NORDURAL STANDARD TECHNICAL SPECIFICATION FOR SURFACE TREATMENT AND PAINTING 1. INTRODUCTION

1.1 GENERAL This specification sets out the minimum requirements and the standards for surface treatment and painting of all steel parts and steelwork. In this Document the following words and expressions shall have the meaning hereby assigned to them except where the context otherwise requires: Engineer: The Owner or any person or organization employed or engaged at any time by the Owner and authorized by the Owner, in writing, from time to time to act on behalf of the Owner in the execution of the items covered by this Document, in whole or in any part, for any or all purposes provided in this Technical Specification. Owner: Norurl hf (Nordic Aluminum Corporation Ltd.), an independent legal entity owned by Century Aluminum.

1.2 WEATHER The Site weather conditions combining high humidity and low temperatures, briny air with a large amount of SO2 and sands, require that steelwork be given a high degree of protection, and the treatment described in this specification has proven to be successful if correctly carried out. The atmospheric-corrosivity category is assumed to be C5-M (very high) Marine. 2. STANDARDS All materials, workmanship and practices shall be in accordance with the current issue of the Standards listed below. Use of other national and international Standards is subject to advance approval by the Engineer. EN ISO 12944. PARTS 1-8: 1998 EN ISO 11124. PARTS 1-4: 1997 EN ISO 11126. PARTS 1-10: 1997 NORURL

WARRANTY The Contractor shall obtain a warranty in favor of both the Owner and the Contractor on a joint and several basis from an authorized representative of either the paint manufacturer or the applicator who shall have been approved by the manufacturer guaranteeing that the conditions of the outdoor painted surfaces shall be no worse than condition Ri 1, as defined in EN ISO 4628-3, after two years and not more blisters than defined as smaller and less dense than 1 and size 1 according to ISO 4628-2. No flaking of the paint layers is allowed for a period of two (2) years from the date of issue of the last Acceptance Certificate. The guarantee shall contain an undertaking to carry out any treatment necessary to restore the paintwork at no cost to the Owner should the paintwork condition be worse than specified at any time during the two (2) year period. 4. CLEANING AND PAINTING OF THE WORK (a) Immediately following the Letter of Award, the Contractor shall submit a quality assurance program for approval by the Engineer. All paints for the outdoor equipment in the Contract shall be provided by one manufacturer and preferably manufactured in one country to ensure compatibility. All painting of outdoor equipment shall be carried out strictly in accordance with the paint system manufacturer's recommendations by an applicator on the manufacturer's approved list. The application shall be monitored at the Site and approved, in writing, by an authorized representative of either the paint manufacturer or the applicator who shall be approved by the manufacturer. 2004-08-30. The painting of the Works shall be carried out in accordance with the appropriate standard in this Specification. The work is generally covered by the standards, but where particular items are not referred to specifically, such items shall be treated in a manner similar to other comparable items as agreed with the Engineer. The standards of surface preparations and painting are intended to give a minimum life of ten to fifteen years in a coastal environment, with need for only minor remedial work in that period. The Engineer is prepared to consider alternative paint schemes to meet the requirements of fabrication using modern automated materials handling systems, provided they offer the same quality of surface protection and service life as those intended by the standards. All planished and bright parts shall be coated with grease, oil or other approved rust preventative before dispatch and during erection. This protective coating shall be cleaned off and the parts polished before being handed over to the Engineer. Steel sections and plates shall be free from surface flaws and laminations prior to blast cleaning and shall not be in worse conditions than Pictorial Standard B, Swedish Standard SIS 055900. Abrasive materials shall be in accordance with EN ISO 11124 and EN ISO 11126. Where lapped or butted joints form part of an assembly which is assembled or partly assembled before final painting, the jointed surfaces shall be cleaned, free from all scales, loose rust, dirt, salts and grease, and given one brush-applied coat of zinc phosphate primer before assembly. Surfaces or coatings which have been subjected to dirt, grease, dust, salts, etc. shall be cleaned prior to application of an additional paint layer. The surface or old coating must have a faultless binding to the under layer, which shall not be affected by the additional layer. The entire surface must be prepared by hand using detergents, which do not harm the environment and do not cause corrosion. Prior to application of any new coating, the surface shall be cleaned in accordance with the most current instructions of the coating material manufacturer. If instructions are not provided, the surfaces shall be cleaned by hand and washed with hot water at a temperature of approximately 50C, which is applied at a pressure of 100-150 bar. It may be necessary to revise these figures according to the coating system used or the conditions of application. In all cases it is necessary to consult the instructions of the coating material manufacturer. Paint shall not be applied to surfaces, which are superficially or structurally damp, and condensation must be absent before the application of each coat. 2004-08-30. REV. C5

