1. Authorization:
The plans for the interior defense of the State
of Alabama are issued by the authority granted by the laws of
the State and in compliance with Paragraph 7, 'Protective Mo-
bilization Plan, State of Alabama, 1940.

in case of a National or State emergency when no other
forces are available or are considered inadequate to per-
form such a mission.
4. Scope of the Plan,
a. The Plan' of, Defense df' the State is to in.-
sure:
(a) Adequate reinforcements to the State peace
officers in case of a domestic disturbance of a major
character.
(b) Immediate relief to districts within the
State which have been devastated by the elements.
(c) The safe-guarding;andprotecti9n of vital
installations within the State in case of a ijational
emergency.
(d) Instructing the population relative to air-
plane attacks, the organization and establishment of air-
craft warning systems.

(e) A force acting alone or in cooperation with Fed-
eral forces to repel invasions.
b. The scope of Defense Plan #1' is limited to

5. Military to c.arry Out
a. General. -It is to be considered that in
case of a National,emergency of long duration, Federal
and National Guard forces will not be to carry
out the mission embodied in this plan, in the
expectation of such a condition, the state of Alabama,
contemplates the raising of such force to be knovm as the
Alabama Home Guard.
b. Home Guard. - (Ref. Appehdix 1).
{f4, will" govern the policies, organiza-
tion, personnel, administration and training of the Ala-
bama Home Guard.
c. Under oTdinary circumstances the command of
the Alabama Home Guard will be as designated by State ReG-
ulations but when this forc,e or parts of same are op-
erating with Federai or National ,Guard troops, they will
come under command of the Senior Officer of the last nam-
ed troops regardless the rank of commander of the
Alabama Home Guard. Vlhen operating alone as the Alaba-
ma Home Guard and in of the state ConunandeT, the
commanding officer Of the Area or District assumes: com-
mand of all troops that are moved into his Are,a or Dis-
trict. .
6. Defense Plans:

c. Intelligence to b& supplied. (Ref. Maps 1-
67, Appendix 2 and 3, Over+ays '4 and 5). The information
shown on these maps and appendices is to bo a]Jlplified from
time to time from these Headquarters.

(1) District- commanders', (Ref. Overlay 114) ,
will make a survey at once of their respective dJstricts
and submit to State Headquarters the information out-
lined in Appendix #3. It is cautioned tl1at this infor-
mation is considered Qnfidential, special attention be-
ing given to important bridges as shown on Naps 1-67 &
Overlay #4, and hydro-electric plants. .
d. Intelligence Sections Alabama Home Guard.
The organlzation of Intelligence Sections to oombat
sabotage, espionage or radieal groups is not contem-
plated, The curbing of these activities is a. of
the' Federal and local peace officers. Other than the
patriotic duty or reporting incidents and activities,
. .official action is prohibited.
7. Plan of Defense. a,-Forces available.-
Until the large number :rroops now. statione..
in the State are moved, the use of Ste.te. troor;s to're-
pel invasion is not contemplated, Under other
stances; local peace officers, the highway patrol and .
guards employed .by industries and corporations. will
bear. the first shock of the disturbance. Should the
situation become such that it cannot be handled by
these forces, the Governor will order Gua.rd

The use of Armories vacated by the Alabai,m National
Guard will be taken advanta>8 of whenever possible
by tro.ops of the Home Guard when on 'qctive duty.

tage will be the authority granted by Par.

The Hiehway Department, State of has suf-
ficient transportation advantageously located to
move all units of the Alabama Home Guard... When

the situation demands that one company will be moved,
the Unit Commander will apply to the nearest convict
croap for the necessary transportation. District Com-
manders, to move their elltire cor.;:mand, will apply to
the nearest District Headquarters, State Hif'.;hway De-
partment, but responsibility for the eq'J.ipment used
by the Alabama Home GU8.rd is a responsibility of the
Commander of the Unit being transpcrted.
(2) Rail. - In case of movement by rail,
movement tables win be issued by state Headquarters.
