DELEGATES PRESENT A list of Executive Committee members and delegates to the 17th General Meeting is attached to the minutes as Appendix 1. NOTES TO MINUTES In the minutes delegates are referred to by country rather than by the name of the member organisation they represent, but it is understood that delegates speak and vote on behalf of a WCPT member organisation and not on behalf of a country. While all motions require a proposer and a seconder, seconders are not recorded in the minutes.

MINUTES Call to order and welcome The President, Marilyn Moffat, called the meeting to order at 09:10. She welcomed delegates to the 17th General Meeting, which was celebrating 60 years of WCPT. She reported that there were nearly 100 member organisations present, a record for a WCPT General Meeting. The President extended thanks to the WCPT Executive Committee, WCPT regional chairs and WCPT subgroup chairs. The President introduced Elisabeth Haase as the Presiding Officer for the General Meeting and handed over the role of chair to the Presiding Officer.

The Presiding Officer reinforced the Rules of Procedure, in accordance with WCPTs Articles of Association, and the process that had been followed to call the meeting and to issue the agenda and papers. The meeting plan and proposed timetable were reinforced. A number of practical notes were announced: The meeting was set out with countries in rows from A-Z starting at the front of the room on the 18th June and would be reversed for the 19th ie from Z-A. All motions need a proposer and a seconder. No promotion/campaigning related to the election of the President and Vice President would be permitted in the meeting room. Regions must report to the Secretary General if they want an observer present for the election. The following replacement/additional papers were provided on each table for voting delegates: list of delegations, replacement page 6 for agenda item 14.2, and subgroup applications. The President welcomed Doreen Moore, past President of WCPT, to the meeting. Past Presidents David Teager and Margrit List were also introduced and welcomed on arrival later in the meeting. It was announced that Sandra Mercer Moore had sent regrets for her absence and wishes for a successful meeting.

The Secretary General advised that the roll call would be conducted by country rather than by full member organisation name. Registered delegates from 85 member organisations had been credentialed by the start of the meeting and 81 were present at the time of the roll call. Other voting delegates joined the meeting as it progressed. A complete list is attached as appendix 1.

Appointment of tellers On behalf of the Executive Committee the President moved that: David Gorria (Chief Teller), Joyce Mothabeng, Karen McLeay, Christian Mehr, Karen Keith, Barbara Connolly, Rebecca Stephenson, and Lucy Ireland be appointed tellers for the 17th General Meeting. 4. Adoption of the rules of procedure On behalf of the Executive Committee the President moved that: the rules of procedure be adopted. MOTION GM2011-2 CARRIED

5. Agenda On behalf of the Executive Committee the President moved that: the agenda be accepted. MOTION GM2011-3 CARRIED 6. 16th General Meeting 6.1 Approval of minutes

The President reported that the minutes of the 16th General Meeting had been circulated in December 2007 with corrections required by February 2011. Amendments had been received and the minutes corrected. On behalf of the Executive Committee the President moved that: the minutes of the 16th General Meeting be approved and signed. The Secretary General briefly outlined the key points from the tabled paper reporting on the motions from the 16th General Meeting.

Applications for membership 7.1 Approval of new member organisations

On behalf of the Executive Committee the Vice-President moved that: that in accordance with Article 4.2.4 the Executive Committee recommends that the following organisations be admitted to full membership of WCPT:

* It was noted that Belgium had been a member of WCPT since 1955, but since 2007 the previous member organisation and other organisations in Belgium had merged to found Axxon. In recognising Axxon, Belgium maintained continuous and uninterrupted membership within WCPT. MOTION GM2011-5 CARRIED Introduction of new member organisations

The Presiding Officer announced the new member organisations by region. The President and Executive Committee welcomed the delegates from each organisation and they were escorted to their seats in the meeting by their regional chair.

Subgroups 8.1 Reconfirmation of existing subgroups

The Presiding Officer advised the meeting that it was approving the subgroups not the individual members of the subgroups. On behalf of the Executive Committee the Vice-President moved that: in accordance with Article 15(A)(iv) the Executive Committee recommends that the following organisations be reconfirmed as WCPT subgroups:

International Federation of Orthopaedic Manipulative Physical Therapists (IFOMPT) International Private Practitioners Association (IPPA) International Organisation of Physical Therapists in Womens Health (IOPTWH) International Acupuncture Association of Physical Therapists (IAAPT) International Federation of Sports Physiotherapy (IFSP) International Association of Physical Therapists Working with Older People (IPTOP) International Organisation of Physical Therapists in Paediatrics (IOPTP)

The Presiding Officer advised that Axxon (Belgium) had withdrawn its support of BVMT (Belgium) the national member of IFOMPT. Axxon were now collaborating to develop an umbrella manual therapy group within Belgium to go forward to join IFOMPT. This was confirmed as a national matter that did not affect the recognition of IFOMPT. MOTION GM2011-6 CARRIED

Confirmation of new subgroups

It was reported that there were five new subgroups for confirmation; notification of four had been provided in advance of the meeting and there was one late submission included in the tabled paper.