Painting shall not be carried out under adverse weather conditions, such as low temperatures (below 4C), or above 90% relative humidity during rain or fog, or when the surface temperature is less than 3C above the dew point. Priming coats of paint shall not be applied until the surfaces have been inspected and the Engineer has approved preparatory work. All paints shall be applied by brush or roller, and then brushed or sprayed in accordance with the paint schedule, except for priming coats for steel floors, galleries, and stairways where dipping is permitted. Where paint is to be applied by spraying, the applicator shall demonstrate that the spray technique employed does not produce paint films containing vacuoles or shadows where the paint is thin.

(m) All paint film thicknesses are specified as mean values and refer to the dry film condition. No measurement shall be lower than 20% below the mean value. Not more than 20% of the measurements are allowed under the mean value. All thicknesses shall be determined by the correct use of approved commercial paint film thickness measuring meters. (n) On sheltered or unventilated horizontal surfaces on which dew may linger, more protection is needed. To achieve this, an additional top coat of paint shall be applied that is equal in thickness and finish to the previous coat. The standards differentiate between "Treatment at Maker's Works" and "Treatment at Site after Completion of Erection" but the locations at which different stages of the treatments are carried out may be modified, always provided that each change is specifically agreed to by the Engineer, and the painting is finished or made good at the Site to the Engineer's satisfaction. The standards also refer to "Indoor" and "Outdoor" locations. In this context all "Indoor" rooms and buildings without air conditioning, heating or forced ventilation shall be treated as "Outdoor". No consecutive coats of paint, except in the case of white, should be the same shade. Thinners shall not be used except with the written agreement by the paint manufacturer or the Engineer. The Contractor shall generally provide finished colors that match, as near as is practical, the colours of similar items in the existing installation. All outdoor and indoor painting shall be inspected in accordance with Chapter 3: Warranty prior to issue of the Final Acceptance Certificate.

5. 5.1

PAINTING SCHEDULE FOR INDOOR LOCATIONS BRIGHT PARTS Treatment at Maker's Works: Coat with a mixture of oil, grease or approved proprietary inhibitor. Treatment at Site after Completion of Erection: Clean and polish.

INSTRUMENT PANELS, RELAY PANELS, CONTROL PANELS, JUNCTION BOXES, SWITCHGEAR ENCLOSURES AND CABLE LADDERS Treatment at Manufacturers Works Use painting system for corrosivity Category C3 according to EN ISO 12944-5:1998. Total dry film thickness 160 m, and expected durability Medium. Treatment at Site after Completion of Erection Touch-up with a surface tolerant epoxy paint to the specified finish quality and thickness.

All painting systems are subject to acceptance by the Engineer. Final colour shall be in accordance with Appendix 1. 5.3 STRUCTURAL STEELWORK FOR INDOOR LOCATIONS

5.3.1 Paintwork for indoor locations (a) Blast clean to Sa 2.5 according to EN ISO 8501-1, medium. Abrasive material shall be in accordance with EN ISO 11124 and EN ISO 11126. Use a painting system for corrosivity category C3 according to EN ISO 12944-5:1998. Total dry film thickness 160 m, and expected durability Medium.

Colour shall be in accordance with Appendix 1. 5.4 PURLINS AND GIRTS (a) (b) The purlins shall be hot dip galvanized according to part 8 in this specification. 5.5 MECHANICAL EQUIPMENT (a) Blast clean to SA 2.5 according to EN ISO 8501-1, medium. Abrasive material shall be in accordance with EN ISO 11124 and EN ISO 11126. Touch-Up - After erection of all equipment and other items is complete and all fasteners are tightened as specified: Thoroughly clean to remove all scale, rust, loose paint, salt, oil, grease and dirt. Paint coats to be touched-up where necessary to a standard equal to the specified finish quality and thickness. 6.

