District Conventions will take place on April 21, 2012. At each of these 8 conventions, delegates chosen at the county level will select 3 delegates and alternates to the National Convention and 1 presidential elector. The delegates and alternates will be required to declare allegiance to a candidate prior to the voting, and they will be bound to that candidate on the first ballot unless they are released prior to the convention. *The State Convention will take place on June 2, 2012. At this convention, delegates chosen at the county level will vote on 25 at-large delegates and alternates to the National Convention and 2 at large presidential electors. The delegates and alternates will be required to declare allegiance to a candidate prior to the voting, and they will be bound to that candidate on the first ballotunless they are released prior to the convention. In total, Missouri will have 52 delegates and 49 alternates to the Republican National Convention24 selected at the congressional district caucuses, 25 selected at the state convention, and 1 delegate (but no alternate) for the state Party chairman, national committeeman and national committeewoman. This Party action does not require legislative approval. Contact your local Republican Party representatives/office for more information on time and location of your countys caucus. This information will be made available by the end of February and will be published in local papers and via local news media.

Some editorial comments about the primary and caucus processThe Missouri Presidential Preference Primary is an "open primary". This means that voter pick a ballot based on party, either Republican or Democrat. In effect Democrats could vote for the Republican Presidential Candidate that they think would be the weakest candidate to run against Obama. And since nobody is running against Obama on the democratic side they are really not loosing or gaining anything. It is very important for Conservatives to participate in the caucus process. We do not want the party to determine who the "party" nominee shall be. Or as the comment from "RedState" says: "Too often, state GOP party insiders have chosen delegates who fall into line, rather than do their job. So we end up with nominees like Dole and McCain who, despite being heroes and great Americans, were ineffective campaigners. Will next year's delegates listen to the electorate or to their better angels? Will they choose the pussycat whose turn has come, or will they choose the tiger?" We need to show the party that we might have different ideas about who the candidate should be.

CAUCUS 101
(reprinted from http://putnamspatriots.com/2012-caucuses/) Every four years, the people have a great opportunity to shape the direction of the active political parties in America. This is done by becoming a delegate to the national convention of these political groups. If Constitutional Conservatives fill these positions, we have the greatest chance of keeping the political parties faithful to our Founders Success Formula, reducing our national indebtedness, and protecting the private property of all our citizens. In order to shape this process, patriots must understand the nature of the process from the county level to the national convention, the agenda for these meetings, and the rules that will govern them. To facilitate your understanding, we present the Missouri Model to give a context for building your own states process. If you are not in Missouri, you will have to make an effort to learn how to adapt this process to your states requirements. First, understand the flow of meetings that leads to the delegate selection process. In Missouri: County Caucus (CC) ==> Congressional District Convention (CDC) ==> State Convention (SC) ==> National Convention (NC) Second, call your partys County Chair to learn the dates and locations of all meetings. Ask for a copy of their states Call to Convention. Within each state, time and dates may vary by the rules of each political party, so be sure to confirm EVERYTHING with your County Chair who is the gateway to accurate information. Dont be discouraged if they are not immediately forthcoming with this information since they have a power base they would like to protect. Start early and be PERSISTENT until you get all the information you need! Then seek another reliable source and verify everything a second time. Believe it or not some corrupt party bosses have been known to give out misleading information. In Missouri, Republicans will meet as follows: _(Your) COUNTY CAUCUS (CC): Time: 10:00 a.m., Saturday, March 17, 2012 (St. Louis City Caucus will take place on March 24, 2012) Location: to be named by County Chair and advertised publically at least 15 days prior. Purpose: 1. to choose 46 Delegates and Alternates to the CDC on April 21, 2012 2. to choose 46 Delegates and Alternates to the SC on June 1-2, 2012 3. To offer amendments to the State Party Platform.

(Note: Supporters of various candidates should be given an opportunity to caucus so they can find other supporters of their favorite candidate and work up a slate of delegates as called for in the Agenda below. However, be prepared to move for a 30 minute recess for this purpose if someone tries to Move the Nominations Cease before you have had a chance to find out who else wants to work with you to nominate your favored candidate.) _(Your)_ CONGRESSIONAL DISTRICT CONVENTION (CDC): Time: 10:00 a.m., Saturday, April 21, 2012 Location: to be named by your Congressional District Chair Purpose: 1. To choose three (3) Delegates and (3) Alternates to the Republican National Convention (RNC) to be held Aug 27 31, 2012 in Tampa, FL. 2. To advance amendments to the State Party Platform that was passed at the CCs.

