they do business to make sure that, when the market does rebound, they are ready. The depth of the downturn can be seen in the survey data supplied by the ENR Top 400 Contractors. The Top 400, as a group, generated $290.63 billion in revenue in 2009, down 14.1%, from $338.38 billion, in 2008. While international contracting revenue fell only 2.5%, to $55.58 billion, for the group in 2009, domestic contracting revenue was off by 16.5%, to $235.05 billion. The falloff in revenue was not limited to a few large firms. Of the 374 contractors on this years Top 400 that also sent in surveys last year, 291 suffered declining revenue, while only 80 had revenue increases. Of last years Top 100, nine contractors saw revenue increases, 88 had lower revenue, and three did not participate in the survey. In some cases, the revenue increases this year were not organic. For example, in 2009, three Balfour Beatty subsidiaries were ranked on the Top 400: Balfour Beatty Construction, Balfour Beatty Infra50
or the past year, construction firms have been searching for signs that the recession, which began over two years ago, was abating. Those signs continue to be few and far between. So the largest U.S. contractors now are settling into a waiting game, scrambling to increase their market shares, moving into new markets and taking a good look at how
structure and Heery International. This year, the three companies revenue has been combined under the parent, Balfour Beatty US. Unlike among the large design firms, there are fewer mergers and acquisitions among the large contractors. However, there are a few exceptions. In November, Primoris Corp. acquired Baton Rougebased heavy contractor James Construction Group for $135 million in cash and stock. James, which had been affiliated with Warren, Mich.-based Angelo Iafrate Construction, had $410 million in revenue in 2008, according to Primoris. Insituform Technologies is another contractor that has been active. In 2009, it acquired the Bayou Cos., a New Iberia, La.-based contractor specializing in onshore and offshore oil-and-gas pipe coating and lining, followed by its acquisition of Corrpro Cos., a Houston-based corrosion protection and pipeline maintenance contractor. We found we had a steady but limited growth potential in the municipal [cured-in-place pipe] market, says
John Huhn, Insituforms director of corporate development. He says the acquisition of Bayou and Corrpro gives the firm a major presence in the energy and mining sectors. These acquisitions allow us to play in the private-sector markets. More recently, Anderson Cos. acquired Birmingham, Ala.-based Brice Building Co. While we do some work in the health-care market, they have a lot of health-care work, which helps us, says Tom Baird, vice president for gaming and hospitality for Roy Anderson Construction. He also notes that Brice has a big presence in the New Orleans market, extending Andersons geographic reach. Building Bust While most domestic markets suffered this past year, the general building market was the big loser, off by more than $35 billion in 2008 revenue from U.S.-based projects to $129.61 billion in 2009. The depth of the general building market downturn can be seen in the data from Turner Construction. Our markets peaked in 2007, when we estimated the overall potential size of the markets we are in at $240 billion. That number has fallen to $160 billion in 2009 and 2010, says Nick Makes, senior vice president. Makes says that, while Turners revenue has fallen off and its employee count is down 15% from its peak, the firm con-

tinues to seek out talented young people. We hired 230 college graduates last year. We do not want to stray from our policy of keeping the talent pipeline open, Makes says. In addition, because many fewer contractors are actively recruiting in a down market, Turner had its pick of top students, he adds. For many firms, the boom years provided a substantial cushion going into the recession. We were fortunate that we went into 2008 with a record backlog, so 2009 was a record year for us, says Shaun Yancey, senior vice president at PCL. But, he says, looking out from here, times are going to be tougher. Most contractors had seen their backlogs shrink by 30%, if not more, and we are definitely completing jobs faster than we are able to acquire new work, adds Baird. Most contractors have felt the impact of the recession, particularly those working primarily in the private-sector commercial markets. We saw $3 billion in backlog stop overnight, says Andy Ball,
CEO of Webcor Builders, where projects were put on hold. But Webcor has found some major wins in the public market, including the 277,000-sq-ft San Francisco Public Utilities Commission building, the San Francisco General Hospital and phase one of the $4-billion Transbay Transit Center in San Francisco, which just received federal funding. We have learned not to be so reliant on the private sector, Ball says. Diversification has helped many major contractors. Our civil unit has been growing and has never been better, says Mike McNally, CEO of Skanska USA. But, he concedes, the building side of Skanska has been off by about 10%. We have a lot of work in health care, education and data centers but were never big in residential, he says. On the retail and commercial side, theres no pulse at all, he says. Fluor also has been helped by being in numerous markets. Our diversity in markets and geography has helped keep us busy, says David Seaton, COO of Fluor
Corp. He says the firm has worked hard to ensure the skills among its staff are transportable among markets, keeping everyone active and productive. Time for Reflection Some contractors reacted early to the recession. Everybody saw this coming. It is the advantage of being a trailing indicatorof being a few cars back on the train when the crash comes, says Bart Eberwein, vice president of Hoffman Corp. The only thing firms didnt count on is the length and depth of the recession. We are all hunkering down and taking care of our clients, he says. Bechtel Group is using the recession to examine its business model. We came into the recession better off than we hoped, but we intend to come out of the recession better off than we are now, says Bill Dudley, president. We became complacent in good times, he says, but the company now is examining whether new markets will bolster its business once the

