Recovery Services, Inc. (AARS, Inc.) Project Reconnect San Francisco Program Manager Regular, Full-time or Part-time, Non-Exempt $30,000-$35,000 p.a. on 100% full-time basis

Description: Project Reconnect is the youth services division of the Asian American Recovery Services Inc. in San Francisco County. Project Reconnect serves youth and young adults between the ages of 12-24. We provide confidential substance abuse prevention services for all youth regardless of ethnic or cultural backgrounds. We also have experience and success working with youth involved in the juvenile justice system, San Francisco Unified School District, and community based partners. Project Reconnect services are designed to promote the health and well-being of children, youth, and their families and the diverse communities in which they navigate through. In partnership with the Japanese Community Youth Council Asian Youth Prevention Services (a collaborative project of six community agencies), our purpose is to leverage resources, efforts, and staff to develop and deliver substance abuse prevention, early intervention programs, and services which sustaining families of Asian and Pacific Islander and other affected multi-diverse communities of color residing throughout San Francisco. Primary Duties and Responsibilities (other duties as assigned): Assists the Program Manager in improving program services through the development and implementation of program guidelines and procedures to ensure contract goals and objectives are met; Completes and submits all required reports; Responsible for AYPS collaborative prevention services operations; Coordinates and conducts comprehensive outreach efforts within the API and other communities of color Liaison with juvenile justice system; Co-ordinate with AYPS collaborative agencies, other API and diverse community partners. Develop and maintain internal linkages with Project Re-connect Treatment Program; Ensures that accurate and timely documentation is completed and submitted by required deadlines; Ensures compliance with agency, federal, state, and local regulations; Ensures that accurate hours of services and monthly, quarterly, and year-end reports are submitted on time; Conducts comprehensive program needs assessments, including data collection and evaluation of services; Facilitates individual, group educational, and risk behavior sessions, family support services, sessions and social/recreational/community service activities as needed; Maintains confidential participants records, files, and other sensitive information; Establishes and maintains effective working relationships with all community based and city agency partners; Provides and follows up on referrals to community services, including advocating for participants; Participation in SF County Services Program meetings; Ability to maintain a flexible work schedule, some weekend, and evening hours as needed; Ability and willingness to travel as required by the essential job duties and responsibilities; Demonstrates effective problem solving skills. Required Qualifications: Two years experience working with youth providing prevention services for A/PI youth and other communities of color, preferably including substance abuse prevention services; Understanding of social services, mental health, and substance abuse services systems such as California State Department of Alcohol & Drug Programs Prevention CalOMS and SFDPH CBHS; Knowledge of integration of Substance Abuse and Mental Health and Primary Care Services in San Francisco;

Skilled in building consensus and fostering productive collaborative efforts; Skilled in participant centered group facilitation; Must have familiarity with Microsoft Office: Word, PowerPoint, Excel, Access and internet access for electronic filing; Must have a valid California drivers license with good driving record; Strong written and verbal communication skills; Ability to meet deadlines and juggle multiple competing deadlines/tasks in a fast paced environment; Knowledgeable about youth development and empowerment principles, prevention strategies, best practices in serving high risk youth, behavior modification, harm reduction, etc.; Experience and training in working with youth who are at risk for substance use and abuse.

Preferred Qualifications: College degree in behavioral/social sciences field and Juvenile Justice or related field; Alcohol and Drug Counseling Certification or Licensure or enrolled in a credentialing program or college; Understanding of immigrant A/PI cultural issues and dynamics in diverse A/PI communities; Familiarity working with A/PI community, and other communities of color; Bilingual/Bicultural in Vietnamese, Khmer (Cambodian), Tagalog, Ilocano, Laotian, and/or Spanish.