3. To choose one (1) presidential elector. Requirements: Delegates and Alternates will be required to declare allegiance to a candidate prior to the voting, and will be bound to that candidate on the first ballot of voting at the RNC unless they are released prior to the convention. MO REPUBLICAN STATE CONVENTION (SC): Time: Friday & Saturday, June 1-2, 2012 Location: University Plaza Hotel, 333 S John Q Hammons Pkwy, Springfield, MO 65806 Purpose: 1. To choose 25 at-large Delegates and Alternates to the RNC 2. To choose 2 at-large Presidential electors. 3. To approve the final version of the MO GOP Platform for the next four years. 4. (The State Party Chair, the National Committeeman, and the National Committeewoman are automatic delegates to the RNC with no alternates. Requirements: Delegates and Alternates will be required to declare allegiance to a candidate prior to the voting, and will be bound to that candidate on the first ballot of voting at the RNC unless they are released prior to the convention. REPUBLICAN NATIONAL CONVENTION (RNC): Date: August 27-31, 2012 Location: Convention Center, Tampa Bay, FL Purpose: 1. To choose the Partys 2012 Presidential Nominee 2. To approve the Partys Vice-Presidential Nominee. 3. To approve the final version of the national GOP Platform for the next four years. Third, know the meeting agenda for each of the above meetings so you can be ready to participate at the right time. Things will move VERY fast to the uninitiated. A total of 15 candidates have filed for U.S. president on the Feb. 7 primary ballot.

The meeting rules are cooked up by party leaders before the meeting begins and submitted to the Rules Committee for final approval after the Permanent Chair is elected. Insist on a copy of the Working Rules Draft before your caucus begins. You might be stone-walled because the Chair can legitimately claim that the rules are not finished yet. If so, ask the Chair to put you on the Rules Committee so you can know them as they are being developed. If the Chair refuses, use parliamentary procedure to delay the passage of the rules until you fully understand what they entail. Ideally the supporters of each viable candidate for president should have a concerned member of their team on the Rules Committee, the Credentials Committee, the Tally Committee, and the Resolutions Committee so their interests are represented. In a worse case scenario in which the a tyrant Caucus Chair is trying to railroad his pre-picked list of delegates through the meeting, you need to know the Caucus Rules and Roberts Rules of Order well enough to put the breaks on if the train gets going too fast. To truly influence the makeup and direction of your partys State Committee and their steering or Executive Committee, you will need to elect Constitutional conservatives to the following leadership positions. Feb. 28, 2012 to March 27, 2012: Filing period for all county office primary elections. (This includes the important positions of Committeeman and Committeewoman that constitute the county committees for each political party. The people on these committees control the philosophy and direction of the state and national parties, i.e. Republican, Democrat, Libertarian, Constitution and all other active political parties.) 2012 Missouri Election Calendar

IMPORTANT NOTE: BE SURE TO VOTE IN THE FEBRUARY 7TH PRIMARY! MOPP would encourage everyone to let their fellow conservatives know, via their grassroots organizations and contacts, that while the caucuses will ultimately determine the Partys choice for a nominee, voting in the primary is still very important. If grassroot conservatives turn out in large numbers to the polls on primary day it will y Demonstrate that the conservative grassroots movement is alive and well y It will statistically reflect whether the partys choice is the peoples choice y If your choice fares well, it could result in more leverage when you go to the caucus and promote your presidential choice y If you dont like any of the partys choices you can cast an UNCOMMITTEDvote..this will send a clear message to the party y It can help offset independent crossover voting by the other party in their effort to affect the outcome of who will oppose their candidate y The primary results could indirectly influence delegate selection. November 6, 2012 General Election for County, State, and federal offices including the President According to the Board of Elections in St. Louis County, as of now, they do not have a sufficient amount of Republican poll workers for the February election. It is very important that enough Republicans show up to manage the polling stations. We should not allow Democrats to become pseudo-Republicans for the day and control the process. That is not the way to win elections in St. Louis County where it counts. Last Day for Voter Registration: October 10, 2012

Absentee Voting for all Elections starts 43 days or six weeks prior to Election Day.

If you will be voting for the first time, have recently moved, changed your name due to marriage, etc., make sure to complete a new voter registration form by the deadline dates indicated above in order to vote in each corresponding election. If you think your vote isnt importantthink again! Here are some interesting statistics regarding the 2008 Presidential Election for the State of Missouri Votes cast statewide: Obama 1,441,911 McCain 1,445,814 wins by 3903 votes 2008 Presidential votes in Kansas City area 264,585 Democrats 179,203 Republicans in St.Louis area

If every Precinct in MISSOURI registered 25 new individuals and they voted at the historical rate of 70% in Presidential Elections, we could generate about 35,000 to 36,000 votes. 50,000 additional Republican votes would certainly be some insurance.