On behalf of the Executive Committee, Margot Skinner moved that: in accordance with Article 7.2 the Executive Committee recommends that the International Neurological Physical Therapy Association (INPA) be confirmed as a WCPT subgroup. Margot Skinner reported that there were now 11 confirmed members of INPA. MOTION GM2011-7 CARRIED On behalf of the Executive Committee, Margot Skinner moved the substitute motion that: in accordance with Article 7.2 the Executive Committee recommends that the International Organization of Physical Therapists in Mental Health (IOPTMH) be confirmed as a WCPT subgroup. MOTION GM2011-8 CARRIED On behalf of the Executive Committee, Margot Skinner moved the substitute motion that: in accordance with Article 7.2 the Executive Committee recommends that the International Confederation of Cardiorespiratory Physical Therapists (ICCrPT) be confirmed as a WCPT subgroup. MOTION GM2011-9 CARRIED On behalf of the Executive Committee, Margot Skinner moved the substitute motion that: in accordance with Article 7.2 the Executive Committee recommends that, pending the appointment of officers, the International Society for Electrophysical Agents in Physical Therapy (ISEAPT) be confirmed as a WCPT subgroup. MOTION GM2011-10 CARRIED On behalf of the Executive Committee, Margot Skinner moved the new motion that: in accordance with Article 7.2 the Executive Committee recommends that, pending the appointment of officers, the International Association of Physical Therapists in Animal Practice (IAPTAP) be confirmed as a WCPT subgroup. MOTION GM2011-11 CARRIED 8.3 Introduction of new subgroups

All new subgroups were introduced to the meeting and the work and leadership of those involved acknowledged.

10. Reports 10.1 Executive Committee, Secretary General

The Secretary General and President presented an overview of the work of the Executive Committee and Secretariat over the last four years. The report is attached as appendix 5. Comments were invited from delegates and the following points were raised in discussion: The President, Executive Committee and Secretariat were thanked for all their work in moving the profession forward over the last four years (Norway, South America Region)

The report was noted and received.

11. Amendments to Articles of Association 11.1 Objectives (Executive Committee)

The President moved the motion that: Article 1.3 be amended as follows: The objectives of WCPT are to: 1.3.1 Promote high standards of physical therapy education, practice, and research 1.3.2 Encourage the development and promote the strength of national organisations of physical therapists 1.3.3 Encourage communication and exchange of information including organisation of international congresses of physical therapists 1.3.4 Represent physical therapy internationally 1.3.5 Promote the health, wellness, and fitness of global populations 1.3.6 Co-operate with relevant international and national organisations 1.3.7 Comment on social and political issues relevant to health 1.3.8 Engage in all necessary activities to further the work of WCPT in the best interests of physical therapists and the profession of physical therapy The following points were raised in response to the motion: Member should be added to national organisations in 1.3.2 ie national member organisations (Ireland). Executive Committee response: the intent of the original article was to focus on strengthening organisations in countries where there is not yet a national member as well as where there is a national association and therefore activity should not be limited to member organisations. It was suggested that 1.3.2 could refer to member organisations where they exist and if not the national organisation, due to concerns regarding countries where there might be more than one national association (Ireland). The Secretary General clarified that if WCPT was approached by an association from a country where there is already a member organisation efforts were always made to facilitate contact between the different organisations with the focus on the one recognised by WCPT.

It was suggested that 1.3.8 should be amended to include patients ... in the best interests of physical therapists, the profession of physical therapy and the patients of physical therapists (Australia). It was further noted that this should include clients, not just patients (Austria). Executive Committee response: patients/clients/populations were seen to be covered under 1.3.5 whereas 1.3.8 focuses on the profession and WCPTs member organisations. It was felt that this did not cover the issue raised and reflect physical therapists role in patient advocacy sufficiently (Australia, UK). Executive Committee response: it was suggested that a new paragraph 1.3.9 be added to address the issue advocating that physical therapists Engage in all necessary activities to promote the best interests of our patients/clients. The proposed amendment was supported (Australia, UK). It was suggested that 1.3.1, promoting high standards, should also include management and read ...Promote high standards of physical therapy education, clinical practice, management and research (Lebanon). Executive Committee response: practice, as used by WCPT in all its documents, is not seen as restricted to clinical practice, but includes hands on clinical practice, advice, education, research, management and administration; the preference is therefore to keep the term as practice in its broadest sense. It was suggested that a footnote definition be added to explain practice in the context set out by the Executive Committee (South Africa). The meeting was also encouraged to remember that there were also animal as well as human clients. Executive Committee response: practice in its broadest sense is defined in WCPTs glossary. It was proposed that health prevention be added e.g. in 1.3.5 (Lebanon). Executive Committee response: a lot of terms could be added, but prevention was seen to be implied with wellness. The inclusion of prevention within wellness was disputed (Belgium).

The proposed amendment to the motion with a new 1.3.9 was put before the meeting: Article 1.3 be amended as follows: The objectives of WCPT are to: 1.3.1 Promote high standards of physical therapy education, clinical practice, management and research 1.3.2 Encourage the development and promote the strength of national organisations of physical therapists 1.3.3 Encourage communication and exchange of information including organisation of international congresses of physical therapists 1.3.4 Represent physical therapy internationally 1.3.5 Promote the health, wellness, and fitness of global populations 1.3.6 Co-operate with relevant international and national organisations 1.3.7 Comment on social and political issues relevant to health 1.3.8 Engage in all necessary activities to further the work of WCPT in the best interests of physical therapists and the profession of physical therapy

1.3.9 Engage in all necessary activities to further the work of WCPT in the best interests of users of physical therapist services

