Assigned 1) Name of assignment or project: Renewable Energy Regulatory Development Roadmap Year: Jun. 2008-Apr.2009 Location: Ulaanbaatar, Mongolia Client: ECA, United Kingdom, primary contract with EBRD Main project features: The objective is to assist the Energy Regulatory Authority of Mongolia (ERA) to improve the feed-in tariff regime related to electricity generated from renewable energy sources; assess least-cost options for developing renewable energy in Mongolia; assess affordability of renewable energy in the country and formulate a renewable energy regulatory development road map up to 2020. Market and Investment Needs Study. Year: Nov. 2008 May 2009 Location: Regional Russia, Ukraine, Kazakhstan, Mongolia Client: European Bank for Reconstruction & Development (EBRD) Main project features: In many countries of operation of EBRD, especially in Ukraine, Russia, Kazakhstan and Mongolia, there is a large number of thermal power plants (TPPs) that are old and with poor performance. By providing the proposed services the Bank will be able to help its clients identify the most appropriate Rehabilitation Investment Programme that will extend lifetime of main equipment, improve energy efficiency and overall performance as well as reduce environmental impacts. Positions held: Consultant/Thermal Power Plant Engineer Activities performed: (i) to review and analyse the existing situation and general technical condition of the main TPPs and CHPs; (ii) to assess at a preliminary level the needs for investment projects for rehabilitation and performance improvement; (iii) to review and assess the capabilities of local manufacturers of equipment; (iv) to prepare a long list of appropriate rehabilitation projects and sub-projects that could be implemented in TPPs and CHPs together with an order of magnitude estimation of the investment costs. Location: Ulaanbaatar, Mongolia Client: Citrus-partners, UK, primary contract with EBRD Main project features: Winter air pollution levels in Ulaanbaatar are at crisis level. The biggest impacting source is understood to result from the combustion of raw coal for heating and cooking in the residential Ger districts. Overall objective of the project is to provide legal and technical support to the Government in development and implementation of a framework for fuel substitution. 5) Name of assignment or project: ADB TA project: Small Cities and Towns Development Demonstration Project, China Year: 2007-2008 Location: Provinces of Hebei, Liaoning, and Shanxi in China Client: AECOM International, USA, prime contract with ADB Main project features: Work as international consultant for ADB TA project. The objectives are to (i) identify the most appropriate municipal infrastructure, public services, and urban upgrading programs to facilitate economic development, expand urban utility services, enhance environmental protection and management, support employment generation and reduce the existing low income levels in the secondary small cities and towns of the provinces of Hebei, Liaoning, and Shanxi; (ii) prepare feasibility studies for a sector based investment project in each province; (iii) establish criteria for selection and prioritization of the subproject cities and towns (vi) formulate the project by reference to demonstration subprojects in each Province for possible funding by ADB. Main project features: The objective of the study is to collect the latest data and information on the current situation of energy sector in Mongolia, review the policy and activities of the Government of Mongolia and donors, figure out the barrier or bottleneck to develop energy sector, sort out the data to explore the long-term framework of the intervention by Japanese Official Development Assistance in energy sector. 12) Name of assignment or project: ADB TA9109: Community Based Heating Supply in Rural Remote Areas, Mongolia Year: 2007-Dec.2009 Location: 12 Soum in Various Aimags (provinces), Mongolia Client: H & J, USA, primary contract with ADB Main project features: Heating services in rural area is now extremely poor. The impact of the project is to improve the quality of life during winter in remote rural areas in Mongolia. The outcome is to provide sustainable heating services in remote rural areas. The outputs are (i) reduce the burden of local budget for coal purchasing, (ii) reduce CO2 emission from boiler, (iii) build capacity of local boiler manufacture, and (iv) establish operation and maintenance system at pilot project sites. The project Component A site selection for pilot projects and community mobilization, Components B replacement of about 25 of maximum 1MW heat only boiler system, training for operation and maintenance of boiler house, business advisory to boiler manufacturer, and information dissemination and Component C grant management, monitoring and auditing. Year: 2007 Location: Mongolia Client: UNDP Country Office Mongolia Main project features: The objective of the EHH project were (i) to reduce the energy consumption and CO2 emissions in the housing sector; (ii) to demonstrate energy efficient technologies; (iii) to increase in-country human resource and technical capacities for energy conservation in the housing sector; (vi) to create an enabling environment for energy conservation in the housing sector. The project pilot tested ger blanket insulation in 410 households.
