Technical Note for the Measurement Traceability in the Accreditation Process

The following certificates (hereinafter referred to as reports) are recognized as a proof of the measurement traceability for the accreditation of testing and calibration laboratories, medical laboratories, inspection bodies, producers of reference materials, and, where applicable, for the accreditation of providers of proficiency testing schemes and bodies operating product certification systems. 1. Reports by PTB and German designated institutes within the CIPM MRA. 2. Calibration certificates of German accredited calibration laboratories (with accreditation symbol) in the area covered by the accreditation (DAkkS calibration certificates and DKD calibration certificates). 3. Calibration certificates of foreign calibration laboratories (with accreditation symbol) covered by the accreditation with the accreditation body to be a signatory to the Multilateral Agreement of EA or ILAC for calibration. 4. Reports of foreign national metrology institutes or designated institutes with a relevant entry in the CMC lists of BIPM (Appendix C of the CIPM MRA see http://kcdb.bipm.org/appendixC). 5. Certificates of certified reference materials, especially if there is no other way to verify the measurement traceability for the respective measurand and certificates issued by accredited producers of reference materials (with accreditation symbol). Where there is a relevant entry for the reference material in the CMC lists of BIPM, it should be traced to this reference material, for instance to a certified reference material of BAM. 6. Reports without accreditation symbol (e.g. verification certificates, proprietary calibration certificates) if under the terms of DIN EN ISO/IEC 17025 the issuing organization is able to produce competence for the special calibration. The same applies for internal calibrations. Reports shall contain information on the uncertainty of measurement and measurement traceability. The competence in this respect shall be documented and assessed. The recognition of these reports as a proof of traceability shall be justified and documented in the assessment report.
Note Reports without an accreditation symbol issued by accredited testing and calibration laboratories shall be treated in the same way as calibration certificates issued by non-accredited institutions.

7. Where the measurement traceability is not technically possible, the approach for measurement traceability to appropriate standards stated in DIN EN ISO/IEC 17025 section 5.6.2.1.2 shall be applied.

Classification of certificates of official calibration and test certificates of German Weights and Measures Offices Certificates of official calibration and test certificates for special tests issued by German Weights and Measures Offices (Eichbehrden) until 31 December 2010, notwithstanding point 1 - 7 continue to be recognized as a proof of traceability if the applicable requirements of DIN EN ISO/IEC 17025:2005 are fulfilled. Statements to comply with the maximum permissible errors without indication of the uncertainty of measurement are considered sufficient if the maximum permissible deviation for the intended use of the standard or measuring instrument is sufficiently small. Certificates of official calibration and test certificates for special tests issued by German Weights and Measures Offices after 31 December 2010 are considered test reports without accreditation symbol. The applicable rule as of 1 June 2007 for calibration laboratories remains unaffected (see http://www.dkd.eu/dokumente/Merkblaetter/mb-rueckfuehrung.pdf - German version). Classification of DAkkS and DKS calibration certificates For calibration laboratories accredited by DKD, the requirements for calibration certificates are specified in the document DKD-5 (German version) and for calibration laboratories accredited by DAkkS in the document DAkkS-DKD-5 (also German version). There are no further substantial requirements as regards the DAkkS and DKD calibration certificates of calibration laboratories as part of quality management audits.
