This procedure and guidance information has been developed to provide instructio nfor controlling Non Destruction Testing (NDT) on SECL Projects, to protect pers onsworking on site against over exposure to ionizing radiation and reduce its po tentialimpact on the surrounding environment.The procedure applies to the use of both Radiographic and Non-Radiographicequipment.The full requirements of this m anual and other guidance information shall becomplied with when using radioactiv e substances. 2. SCOPE. To be used by members of the SECL Project Management Team, Supervisors andSubcon tractors who supervise and control work involving site radiography. 3. RESPONSIBILITY. 3.1Site Manager.The Site Manager has the following responsibilities:3.1.1Ensure that all personnel, of both Company, SECL and its Subcontractors are fullyinform ed of the hazards and procedures for safe handling of all hazardous materialswhi ch they may encounter in their work.3.1.2That adequate arrangements exist on sit e for the receipt and storage of radioactivesources. 3.1.3 Each Subcontractor who utilizes hazardous, toxic or corrosive materials shallmai ntain a complete set of Material Safety Data Sheets on all such materials theyus e and shall make available to SECL these data sheets for all such materials used in fulfillment of the contracted work. Data sheets contain as a minimum the foll owinginformation :1)Generic or Trade name and supplier.2)Chemical name.3)Appeara nce and physical properties.4)Usage. 5) Important characteristic (incompatibilities). 6) Threshold limit value (TLV).7)Safety hazards and precautions.8)Fire extinguishin g agents and fire-fighting precautions.9)Health hazard, personal protection and First Aid precautions.10)Environmental hazards, precautions, spillage mitigation .11)Disposal options. 12) Storage, packaging and labeling.

REV. : 0DATE: 2004. 05. 03PAGE 4 OF 5 3.1.4 To approved each and every use of radioactive sources.3.1.5Shall ensure that all third party suppliers shall also comply with these requirements.3.2Site HSE Man ager.The site HSE Manager has the following responsibilities that may be delegat ed tohis assistants.3.2.1To ensure that all persons involved in the use, mainten ance and storage of radiography equipment have been suitably trained. 3.2.2 To check all barriers, lights and signs prior to winding out of the source. 3.2.3 To check the amount of radiation at the barriers <7.5 SV (microsievert).3.2.4To ensure that Subcontractors are observing the site safe ty requirement with regardto storage, transportation and recording of data on Ma terial Safety Data Sheets.3.3Welding Supervisor/Inspector.The Welding Supervisor s/Inspectors have the following responsibilities. 3.3.1 Overall responsibility for the supervision of the Subcontractor with particular regardto the allocation of work.3.3.2Ensure that all parties are informed in adv ance of activities involving radioactivesources. 3.3.3 To brief the Subcontractor on the safe working rules on site.3.3.4To issue a per mit to work. 3.3.5

Shall ensure that all personnel performing the work and handling the radioactive materials are trained in these procedures.3.4Radiation Protection Supervisor(RPS ) -The Radiation Protection Supervisor will be appointed by the NDT Subcontracto r.The duties of an RPS shall include, but not be limited to: 3.4.1 Monitoring of all work sites where ionizing radiations are utilized, to ensure t he workis carried out in accordance with these regulations.3.4.2Formulation of l ocal rules and contingency plans to ensure safe working practicesand adequate em ergency response. 3.4.3 Training and monitoring of all workers exposed to ionizing radiation, to ensure theyperform their assigned work without endangering themselves, fellow workers a ndthe environment.