ONE VOTE CAN MAKE A DIFFERENCE


Has one vote ever made a difference in electing someone to our country's highest office?
The greatest upset in American Presidential history is undoubtedly the 1948 election in which Harry S. Truman defeated Thomas Dewey. Here's where the power of one vote comes in.

In 1948 there were 9,247 voting precincts in Ohio. Truman won the state by just 7,107 votes. Had just one Truman voter in each precinct voted for Dewey or had one Truman voter in each district decided to stay home and not vote -- Dewey would have won the state and its 25 electoral votes. The situation in California was similar. There were 16,802 voting precincts and Truman won the state by just 17,865 votes. Imagine if just one Truman voter in each precinct had instead voted for Dewey. Subtract 16,802 votes from Truman's total of 1,913,134 and add them to Dewey's total of 1,895,269. The result? California's 25 electoral votes go to Dewey: 1,912,071 to 1,896 ,332. To paraphrase a famous quote from Senator Everett Dirksen: A vote here, a vote there, pretty soon it adds up to real electoral power. MOPP/ST CHARLES COUNTY HAS ITS FIRST NEWLY REGISTERED VOTERS: MOPP/St. Charles Chapter held its first voter registration drives at a local church over the last couple of months. This led to MOPPs first new voter registrations. Additionally St. Charles MOPP registered a family new to the county and one young person turning 18. thanks an congratulations to all those who helped in this effort: Joe & Amy Knecht, Sandy Eno and **Kim Seiders. St. Charles expect many more new registrations over the months leading up to November 2012!

All politics is localthe most powerful office in the world is NOT the President of the United States Another office is more powerful because it chooses whose names will appear on the ballot for elective office and what will be the policies of the political parties that provide the major support for those candidatesTHAT OFFICE IS THE PRECINCT/TOWNSHIP COMMITTEE(WO)MAN. This is not true in Missouri where any eligible candidate can file to be the partys nominee. However, party officials have a strong influence on who wins the Primary because of their influence in recruiting and endorsing candidates. They also influence whether the Party stays philosophically true to its platform. There is no reason why YOU cannot become a Precinct Patriot and be one who influences these decisions. Consider running to be a committee(wo)man in your county! If we want to change the party to be reflective of our Founding Fathers principles and values we must BE the party! There is still time to get on the ballotFeb 28 - March 27, 2012, filing period for County and state offices for Missouri. This includes the important positions of Committeeman and Committeewoman that constitutes the County Committees for each political party. These committees control the philosophy and direction of the state and national parties. Statewide..and, in fact, nationwide, 40-50% of the available positions go unfilledthis is a perfect opportunity to fill these central committees with constitutional conservatives whose influence will then trickle up and be reflective of the party itself. PRECINCT OVERVIEW
(reprinted from: http://putnamspatriots.com/precinct-patriots/) Every county in America is subdivided into precincts, wards, townships, or parishes (all synonymous terms). There are approximately, 183,000 precincts in the 50 states. The voters of each precinct, according to their states laws, can elect or appoint one man and one woman to represent the people of that precinct in their political partys organizational structure (sometimes called the party machine). The precinct chairs/executives become members of their county committee and elect their county committees Chair and Vice-Chair who, in turn, help elect their Partys State Committee; plus, they largely

influence which candidates will run (and most likely be elected) in their partys primary election and who, subsequently, will carry their partys banner in the November General Elections. To get a general overview of how this election process happens, lets look at the state of Missouri as an example. 1. First, you must understand your states existing political structure. In Missouri, there are: A. 3425 Precincts B. 114 Counties C. 163 Legislative Districts D. 34 Senatorial Districts E. 8 Congressional Districts 2. Next, you must understand how your political partys organizational structure is constituted: A. It is imperative that you understand how your partys voting members are elected if you are to influence whether Constitutional Conservatives or Progressives will determine the direction of your party in your state. B. If you elect to become a Precinct Patriot and fill out the form below, we will send you a copy of the MO GOP Organizational Chart to use as a guideline in understanding your own states structure. 3. Understand the duties of precinct, ward, or township captains or committeemen/women. A. They help identify voters & potential voters in their precinct (there is a good tool for this at Champion the Vote/see more details below). B. They assist Get Out The Vote (GOTV) efforts in their county. C. Most importantly, they elect party officials during reorganization (County & Legislative District Chairs & Vice-Chairs). These people, in turn, largely determine the Partys Constitutional faithfulness at the state level and may go on to serve on the Partys National Committee. 4. You must understand your partys election requirements and election calendar. Non-Missouri states can use the map below to find key resources to help them find assistance, but to give a sense of the flow, we, again, highlight Missouri: A. Feb. 28, 2012 to March 27, 2012: Filing period for all county office primary elections. (This includes the important positions of Committeeman and Committeewoman that constitute the county committees for each political party. The people on these committees control the philosophy and direction of the state and national parties, i.e. Republican, Democrat, Libertarian, Constitution and all other active political parties.) Uncontested precinct races win automatically and do not appear on the ballot in Missouri. C. August 21, 2012: County Committees of all Missouri political parties reorganize electing their Chair and Vice-Chair.

