RULES OF THE UNITED CHINESE SCHOOL COMMITTEES ASSOCIATION OF MALAYSIA

1. NAME
This association shall be calledThe United Chinese School CommitteesAssociation of Malaysia.
(Hereinafter referred to asthe Association.)

LOT 5, SEKSYEN 10, JALAN BUKIT, 43000 KAJANG, SELANGOR.

2. OFFICE
The office of the Association shall be at LOT 5, SEKSYEN 10, JALAN BUKIT, 43000 KAJANG,
SELANGOR.

3. MEMBERSHIP
The State Chinese School Committees Association, or State Chinese School Committees and Teachers
Association shall all be eligible for membership.

4OBJECTS
(a) To unite the Chinese School Committee members so as to promote the cause of Chinese education in
Malaysia.
(b) To discuss, promote and manage jointly the affairs pertaining to the development and amelioration
of the Chinese Schools in Malaysia / State, including interalia, the curricula, examinations, teacher
training, education funds and other related matters.
(c) To promote and solidify the relations among the Chinese School Committee members in Malaysia.
(d) To consolidate the strength of the Chinese Community in Malaysia in seeking to improve Chinese
schools and promote the cause of Chinese education.
(e) To represent the Chinese schools in Malaysia in negotiating with Government on all matters affecting
the said schools.
(f) To seek the co-operation between the school committee members and the teachers in Malaysia.
(g) To foster harmony and unity among different ethnic groups.
(h) To purchase, take on lease or tenancy or in exchange, hire or otherwise acquire any movable or
immovable property, which may be deemed necessary, convenient for any of the purpose by the
Association.
(i) To sell, manage, lease, charge, dispose of, or otherwise deal with all or any part of the property of the
Association.
(j) To develop any real property acquired by the Association or of which it is interested or to construct,
maintain, and alter any houses, buildings, or works, necessary or convenient for the purpose of the
Association.

5. ORGANIZATION
(a) The General Committee of the Association, consisting of five (5) representatives from each member
state
s Chinese School Committee Association or Chinese School Committee and Teacher Association,
as the case may be, shall be the highest authority of the Association.
(b) The General Committee shall elect six (6) member states with three (3) representatives from each
of the said states. The other non-elected states shall field one (1) representative each to form the
standing committee. The standing committee shall have the power to appoint not more than five (5)
persons to be the appointed standing committee
s member
. All representatives in the standing
committee shall have equal rights and powers. The duties of the standing committee shall be to carry
out the decisions of the General Meeting and discharge the ordinary affairs of the Association.
(c) The standing committee shall elect among its member(s) to hold the following posts:(I)

Deputy Chairman (one)

(III) Vice-Chairman (Three)


(IV) General Secretary (one)
(V)

Assistant General Secretary (one)

(VI) Treasurer (one)


(VII) Assistant Treasurer (one)
(1) The Chairman shall represent the Association while dealing with external affairs. The Deputy
Chairman shall assist the Chairman to deal with the affairs of the Association. When the
Chairman is absent or incapable of carrying out the duties and obligations, the Deputy Chairman
shall be acting on the Chairmans behalf. The Vice-Chairman shall assist the Chairman and
the Deputy Chairman to deal with the affairs of the Association. When the Chairman and the
Deputy Chairman are absent or incapable of carrying out the duties and obligations, the ViceChairman shall be acting on their behalf.

(2) The Treasurer shall be in charge of financial planning and accounts. The Assistant Treasurer shall
assist the Treasurer to carrying out the duties and obligations. When the Treasurer is absent or
incapable of carrying out the duties and obligations, the Assistant Treasurer shall be acting on the
Treasurer
s behalf.
(3) The General Secretary shall be responsible for plannings and carrying out the affairs of the
Association and in charge of all correspondence of the Association. The Assistant General Secretary
shall assist the General Secretary in carrying out the duties and obligations. When the General
Secretary is absent or incapable of carrying out the duties and obligations, the Assistant General
Secretary shall be acting on the General Secretarys behalf.
(d) Any post held by any member of the standing committee has been vacant for whatsoever reason, the
vacant post shall be replaced or acting by a member of the standing committee.
(e) The term of office for members of the General Committee and the Standing Committee shall be two
years.

6. MEETING
(a) The meeting of the General Committee shall be convened at least once a year, and the quorum shall
be seven (7) representatives coming from at least three (3) member states. For urgent matters, an
extraordinary meeting of the General Committee shall at any time be convened by the Chairman or at
the written request of the two (2) member states.
(b) The meeting of the Standing Committee shall be held at least once every six months, and the quorum
shall be three representatives. The Chairman may at anytime convene meetings of the Standing
Committee to deal with special matters.
(c) The venue for all meetings of the Association shall be at the office of the Association or at such place
as may be stipulated by the standing committee from time to time.

7. FINANCE
(a) The annual subscription for a member state shall be RM1,000 payable within 2 months of the formation
of the Association and subsequently payable before the end of June in every year.
(b) The Association may when necessary solicit donations from the public.
(c) The accounts of the Association shall be audited by a certified accountant every year and submitted
to the General Committee for approval.

8. AMENDMENT TO RULES
The rules of the Association may be amended by the General Committee on a vote of two-third of the
members present.

9. DISSOLUTION
(a) The Association may be dissolved by resolution passed at a General Committee meeting on a vote of
two-third of the members or their proxies present who shall not be less than two-third of the whole
General Committee.
(b) Any debts of the Association which are unpaid when the Association is dissolved under (a) shall be
equally by the number of state members.
(c) The notice of dissolution shall be on form (A) prescribed by the Government and signed by all
members of the Standing Committee. The Registrar of Societies shall be notified within 14 days from
the date of dissolution.

10. The rules shall take effect after they have been approved at the formation meeting and by the Registrar
of Societies.
