Introduction
IntheeventofacatastrophicincidentorthreattotheNationalCapitalRegion(NCR),thesignificant federalpresencewouldbothnecessitateandcomplicatearobustresponse.Inordertofacilitatethe coordinationthatwouldberequiredfortheintegrationoffederal,state,andlocalresponseefforts,the OfficeofPersonnelManagement(OPM)andtheFEMAOfficeofNationalCapitalRegionCoordination (NCRC)havecompiledthisdraftNCRFederalConceptPlan(CONPLAN)ofCatastrophicPlanning Assumptions. Forplanningpurposes,acatastrophicincidentisdefinedintheNationalResponseFrameworkasany naturalormanmadeincident,includingterrorism,whichresultsinanextraordinarylevelofmass casualties,damage,ordisruptionseverelyaffectingthepopulation,infrastructure,environment, economy,nationalmorale,and/orgovernmentfunctions. Furtherdiscussionregardingthenatureofcatastrophicevents,includingriskanalyses,limitations,and criticalassumptions,isprovidedintheNCRCatastrophicIncidentStrategicPlan,finalizedonJanuary,2, 2010.

Background
CoordinationamongfederaldepartmentsandagenciesintheNCRduringacatastrophiceventiscritical toprotectinglifeandproperty;however,nosinglecomprehensivepolicyexiststocoordinatethe protectivemeasuresnecessarytosafeguardthefederalworkforceduringsuchanevent. StateandlocaljurisdictionswithintheNCRareresponsiblefordevelopingemergencyoperationsplans, whichincludeprovisionsforpublicsafety.TheNCRjurisdictionshavedevelopedvariousmechanismsto coordinateemergencymanagementactivities,includingaRegionalEmergencyCoordinationPlan (RECP),RegionalEmergencySupportFunctions(RESFs),anNCRFirstHourChecklist,andvarious MemorandaofUnderstanding(MOUs).(Formorereferences,pleaseseeAppendixB.) However,therewasnoestablishedmechanismtocoordinateanddeconflicttheplanningassumptions andpotentialprotectiveactionsthatfederalagenciesmayimplementfollowingacatastrophicincident intheNCR.

Purpose
ThepurposeofthisCONPLANistoidentifytheauthorities,responsibilities,andpotentialactionsofkey federaldepartmentsandagenciesthatmayberelevantduringacatastrophicincidentintheNCR particularlyanincidentthatmaytriggerthelargescaleearlyreleaseoffederalemployeesormass evacuationoftheregion. ThisCONPLANrepresentsthefirstefforttocapturetheplanningassumptions,anticipatedcoordinating mechanisms,andpossibleactionsthatfederaldepartmentsandagenciesmayimplementwithinthe

Thisdocumentisnotanoperationalplan,butratheracollectionofauthoritiesandassumptions,which willbemadeavailabletoNCRstakeholderstoinformotheremergencyplanningefforts.Nothinginthis documentsupersedesorreplacesanyotherexistingplans,authorities,agreements,orresponsibilities.

PlanningProcess
InDecember2009,representativesfromFEMANCRCandOPMestablishedanewsubcommitteeofthe JointFederalCommittee(JFC),calledtheNCRFederalWorkforcePreparednessSubcommittee (NFWPSC),whichguidedthedevelopmentofthisCONPLAN. Aspartofthiseffort,FEMANCRCandOPMstaffinterviewedrepresentativesfromacrosssectionof federalagenciestodetermine: Supportneededfrommunicipal,county,andstateentitiesduringacatastrophicincidentinthe NCR,giventhatOPMorotherappropriateauthorityhascalledfortheearlyreleaseofallfederal employees; Externalauthoritiesorresponsibilitiesthatmayaffecttheplansoroperationsofother stakeholders; Protectivemeasuresoractionsthatmightbetakentoprotectemployeesofeachagency (particularlymeasuresthatmightimpactotheragencies); Communicationswithotheragenciesregardingtheimplementationoftheseactions; Informationsharingmechanisms;and Howactionsmightbecoordinatedwithstateandlocaljurisdictions.