D. August 22, 2012: Legislative District Committees reorganize by Party electing their Chairs and Vice-Chairs. E. August 25, 2012: Senatorial District Committees reorganize by Party electing their committee officers. F. August 28, 2012: Congressional District Committees reorganize by Party electing their committee officers.

G. November 22, 2012: State Committeeman & Committeewoman elected for each Senatorial District. 5. You must file for the committeeman/woman position in your Precinct during the filing window and win election in your partys primary or local caucus.* (In MO, the Precinct Committeemen & women are elected at the Primary held on 8/7/2012.)

Morning Bell: Voter ID Prevents Election Fraud

Last night s nail-biter in Iowa marked the beginning of election year 2012. And with Americans heading to the polls next in New Hampshire, then South Carolina and beyond they will hope to rely on the integrity of the election system to ensure that every legitimate vote counts and that fraud is not the deciding factor on the local, state or national level. Unfortunately, despite all the technological advances in our modern democracy, voter fraud still occurs, and yet there is still resistance to one very simple tool that could help eradicate it voter ID. Some, like The New York Times, say that voting fraud is a myth, that there is almost no voting fraud in America. But as Heritage senior legal fellow Hans von Spakovsky explains, voter fraud is all too common in America today: The fraud denialists also must have missed the recent news coverage of the double voters in North Carolina and the fraudster in Tunica County, Miss. a member of the NAACP s local executive committee who was sentenced in April to five years in prison for voting in the names of ten voters, including four who were deceased. And the story of the former deputy chief of staff for Washington mayor Vincent Gray, who was forced to resign after news broke that she had voted illegally in the District of Columbia even though she was a Maryland resident. Perhaps they would like a copy of an order from a federal immigration court in Florida on a Cuban immigrant who came to the U.S. in April 2004 and promptly registered and voted in the November election. Even former liberal Supreme Court Justice John Paul Stevens agrees. Stevens wrote in a 6-3 majority opinion upholding an Indiana voter ID law: That flagrant examples of [voter] fraud have been documented throughout this Nation s history by respected historians and journalists demonstrate[s] that not only is the risk of voter fraud real but that it could affect the outcome of a close election. Given the incidence of voter fraud and the simplicity of requiring voters to present a valid ID in order to be able to vote it s not surprising that 70 percent of likely U.S. voters believe that voters should be required to show photo identification such as a driver s license before being allowed to cast their ballot, according to a recent Rasmussen poll. Meanwhile, only 22 percent of Americans are opposed to the requirement. Despite the fraud and the support for voter ID measures Attorney General Eric Holder intends to examine new state voter ID laws for potential racial bias. Von Spakovsky writes that the allegations of bias are baseless, and there is evidence to prove it. In Georgia, which enacted a photo ID law before the 2008 election, the number of African American voters increased after the new law went into effect. According to Census Bureau surveys, von Spakovsky writes, 65 percent of the black voting-age population voted in the 2008 election, compared with only 54.4 percent in 2004, an increase of more than ten percentage points. On top of all that, the number of people who don t already have a photo ID is incredibly small. An American University survey in Maryland, Indiana, and Mississippi found that less than one-half of 1 percent of registered voters lacked a government-issued ID, and a 2006 survey of more than 36,000 voters found that only 23 people in the entire sample less than one-tenth of one percent of reported voters were unable to vote because of an ID requirement. What about those who don t have photo IDs? Von Spakovsky notes that every state that has passed a voter ID law has also ensured that the very small percentage of individuals who do not have a photo ID can easily obtain one for free if they cannot afford one. The American people value the integrity of their elections, and they overwhelmingly support voter ID requirements to make sure that Election Day is as fair, honest, and legal as possible. Still, though, there is resistance and predictions of massive disenfranchisement if voter ID laws continue to be implemented. The evidence, however, proves otherwise.
