Medium Voltage Neutral Plan


There are a number of techniques in use across the world for the type of neutral plan used in Medium Voltage networks. Indeed, each country has chosen its own solution, its own settings, depending on its network, its choices and requirements in terms of quality and its network operating methods. Moreover, a distinction should be made between 4-wire distribution networks (North American system) and the 3-wire distribution networks (European system).

6 types of neutral plan


Tuned neutral: Eastern Europe. Neutral earthed directly without a 4th conductor: United Kingdom. Neutral earthed directly with a 4th conductor: North America, Australia, Saudi Arabia, and South Africa. Neutral earthed via an impedance: North Africa, Spain, Malaysia, Indonesia, some countries in South America. Tuned neutral earthed via an impedance: France. Neutral insulated from earth: Japan, Ireland, Italy, and Russia.

The impact of the neutral plan


The choice of neutral plan impacts, not only upon the size of the equipment and the couplings between power transformers, but also on the safety of personnel and continuity of service.

Neutral plans

Principal types and advantages


Neutral earthed directly with a 4th conductor: Excellent at controlling overvoltages. Difculties in detecting earth faults (a fault is equivalent to a load, because the load is also measured between phase and earth). Mediocre service quality: Numerous voltage drops following each earthing fault, but few interruptions impacting upon the whole Medium Voltage outgoing feeder thanks to the various pieces of protective equipment (fuses, re-closers, isolating switches, etc.). Very high fault-to-earth currents (several kA). Phase to earth network isolation close to the phase-to-neutral voltage. Protection system based on inverse time ammetric relays and fuses: Co-ordination of protective equipment highly complex. Reduced manufacturing costs. Well adapted to areas with a low population density. Under extreme conditions: SWER (Single Wire Earth Return) Australia. Neutral earthed directly without a 4th conductor: Solution different from the North American system. No distributed neutral. Fault currents limited by zero-phase sequence impedance of the transformer. Voltage increases difcult to control. Highly efcient protective equipment. Very high fault current (several thousand amperes). No need for a network with phase to earth isolation resistant to phase-to-phase voltages. Neutral insulated from earth Service voltage generally not very high (rarely more than 10 or 11 kV between phases). Short networks (Low residual capacitive currents). Good control of overvoltages on short, overhead line networks. Relatively average protection efciency. Relatively average power supply quality. Little current circulating during an earth fault (only due to network phase-to-earth capacities). Phase to earth isolation of the network at line voltage. Difcult to detect and localize faults. Risk of overvoltages. Earthing by compensation reactance Control of the fault current if the network does not have any large zero-phase sequence capacities (few underground cables) Average at controlling overvoltages. Simple, sensitive and economical protection system. Quality of service more or less good depending on the fault elimination and protection systems (circuit-breaker, shunt, etc.). Fault current more or less weak, but relatively well controlled. Operational exibility. The need for a network with phase to earth isolation resistant to phase-to-phase voltages. Neutral earthed by impedance Virtually total control over fault currents. Control over overvoltages good to excellent. Average detection sensitivity for earth faults. Use of the Fluokit


Fluokit is the latest generation of air-isolated switchgear from Schneider Electric. It is a modular switchboard tted with gas-insulated (SF6) switch-disconnector and earthing switches. To protect the transformer, it can also be equipped with: An SF6-insulated switch-disconnector with fuse combination. A disconnectable or withdrawable SF6 circuit-breaker. A disconnectable vacuum circuit-breaker. Its modular design and variety of functions make the Fluokit the ideal switchboard for many different applications, including public distribution, industry, infrastructure or wind farms.

Easy to install and use


The installation and operations of Fluokit switchboards are made easy by: The reduced dimensions of each cubicle. A user-friendly, simple man-machine interface, reproducing the single-line diagram indicating the exact location of the switches. Push-button direct control for the switch-disconnector. Access via the front of the cubicle. Can be connected to all existing equipment and of a similar construction (addition of base unit, top box or even ducting). Continuity of service Fluokit has LSC2A classication as per IEC 62271-200, giving it the following advantages: Low maintenance-tted with a sealed-unit switch-disconnector. Operating mechanism can be replaced without interrupting service. Functions can be individually earthed without impact on the rest of the switchboard.

