Public Works and Government Services Canada (PWGSC)
PWGSC will respond to ail parts of the question regarding the Asbestos removal in
federally-owned buildings that are managed by PWGSC. PWGSC will respond to the
question based on the information available, on a regional basis.

Insofar as Aboriginal Affairs and Northern Development Canada (AANDC) is concerned, our response is the

The following table details AANDC's recent expenditures on asbestos removal.
No additional asbestos removal activities were reported by the department's regional real property
stakeholders.

c) No asbestos removal projects are currently underway among real property assets owned and
managed by AANDC.
d) The management of AANDC-owned real property is decentralized across the department's regional
offices, and AANDC's regional real property stakeholders do not have any planned asbestos removal
activities to report. Asbestos removal activities are undertaken as required and based upon the
potential impact of any retrofits/renovations on existing AANDC holdings.
e) Projects for the removal of asbestos in AANDC-owned real property are typically led by AANDC, and
executed in collaboration with Public Works and Government Services Canada.
f) The following table describes ail AANDC-owned buildings that are known to contain asbestos at
present. It should be noted that ail of the following buildings are classified as "non-operational"
because they are not used to support AANDC operations, but rather for eventual transfer (subject to
appropriate remediation arrangements) to First Nations to support the settlement of land claims.

ministre et excuts en collaboration avec Travaux publics et Services gouvernementaux Canada.
Le suivant tableau illustre les proprits d'MDNC, qui sont toutes non-oprationnelles et ne
servants donc pas la livraison des programmes de MDNC, mais que nous gardons en attendant
leurs transferts (assujetti des actions d'assainissement appropries) aux Premires nations dans
le cadre des ententes de revendications territoriales, et qui, notre connaissance, contiennent
prsentement de l'amiante.

National Battlefield Commission
The National Battlefield Commission has not spent anything on asbestos removal to date. In 2012, the
National Battlefield Commission will undertake a verification plan in order to assess whether or not any of its
buildings contain asbestos and if so whether or not they will require asbestos removal.

With regard to asbestos removal in buildings under the custodianship of Fisheries and Oceans Canada, including the
Canadian Coast Guard:
(a)/(b) (i) - (iv) Due to the integrated nature of renovation projects and repairs involving asbestos removal, the total
amount spent to actually remove asbestos-containing material from Fisheries and Oceans Canada
custodial buildings is not available.
(c) There are no projects currently underway with the exclusive objective of removing asbestos from a
Fisheries and Oceans Canada custodial building.
(d) (i) - (iv) Asbestos removal from Fisheries and Oceans Canada buildings will proceed on a case by case basis,
however, yearly estimates pertaining to removal are not available.
(e) Fisheries and Oceans Canada is responsible for projects ttiat require the removal of asbestos-containing
material from Fisheries and Oceans Canada custodial buildings.
(f) (i) - (H) Asbestos may be present in several buildings in various forms and to varying degrees. A specifie list of
buildings that are confirmed to contain asbestos is not available.

For this section, the responses for the Minister of International Trade and the Minister of Foreign Affairs are
the same.
(a) The total cost of asbestos abatement of federally owned buildings abroad is incorporated in the overall
praject costs as part of larger initiatives and can only be estimated. DFAIT has removed asbestos fram the
following four sites between 2009 and 2011 :
Helsinki, Finland (2009-2010) less than $5,000.00 CAO
Buffalo, USA (2009-2010) less than $5,000.00 CAO
London, England (2010-2011) less than $5,000.00 CAO
Beijing, China (2010-2011) less than $5,000.00 CAO
(b) Trace amounts of vinyl asbestos tiles were removed fram the four locations noted above for which
quantities are not availab/e.
(c) There are no current asbestos removal prajects underway.

Asbestos removal at the David Florida Laboratory, Ottawa (Ontario) took place during the TB funded mid-
lite refit (MLR) projects between 1995 - 2003. It is not possible to identify the amounts spent speciflcally
on the asbestos removal du ring these projects.

