NOTICE INVITING EXPRESSION OF INTEREST (EOI)

Name of Job Comprehensive operation, maintenance and monitoring contract for existing 44 nos. rural Mini Piped Water Supply Schemes (MPWSS), with Arsenic/Fluoride treatment units, including media regeneration/replacement, manpower, spare parts, maintenance of structures etc. all complete in Sahebganj & Pakur districts of the State for 5 years.
1. Expression

of interest is invited from reputed trun-key executers/suppliers/firms having adequate technical expertise and experience for works of similar nature with financial capability to undertake the job, as per scope of work outlined in Bid document, for 5 years subject to satisfactory annual performance based on the evaluation by DWSD.

2. Brief description of schemes:

(i)

44 nos. of schemes are located in Sahebganj & Pakur districts (list in Annexure-I) of State Existing caretakers/operators may be engaged and given additional Training & Capacity Building of VWSC/PRI as required for running the plants. Out of 44 schemes, 15 nos. of schemes are constructed with Flouride removal units in fluoride affected areas, whereas 29 nos. of schemes have been constructed with Arsenic removal units in Arsenic affected areas.

3. Firms are required to visit the Mini Piped Water Supply Scheme (MPWSS)

and make themselves acquainted with the system before submission of EOI.
4. EOI bid document can be obtained from the office of the undersigned on

payment of non refundable fee of Rs. 10,000/- (Rs. Ten Thousand) in the form of demand draft made in favour of Executive Engineer, D.W & S. Division Sahebganj payable at Sahebganj on any working day before of 11.02.2012 The interest bidder are required to submit their proposal in two envelopes separately, first envelope superscribed as Technical offer containing all the details about the firm and their technical competency &

experience to do the similar job with financial turn over of not less than Rs. 1 crore annually for last 3 years, proposed O & M management concept etc. The other envelope shall be superscribed asFinancial offer and contain total comprehensive annual O & M price of MPWSS with component wise pricing valid for five years. The bidders will be responsible to train the VWSC for fixing & collection of water tax in consecutive years. The offers should reach in the office of the undersigned by 3.30 P.M. of 21.02.2012. the pre-bid meeting will be held at PMU Hall, Doranda on 14.02.2012 at 11.30 A.M. Technical offers will be opened on the same day i.e 21.02.2012 at 4.00 P.M, by Engineer-in-Chief, DW&SD, Nepal House, Doranda, Ranchi, in the presence of representatives of the bidders. All participating firms shall give power point presentation on the process and methodology of the operation and maintenance work to be carried out by them. The evaluation of Technical offers will be done on the basis of their offer and the presentation given by the firms. The financial offer of technically successful bidder will be opened on the date & time fixed & communicated later on.