PAINTING SCHEDULE FOR OUTDOOR LOCATIONS

6.1 ALUMINA STORAGE SILOS 6.1.1 Treatment before delivery to Site Blast clean to S.A.2.5 profile, EN ISO 8501-1, medium. Then apply within 4 hours one coat (25 microns) weldable holding zinc primer for 12 months protection. 6.1.2 Painting after construction Before painting, the items must be washed by a high-pressure water pump for proper cleaning. Then use a painting system for corrosivity category C5-M according to EN ISO 12944-5:1998. Total dry film thickness 320 m, and expected durability High. All painting systems are subject to approval by the Engineer. Colour shall be in accordance with Appendix 1. 6.2 STRUCTURAL STEELWORK, OUTDOOR LOCATIONS 6.2.1 Preparation (a) (b) Blast clean to S.A.2.5 profile, EN ISO 8501-1, medium. Then use a painting system for corrosivity category C5-M according to EN ISO 12944-5:1998. Total dry film thickness 320 m and expected durability High.

All painting systems are subject to approval by the Engineer. 6.3 FLOORING AND HANDRAILING All open grid flooring, stair treads and handrail tubing is to be hot dip galvanized in accordance with clause 8.0 of this specification. After erection, all galvanized items are to be thoroughly cleaned to remove all oil, grease and dirt, and any damaged areas shall be repaired as specified. Then use a painting system for corrosivity category C5-M according to EN ISO 12944-5:1998. Total dry film thickness 320 m, and expected durability High. All painting systems are subject to approval by the Engineer. Colour shall be in accordance with Appendix 1.

6.3.1 Hand railing The hot dip galvanized hand railing shall be alkaline cleaned to remove all oil, grease and dirt, and any damaged areas shall be repaired as specified. Then use a painting system for corrosivity category C5-M according to EN ISO 12944-5:1998. Table A 9. Total dry film thickness 320 m, and expected durability High Color shall be in accordance with Appendix 1. 6.4 PIPEWORK, OUTDOOR LOCATIONS All carbon steel pipe flanges, fittings and valves shall be treated as follows: 6.4.1 Minimum treatment before delivery to Site Blast clean to S.a.2.5 profile, EN ISO 8501-1, medium. Then apply within 4 hours one coat (25 microns) weldable holding zinc primer for 12 months protection. 6.4.2 Painting after delivery to Site Before painting the items must be washed by a high-pressure water pump for proper cleaning. Then use a painting system for corrosivity category C5-M according to EN ISO 12944-5:1998. Total dry film thickness 320 m, and expected durability High. All painting systems are subject to approval by the Engineer. No two consecutive coats shall be of the same shade. Colours shall be in accordance with Appendix 1. 6.4.3 Galvanized pipe work, outdoor The hot dip galvanized pipes shall be alkaline cleaned to remove all oil, grease and dirt, and any damaged areas shall be repaired as specified. Use a painting system for corrosivity category C5-M according to EN ISO 12944-5:1998. Table A.9 Total dry film thickness 320 m, and expected durability High. Colours shall be in accordance with Appendix 1.

6.5

FIXINGS, OUTDOOR LOCATIONS After fixing, bolt heads, washers and nuts shall receive two coats of zinc rich paint. Connections between galvanized surfaces and copper, copper alloy or aluminum surfaces shall be protected by suitable tape wrapping subject to approval by the Engineer.

6.6

GALVANISED ITEMS, OUTDOOR LOCATIONS All items shown on the drawings as galvanized are to be hot dip galvanized in accordance with section 8.0 of this specification. The hot dip galvanized pipes shall be alkaline cleaned to remove all oil, grease and dirt, and any damaged areas shall be repaired as specified. Use a painting system for corrosivity category C5-M according to EN ISO 12944-5:1998, Table A.9. Total dry film thickness 320 m, and expected durability High. Colours shall be in accordance with Appendix 1. Touch-Up After erection of all equipment and other items is complete and all fasteners have been tightened as specified: Thoroughly clean to remove all scale, rust, loose paint, salt, oil, grease and dirt. Paint coats to be touched-up where necessary to a standard equal to the specified finish quality and thickness. This process may require several coats of paint applied consistent with applicable specified painting standards.