The following points were raised in discussion: Clinical prior to practice in 1.3.1 should be removed (Denmark, Portugal, Turkey). Important to include management due to important role in standards (Denmark). The new 1.3.9 was redundant as it was covered by 1.3.7 and other bullet points (IPPA). The role of physical therapy in rehabilitation should be promoted as a new 1.3.10 Promote the role of physical therapy in rehabilitation (UAE). It was unlikely that the meeting would agree all terms and the objectives of WCPT should be at a higher level, therefore take out the terms in 1.3.1 and leave as promote high standards of physical therapy (Netherlands). It was suggested that 1.3.5 could be re-phrased to read Promote health, wellness and fitness of global populations through rehabilitative and preventative strategies (Philippines). Executive Committee response: if through/with /by are added it limits the ability to enable growth in the profession. If include rehabilitation risks restricting the statement. The shorter the statement the better. The Secretary General further clarified that these are objectives in the Articles and are designed to be inclusive, short broad statements.

The revisions to the objectives in the Articles were taken in turn. The Presiding Officer moved the motion that 1.3.1 be amended as follows: 1.3.1 Promote high standards of physical therapy. MOTION GM2011-12 CARRIED The Presiding Officer moved the motion that 1.3.5 be amended as follows: 1.3.5 Promote health, wellness and fitness of global populations through rehabilitative and preventative strategies. MOTION GM2011-13 DEFEATED The Presiding Officer moved the motion that 1.3.9 be added as follows: 1.3.9 Engage in all necessary activities to further the work of WCPT in the best interests of users of physical therapist services MOTION GM2011-14 CARRIED The Presiding Officer moved the motion that 1.3.10 be added as follows: 1.3.10 Promote the role of physical therapy in rehabilitation. MOTION GM2011-15 DEFEATED A further comment was raised that it is important that physical therapists deliver physical therapy and not physical therapy services delivered by others (Austria).

The Presiding Officer moved the motion to approve the final amendments to the objectives included in the Articles reminding the meeting that a 2/3 vote was required to amend the Articles. The objectives of WCPT are to: 1.3.1 1.3.2 1.3.3 1.3.4 1.3.5 1.3.6 1.3.7 1.3.8 1.3.9 Promote high standards of physical therapy. Encourage the development and promote the strength of national organisations of physical therapists Encourage communication and exchange of information including organisation of international congresses of physical therapists Represent physical therapy internationally Promote the health, wellness, and fitness of global populations Co-operate with relevant international and national organisations Comment on social and political issues relevant to health Engage in all necessary activities to further the work of WCPT in the best interests of physical therapists and the profession of physical therapy Engage in all necessary activities to further the work of WCPT in the best interests of users of physical therapist services MOTION GM2011-16 CARRIED The Tellers conducted a count to ensure a two-thirds vote was achieved.

Provision for a mail ballot (Australian Physiotherapy Association)

The Australian Physiotherapy Association moved the substitute motion that: the WCPT Articles of Association be amended as follows: 4.1 Postal Vote The Executive Committee may decide that a postal (including electronic) vote shall be taken on matters between General Meetings. With the proviso that the Executive Committee develop appropriate processes to enable full and informed decision making by member organisations.

The Australian Physiotherapy Association introduced the rationale for the motion indicating that a change to the articles was designed to facilitate a more modern and responsive way to make decisions. It aimed to improve WCPT working practices and input from member organisations to issues as they arose. Further, it was acknowledged that it was the judgement of the Executive Committee to determine what issues needed to go to the member organisations. The proviso was not part of the amendment. The following points were raised in discussion:

Executive Committee response: the Committee would ensure that any supplementary voting system was used judicially and only after due consultation and discussion eg via the use of briefing papers, on-line discussion. A vote would only be taken after member

organisations felt they had had the necessary information to make a full and informed decision. The Committee did not anticipate significant costs. The importance of discussion had been demonstrated by the previous motion and that an exchange of the pros and cons was not possible with a postal system (Germany). The amendment was not supported as it was felt that the Executive Committee already had the ability to make decisions between meetings. Also that issues of extraordinary importance eg where statutes and policies are unclear or where the right and good things to be done are not obvious then further debate is required (Denmark). Must ensure that all member organisations have access and opportunity to engage in any communication. Four years is a good timeline for big decisions, ones of an emergency nature are different (Finland). In debating who should decide what is extraordinary it was agreed that this was the responsibility of the Executive Committee. In 5-10 years electronic voting would be possible, which suggested postponing the decision until the proposal defined the exact criteria and content of a postal or e-mail vote and on what matters such a vote could be carried out (Belgium). The Presiding Officer confirmed that advice on voting was included in the Articles. Technology solutions may help those countries that experience visa issues (Saudi Arabia). Australia proposed using the term significant rather than extraordinary, acknowledging that the Executive Committee had the confidence of the General Meeting in applying their judgement. There was general consensus for this amendment (Denmark, Singapore, Zimbabwe).