Improved personnel safety


Designed with safety in mind, Fluokit is one of the safest medium voltage switchboards on the market today: Internal arc resistant as per IEC standards: AFL up to 20 kA 1 s ; AF up to 25 kA 1 s. Hot gas exhaust valves at the rear of the cubicle, protecting the operator in the event of an internal fault. Completely metallic outer casing, permanently earthed. Clearly displayed switch-disconnector position and fuse status. Earthing switch with making capacity and a visible indication of its position via inspection windows in the cable compartment doors. Mechanical interlocks stopping access to the cable compartment when the earthing switch is open. Full range of key and padlock-based locking devices.

Conformity with standards in force
The Fluokit meets the current national or international standards in force: IEC, NF, GOST, CNS, IS. The main electro-technical standards cover: The design of the Functional Units and switchboards. Medium Voltage switchgear (interruption, sectionalizing, insulation). Current and voltage transformers. Low voltage switchgear. SF6 gas. Cables and conductors. Graphs and diagrams. Tests. International electro-technical vocabulary.

A quality and safety approach

Tests of the devices


Various factory tests are carried out on the Fluokit before it is shipped to the customer: Leak-tightness. Mechanical test for control mechanisms. Dielectric tests.

Main and stand-by operations


The Main/Stand-by function provides an automatic transfer of the load from the 'main' source to a 'Stand-by' source in the event of a loss in voltage from the former. It will automatically return to the main source once the voltage has been denitively restored.

Operation of the user interface


Thanks to a clear mimic diagram and an integrated functional diagram, the user interface is designed for safe and secure operation. Each switching device is equipped with an access point for the control lever and an indicator of the mechanical position. The actuator levers and cable / transformers access doors can be locked in place using locks or padlocks (optional).

Interlockings

Interlocking of the functional units


During the development of the Fluokit switchboard, the accent was placed on personnel safety and the reliability of the operation. A locking system prevents any incorrect use. Thus, the operating levers can only be inserted if the service status permits it. Access to the cables compartment and to the fuses is only possible if the appropriate outgoing feeder is connected to earth. These switchboards are tted, as standard, with the following locks and conform to the recommendations of IEC 62271-200: Functional Unit with switch-disconnector and earthing switch or switch-disconnector fuse combination

Operating mechanisms for ISR switch-disconnector
Operating principle The operating mechanisms used are stored-energy type. The energy required to operate them is stored in a compressed spring. The manoeuvre, independent of operator involvement, takes place once a dead-point is reached, either by pressing a local button, activating an electro-magnet or a fuse striker actuating a latch.

Operating Principles 'Dead-point' mechanisms The load-break or earthing switch mechanism is operated manually by the operator. The change in state is independent of the operator. * Mechanism tted to certain earthing switches. Motorised mechanism. The change of state is controlled by a motor, without duration or time delay constraints (operating time <7 seconds). Tripping point mechanism for closure and latch for opening The operator arms the mechanism, closing the circuit. This is then ready for a rapid (<100 ms) opening, triggered by an electromagnet, fuse striker or local pushbutton control. C 430 Motorised mechanism The closing operation is controlled by a motor (<10 seconds) Latched open and closed mechanism The operator manually changes the armed status of the mechanism, storing sufcient energy to carry out two status change operations (closure and opening) without further intentional delay in a short time (<100 ms), opening triggered by electro-magnets, local push buttons or a fuse striker. Note: With the circuit-breaker closed it is possible to rearm the closing spring, which authorises a rapid re-closure cycle.

PF cubicle
The PF cubicle with HV fuse protection blows the fuse on detection of a fault current without opening the switch-disconnector. The other phases thus remain live.

PFA cubicle
The PFA cubicle with HV fuse protection combined with a switchdisconnector opens the switch disconnector if a fuse blows. Thus all phases are off-load. The fuse is dedicated to this purpose only and is tted with a striker, which, via rods, triggers the operating mechanism opening.

Fuse access
Two earthing switches are used to replace fuses without having to use auxiliary equipment: One with making capacity, upstream of the fuses, and One, without making capacity, downstream. The two earthing switches are operated simultaneously by a single springoperated mechanism. The interlocking guarantees maximum safety for the personnel during the replacement of fuses. The fuse compartment panel can only be opened if the cubicle has been earthed correctly. Inversely, the earthing can only be removed once the fuse compartment panel is closed and locked.

