6 Multi-user functionality
Optimizer provides a possibility to create users, but it is flexible as regards to optimisation plan management. Plans are user-specific, but there are no restrictions for users accessing, using, modifying and deleting each others plans. Users are encouraged to agree on the rules when working with plans. Optimizer user-specific objects include user preferences like

view definitions (map, navigator and browser) raster calculation parameter sets KPI profiles. Note that KPI thresholds and Browser profiles are user-specific, but they can be defined as public. Some of the Optimizer objects are global, that is, changes in them will be visible to all users and in all optimisation plans. These include: plans antenna models antennas propagation models sites, cells calculation rasters polygons KPIs frequency groups in Frequency Allocation manual separation settings in Frequency Allocation forbidden channels in the allocation tool automated adjacency generation parameters when stored in the database. Optimizers plan-specific objects are visible only when the plan is open. When an optimisation plan is deleted, the plan-specific objects are deleted also. Note that planned, forbidden, and mandatory adjacencies are plan-specific whereas actual adjacencies are shown even when an optimisation plan is not open. When working for the same plan, the Refresh functionality can be used to view the most recent changes immediately. Optimizer also updates the view automatically after a while if someone else has made changes to the same plan or actuals (that includes also the global objects).

6 Advanced visualisation
Ageographical map provides a baseline for the visualisation of network topology, actual parameters and measured KPIs. Link loss estimates combined with configuration and measurement statistics provide useful map views for analysing the network. The map information is used in the optimisation process for visualisation of the mobile network structure and to give a new perspective for performance analysis.

The main input data for the optimisation algorithms comes from statistical measurements, from the network elements or user equipment. Optimizer uses the NetAct common map component. All calculated raster information is stored in a server and it is available for other NetAct applications. 7 Interference matrix generation


The interference matrix represents the interference relations between cells. Interference can be computed or expressed with different mathematical methods such as ARP (Average Received Power) and CIP (Carrier over Interferer Probability). In Optimizer, interference is computed based on measurements that have been made in an operated network. The structure and contents of an interference matrix are described in more detail in the Interference Matrix Open Interface document. 8 Automated adjacency management


Adjacency optimisation utilises mobile measurements collected and reported by BSCs. By analysing the reports, the unused adjacent cells can be identified and removed from the adjacency list. Mobiles measure the whole BCCH segment of the frequency band and report the received power levels of the serving and surrounding cells. Based on this, promising cells are added to the adjacency list of each cell. The new adjacency plan can be visualised, modified, if necessary, and scheduled for implementation.