market turns around. For the Weitz Co., the recession has provided the opportunity to refocus its operations. We have held our own and continue to be profitable, but we have taken a look at our operations, says Kevin Klustner, chief revenue officer. He says the firm always treated its branch offices as independent operations, but now it is moving to leverage each offices strengths and expertise across company lines to support national clients. With the domestic market downturn, many U.S. contractors are going overseas for opportunities. We are looking abroad at those areas where we can offer something unique and provide value to customers, says Makes of Turner. He also says Turner is taking advantage of joint ventures with closely allied companies to move abroad. For example, Turners parent company, German-based Hochtief, recently acquired Flatiron Construction, which Turner is joint-venturing with throughout the Midwest and west. We are now exploring opportunities with them in Canada, Makes says. Turner also is teaming with Canadian AECON, which used to be owned by Hochtief, for further opportunities in Canada. ValleyCrest is another firm that is moving far afield. The firm has established itself in the Middle East and recently entered into a joint-venture partnership with Al Ain Wildlife Park and Resort in Abu Dhabi. Al Ain is designed

to be the largest zoological/botanical park in the world, says Tom Donnelly, president of ValleyCrest Landscape Development. It is planned to be a destination resort centered on wildlife in the desert, he says. Some firms are looking at long-term prospects. In the U.S., you are not going to build powerplants unless the demand is there, says Jim Bernhard, CEO of The Shaw Group. However, he says Shaw is working on 10 nuclear projects around the world and is optimistic about domestic prospects going forward. Utilities dont plan for just the next 12 months. Right now, they have more confidence in increasing capacity over the next 30 years than I have seen in a while, he says. Some firms did manage to hold their own because of the markets they serve. One was Herzog Contracting Corp., which has a heavy presence in the Class I freight-rail market. The Class I lines have cut back, but most of their cuts were on the rolling stock side, rather than on line engineering, says Al Landes, president of Herzog. He notes that Herzog began decades ago as a paving contractor. But, he says, revenue shortfalls for local agencies and governments have put a strain on that market. I am glad highways are the smallest part of our business. Moving Into New Markets Many contractors are moving into new markets that were not their primary focus
in the past. For example, Turner is moving more aggressively into the federal market. Years ago, we only had three or four of our offices with a lot of federal project experience. We now have 15 offices doing federal work, says Makes. He says Turner now has a major training program in federal procurement procedures and regulations. One of the problems with entering new markets is the learning curve and client sophistication. Everybody is chasing government work because that is where the market is, says Eberwein. He says that if a firm hasnt worked for agencies like the federal General Services Administration, the Veterans Administration or the U.S. Postal Service or done work very similar to what the project entails, that firm isnt going to be short-listed. When you have 25 bidders for a VA hospital and 10 have worked on VA hospitals, those 10 are [on] the short list. Contractors are having a tough time breaking into some markets. Competition is tough, but we are well-positioned with a long portfolio in the health-care market, says Robin Savage, COO of Robins & Morton. He says many contractors are trying to jump into that market. But health-care clients still are shortlisting based on experience. They are more astute and sophisticated than a lot of other types of clients, he says. Owners with money are quick to take advantage of the competition. Clients are in the drivers seat in this market and are willing to hold your feet to the fire on prices, says Klustner. But, he warns, too much emphasis on price could cause problems for owners as many contractors are bidding below cost just to keep their people working, risking failure not just of the project but the company. The national recession also is causing some interesting competitive challenges. Local clients are under increasing pressure to hire local firms to bolster the local economy. The emphasis on using local people has fueled a lot of our joint ventures, says Savage. So Robins & Morton is joint-venturing with smaller, local firms to provide size and expertise while ensur-

Makes notes. He says Turner is working on numerous other projects being funded through philanthropy, including the Joel S. Smilow Cancer Center at the Yale New Haven Medical Center, which is funded by the eponymous Yale graduate and former chairman of Playtex Corp. Road Show The upcoming transportation funding reauthorization fight in Congress has everyone in that market concerned. There has been too much short-term thinking by Washington in trying to get the economy moving, says McNally of Skanska. The way to stimulate commerce and the economy is to invest in infrastructure. He says state agency funds slowly are evaporating, and, without a guaranteed amount of federal funding coming in, local governments cant plan on long-term projects to boost the economy. McNally says one answer could be in public-private partnerships to invest in infrastructure. The problem is that most states havent gotten on board yet. He says Virginia and Georgia are ahead of the pack in using P3, and that any successes in those states may spur a more widespread use of P3. For many contractors in the infrastructure market, P3 will become a necessity. P3 will be the wave of the future because it has to be, says Yancey of PCL. However, he agrees with McNally that many states are struggling to determine what form P3 will take. In the meantime, PCL has begun what it calls gap financing, supplying some equity of its own to make sure projects are fully financed to proceed. This process is awkward and complex and not something we like to do, but sometimes it is necessary to get the project off the ground, he says. For many contractors, the federal funding package for high-speed rail was cause for optimism. However, not all share in that optimism. We dont have [high-speed rail] factored into our strategic plan at the moment, says Landes of Herzog Contracting. care. The federal health-care reform-bill debate did stall some projects, but many contractors in that sector are not concerned. There is a long lead time for many health-care projects, so the debates in Congress didnt stop the market as much as it caused some projects to be delayed, says Klustner of Weitz. He says there will be an acceleration of projects coming online now that the federal regulatory picture is becoming clearer. However, even demographics are bowing to the overall recession. One sector is senior living facilities. Older people are looking to move into senior living facilities, but they have to sell their homes first, says Klustner. Once the housing market begins to rebound and home sales
begin to pick up, the senior living market will boom, he says. Despite the financial turmoil, there still is a lot of institutional work fueled by charitable giving. Despite the economy, a lot of people have made an awful lot of money in the past few years and now want to leave a legacy, says Eberwein. He notes that Nike Inc. founder Phil Knight has given money to build the $200-million Matthew Knight Arena for the University of Oregon in memory of his late son. Hoffman is the general contractor on the project. Knight also has donated money for Stanford University Graduate School of Business Knight Management Center, which is being constructed by Turner,

