3. EDUCATIONAL QUALIFICATION:- Matriculation with crafts ship in cooking from a recognised institute. 4. AGE LIMIT INCLUDING RELAXATION PROVISIONS:- 4.1 For all the above vacancies, the age limit will be 18 to 33 years and will be reckoned as on 01-07-2012. 4.2 The upper age limit will be relaxed as under, subject to the production of requisite certificates, (i) FIVE years for SC/ST and by THREE years for OBC candidates in possession of valid certificates issued by appropriate authority as per Annexure- II. (ii) By Ten years (15 years for SC/STs and 13 years for OBCs) for persons with disability in possession of valid disability certificate issued by medical board duly constituted by the central or state government, (iii) Casual labourers or substitutes, if any, who have put in a minimum of THREE Years service will be given age relaxation to the extent of length of service rendered by them, subject to the age limit not exceeding 40,43 & 45years in case of General.OBC and SC/ST candidates, respectively, (iv) In case of staff of Quasi Administrative Offices of Railway Organization such as Railway Canteens, Railway Institutes and Railway Co-operative societies who have put in 3 years service, relaxation of age will be given to the extent of service rendered by them subject to a maximum of 05 years and upper age limit of 35 yerars. (v) Widows and Divorced women who have judicially separated from their husbands and not remarrieid, will be given relaxation in age up to 35, 38 and 40 years in case of General, OBC and SC/ ST candidates respectively, (vi) Relaxation of FIVE years will be given to the candidates who had ordinarily been domiciled in the Kashmir Division of the State of Jammu and Kashmir during the period from the 1st day of Jan, 80 to the 31st of December, 89, subject to production of a residential certificate from the appropriate authority of the State of Jammu and Kashmir, (vii) No age rellaxation is allowed to SC/ST/OBC candidates applying against unreserved posts. 5. EXAMINATION FEE:- 5.1 The Examination fee for unreserved and OBC candidates is Rs. 40/-(Rs. Forty only). Age relaxation for meritorious sportspersons, ex-servicemen, handicapped persons, persons domiciled in J&K etc will be as per Central Govt Rules. The syllabus for written examination will be of the minimum education standard prescribed for each category covering all the topics mentioned in their curriculum and also general topics. 9. Mode of Selection and Examination Schedule. All eligible candidates will have to appear for a written test. As per merit in the written test subject to a maximum of Five (5) times the number of vacancies in each category, candidates will be called for interview and Practical Test as applicable. No electronic gadget/device like Mobile phones, calculators etc will be allowed in the written or practical test. The marking system is indicated at Annexure II. The acts/omissions which will invite the prosecution mentioned in Para above are:- (a) Obtaining support of his/her candidature by any means, or (b) Impersonating, or (c) Procuring impersonation by any person, or (d) Submitting fabricated documents or documents which have been tampered with, or (e) Making statements which are incorrect or false or suppressing material information, or (f) Resorting to any other irregular or improper means in connection with his/ her candidature for the selection (g) Using unfair means during the test, or (h) Writing irrelevant matter including obscene language or pornographic matter, in the scripts(s), or (j) Misbehaving in any other manner in the examination hall, or (k) Harassing or doing bodily harm to the staff employed by the Deptt for the conduct of their test, or (l) Bringing mobile phone/communication device in the examination hall / interview room. (m) Canvassing in any form. Instructions for Departmental Candidates / Govt Employees 39. Persons already in Government service, whether in permanent or temporary capacity or as work charge employees other than casual or daily rated employees are required to submit the application through proper channel. However, their candidature will be subject to receipt of application by due date. 40. Persons already in Military Engineer Service, whether in permanent or temporary capacity other then casual or daily rated employees are not required to submit the application through proper channel. If there are candidates having the same aggregate marks in the written examination, practical test and interview, then the tie is resolved by referring to the total marks in the written examination, i.e., a candidates having more marks in the written examination gets preference over the candidates having the same aggregate marks. This procedure is followed by Date of Birth, i.e., the candidate older in age gets preference. Lastly, if the tie still persists, the tie is finally resolved by referring to the alphabetical order of names, i.e., a candidate whose name begins with the alphabet which comes first in the alphabetical order gets preference. Attention is invited to the applicants of Mate category to note that the Area for which the applicant wishes to apply for Mates (various trades) needs to be specified in the applicable Column in the Application Form. INSTRUCTIONS AND ADDITIONAL INFORMATION TO CANDIDATES FOR RECRUITMENT BY SELECTION Citizenship: 14. A candidate must be a citizen of India. Note. Service Conditions: 21. The candidates finally selected for appointment will be under the Ministry of Defence (Govt of India) and are likely to be posted to any units under Chief Engineer Central Command generally in the states of Uttar Pradesh, Uttara Khand, MP, Bihar, Jharkhand, Chhatishgarh, Orissa, etc. but will be liable to be appointed/transferred to any where in India with All India Transfer Liability and also for Field Service Liability (Civilian in Defence) as applicable. 