The Presiding Officer moved that the substitute motion from APA be amended to read that: the WCPT Articles of Association be amended as follows: 4.1 Postal Vote The Executive Committee may decide that a postal (including electronic) vote shall be taken on matters of significance between General Meetings. (With the proviso that the Executive Committee develop appropriate processes to enable full and informed decision making by member organisations.) MOTION GM2011-17 CARRIED The Executive Committee indicated their support for the motion and the opportunity to develop procedures. The Presiding Officer moved the amended substitute motion from the APA that: the WCPT Articles of Association be amended as follows: 4.1 Postal Vote The Executive Committee may decide that a postal (including electronic) vote shall be taken on matters of significance between General Meetings. (With the proviso that the Executive Committee develop appropriate processes to enable full and informed decision making by member organisations.) MOTION GM2011-18 CARRIED The Tellers conducted a count to ensure a two-thirds vote was passed.

12. Executive Committee Motions 12.1 WCPT policy review - new policy structure and definitions

The President moved that: the new policy structure and definitions be approved. The following points were raised in discussion: The excellent work undertaken was acknowledged and fully supported. It was vital for member organisations that the policies were clear and an open and transparent structure was very positive (Norway). MOTION GM2011-19 CARRIED 12.2 Edits to existing policies 12.2.1 Minor edits to existing policies

On behalf of the Executive Committee Emma Stokes moved that: the existing WCPT Ethical Principles with minor edits be approved. The following points were raised in discussion: It was questioned if it was appropriate to group all the minor edited polices together for voting (Canada). Clarification was requested on individual edits (Austria) and they were directed to the summaries of edits. The Presiding Officer reminded delegates what constituted minor edits as set out in the paper. MOTION GM2011-20 CARRIED

On behalf of the Executive Committee, Mabel Espinel Gonzalez moved that: the existing WCPT policy statements with minor edits be approved. The Presiding Officer noted that minor edits should be submitted to Tracy Bury and only substantive issues raised from the floor. The following points were raised in discussion: Agenda item 12.2.1.11 policy on private practice: the broad title did not reflect the content and a more informative title such as the rights of physical therapists to establish private physical therapy services may be appropriate. The Committee may also wish to consider the need for a guideline regarding private practice for specific conditions and about how to establish quality assurance in private practice, standards, and business management (Denmark). Agenda item 12.2.1.8 policy on exercise experts: lifestyle related health problems are a growing problem worldwide in developing and developed countries with inactivity a risk factor and physical activity as a risk reducing factor. Health systems should focus on promoting physical activity worldwide and the policy could recognise this with a statement giving support to the role of physical therapists in health promotion. Other professionals may be better exercise experts, but physical therapists are experts for specific exercise. It is important to stress the knowledge

that physical therapists have as health professionals. Change the title to physical therapists are experts on specific exercise across the lifespan (Norway). Agenda item 12.2.1.4 policy on ethical principles: add physical therapy to diagnoses so that the focus is on a physical therapy diagnosis not a medical diagnosis, at least where it is first mentioned (Finland).

The Presiding Officer then took the meeting through each policy in turn. 12.2.1.2 community based rehabilitation: no comments. 12.2.1.3 education: no comments. 12.2.1.4 ethical principles: The President commented that if the diagnosis was limited to a physical therapy diagnosis it was not in the best interests of the profession. It was suggested that physical therapists made a functional and differential diagnosis and not just a physical therapy diagnosis and therefore diagnosis should not be added (Argentina). The Presiding Officer moved that: physical therapy be added before diagnosis (line 195). MOTION GM2011-21 DEFEATED 12.2.1.5 evidence based practice: no comments 12.2.1.6 female genital mutilation: no comments 12.2.1.7 patient/client rights: no comments 12.2.1.8 exercise experts: the following points were raised in discussion: The suggestion was to change to title to include specific exercise (Norway, Turkey). Therapeutic exercise was suggested as a better alternative (Chile, Nepal). Others spoke in support of not adding any terms and leaving it broad (Germany, Argentina, Israel, Sri Lanka, USA). The intention of clarifying the nature of the exercise was to draw a distinction from exercise for sport (Norway). Movement exercise was suggested as an alternative edit (Peru). Executive Committee comment: the issue may be one of interpretation but it was understood that across the life span exercise provided by physical therapists has a primary preventative and a therapeutic role and this was seen to be covered by the policy. Following the explanation from the Executive Committee the edit specific exercise was withdrawn by Norway. Further debate raised suggestions of physical therapists as experts on all exercise and prevention across the life span (IPTOP), physical therapists as exercise experts according to health across the life span (Denmark), physical therapists as experts in exercise across the life span (Ireland). Concern was expressed that adding health could be misinterpreted and risk narrowing the application of the policy (USA). The Presiding Officer moved the motion that: the title be amended to Physical therapists as experts in exercise across the life span MOTION GM2011-22 DEFEATED

The Japanese Physical Therapy Association (JPTA) addressed the meeting to thank all member organisations and WCPT for the sympathy expressed for Japan following the earthquake and tsunami.

