PROPOSED DESIGN OF ENVIRONMENTAL MANAGEMENT SYSTEM AND CLEANER PRODUCTION FOR THE MINISTRY OF ENVIRONMENT AND NATURAL RESOURCES

SUMMARY In recent decades it has developed a strong environmental awareness that takes important places in the international and local policies. The need to maintain a suitable environment for future generations and improving the quality of life has become a major concern today. Today, the organizations responsible for the generation of impacts on the environment are taking different responses to counter the effects of current environmental crisis. In this direction, the Ministry of Environment and Natural Resources (MARN) has promoted through policy development, advocacy issues such as climate change, deforestation, ground and water recovery, the coastal marine theme, the cleaner production, among others.

THEME DEVELOPMET: The design development of an Environmental Management System (EMS) based on the guidelines of ISO 14001:2004 and +CP strategies, prompting a new concept allows systemic environmental performance. An EMS is just the set of decisions and actions to achieve rationality and equilibrium in regard to the interaction of human activity, maintaining the quality of life and biodiversity, conservation, environmental protection, under a concept integrated sustainability into its three edges: social, economic and environmental. The final objective of this research work presented is to propose a design of an Environmental Management System for the MARN headquarters establishing a tool that includes the definition of institutional policy, the development of implementation procedures, monitoring and control, and programs of continuous improvement, all this as a result of a process of diagnosis, analysis, planning and documentation. Its important to make mention that among the reasons that motivated to develop a system design based on +CP, the most important reason is that

through this mechanism is possible improve the environmental performance of the institution, and it is a replicable model in other institutions and agencies of government. This contributes to the line of action-oriented MARN protect natural systems and resources, fostering a culture of respect and harmony in order to achieve development and to build a development trans-generational, articulating the variables and economic, social and environmental issues. CONCLUSIONS 1. MARN environmental assessment has allowed to identify areas of opportunity through the classification of waste, water efficiency, energy efficiency and process optimization. 2. Successful implementation of alternatives through an EMS implies that it is necessary to define a policy to handle all aspects of the interaction between processes and the environment, and is oriented to minimize impacts and ensure sustainable management. 3. The delineation of goals and objectives should focus on solving environmental problems. This specification of targets depends on the level of commitment and resources, and these should be reflected towards improving energy and water efficiency, waste classification and optimize the system consumption under 3R (Reduce, Reuse, Recycle). 4. Implementing an EMS implies that it is necessary to specify rules and commitments of support, especially for the MARN these rules and commitments must be aligned with

national initiatives. Therefore, we have taken the guidelines of the National Policy for Cleaner Production, the Institutional Strategic Plan and the Protection and Improvement of the Environment, among others. 5. This design provides a series of procedures that are necessary to implement the EMS and the development of practices aimed at protecting the environment. This design has also stated in the proposal to create control programs. 6. In itself, this proposal has allowed to define some alternative identification, implementation and monitoring of corrective actions. 7. It was defined a dynamic organizational structure feasible the implementation and monitoring of EMS. 8. The corrective procedures can be converted into areas. However, this design has not defined any corrective procedure since these must be created to address the weaknesses identified. 9. Finally, through this design of EMS have been identified and detailed a series of methodologies and alternatives for system expansion, this in order to improve environmental performance of the entire ministry with programs that include and involve all related groups institutional processes. 10. The Implementing an EMS and combine with the guidelines of +CP allows to establish a focus on institutional integration and strengthen

the interest in eco-efficiency improvements, legal compliance, and position the organization as a benchmark for sustainability.