22. Probation. The persons selected for appointment will be on probation for a period of two years, which may further be extended at the discretion of appointing authority. 23. Health. A candidate must be in a sound mental and bodily health and free from any physical illness which is likely to interfere with the efficient discharge of his/ her duties. A candidate, who, after such medical examination as may be prescribed by the competent authority, is found not to satisfy these requirements will not be appointed. Only such candidates as are likely to be considered for appointment will be medically examined. The candidate has to be declared medically fit for field service by the competent medical authority. The share of disposable syringe in the total production is less than 10 per cent excluding imports. As far as imports and exports are concerned no data is available with regard to disposable syringes and needles. However, syringes even conventional syringes are being imported. The future demand of disposable syringes would depend upon various factors like hygeinic standards of people, their preference for disposable syringe compared to conventional, comparative price of both the types of syringe, consumption of injectable medicines etc. It is definite that the demand would increase in future to a substantial extent.To assess it precisely attempt is here made to study past trend in consumption of syringe (glass and others), to forecast the future requirement of syringe and to find out the extent to which disposable syringe will replace traditional syringes. Looking to the production, export and import of syringes it is understood that the consumption is assumed to be equal to production. The production has increased in the recent past at the trend rate of 15 per cent per annum. To replace one conventional syringe 4050 disposable syringes would be required. So increase in proportion of disposable syringe in comparison tosyringes will increase the demand of syringes in numbers at higher rate. Keeping this in view the overall demand for syringe is estimated to increase at 20 per cent per annum. Disposable syringes will constitute a significant proportion in this demand. Even if 2 per cent of injections will be given by disposable syringe that would require disposable syringe in a very high proportion. Assuming that each conventional syringe is replaced by 50 disposable syringe the proportion of disposable syringe to total syringes works out at 50 per cent. Accordingly keeping in view the licenced capacity and the demand it has been estimated out that the demand and supply shall show a gap of 2000 lakh numbers by the turn of the century. This can provide a good scope to at least 8-10 units. However the unit should be very careful about quality and will have to generate confidence in the people about perfection of the quality which at present is not the case.

MANUFACTURE OF STERILE HYPODERMIC SYRINGES FOR SINGLE USE: (1) Preparation of compounding mixture (2) Manufacture of Plastic Parts (3) Manufacture of Needles (4) Assembling of the syringes (5) Printing and embossing on the syringes (6) Sterilization of the syringes and needles (7) Packing of syringes and needles. Preparation of Compounding Mixture: The composition for the compounding mixture of HDPE is as follows: HDPE 95% -- Filler Calcium carbonate 4% Lubricant 1%. As the syringes are transparent no coloured plastic is used hence the question of incorporating colour in the plastic composition doss not arise. The plastic (Compounding mixture) used for these products should have the following properties: It should not be compressable It should be hard enough Melting point should be as high as possible The plastic should be transparent The materials used in the construction of syringes shall not cause them to be deterimentally affected, physically or chemically by the normal use of injectible preparation. The piston of the syringe may be of the material suitable for intended use and the process of sterilisation. Manufacture of Plastic Parts: These parts are prepared with suitable dies and moulds on the Automatic Injection moulding machine. Manufacture of Needles The bright drawn brass rod is fed into the capstan lathe to turn out the hubs which has operations of turning, drilling. Then the hubs are sent for nickel chromium plating. The needle tube is cut off to the required length and the end is made on the automatic cut-off and edge making machine. The tube lengths are fed into an automatic or semi-automatic point grinding machine. Both needle and hubs are then fitted to each other on the press machine. The needle has got to be perfectly at right angles. Finally the product is inspected before the subsequent operation.sometimes the needles are procured from another manufacturer who only manufactures needles in a separate unit. Assembling of Syringes: The various plastic parts of the syringes as they come out of the injection moulding machine are finished and assembled along with the rubber bush at the front of the plunger. The operation is completed by caliberation of the barrel along with the printing and embossing on the same. The finished product is inspected for its durability and accuracy and after checking sent to the sterilization unit. The hypodermic needles are also sent for sterilization. Sterilisation of Syringes & Needles. The syringes and needles can be sterilised by dry heat, autoclaving, exposing to ethylene oxide or-ionising radiation, the choice depending on the cost and the quality to be maintained. Dry Heat. The material is heated in a hot air oven provided with an efficient mechanical means for circulation of the heated air, so that the whole of the load is kept at a specified minimum temperature for a stated time. Various combinations of temperature and time are recommended depending on the material being sterilized. Autoclaving: The articles to be sterilised are placed in the sterilizing chamber of automatically controlled autoclaves and so arranged by suitable packing that they can be penetrated by steam. The chamber is closed and air removed from the chamber by reducing the pressure. The removal of air may be assisted by the admission of steam, either as a series of pulses or as a continuous flush. Steam is then admitted until the chamber temperature reaches the chosen value which is maintained for an appropriate period. After this, steam is removed from the chamber and drying accomplished by reducing the pressure in the chamber. Sterile air is admitted through the filter, the chamber opened, and the product being sterilised is removed. The whole process is automatically controlled. Exposure to Ethylene Oxide: In this process, materials are sterilised by exposure to gaseous ethylene oxide in a suitable apparatus consisting of a sterilizing chamber capable of withstanding the necessary changes of pressure. The chamber is fitted with an efficient vacuum pump,a control system incorporating valves to regulate the introduction of the gas mixture and maintain the desired gas pressure,a device to adjust the humidity within the chamber to the desired level, and, if required, a heating element with temperature controls. Wrappers enclosing the material to be sterilised must be permeable to ethylene oxide, water vapour and air, but prevent access of micro organisms and be able to withstand the changes of pressure in the chamber during sterilization. Exposure to Ionising Radiation: This method involves sterilization by exposure to high energy electrons from a source such as cobalt 60. This method is suitable for sterilizing certain products which are not likely to be degraded by repeated exposure to ionising radiation. Packing of Product: After the syringes and needles come out of the sterilizing chamber they are immediately packed by a automatic laminating packing machine in an inert atmosphere and further grouped in cardboard boxes for despatch to the finished goods store or market. Raw Material: The main raw materials for these syringes is only HDPE of high quality. Mode of Selection and Examination Schedule. All eligible candidates will have to appear for a written test. As per merit in the written test, subject to a maximum of five times the number of vacancy in each category, candidates will be called for interview and Practical Test as applicable. Persons already in Government service, whether in permanent or temporary capacity or as work charge employees other then casual or daily rated employees are required to submit the application through proper channel. Confederation of NGOs of Rural India (CNRI) have been authorized to act as a Facilitator to one of the National Aggregators for enrolling subscribers under the "SWAV ALAMBAN PENSION SCHEME FOR UNORGANIZED SECTOR " which in a co-contributory pension scheme for citizen in the unorganized sector as announced in the budget 2010-2011 by Hon'ble Union Finance Minister, CNRI intends to engage on retainership basis about 700 District Level Coordinators (DLCs) and 10000 Social Business Executive (SBEs) from across the country for implementation of this scheme. The empanelled SBEs and DLCs will be deployed in thir preferred Talukas/Blocks/ Mandal and districts respectively. The retainership will be initially for a period of one year and will be extended on satisfactory performance. It is explicitly and absolutely made clear that this is not a job offer under CNRI but is only a service opportunity with resonable remuneration as compensation for such service rendered. Duties and responsibilities of SBEs and of DLCs: SBEs are required to contact the persons interersted in joining the National Pension Scheme, assist them in filling up the prescribed forms, verify their ID, Address and Age proof through approved supporting documents, collect and deposit the minimum amount of Rs. 1000/- per annum in their account tro be maintained by authorized aggregators/PFRDA. Govt. of India and arrange to handover subsequently the PRAN cards (Permanent retirement account number) to the applicants issued by NSDL/PFRDA Govt. of India through the National Aggregator/CNRI. They should continue to provide escort services to the PRAN card holders under the control and supervision of CNRI. DLCs are required to exercise supervision and control over the functioning of the SBEs and ensure that the fixed targets of enrollment of Pension Account holders are reached and operational problems are sorted out in the smooth implementation of the scheme. CNRI: National Secretariat will exercise overall control and regulate the working of the SBEs and DLCs with the help of respective State Level Coordinators (SLCs) whose particulars will be intimated to the SBEs/DLCs separately. ELIGIBILITY CRITERIA: For SBEs: 10+2 from any recognized Board, with minimum IT Skills, active interest in field work and willingness to serve people and age not more than 35 years as on 31 st March 2012, For DLCs: Graduate Degree holders in any discipline or its equivalent from any University with good IT Skill, preferably some Social Sector experience and age not more than 45 years as on 31st March 2012. SELECTION PROCESS For SBEs and DLCs: After screening of the applications, candidates will be shortlisted for both these positions with respect to each district preferred by the candidates. The shortlisted candidates will be empanelled and intimated accordingly by offering them positions on ratainership basis, on terms and conditions that will be spelt out in their offer letters. REMUNARATION For SBEs and DLCs: Remuneration for SBEs and DLCs will be commensurate with the number of Pension Accounts opened every month, and payment will be out of the remuneration charges received by CNRI from the designated Aggregators as authorized by PFRDA.