Response:
NRC is in the final stages of completing a desfgnated substance identification initiative for ail
buildings in the National Capital Region (NCR). where comprehensive surveys are conducted of
each building, to identify the location, type and quantity of designated substances present,
including Asbestos Containing Materials (ACMs).
ln most of the buildings in the NCR, approximating 60 in number. ACMs are present, in varying
degrees.
However, NRC has no comprehensive asbestos abatement program in place at the current
time, or planned for the future. Rather, NRC has adopted a strategy of asbestos management,
removing the mate rial only when it represents a partcular hazard, or as part of a renewal
project.
For example, asbestos abatement is normally only included in the scope of work for a planned
renovation, when asbestos is encountered in either the existing building mate rials such as wail
panels, ceiling tiles, floor tiles etc. or in the spray-on fireproofing protecting the building
structure, or in mechanical piping insulation.
ln the last 5 years, NRC spent approximately $100,000 a year on ACM abatement, mainly in the
NCR. There is one (1) project underway at the present time, to remove ACM from the exposed
building structure in one building on the Montreal Road campus in Ottawa, at an estimated cost
of approximately $100,000.
The only other planned abatement activity is for Building M-58, NRC's main administration
building in Ottawa, where approximately $1.5 million is earmarked over the next four years for
asbestos removal and re-instatement of affected finishes.
ln addition, it is expected that an additional approx. $100,000 a year will continue to be spent on
the sm aller scope, more urgent abatement items as in the recent past, where mate rials have
become exposed due to damage or other activity, and pose a risk to the building occupants.

The amount of asbestos removed was not recorded. However, ail sites were monitored and inspected for proper removal during the process and upon
completion by CRC's Environmental, Health and Safety unit and contractors hired to oversee quality control and control assurance. The analytical method for
the samples followed the Ontario Ministry of Labour Code for Determination of Asbestos in Bulk Samples. The quality control and control assurance were
conducted in accordance with ail current government regulations governing asbestos including Ontario Asbestos Regulation 278/0S.

The presence of asbestos in discrete areas (e.g. behind walls, around duct work and piping, in fJoor tiles, etc.) is expected in buildings constructed during the
1950s and 60s, when some of the structures on the Shirleys Bay campus were built. Before CRe begins any construction project, it confirms the presence or
absence of asbestos by performing a designated substance review. CRC has adopted a strategy of asbestos management, removing the materlal only when it
represents a particular hazard, or as part of a renewal project. If there is any chance that asbestos will be disturbed, an abatement exercise is carried out as a
component of the project.

Rponse:
Le CNRC est sur le point de terminer une initiative visant identifier les substances dsignes
dans les btiments de la rgion de la capitale nationale (RCN). Des inspections compltes se
droulent dans chaque difice en vue d'tablir l'emplacement, la nature et la quantit des
substances dsignes qui s'y trouvent, notamment les matriaux renfermant de l'amiante
(MAA).
La plupart de la soixantaine d'immeubles situs dans la RCN contiennent une quantit variable
de MAA.
Pour "instant, le CNAC ne poursuit cependant aucun programme d'limination de l'amiante et
nul programme de ce genre n'est prvu dans l'avenir. Le CNAC a plutt opt pour une stratgie
de gestion en vertu de laquelle le matriau n'est retir que dans le cadre d'un projet de
rnovation ou s'il pose un risque particulier.
Par exemple, on ne supprime habituellement l'amiante que lors des travaux de rnovation
prvus, quand on dcouvre cette substance dans les matriaux de construction en place
(panneaux muraux, tuiles de plafond ou de plancher), dans les enduits ignifuges ou dans
l'isolant mcanique de la tuyauterie.
Au cours des 5 dernires annes, le CNRC a consacr environ 100000 $ par anne
l'limination des MAA, principalement dans la RCN. Un (1) projet visant retirer les MAA de la
structure expose d'un btiment est prsentement en cours dans un difice du campus du
chemin de Montral, Ottawa. Ce projet cotera environ 100000 $.
Le seul autre projet d'limination de l'amiante concerne l'difice M-58, o rside l'administration
centrale du CNRC, Ottawa. Environ 1,5 million de doUars iront au retrait de cette substance et
la restauration des apprts affects.
D'autre part, on prvoit dpenser environ 100 000 $ de plus par anne sur les projets
d'envergure pius modeste, mais urgents, comme dans le pass rcent, lorsque des matriaux
sont exposs la suite de dommages ou d'une activit quelconque, et qu'un risque se pose
pour les occupants du btiment.

de veiller l'limination adquate de l'amiante. Cette mthode analytique se conforme au Code du ministre du Travail de ('Ontario pour la dtermination de

The policy at the Department of National Defence is to manage asbestos in place. Only when asbestos is
disturbed by renovation, demolition or new construction does the department mitigate or remove the
material. The cost of mitigation or removal is generally included in the overall cost of the project; the
department does not have the abilty (Le. through financal General Ledger code) to track the breakdown of
specifie construction components in a renovation or new construction. Similarly, to the best of our
knowledge, the department does not track the amount of asbestos removed. Given the departmental
"manage-ln-place" policy, it is unknown what the expected removal will be over the next ten years.