Health human resources

On behalf of the Executive Committee, Sylvia Kambalametore moved that: the existing WCPT policy statement on health human resources with substantive edits be approved. In discussion the following comment was noted: The policy was considered a great improvement. Future work could include guidelines on professional standards for health human resources. Human resources are essential to the development of the profession and are not only a national but also an international matter (eg professional movement across international borders). Guidelines should not just focus on advocating for health human resources but also the rights of professionals to deliver quality services (Denmark). The following points were raised in discussion: Informed consent should be changed to valid consent (Ireland). Informed consent is a legal term used in many jurisdictions (Colombia). Executive Committee response: informed consent is a legal term and to change it in documents that need to be translated risks losing the legal aspect. The suggested amendment was withdrawn (Ireland). It was suggested that the term valid could be used within the text eg WCPT understands the term informed consent to be valid consent; this could be a footnote (Austria). It was agreed this could be done editorially. Line 482 refers to a competent adult but in South Africa children can give informed consent from age 12. The term competent individual should be used so as not to suggest an age restriction. This could be an editorial change to change patient/client to individual (South Africa). MOTION GM2011-31 CARRIED 12.2.2.7 Support personnel

On behalf of the Executive Committee, Mabel Espinel Gonzalez moved that: the existing WCPT policy statement on physical therapist support personnel with substantive edits be approved. The following points were raised in discussion: Line 552 refers to the physical therapist being physically present and this does not reflect current practice in Australia and is overly prescriptive. Preferably could be inserted in front of physically present and therefore delete the sentence that follows in brackets (Australia). This was supported by the UK.

The Presiding Officer moved that the policy be approved with this amendment. (It would therefore now read supervision of physical therapist support personnel by the physical therapist requires that the physical therapist is preferably physically present and immediately available)

MOTION GM2011-32 CARRIED 12.2.2.8 Protection of title

On behalf of the Executive Committee, Margot Skinner moved that: the existing WCPT policy statement on protection of title with substantive edits be approved.

Executive Committee comment: the policy could be appended to any WCPT policy or guideline. The potential to develop an appendix of international terms as suggested by the motion from the Colegio de Kinesiologos de Chile was also welcomed.

The Colegio de Kinesiologos de Chile moved the substitute motion that: the Executive Committee develop an appendix to the policy statement on protection of title to include the list of title/titles protected under legislation/regulation in the countries of WCPTs member organisations and annotate the title/titles recognised by member organisations in the absence of legislation/regulation. The following points were raised in discussion: A list of internationally recognised terms would be valuable (UAE). Any list should include terms in languages using other alphabets (Thailand). On behalf of the Executive Committee, Marilyn Moffat moved that: the existing WCPT policy statement on reciprocity with substantive edits be approved. MOTION GM2011-35 CARRIED 12.2.2.10 Research On behalf of the Executive Committee, Sandra Thornhill moved that: the existing WCPT policy statement on research with substantive edits be approved. The following editorial changes were suggested for the Executive Committee to review: Line 673 change advocates to considers which was considered to be stronger (Denmark). More could be added on new technologies. Implementation sciences should be added to the last bullet list (Netherlands) Evidence based physical therapy rather than evidence based practice should be used throughout (Sweden). Research covering patient/client perspectives should be added, along with the effectiveness of multi-professional interaction (Sweden). New WCPT policies 12.3.1 Direct access/self-referral

On behalf of the Executive Committee, Sylvia Kambalametore moved that: the new WCPT policy statement on direct access and patient/client self-referral to physical therapy be approved. The following points were raised in discussion: Direct access had been in place since 2001 in Norway, but it was connected to payments. Reimbursement still requires a referral in the private sector. The profession should also work for extended scope of practice (since 2006 in Denmark). Norway was working to develop extended scope practice roles in sports and mental health. Finland spoke in support of Norway and the development of advanced practice, eg a physical therapist can authorise sick leave in manual therapy practice. It was agreed that developing a policy on advanced practice in physical therapy was an area for future policy work. There was strong evidence for self-referral (UK). It was requested that self referral as a term be used and not direct access. Direct access has a different meaning in the UK eg a general practitioner can access physical therapy services, and therefore to avoid confusion only self-referral should be used. Executive Committee comment: terminology was required to meet the needs around the world. Other examples of direct access included a physical therapist working on an ICU unit being able to decide who they saw without a medical referral, in that instance the physical therapist had direct access to patients, but the patient was not able to self-refer. It was therefore felt appropriate to keep both terms at this stage but it should be reviewed over the next four years if practice changed. It was noted that in the future one term would be good but for now many governments used direct access and therefore the term was important for political reasons (Netherlands). Self-referral is the right of the patient to choose the professional. Direct access places emphasis on the professional. Political pressure can say patients should have the right to choose the physical therapist. Self-referral can be used to assert the right for direct access (Portugal). Welcoming the direction of discussions the UK was happy to withdraw the amendment to only use self-referral. The title of the policy in the papers did not match the motion and it was confirmed that the title should reflect that in the motion and would be edited accordingly. It was suggested that the different models of direct access and self-referral as discussed should be included as explanatory notes in the policy (Malta). MOTION GM2011-37 CARRIED 12.3.2 Landmines and weapons of war

On behalf of the Executive Committee, Zola Dantile moved that: the new WCPT policy statement on the consequences of armed violence, landmines and other weapons of war be approved.

On behalf of the Executive Committee, Mabel Espinel Gonzalez moved that: the new WCPT policy statement on records management: record keeping, storage, retrieval and disposal be approved. In discussion the following points were raised: The importance of records management and the development of information management and technology (IM&T) were supported. It was suggested there should be more emphasis on the challenges of IM&T. The addition WCPT advocates that member organisations should ensure that the electronic systems for record holding and communication are functional and secure was suggested (Norway). It was suggested that WCPT could not ensure anything but perhaps use the term advocates (Bermuda). Executive Committee comment: point of clarification, the bullet list of statements is preceded by WCPT advocates that member organisations should.

The Presiding Officer moved that: the amendment to line 329 should be added ensure that the electronic systems for record holding and communication are functional and secure. Regulation of the physical therapy profession

On behalf of the Executive Committee, Margot Skinner moved that: the new WCPT policy statement on regulation of the physical therapy profession be approved. The following points were raised in discussion: In Canada, as in other countries, it is the professional association that establishes education to practice standards (line 398). They are proud to work in collaboration with the educators and regulators to ensure high standards for physical therapy education. They therefore believe it is the responsibility of the profession and not the regulator for ensuring physical therapists enter the workforce as well educated and skilled professionals. To replace current line 398 the following amendment was proposed assurance that educational programmes have met appropriate professional entry to practice standards. Executive Committee comment: no issue with the amendment..

The Presiding Officer moved the motion that: the amendment to line 398 be added to the policy statement. (It would therefore read assurance that educational programmes have met the professional entry level education standards for practice) MOTION GM2011-42 CARRIED The UK spoke in support of the amendment. In addition the importance of cooperation between the professional body and the regulator, for the benefits of the profession, was highlighted (UK). The list of bullet points starting from line 413 could be added to with Assert the value of the regulator having appropriate links (ie ones that safeguard the impartiality and independence of the regulator) with the relevant member organisation to help develop, maintain, implement and secure engagement with high standards of education, practice and professionalism. Executive Committee response: the amendment could be made more positive and focus on the member organisations having positive links, as WCPT cant influence the regulators. There was support for the amendment (USA). MOTION GM2011-43 CARRIED Regulation should only be about the public interests and therefore line 393 should end after ...focuses on the public interest (Ireland). Executive Committee response: The sentence can end as suggested by Ireland and then the remainder is a separate sentence that reads By doing so it promotes trust and confidence in the profession, thereby keeping both concepts. It was noted that the following sentence therefore would require an edit (Iceland). This could be done editorially.

Existing and new WCPT guidelines

On behalf of the Executive Committee, Zola Dantile moved that: the member organisations endorse the development of WCPT guidelines as a valuable resource for policy implementation. The following points were raised in discussion: It was noted that the majority of resources listed came from North America and Europe and the Executive Committee were therefore asked what was being done to look at resources from other regions (South Africa) Executive Committee response: throughout the development of all of WCPTs policies and resources all member organisations are asked to identify resources. Further additions can be included at any time and member organisations were invited to submit details to Tracy Bury. It was noted that in light of the changes agreed to the policy statement on regulation the guideline on regulation would also need editing (Ireland)

13. Motions submitted by member organisations 13.1 Chartered Society of Physiotherapy disability and access to practising the profession

The Chartered Society of Physiotherapy (UK) moved that: WCPT encourage a rights-based approach to disability in terms of access to entry-level education and support for practice.

Executive Committee response: the Committee welcomed the motion and considered it a positive direction to embrace globally. The work of the UK and other member organisations on this issue was acknowledged and input requested to share experiences to develop a portfolio of resources.

The following points were raised in discussion: The focus should be on equal rights not so much as positive rights ie not positive discrimination (Denmark). South Africa also had experience of training visually impaired physical therapists and considered it important to ensure that the publics interests were looked after, should therefore add without compromising quality of care of patients to the motion from the CSP. There is an assumption with the motion that providing quality care is part of equal rights and would not be said of any other group within the profession so the amendment should not be added (UK, Bermuda). It was important to help disabled young people to enter the profession (Oman). Terminology from WCPT documents ie access to physical therapist professional entry-level education and practice should be used in the motion.

The Presiding Officer moved the motion from the CSP with the amendment from South Africa that: WCPT encourage a rights-based approach to disability in terms of access to physical therapist professional entry-level education and support for practice, without compromising quality of care of patients. 13.4

Australian Physiotherapy Association - full revision of the WCPT Articles of Association

The Australia Physiotherapy Association moved that: the Executive Committee undertake a comprehensive review of the WCPT Articles of Association to ensure that they reflect best practice corporate governance standards and support contemporary business practices.

Executive Committee response: the Committee was happy to support the motion as it was important to review the Articles. The Committee was also planning to review the type of organisation WCPT was and should be. WCPT is currently a charity registered in the UK. MOTION GM2011-51 CARRIED

13.5

Australian Physiotherapy Association support for PEDro

The Australia Physiotherapy Association moved that: the General Meeting strongly recommend that all WCPT member organisations establish an annual grant to PEDro, possibly based on a formula linked to membership numbers.

Executive Committee response: the Committee supported the motion and welcomed the support already given by member organisations.

The following points were raised in discussion: The work of PEDro was applauded and the University of Sydney APA as founders of the project, along with the support of APA, should be duly recognised (USA, Netherlands, Israel, Norway). About 70% of students in the Netherlands use PEDro and KNGF were proud to be associated with it. The value of the database to smaller organisations was highlighted (Israel). In Norway physical therapists have free access to journals and databases sponsored by the government. It is therefore difficult as a member organisation to use members money to pay for access to PEDro. However, PEDro is so important and needs supporting. The Norwegian Physiotherapist Association (NPA) had committed AUS$1 per Norwegian member and will ask the government to pay the bill. NPA recommended that all member organisations do the same.

Not all Associations are strong as many physical therapists have chosen not to join them, therefore the last part of the motion should be deleted (Italy). Spain has made an effort to translate contents of PEDro to make it more available to Spanish users. Other members spoke in support of PEDro (Argentina, Japan). Australia accepted the deletion of the formula from the motion.

The Presiding Officer moved the amended motion that: the General Meeting strongly recommend that all WCPT member organisations establish an annual grant to PEDro MOTION GM2011-52 CARRIED

13.6

Japanese Physical Therapy Association provision of information

The Japanese Physical Therapy Association moved the motion that: the function of providing information be strengthened.

The Executive Committee response: The development of the WCPT website had been a priority as it was seen as the means to interact with the profession and share information globally. Increasing the capacity of the organisation to provide more information would have financial implications. In addition, the availability and completeness of information was dependent on responses from all of WCPTs member organisations. WCPT needed the support of members to make sure the information was available and the common data project was designed to yield useful information. The success of the project would impact on the ability of WCPT to provide detailed information to its members and others. It was regrettable that some information had not been available to JPTA in a good time frame, but every effort was being made to build valuable data about the profession.

The following points were raised in discussion: Information was important in discussions with governments and whilst guidelines were good, statistical information about each region and member organisation was also required. This should be made easily accessible on the website (Japan). The challenge for WCPT due to lack of responses from members was acknowledged and members were encouraged to submit an annual report with the required information (Nigeria). An annual report was also seen as an opportunity for member organisations to engage with WCPT annually rather than only at the General Meeting (Malta). Catherine Sykes, WCPT Professional policy consultant provided an outline of the common data project. The plan was to have a workshop discussion on the following morning of the General Meeting to examine the questions to be included in the data collection, issues of interpretation, and identification of any gaps. The project will develop a tool for an annual update and submission via the WCPT website. The Secretary General confirmed that the project will take time but a first data collection was due to take place this year to develop a baseline set of data to which more layers of useful information could be added. The availability of the reports from the data will depend on the responses from the member organisations. The President commented that there was already some information available on educational requirements and that information from the European region was very useful and a good

model for other regions. In the common dataset project, WCPT will be looking at educational standards, scope of practice and regulation, amongst other topics. It is important that efforts do not reinvent the wheel and that there is a united voice for the profession based on sound data that shows the profession across the regions and world. Every member organisation had a responsibility to contribute to the common data project as it was the solution for the future (Portugal). MOTION GM2011-53 CARRIED

14. Finance 14.1 Financial report 2007 -2010 14.2 14.3 Financial projections 2011 2015 Subscriptions 2012 2015

On behalf of the Executive Committee the treasurer, Emma Stokes, presented the financial report (appendix 6). The options for subscription payments for 2011-2015 were then presented: Option 1: average of 5% across 4 years allowing growth and development across strategic areas. Option 2: average of 3% across 4 years allowing current activities to be maintained. Option 3: average of 6% across 4 years allowing further growth and development. The direction of activity for the next 4 years is decided at the General Meeting therefore it is difficult to be accurate in predicted areas of activity. The following points were raised in discussion: At a time when there were pay freezes for two years for physical therapists the proposed subscription had to be acceptable to members of WCPTs member organisations, therefore only option 2 could be supported (UK). It was acknowledged what WCPT had achieved over the last four years and that this required resources. Option 2 with an amendment was proposed of 1.5% in 2012, followed by 3% for three years, giving an average increase of 2.63% (Germany). The work of WCPT with limited funding was acknowledged but members in the Netherlands had not paid an increase for eight years, therefore a further option of 0% should be added (Netherlands). Clarification was sought on the impact the increase would have on individual member organisations of differing sizes (Nigeria). The Treasurer directed delegates to Table 3 on page 15 of the financial report paper. It was hoped that in the future an Excel file could be developed that allowed members to insert their figures and calculate their fees easily. There was support for the proposal from Germany (Portugal, Belgium). There was a delicate balance between capability and ambition. With fewer resources in Denmark they had planned accordingly and gained an increase of 2% in productivity. They were in favour of no more than option 2 from the Executive Committee or the proposal from Germany (Denmark). Life membership was offered in India and the organisation ran off the interest (India). It was suggested that WCPT could develop an opportunities database on the website for people looking for jobs and those wanting to hire them and that WCPT could gain income from commissions. Other options for income generation should be explored (Saudi Arabia, Spain).

Executive Committee response: The President advised that some alternative revenue streams had been explored but WCPT was sensitive to not competing with its own members for example in the area of CPD provision. Feedback from members had made this clear. Member organisations needed to be truthful with their membership number declarations (Argentina). The Africa regional chair indicated that no members in that region supported an increase and that their priority was to nurture regional capacity development. Small member organisations have to work with small budgets and work within the limitations. Important to look at expenditure and reflect what member organisations are going through and reduce expenditure (Malta). The Presiding Officer confirmed that items 14.1 and 14.2 were for information and not for voting. If an organisation doesnt increase national fees but increases fees to WCPT then they end up paying more to international work (Norway). There should be a draft action plan presented on how finances will be used (Finland). It was acknowledged that there had been a big difference in what had been achieved and produced in the last 4 years as compared to previous periods and that had taken resources to be accomplished. These were vital to promote the work of the profession. There is a problem with bank charges that can at times be higher than the fees to be paid (Zimbabwe). The Secretary General noted that some member organisations face significant bank charges and that WCPT also has to pay charges. The Secretariat was open to suggestions on how to resolve this. Options already used included paying for several years fees in one go and therefore only one set of bank charges, and visitors paying cash in London. The issue often affected those with most difficulty. The KNGF (Netherlands) was thanked for the bursary enabling Tanzania to be present. Several members spoke in support of option 2 or the modified option presented by Germany. In response to a question about how membership fees reflected gross national product (GNP) the Treasurer confirmed that 27 member organisations paid a reduced fee due to a low gross national income (GNI). Further the Treasurer highlighted that WCPT uses the money well and that it is a very lean organisation and works with trust to ensure it delivers against member organisations needs.