Respondentsweregivenanopportunitytoreviewtheirinterviewnotesforpotentiallysensitive informationand/ordetailsthatmaynothavebeencapturedcorrectly.Thisrevisedproductwasthen combinedwithlanguagesummarizingdepartmentandagencyresponsibilitiesthatcommonlyappearsin otherfederalplanningdocumentsinordertoformtheSummariesbyDepartment/Agencysection. ThisdraftversionoftheCONPLANrepresentsonlyapreliminaryoutreachefforttothefederal communityintheNCR.Asthiseffortprogresses,planningassumptionsandauthoritiesfromadditional departmentsandagenciescanbeincluded,andexistingsummariescanbeenhanced.

Scope
BecausethisdocumentisintendedtofacilitatecoordinationamongNCRstakeholders,thescopeofthis documentislimitedtothoseplanningassumptions,authorities,potentialactions,andcoordination mechanismsthatimpactotheragencies,externalpartners,orthegeneralpublic.Therefore,this documentdoesnotaddressanyplans,processes,orsystemsthatareintendedsolelyfortheinternal useofoneagency,suchasaninternalradiosystemorinternalemployeenotificationsystem.Similarly, DRAFTFORREVIEWANDCOMMENTONLY Page9of44

AbouttheNationalCapitalRegion
TheNationalCapitalRegion(NCR)wascreatedpursuanttotheNationalCapitalPlanningActof1952,40 USC71.TheActdefinestheNCRastheDistrictofColumbia;MontgomeryandPrinceGeorgesCounties intheStateofMaryland;Arlington,Fairfax,Loudon,andPrinceWilliamCountiesintheCommonwealth ofVirginia;andallcitiesexistinginMarylandorVirginiawithinthegeographicareaboundedbythe outerboundariesofthecombinedareaofsaid counties.Today,theNCRincludestheDistrictof ColumbiaandelevenlocaljurisdictionsintheState ofMarylandandtheCommonwealthofVirginia. TheNCRalsoincludes: Theheadquarterslocationofallthree branchesofthefederalgovernment (Executive,Judicial,Legislative) 271federaldepartmentsandagencies 340,000federalworkers Over5millionresidents 2,500squaremiles

OverarchingAssumptionsandCommonFindings
EvacuationofFederalEmployees
ThereiscurrentlynocomprehensivefederalevacuationplanfortheNCR.Undercurrentlaw,onlythe GovernorsofMarylandandVirginia,andtheMayoroftheDistrictofColumbia,mayissueevacuation ordersfortheirrespectivejurisdictions. However,OPMcouldcallfortheearlyreleaseofallfederalemployeesintheNCR,andtheWhiteHouse couldchangetheContinuityofOperations/ContinuityofGovernmentCondition(COOP/COGCONLevel) forallexecutivedepartmentsandagencies,which,whencombined,mayhavethesamepracticaleffect asanevacuationoffederalemployees.

BasicAssumptions
TheseassumptionsareacceptedastrueforthepurposeofthedevelopmentoftheCONPLAN: 1. Eachfederaldepartmentandagencydevelops,maintainsand,whennecessary,implementsan OccupantEmergencyPlan(OEP)toprotectlifeandpropertyinfederallyoccupiedspaceunder emergencyconditions(41C.F.R.10271.20). 2. FederaldepartmentsandagencieswithintheNCRhavecurrent,approvedplansthatdescribe theevacuationand/orshelterinplaceproceduresfortheirfacilitiesandpersonnel. 3. Suchplansanticipateproceduresthatotheragenciesmayimplementthatwillimpactthe evacuationofthegeneralpublicfromtheNCRduringacatastrophicevent(e.g.,theclosureof certainroadssurroundingkeyfacilities). 4. Stateandlocalemergencymanagementagenciesandotherstakeholdershavedeveloped,or aredeveloping,coordinatedplansforcatastrophicincidentresponse. 5. OPMdevelops,maintainsand,whennecessary,implementsemergencydismissalorclosure proceduresapplicabletofederalexecutivebranchagencieswithintheNCR.