PWGSC is only one of many custodians of Crown-owned buildings for the Government of Canada. To our
knowledgethere is no national inventory of buildings containing hazardous matarial in Canada nor are we
aware of any such inventory being maintained at other levels of governments (provincial or municipal).
PWGSC has an Asbestos Management policy that addresses health and safety aspects of managing
asbestos containing materials (herein referred to as "asbestos"). Inaccordance with this policy, PWGSC
has an asbestos abatementand encapsulation program toensure tha building occupants are not exposed
to asbestos in their work environrnent. Asbestos isonly removedwhen thereis a requirement for
maintenance or renovation that rasults in unavoidable disturbanofthe asbestos. For projects requiring
asbestos removal, PWGSC ensurs thatthe work is executed in accordance with its policy and applicable
provincial regulations.

ln compliance with its Asbestos Management policy, ail of the PWGSC custodial facilities containing
asbestos have an "Asbestos Management Plan" that provides a framework for the safety of the occupants
and of workers involved in the operation, maintenance and renovation of the building. Within this active
management plan, annual activities such as screening, monitoring, maintenance and tracking of known
asbestos materials are undertaken.
According to available information on PWGSC custodial facilities, there has not been any project specifically
undertaken for the removal of asbestos during the last (5) five years. Asbestos removal is usually
undertaken as part of a larger building demoltion or renovation project (minor and major). For these
projects, the common industry practice ts not to itemize ailline items related to the execution of the projects.
Therefore the cost for removal and disposai of and the amounts of asbestos removed are not captured.
(a) Due to the common industry practice discussed above, PWGSC does not usually capture costs
specifically associated with the removal of asbestos on a project by project basis.

(c) Asbestos removal is being undertaken as part of renovation projects in the following buildings:
- West Block;
- Former Bank of Montreal Building; and,
- Confederation Building and the Wellington Building.
Ali of these buildings are in Ottawa.
(cl) Over the next ten years, the Sir John Carling Bldg. will be demolished and the following four
federally-owned buildings that are managed by PWGSC will undergo major renovations, which will provide
an opportunity for major asbestos abatement:
- East Block;
- Edward Drake Building;
- Insu rance Building PBX; and,
- Sir Leonard Tilley Building.
Due to the nature of the abatement work, asbestos removal cannot be completed without undertaking other
associated work such as demolishing an entire wall. Since quantity and co st estimates for the work would
be based on larger demolition projects which would include the asbestos, it is not possible to provide any
more specific detaiJs about upcoming asbestos removal alone.
(e) The department wth custodial rights to the facility/building is the lead n ail asbestos management
decisions related to projects.
(f) As mentioned earHer, PWGSC is only one of many custodians of Crown-owned buildings. Table 1
provides a list of those buildings for which PWGSC is the custodian, by province, with asbestos remaining.

TPSGC estseulement l'un des nombreux gardiens d'immeubles appartenant l'tat pour le compte du
gouvernement du Canada. A notre connaissance, on ne tient aucun registre national d'immeubles
contenant des matires dangereuses au Canada, pas plus qu'on ne tient ce genre de registre sur la scne
provinciale ou municipale.
La directive Gestion de J'amiante de TPSGC traite des aspects lis la sant et la scurit de la
gestion des matriaux contenant de l'ami.ante (ci-aprs dsigns amiante)}). Conformment cette
directive, TPSGCa labor un programme d'limination des poussires d'amiante et d'encapsulage des
matriaux amiants pour veiller ce que les Qccupants des imrneubles ne soient pas exposs l'amiante
dans leur milieu de travail. On procde seulement Un dsamiantagelorsque des travaux d'entretien ou de
rnovation qui doivent tre effectus entranent une perturbation invitable de l'amiante. Dans le cadre des
projets un dsamiantage, TPSGC s'assure que les travaux sont excuts en conformit avec
sa directive et les rglements provinciaux applicables.