Replacement of fuses
Access to the fuses is via the front panel of the cubicle with the door to the cable compartment removed. When a fault causes the blowing of one or two fuses, the characteristics of the remaining fuses are decreased by the effects of the short circuit. It is thus recommended that you replace all three fuses in a cubicle (IEC 282-1).

Protecting capacity banks


Use fuses of a rated current value just above 1.8 x the rated current value for the capacitor bank.

Short circuit indicator


Cubicles with outgoing feeders can be equipped, as an option, with DAX-I short circuit indicators (manufacturer: Schneider Electric). Other brands are available on request. The short circuit indicators are parameterized as follows depending on their type: Detection of earth and phase faults. Fault current measurement range: 100 to 1000 A. Earth fault current measurement range: 5 to 160 A. Reaction time: 40 to 999 ms. Manual or automatic reset. Autonomous power supply using a battery with a 10-year service life. Remote signalling contact, CTOS toroidal type transformers acting as sensors for the short circuit indicators are installed on the cables. The DAX-I is integrated into the front panel in the low voltage part. The DAX is integrated into the substation.

Monitoring devices
The DMX is used to monitor various pieces of digital data transmitted by the substation. This device can, notably, process status information from the MV/LV transformer, including temperatures, oil levels, etc. and transmit trip orders and/or alarms depending on its pre-dened conguration. The RS485 connection and Modbus protocol means that the DMX can be fully controlled from a distance.

Directional short circuit indicator (D4X)


The D4X detects and shows the direction of a fault along the MV network. This information is available internally (relays) and externally (green/red indicators) and is used to provide a rapid location of a faulty section. Its digital technology makes it very exible. The D4X is installed within the substation on compensated neutral networks.

Protective equipment, which does not require an auxiliary power supply, can be installed inside the PGB or PGC cubicles. This device conforms to IEC 62271 and comprises: A digital protection relay, supplied by its own current transformers, A low energy striker, linked to the relays, responsible for tripping the operating mechanism, 2 test terminal blocks for the injection of a secondary current.

Eco-design and impact on the environment

Fluokit replies to a high degree of ecological requirements related to environmental protection thanks to: The optimisation of consumption of materials and energy during manufacture The compliance with all ecological requirements during the service life of the product The use of materials that can be recycled for an efcient valorisation.

A responsible design
Our construction directives relating to an ecological design specify the use of materials that are easy to recycle and dismantle: The majority of the metals in a Fluokit switchboard can be recycled, as well as all thermosetting plastics and thermoplastics. All the materials have been selected and developed in such a way that, for instance, a switchboard affected by a re in a building has a minimal impact on the load of the re (development of heat and toxic substances in the emissions). Eco-declarations are available on request.

Environmental impact
The end-of-service life phase is considered a very important part of the life cycle of Schneider Electric products. The environmental impact inherent in the disposal of equipment is, sometimes, more polluting than that of the manufacturing, delivery or utilisation phases. European directives, such as WEEE, ELV and RoHS, have conrmed this point and all insist upon the recovery of waste products and their valorisation at the end of the equipments service life. Even though our switchgear is not covered by this legislation, Schneider Electric is willingly attempting to optimise recycling, the processing of waste and, as a consequence, the end of service life phase of our products, which is an integral part of the operating costs.

At the end of the Fluokits service life


The destruction of the Fluokit at the end of service life is possible. The separation of the elements making up the switchgear will be made: Either by disconnecting the mechanical linkages, Or, by dismantling, that is to say, by breaking or shearing the connections. To guarantee efcient and ecological sorting and elimination of the materials, all plastic components have been identied: A description of the materials is supplied to the customer with Information on the valorisation process, supplied to the companies in charge of the recycling.

End of service life processing


Schneider Electric can help you in your Fluokit end-of-service-life processing approach.

SF6 gas recovery


The volume of the insulating gas used in the Fluokit PGB corresponds to about 0.13 % of the total weight of the switchboard. At the end of the switchboards service life, in order to recycle the gas, it can be completely evacuated using a suitable recovery unit. And for this, the suppliers of the gas have developed an efcient recycling method.

After disassembly (or dismantling), the recovered elements must be forwarded for treatment in the following manner:
