II.1.1) Title attributed to the contract by the contracting authority Electrical contractor for Germany and India 2011-2012: Infinite Opportunities, Mobile Space Metro Tour II.1.5) Short description of the contract or purchase(s) On the occasion of completing 60 years of Indo-German diplomatic ties, a fifteen-month project series titled Germany and India 2011-2012: Infinite Opportunities or The Year of Germany in India will be held in India starting September 2011 until February 2013. The event series will cover the fields of politics, business, culture, education, science and research. The project executing agencies involved in the Year of Germany are the German Foreign Office, the Goethe- Institut, the Asia-Pacific Committee of German Business (APA), and the German Federal Ministry for Education and Research (BMBF). On behalf of the project executing agencies, the contractee would like to award a contract for temporary electrical services including Diesel Generators, related equipment, wiring, cabling etc. at the venues of Mobile Space Metro Tour for The Germany Year in India from agencies across Europe and India. II.1.6) Common procurement vocabulary (CPV) 65310000 (31121000 (31127000 Electricity distribution Generating sets) Emergency generator)

II.2.1) Total quantity or scope (including all lots and options, if applicable) The mandate includes particularly: a) The Electrical services provider will be required to provide all management, labour, equipment and consumables required for successful supply, installation, testing, commissioning, maintenance, operation, dismantling and removal of electrical services including diesel generators, cabling, wiring etc. to render an electrical load of around 1000 KW; b) The services have to be provided according to the tour plan at all 5 venues in India: Mumbai, Bangalore, Chennai, Delhi and Pune from 09.03.2012 until the end of February 2013; c) Design and documentation of Generators those are fit for purpose; d) Supply of Generator sets based on design, documentation and approval of DUI; e) Supply & storage of fuel (including adequate capacity of storage tanks required) required for running of generator sets; f) Delivery to points of installation g) Obtaining approvals from Electrical Inspectorate, compliance to CPCB norms and other statutory compliances; h) Providing dedicated copper / GI earthing for both Generator Sets as required as per the grounding protection rules of electrical inspectorate i) Providing, testing, commissioning of all related cabling and wiring required to supply electricity to various temporary structures. j) Providing necessary cable protectors or protection jackets where ever required inside as well as outside the venue for safety reasons. k) Commissioning, testing, operation, maintenance (including all spares as required) and tagging / certification of the systems to the satisfaction of DUI; l) Decommissioning and rendering safe for removal of all installed systems; m) Removal of the above from Venues, cleaning and reinstatement of Venue affected by works above n) Shipping of installation elements and equipment to all relevant venues in India. o) Material handling everywhere (as per venue location) in India p) Storage of materials in a store / yard if appropriate. q) Facility maintenance (including operation and maintenance spares, if any) during the hire period r) Any necessary rectification for damage / loss or reinstatement (planned reinstatement)..

The contract will commence from the 09.03.2012 and run until the completion of the project at the end of February 2013. III.1.3) Legal form to be taken by the group of economic operators to whom the contract is to be awarded (if applicable) 1. Memorandum of Understanding shall be provided in case the applicant comprises of Joint venture/ Consortium/ Partnership. 2. Nomination of one of the members of the partnership, consortium or joint venture to be in charge and this authorization shall be covered in the power of attorney signed by the legally authorized signatories of all members of consortium/joint venture/partnership firm; 3. Details of the intended participation by each member shall be furnished with complete details of the proposed division of responsibilities and corporate relationships among the individual members. 4. The applicant shall submit full details of his ownership and control or, if the applicant is a partnership, joint venture or consortium, full details of ownership and control of each member thereof. 5. Applicant or members of a partnership, joint venture or consortium shall submit a copy of PAN card No. under the Income Tax Act. 6. Each applicant (each member in the case of partnership firm/joint venture/consortium) or any associate is required to confirm and declare with his bid that no agent, middleman or any intermediary has been, or will be, engaged to provide any services, or any other item or work related to the award and performance of this contract. They will have to further confirm and declare that no agency commission or any payment which may be construed as an agency commission has been or will be paid and that the tender price will not include any such amount. If the __________________(name of the Department) subsequently finds to the contrary, the Department reserves the right to declare the applicant as non-compliant and declare any contract if already awarded to the applicant to be null and void. Partnership firm, Limited Company, Corporate body legally constituted or a joint venture. b) In case of joint venture or Consortium this section will also evaluate the JV strength of the Consortium in terms of prior assignment handled together, financial strength etc. c) The respondents should have been in the business of managing, supply, installation and Commissioning of Electrical services for at least 5 years to at least one international open air events/ Exhibitions / Trade Fairs, sports events etc. d) Does the Respondent have prior experience in providing solution for at least one major International event .(The experience of the Respondent should be in managing electrical operations and not providing the Technology solution) e) Having successfully completed works of similar magnitude and duration in last five years. f) There should be no case pending with the police against the Proprietor/Firm/Partner or the Company (Agency). g) Does the applicant have enough manpower (full time or part time) for managing the overlay operation at each site?

IV.1.2) Limitations on the number of operators who will be invited to tender or to participate (restricted and negotiated procedures, competitive dialogue) Envisaged number of operators OR Envisaged minimum number 4 and , if applicable, maximum number 6 Objective criteria for choosing the limited number of candidates: a) Applicants Overlay services related experience and expertise, assessed on the basis of reference projects in which the applicant has provided services comparable to those requested by Goethe Institute/Max Mueller Bhavan in terms of size, complexity and public scrutiny. & b) Applicants general capacity to carry out a project of this size in terms of technical resources (for the management, labour, equipment and consumables required for successful supply, installation, testing, commissioning, maintenance, operation, dismantling and removal of the electricals related equipment and any other work required to ensure successful functioning of the entire operation at every venue.); The contracting authority is allowed to gradually reduce the number of participants, solutions to be discussed or tenders to be negotiated.