Conformment sa directive de gestion de l'amiante, toutes les installations dont TPSGC a la garde
contenant de l'amiante ont un plan de gestion de l'amiante qui fournit un cadre pour assurer la scurit
des occupants et des travailleurs qui prennent part au fonctionnement, l'entretien et la rnovation de
l'immeuble. Dans le cadre de ce plan de gestion actif, des activits annuelles sont menes, comme des
inspections, une surveillance, un entretien et un suivi des matriaux contenant de l'amiante.
Selon les donnes disponibles sur les installations dont TPSGC a la garde, aucun projet spcifiquement
pour un dsamiantage n'a t entrepris au cours des cinq (5) dernires annes. On procde gnralement
au dsamiantage dans le cadre d'un projet de dmolition ou de rnovation d'un immeuble (mineures et
majeures). Dans le cadre de ces projets, la pratique courante de l'industrie consiste ne pas ventiler tous
les articles lis la ralisation des projets. En raison de cette pratique, TPSGC ne saisit pas les cots et les
montants prcis associs au dsamiantage l'intrieur de ces projets.
En ce qui concerne l'limination de l'amiante dans les immeubles fdraux:
a) En raison de la pratique dcrite ici-haut, TPSGC ne saisit gnralement pas les cots prcis associs au
dsamiantage de chaque projet.
b) En raison de la pratique dcrite ici-haut, TPSGC ne saisit gnralement pas les montants prcis
associs au dsamiantage de chaque projet.
c) Des travaux de dsamiantage sont entrepris dans le cadre de projets de rnovation dans les immeubles
suivants:
- l'difice de l'Ouest;
- l'ancien difice de la Banque de Montral; et,
- j'difice de la Confdration et difice Wellington.
Tous ces difices sont situs Ottawa.
ci) Au cours des dix prochaines annes, l'difice Sir John Carling sera dmolit et des rnovations majeures
sont prvues dans les quatre difices suivants, aussi grs par TPSGC, ce qui nous permettra de procder
des travaux de dsamiantage important:
- Bloc de l'Est;
- ,'difice Edward Drake;
-l'difice Insurance PBX; et,
- l'difice Sir Leonard Tilley.
La nature du dsamiantage ncessite que des travaux connexes tels que la dmolition d'un mur complet
soient excuts paralllement. Puisque les quantits et les estimations finales des cots seront bases sur
des projets de dmolitions de grandes envergures qui incluraient une partie sur le dsamiantage, ainsi, il
n'est pas possible de fournir des dtails uniquement sur le dsamiantage.
e) Le ministre qui assume la garde de l'installation ou de l'immeuble prend toutes les dcisions relatives
la gestion de l'amiante dans le cadre des projets.

f) Comme mentionn ci-dessus, TPSGC est seulement l'un des nombreux gardiens d'immeubles
appartenant l'tat. Le Tableau 1 comprend une liste des immeubles dont TPSGC a la garde, par
province, qui contiennent encore de l'amiante.

Ste. Anne's Hospital at Sainte-Anne-de-Bellevue, Quebec is the only property owned by Veterans Affairs Canada.
The Government of Canada is currently in negotiations with the Government of Quebec, with the objective of
transferring the property to the Province of Quebec.
a) The total amount spent on asbestos removal by Veterans Affairs Canada:

2004: $136,564.40
2005: $21,440.61
2006: $127,400.45
2007: $1,231,482.27
2008: $28,074.36
2009: $99,974.11

b) The total amount of asbestos removed by Veterans Affairs Canada is not available. Asbestos removal was
undertaken as part of the Ste. Anne's Hospital renovation project (2004-2009), and ail associated work was
periormed by a third party (i.e. contracted by Public Works and Government Services Canada). Veterans
Affairs Canada had no requirement to track the amount of asbestos removed over the course of these
projects, nor would Veterans Affairs Canada have any access to the records of the contractor(s) who
periormed the work.
c) Veterans Affairs Canada currently has no asbestos removal projects underway.
d) Veterans Affairs Canada has no expected asbestos removal projects for the next ten years.
e) Veterans Affairs Canada is not the lead for asbestos projects.
f) There are no remaining federal buildings at Veterans Affairs Canada that contain asbestos.

Anciens Combattants Canada est propritaire d'un seul tablissement. Il s'agit de l'Hpital Sainte-Anne, situ
Sainte-Anne-de-Bellevue, au Qubec. Le gouvernement du Canada a entam des ngociations avec le
gouvernement du Qubec en vue de transfrer la proprit la province de Qubec.
a) Montant total des dpenses consacres l'limination de l'amiante par Anciens Combattants Canada:

b) Ancens Combattants Canada ne possde pas d'information sur la quantit totale d'amiante qui a t
limine. Les travaux visant liminer l'amiante ont t entrepris dans le cadre du projet de rnovation de
l'Hpital Sainte-Anne (2004-2009) et ont t effectus par un tiers (embauch forfait par Travaux publics et
Services gouvernementaux Canada). Anciens Combattants Canada n'tait pas tenu de faire le suivi de la
quantit d'amiante qui a t limine durant ces projets et n'avait pas accs aux dossiers de l'entrepreneur
qui a fait les travaux.
c) Anciens Combattants Canada ne mne actuellement aucun projet d'limination de l'amiante.
d) Anciens Combattants Canada ne prvoit mener aucun projet d'limination de "amiante au cours des dix
prochaines annes.
e) Anciens Combattants Canada n'est pas responsable de diriger des projets d'limination de l'amiante.
f) 11 n'y a plus aucun immeuble fdral Anciens Combattants Canada qui contient de l'amiante.