The Presiding Officer confirmed that no delegates present wished to consider options 1 and 3 and therefore they would not be voted on. The Presiding Officer moved that the membership subscription fee be increased by 1.5% in 2012 and by 3.5% from 2013 to 2015 (average 3% over 4 years). MOTION GM2011-54 DEFEATED The Presiding Officer moved that the membership subscription fee be increased by 1.5% in 2012 and by 3% from 2013 to 2015 (average 2.63% over 4 years). MOTION GM2011-55 CARRIED

The President acknowledged and thanked the regions and member organisations including, NACR, ER, APTA, APA, KNGF, that had provided grants to assist attendance at the meeting.

15. Election of Executive Committee 15.1 President The candidates for the role of President were: Zola Dantile Michel Landry Marilyn Moffat

The Presiding Officer cleared the room to leave only voting delegates. Instructions on voting were given, according to the Rules of Procedure. One observer from each of the Africa, North America Caribbean and Europe regions, who had been previously confirmed, remained in the room. The three candidates also left the room. As laid out in the procedures, after the votes were cast for the President, the room was cleared of all voting delegates leaving only the Presiding Officer, tellers, Secretary General, and two other WCPT staff (Tracy Bury and Catherine Sykes) present for the counting of the ballots. . On completion of the counting, the candidates and voting delegates were asked to return to the room for the result of the ballot. The Presiding Officer announced the following: Votes cast = 93 Votes required = 47 Zola Dantile = 10 Michel Landry = 25 Marilyn Moffat = 55 Invalid ballots = 3

As Marilyn Moffat had achieved a majority, she was declared duly elected as President of WCPT. Neither Zola Dantile or Michel Landry wished their names to go forward for the position of Vice President.

As she had achieved a majority, Emma Stokes was therefore duly elected as Vice President of WCPT. Alll delegates (voting and alternate) and observers were invited back in the room and the Presiding Officer announced that Marilyn Moffat had been elected as President and Emma Stokes as Vice President. The delegates applauded them.

Regional members and alternates

The chair of each of WCPTs regions named the member of the Executive Committee and the alternate from their region for the period 2011-2015. By region the individuals named were: Africa: Joyce Mothabeng (South Africa); alternate: Jean Gasherebuka (Rwanda) Asia Western Pacific: Margot Skinner (New Zealand); alternate: Celia Tan (Singapore). Europe: Johnny Kuhr (Denmark); alternate: yet to be announced will be elected May 2012. North America Caribbean: Sandra Thornhill (Bermuda); alternate: Alice Aiken (Canada). South America: Mabel Espinel Gonzalez (Colombia): alternate Nelly Cedeo Sucre (Mexico). The delegate from the Lebanon moved that the ballot papers be destroyed. MOTION GM2011-56 CARRIED

16. Awards While awards had been presented at the Gala Dinner the preceding evening recipients were announced at the General Meeting also. Citations had been read and pins and certificates presented at the dinner. 16.1 Mildred Elson Award

On behalf of all member organisations congratulations were extended to the President and Vice President and tribute was paid to all the candidates who had put their names forward for consideration. The fact that there was competition for positions was the sign of a healthy organisation (UK). The USA saluted Michel Landry and Zola Dantile for running as President and congratulated Marilyn Moffat for her re-election as President. Flowers were presented. A presentation was made by the South America Region to congratulate WCPT on its 60th anniversary. A further presentation was made by Brazil.

18. Any other business The delegate from Montenegro thanked WCPT for a grant to allow them to attend the meeting. The delegate from Saudi Arabia announced an initiative to translate all the WCPT policies and guidelines into Arabic to support the increased number of Arab organisations in WCPT, sponsored by the honorary President of the Saudi Physical Therapy Association. On behalf of the European Region of WCPT the delegate from Austria promoted the 2012 physiotherapy education congress, hosted by the Austrian Association, in Vienna from 8-9 November. The delegate from Oman congratulated the President and Vice President and made a presentation to WCPT and also to KNGF (Netherlands).

19. Location of 17th Congress and 18th General Meeting in 2015 The President announced that Singapore had been selected to host the 17th WCPT Congress and 18th General Meeting. The delegate from the Singapore Association addressed the meeting and thanked the WCPT Executive Committee for the opportunity to host the congress and showcase Singapore. Other candidates for WPT2015 were acknowledged and an invitation extended to all member organisations and their members to visit Singapore in 2015. The Presiding Officer advised that a note had been received from the Africa region on behalf of member organisations in the region to say that Every region in WCPT should be given equal opportunity to host the WCPT Congress by virtue of the regional members associations/countries being equal members of the WCPT. The note was received and would be passed to the Executive Committee for consideration. The Presiding Officer thanked all delegates for their contribution to a successful meeting.