cies that cant afford to start working on projects. It would have been better to select two or three corridors to start work on immediately, he says. Bechtel is one contractor taking a close look at U.S. high-speed rail. Dudley notes that Bechtel is working on major light-rail and high-speed-rail projects around the world, including London and Abu Dhabi. It also won the big Dulles metro rail connector in Virginia. Dudley says Bechtel would like to parlay that experience in the high-speed-rail arena when full funding becomes available. Pulling the Plug The power market in the U.S. is in flux as regulatory uncertainty and the lack demand for new capacity has left the powerplant market floundering. Power is a growth engine for us in the U.S., particularly if the nuclear market takes off, says Seaton of Fluor. For many contractors, the lack of regulatory guidance is a real problem. It is hard for a utility to decide which way to go on new power generation until they know what the governments carbon policy will be, says Dudley. We are waiting for a decision from Washington on carbon. Will it be cap-and-trade? Will it be a tax? The industry just wants some certainty so we can proceed, says Seaton. Bernhard is uncertain of the prospects of major carbon legislation being passed before elections in November. Even if there is no carbon bill, he believes there will be some restrictions on carbon emissions within the next two years. If there is no legislation, there will probably be carbon-restriction regulations. The [EPA] has shown it believes it can restrict carbon emissions by regulation. Seaton sees little future for coal-fired plants in the current political climate. However, the Shaw Group is prepared to deal with coal regulation. If regulations are too tough on coal-fired plants, there are three choices: close them, install new scrubbers or convert them to gas. We do all three, says Bernhard. For many contractors, renewable energy is the future, but the future is not

here yet. We think that photovoltaic power and wind will be a major growth engine, but as a major market it still is two to three years away, says Seaton. We still see opportunities in the renewableenergy market, mostly on the large-scale solar side rather than in wind, says Yancey of PCL. Yancey says PCL also is looking at the nuclear market. We think nuclear will become more active in the next five to six years. Yancey says PCL is looking into the possibility of joint-venturing with the major nuclear-plant constructors, rather than undertaking construction itself. Bernhard is confident about the nuclear market over the next few years. He says China is building four nuclear plants now, and Saudi Arabia, Kuwait and the United Arab Emirates all have announced plans for nuclear plants. That shows what they think is going to happen to oil and gas prices in the future, he says Bernhard notes Shaws partnership with Westinghouse has put the firm in the drivers seat for much of the nuclear work in which Westinghouse technology is used. In the oil-and-gas sector, the market is winding down in the U.S. We are finishing several major refinery projects here in the U.S. over the next year or two, but I dont see anything new in the U.S. in the near future, says Dudley. He says the recession has taken its toll on domestic demand for oil and gas. There are a lot of import terminals that are standing empty right now because of a lack of demand, he says. The downstream oil market has fallen off. We are on the backside of the ethylene swing right now, says Seaton. Attention has turned to upstream and offshore work. The falloff in domestic demand for oil also has taken its toll on the operations and maintenance activity in the refinery market. We are seeing oil producers put off shutdown/turnaround programs, says Seaton. Once the major oil companies become more comfortable with their balance sheets, the market will take off, he says. After the big drop in oil prices a year ago, the slow rise in prices have allowed upstream work to get restarted around the
world, which has helped major contractors find work. The [national oil companies] have not slowed their capital spending much, says Seaton. He says Fluor has been able to find new work in the Middle East, Russia and in parts of Africa. Our energy-and-chemicals group is pretty dormant right now, says Shaws Bernhard. However, with oil prices once again approaching $85/bbl, he believes the market is poised to grow again. Who would have thought 10 years ago that $85/ bbl would be the new norm? For major contractors, these are trying times. Now, most are working hard to manage their way through the recession and come out stronger on the other side. We have been through major cycles in the past, and that has helped us to maintain a more stable level of business and workforce through the current downturn, says Seaton. It wont be our most profitable year, but we will make a profit, says Savage of Robins & Morton.
