Dear Ms. Velazquez:

This letter responds to your Public Records Act request submitted to the City of El Monte
(the City) on January 18, 2012 originally seeking the following:
1. The total of all legal fees the City has paid related to the Transit Village and Pacific Place
expansion projects since June 2009;
2. All invoices the City has received from law firms regarding JT, LLC, TV, LLC and all
other relevant entities; and
3. Any other documentation of relevant legal payments that have not been recorded on those
invoices.
In response to your request, attached is a table outlining legal fees, costs and hours for
firms conducting legal work related to the Transit Village and Pacific Place projects and JT,
LLC, TV, LLC entities. As per your conversation and agreement with Assistant City Attorney
Isabel Birrueta in a January 2012 telephone conference, in lieu of the specific records you
originally requested, we have instead enclosed a table that summarizes the legal expense totals
that you seek. We trust that this provides you with the essential information that you need.
Notwithstanding this agreement discussed above, please understand that the actual
invoices, timesheets, and other documentation related to relevant legal payments responsive to
your original request would have been largely exempt from disclosure pursuant to the attorneyclient privilege and California Government Code Section 6254(k), which exempts records, the

disclosure of which is exempted or prohibited pursuant to federal or state law, including, but not
limited to, the provisions of the Evidence Code relating to privilege from disclosure.
Production of these protected documents in redacted form would be overly burdensome for the
City and create a confusing and voluminous set of documents for you that would likely make
your research exceedingly difficult. We thank you for your understanding in this regard.
This concludes the Citys response to your request. If you have any additional questions
please contact the City Clerks Office at (626) 580-2016 from Monday through Thursday
between the hours of 7:30 a.m. and 5:30 p.m.