InformationSharing TheUSCPCommandCenteristhenexusofinformationsharingandcommunicationwiththe Congressionalcommunity,keystakeholders,andgovernmentpartners.Fulltimeliaisonofficersare assignedtotheUSCPCommandCenterbytheU.S.SupremeCourtPoliceandtheMetropolitanPolice Departmenttofacilitateemergencycommunicationsandgeneraloperationalawareness.Arangeof internalnotificationsystemsareusedtoprovideemergencyactionmessagestoUSCPpersonnel, stakeholders,theCongressionalcommunity,andvisitors.

CentralIntelligenceAgency(CIA)
ResponsibilitiesandMissionPriorities IntheeventofamassreleaseoffederalpersonneloranevacuationoftheNCR,theSecurityProtective ServicewouldberesponsibleforcoordinatingprotectiveactionsfortheCIA.Inadditiontotheir responsibilitiesasfirstresponders,theSecurityProtectiveServiceisalsoresponsibleforplanning, preparedness,andcoordinationeffortsinadvanceofanysuchresponse. TheofficersoftheCIASecurityProtectiveServiceareafederallawenforcementofficersand havelawenforcementjurisdictioninthefederalfacilitiesundertheirprotection. TheSecurityProtectiveServicehasestablishedMemorandaofUnderstanding(MOUs)withthe NCRjurisdictionofFairfaxCountytocontrolroadsanddirecttrafficintheareasimmediately surroundingthefacilitiesundertheirjurisdiction.

PotentialActions Ifthereisanordertoevacuate/release,theCIASecurityProtectiveServicecouldstationpolice officersatmajorintersectionsonandadjacenttotheentrancesandexitstoCIAcontrolled facilitiestocontroltheflowofvehiculartraffic,accordingtoestablishedMOUs.Coordination withlocaljurisdictions(e.g.,VDOTandFairfaxCounty)wouldtakeplaceduringallactions. TheCIASecurityProtectiveServicecouldsendarepresentativetothelocalNCRjurisdictions EOCtocoordinateactionsrequestedbytheagency.Forexample,theCIASecurityProtective ServicehasadeskattheFFXEOCandhaveestablishedrelationshipstheFFXEOCpersonnelto facilitatemoreeffectiveandtimelycoordination. TheSecurityProtectiveServicecouldcoordinatewiththelocalandstatejurisdictionstoreset thetimingoftrafficlightstosupportincreasedtrafficflowfromtheirimpactedfacilitiesvia establishedevacuationroutes.TheCIAIncidentManagementTeamwoulddependonpre existingprotocolsestablishedwiththelocalNCRjurisdictionsandpartnerfederalagencies. IntheeventofanydirectimpacttoCIAfacilitiesandpersonnel,theinitialresponsewouldbe takenbytheCIASecurityProtectiveService.Therelevantlocaljurisdictionwouldsupportany secondaryresponse,suchastheFairfaxCountyorCollegeParkFireandPoliceDepartments. InformationSharing CommunicationiscoordinatedprimarilythroughtheMegaCenterorbytheIncidentCommander.FPS alsousesaRegionalIntelligenceAgentwhosharesintelligenceproductsamongfederal,state,andlocal levels.Duringanincident,informationisdisseminatedtotheMegaCenter,whichinformstheGSA BuildingManagerandsecuritypointsofcontactfortheaffectedfacilities.Inaddition,FPSwould contacteverypersonontheaffectedbuildingsemergencycontactlist,andcontactstateandlocal entitieswithjurisdictionwheretheincidentoccurs.
