Brian M. Siebert has been commissioned as a second lieutenant in the U.S. Army after successfully completing the Army ROTC (Reserve Officers Training Corps) program and graduating with a bachelors degree from Saint Bonaventure University, Olean, N.Y. The new officer will be branched to a specific corps in the Army to serve on active duty or in the National Guard or Reserve. The lieutenant will attend an officer basic course relating to his or her particular military occupational specialty/job. Afterward, the officer will complete advanced training by attending basic officer leadership courses for career progression purposes. The ROTC curriculum prepares students with the tools, training and experiences to help cadets succeed as effective leaders in any competitive environment. Army officers serve as leaders, counselors, strategists and motivators, who lead other soldiers in all situations occurring in ever-changing environments. As trained problem-solvers, key influencers and planners, they are driven to achieve success with their team on every mission. PENN STATE EXTENSION SPEAKS AT SMETHPORT ROTARY Penn State Extension Educator, Jim Clark, was the guest speaker for the Smethport Rotary at the Desert Rose Caf in Smethport on Tuesday, January 31, 2012. Clark spoke on local water resource issues, including a study of 50 private water wells in Cameron County completed this past summer. McKean County residents, with private water supplies, have an opportunity to have their water tested for free from May 14th to June 22nd, through a Colcum Grant secured by the Headwaters RC&D. Applications are available at the Penn State Extension or the McKean Conservation District Office. Clark will provide a free Penn State Extension Workshop on interpreting water test reports for those who have their water tested and the general public. The workshop is set for July 11, 2012. 20TH ANNUAL RURAL LANDOWNER WORKSHOP On Saturday, March 3, 2012 Cornell University Cooperative Extension will be sponsoring the 20th Annual Rural Landowner Workshop. That's what I thought until our neighbor Bryce popped by during a January snowstorm with a bowl of his "Mighty Fine Salsa" to warm us up. Make up a batch, and add funshaped homemade chips. Why eat boring triangular chips out of a bag when your kids' can cut whimsical cookie cutter shapes from flour tortillas? Just pop them in the oven, and they'll be crisp and ready to dip into the salsa. Here's how: Easy Mighty Fine Salsa 1 28-ounce can diced tomatoes, slightly drained 1/2 cup fresh jalapeno pepper, seeded & quartered (see note below) 1/2 medium yellow onion, quartered

Warm a tortilla on a lightly oiled skillet. Place it on a cutting board and cut into shapes with metal cookie cutters. Use scissors to cut your own designs or alphabet letters. 3. Set shapes closely together on a cookie sheet covered with parchment paper. Brush or spray shapes lightly with oil. Continue with remaining tortillas. 4. Chocolate Pudding For a Valentine's treat, we tweaked this chocolate classic from our 1927 cookbook. Now with a double dose of antioxidant-packed bittersweet chocolate and cocoa, it will satisfy any sweet tooth. 1/2 cup sugar 2 cups whole milk 4 ounces bittersweet chocolate 1/4 cup unsweetened cocoa 3 tablespoons cornstarch 1 teaspoon vanilla extract Sweetened whipped cream and chocolate shavings (optional) 1. In 3-quart saucepan, with wire whisk, combine sugar and 1 1/2 cups milk; heat on medium-high until bubbles form around edge of pan. Remove from heat and add chocolate. Let stand 1 minute, then whisk until chocolate melts. 2. Meanwhile, in medium bowl, whisk cocoa, cornstarch and remaining 1/2 cup milk until smooth. Whisk in eggs until blended.
