SENIOR SYSTEMS ENGINEER (AEROSPACE/SOFTWARE) Dedicated, self-motivated leader skilled at working with creative engineering te ams, developing project

plans from scratch, anticipating customer needs, and mak ing adjustments as project conditions change. Adept at organizing and planning development tasks, preparing and executing system tests, and analyzing data to identify problems and create practical solutions. AREAS OF EXPERTISE System Development Life Cycle (SDLC) Requirements Development/Management Test Planning/Execution Project Management Contingency Planning Performance Assessment Metrics Definition Microsoft Project Microsoft Office SQL PROFESSIONAL EXPERIENCE SCITOR Chantilly, VA (Sep 2009- Feb 2011) Scitor is a privately-held company that provides systems engineering and technic al assistance (SETA) to government organizations. Mission Lead Systems Engineer (2009-2011): Lead engineer for ensuring the curr ent and future acquisitions of a satellite payload sensor met its end-to-end per formance requirements. Responsibilities and accomplishments included but were n ot limited to: Modified and approved system requirement specifications. Allocated these chang es to the collection and processing segments. Evaluated and approved payload verification and system integration test procedu res and results. Developed plans for conducting impact assessments on requirement modifications/ failures, guided the engineers and analysts in executing the plans o Saved the organization tens of millions of dollars by determining several prop osed payload modifications were unnecessary and should not be purchased. Led the acquisition contractor in developing deployment test plans and procedur es. o Received performance bonuses both for taking the additional time needed to tho roughly instruct the contractor and for educating the customer on how to develop these plans Awarded a performance bonus for taking the initiative to train the operations o rganization on how to identify and fix anomalies on the deployed payloads. Became the subject matter expert for answering questions from the operations of fice, the data processing office, and the user community office regarding planne d payload upgrades. ITT Alexandria, VA (Mar 1987- Sep 2009) ITT builds mission-critical hardware and provides engineering services to milita ry, government, and commercial clients. Mission Lead Systems Engineer (2007-2009): Responsibilities the same as above. Left ITT when this position was transferred to Scitor. Payload Validation Test Lead (2004-2007): Lead test engineer for establishing the collection configuration settings for a satellite payload sensor after deplo

yment. Responsibilities and accomplishments included but were not limited to: Developed and executed the validation test plans and procedures. o Increased mission product volume by 20% over previously deployed systems while simultaneously decreasing the payloads communication bandwidth usage. Developed and documented the analysis software requirements, guided the three C , Visual Basic, and SQL programmers in their development, and verified the softw are met requirements. Successfully mentored and trained a junior engineer with no previous payload ba ckground to take over this task on the subsequent satellite deployment. Became the recognized end-to-end subject matter expert for the payload collecti on and processing systems by the end of this task. System Engineer/Project Manager (1998-2004): Lead systems engineer and project manager of a risk-reduction, real-time data processing application for a satell ite payload sensor system. Responsibilities and accomplishments included but we re not limited to: Defined the 3 year software development plan utilizing industry best practices and employing approximately 15 people. Maintained and tracked the plan in Micro soft Project. o Took the initiative to learn Microsoft Project, was the first person in the cu stomer organization to successfully use it to create and track a multi-year proj ect. Wrote the requirements specification document, managed the activities of the C, Java, and Ada software engineers. Created technical and management briefings for the customer and sponsor. Successfully worked with the customer and another project manager to coordinate the sharing of approximately 10 programmers and analysts so that the objectives of both projects were met. Completed the application development and deployment on time and within budget. System Engineer/Project Manager (1992-1998): Project manager and engineer of a n 8-12 person multi-contractor team conducting system testing and analysis of a satellite senor data processing system. Responsibilities and accomplishments i ncluded but were not limited to: Developed requirements for the performance assessment system, including many of the Measures of Effectiveness (MOEs) calculated by the system. Defined database contents and analyzed product data from the system. o Self-taught in SQL, trained the analysis team on how to create their own queri es. Managed the development and testing activities of the system with the Ada softw are and Oracle database developers, the analysis team, and the customer. Completed the performance assessment application on time to support system depl oyment. It successfully monitored performance over the lifetime of the system. Project Manager/Algorithm Engineer (1990-1992): Project manager and engineer o f a 5 person data processing algorithm development and testing team for a satell ite system. Developed, coded, and tested improvements to the algorithms written in FORTRAN. Created a presentation to the customer on how to better organized his contracto rs and create a team environment. Customer agreed and made me the project manag er of one of the teams. EDUCATION and TRAINING B.S Electrical Engineering, George Mason University, 1986 3-day course in project management from Project Management Institute (PMI), 2001 Agile (Scrum) software methodology course, 2011