7.

PAINTING STANDARDS FOR HOT SURFACES

7.1 HOT SURFACES, GENERAL APPLICATIONS, INDOOR LOCATIONS For hot surfaces with up to 120C continuous temperature and 135C peak temperature the following painting standards shall apply. 7.1.1 Treatment before delivery to Site Blast clean to S.A.2.5 profile, EN ISO 8501-1, medium. Then apply 1 x 75 m (DFT) Resist GTI from Jotun or equivalent. 7.2 HOT SURFACES, GENERAL APPLICATIONS, OUTDOOR LOCATIONS Blast clean to S.a.2.5 profile, EN ISO 8501-1, medium.
Then apply 1 x 75 m (DFT) Resist GTI from Jotun plus 2 x 20 m (DFT) Solvalitt from Jotun or equivalent. TOTAL DFT 115 m.

Touch Up After erection of all equipment and items mounted on or supported by the steelwork is complete and all fasteners have been tightened as required by specifications: Thoroughly clean to remove all scale, rust, loose paint, salt, oil, grease and dirt. Paint coats to be touched-up where necessary to a standard equal to the specified finish quality and specified thickness. This process may require several coats of paint applied consistent with applicable specified painting standards. Colours shall be in accordance with Appendix 1 7.2.1 HOT SURFACES - FUME TREATMENT PLANTS For hot surfaces with up to 120C continuous temperature and 135 C peak temperature the painting standards and procedures described in 7.1 shall apply. This includes the following equipment: All Potroom Ductwork Filter Compartments Ductwork between Filters and Stack Main Exhaust Fans Stack 8 GALVANISED COATING (a) All galvanizing shall be carried out by the hot dip process and unless otherwise specified shall conform in all respects to EN ISO 1461, EN ISO 14713 and EN ISO 10240. All surface defects in the steel including cracks, surface laminations, laps and folds, shall be removed. All drilling, cutting, welding, forming and final fabrications of unit members and assemblies shall be completed before the structures are galvanized. The surface of the steelwork to be galvanized shall be free from all welding slag, paint, oil, grease and similar contaminants. Adequate provisions for filling, venting and draining shall be made for assemblies fabricated from hollow sections. Vent holes shall be suitably plugged after galvanizing. All galvanized items shall be hot dip galvanized according to EN ISO 1461:1999, EN ISO 14713:1999. and EN 10240; 1997. Zinc thicknesses are in compliance with Table 1 below :

(e) On removal from the galvanizing bath, the resultant coating shall be smooth, continuous, free from gross surface imperfections such as bare spots, lumps, blisters, inclusions of flux, ash or dross. (f) Galvanized contact surfaces to be joined by high strength friction grip bolts shall be roughened before assembly so that the required slip factor is achieved. The roughening shall be confined to the net area of the adjoining surface. (g) Bolts, nuts and washers, including general grade high strength friction grip bolts shall be hot dip galvanized and subsequently centrifuged in accordance with EN ISO 1461:1999, EN ISO 14713:1999, to a coating thickness according to Table 1. Nuts shall be tapped up to 0.4 mm oversize after galvanizing and the threads shall be oiled to permit the nuts to be finger turned on the bolt for the full depth of the nut. (h) No lubricant, applied to the projecting threads of a galvanized high strength friction grip bolt after the bolt has been inserted through the steelwork, shall come into contact with the adjoining surfaces. (i) During off-loading and erection the use of nylon slings shall be employed. Galvanized work that is to be stored during manufacture or on the Site shall be stacked so as to provide adequate ventilation to all surfaces and to avoid wet storage staining (white rust). (j) Small areas of the galvanized coating damaged in any way shall be restored by either of the following methods as approved by the Engineer: (1) Clean the area of any weld slag and thoroughly wire brushing to give a clean surface. Wire brush damaged areas to surface quality St2 to EN ISO 8501-1. Apply three coats of zinc rich paint, containing not less than 92% zinc; by weight in dry film, when not overprinted.