Whisking constantly, add 1/2 cup hot chocolate mixture in slow stream. 3. Heat chocolate mixture remaining in pan on medium-low. Whisking constantly, gradually add egg mixture to pan. Cook, whisking constantly, 10 minutes or until mixture becomes very thick and begins to bubble. Whisk in vanilla. Divide among 6 small serving cups. 4. Refrigerate until cold, 4 hours or up to 2 days. Top with whipped cream and shaved chocolate. Makes 6 servings. A total of $83,674 is available for historic structure reports, historic landscape reports and cultural resource surveys. Grants are likely to range between $3,000 and $10,000 each. The application deadline is May 7, 2012. Examples of eligible projects include: historic structure reports for cultural institutions and public buildings; historic landscape reports for municipal parks; and cultural resource surveys of downtowns and residential neighborhoods. THIS IS A HAMMER By Samantha Mazzotta Frozen Pipes Q: Last winter, a couple of pipes in my basement burst. The plumber said that they froze and burst. How can I prevent this from happening again? -- Darla G., Dothan, Ala. A: Frozen pipes, as you unfortunately discovered, are a serious problem that quickly can become costly, especially if flooding occurs and damages furniture and other items. Before talking about prevention, lets quickly look at emergency measures. When the worst occurs - a burst pipe -- the water feed to the pipe must be shut off immediately in order to prevent flooding, and then a plumber contacted to fix the problem as soon as possible. Of course, this problem tends to occur at the worst possible times and in the worst way -- the first prolonged cold snap of the year, when no one wants to be wading through freezing water to the shutoff valve. Or, when homeowners are on vacation and flooding occurs for hours ... or days. (This happened to me several years ago: My upstairs neighbors pipes burst, and the water flooded my condo.) To prevent this problem, take steps to keep the temperature around those pipes above freezing. Pipes in an uninsulated basement should be wrapped in pipe insulation (available at the hardware or home-improvement store). Outdoor spigots should have the water flow to them turned off during the coldest months, and then be drained; if you cant turn off the water, purchase insulated spigot covers. During freezing weather, turn on the cold-water tap in the highest and lowest parts of your house, as well as the outdoor spigot. Keep it at a thin trickle or fast drip. Check on all of your pipe runs throughout the freezing period. Run your hand along the pipes when you can. If you feel a spot thats significantly colder than the rest of the run, theres a good chance that water is freezing in that spot. If you see frost or condensation on a section of a pipe, or if you see a bulge in the pipe run, those also are telltale signs. Immediately wrap the freezing pipe in a towel soaked in nearboiling water. Pour hot water over the towel periodically to keep it warm. If a bulge in the pipe occurs, or you cant thaw it, contact a plumber immediately to take additional measures to save the pipe.

Mussels Marinire with Bacon Frise Salad Planning a romantic dinner for two? Serve this mussels dish with bacon frisee salad and a fresh baguette. 2 slices thick-cut bacon, cut into 1/2-inch pieces 2 tablespoons sherry vinegar 1 small (4 to 5 ounces) head frisee, leaves separated Pepper 1 tablespoon olive oil 1 tablespoon margarine or butter 1 medium (6 to 8 ounces) onion, finely chopped 2 cloves garlic, crushed with press 1 cup dry white wine 3 pounds mussels, beards removed, well-washed 1/2 cup packed fresh parsley leaves, finely chopped 1 small (7 ounces) baguette, cut in half and toasted 1. In 12-inch skillet, cook bacon on medium 6 to 8 minutes or until crisp and browned. With slotted spoon, transfer to paper-towel-lined
plate; set aside. To drippings in skillet, add vinegar and cook 1 minute on medium. Pour into medium bowl (do not scrape browned bits from bottom of pan); add frisee and 1/8 teaspoon freshly ground black pepper. Toss to coat. 2. In wide 8-quart saucepot, heat oil and margarine on medium-high until margarine melts. Add onion and garlic and cook 2 minutes or until almost translucent, stirring. Add wine and heat to boiling. Add mussels, stir once, cover and cook 1 minute. Stir again, cover and cook 1 to 2 minutes longer or just until mussels open; do not overcook. 3. Immediately divide mussels and cooking liquid between 2 large serving bowls and top with parsley. Divide salad between 2 serving plates and top with reserved bacon. Serve mussels and salad with baguette. Each serving (includes mussels, salad and half a baguette): About 790 calories, 39g total fat (11g saturated), 66mg cholesterol, 1,420mg sodium, 73g total carbs, 8g dietary fiber, 33g protein.
