Habitat for Humanitys Expertise and Experience in Post-Disaster community reconstruction Habitat for Humanity Indonesia (HFH-Id) is a member of Habitat for Humanity International. Habitat responds to the needs resulting from natural and man-made disasters. Habitat focuses on working with poor communities and governments to provide permanent or transitional housing solutions for people vulnerable to or afflicted by disasters. Habitat responds quickly to disasters by building transitional shelters or rebuilding permanent homes, offering technical and organizational expertise in shelter construction, and reducing the risks of further destruction through community-based disaster preparedness programs. HFH-Id, with the support from Habitat for Humanity International, has the unique opportunity to significantly respond to the big flood in Serang through the application of its vast experience and knowledge in post disaster community-based housing projects. Following the 2004 tsunami, HFH-Id actively involved communities in the housing reconstruction process and after three years of working in partnership with post tsunami victims, had built and repaired 8,375 homes and numerous public facilities. The experience gained after the 2004 tsunami resulted in Habitat for Humanity Indonesia implementing improved disaster planning systems. Habitat teams have since made use of the valuable skills learned during the 2004 tsunami response. In 2006, in response to earthquake in Yogyakarta, HFH-Id mobilized communities to build 1,345 homes, including 60 houses for the disabled victims. HFH-Id also empowered the communities to build public facilities such the community hall, bridge, health clinic and computer training centre. Additionally 1,006 houses were built in 2007 in the Jakarta Flood Response; 137 houses in 2010 in the West Java Disaster Response (earthquake); and another 982 houses on 201011 in the West Sumatera Disaster Response (earthquake) and 94 transitional shelter in Mentawai Island after Tsunami 2010. Habitat for Humanity Indonesia is planning to mobilize the community in Cikangkung Hamlet in Nagara Village, Serang, Banten to build their houses after suffered from the January 2012 flood.

1. Context
1.1 Target beneficiaries The Serang Disaster Response Project will empower and mobilize62 vulnerable households in Kampung of Cikangkung for 62 families in Nagara village, Kibin Sub-District, Serang District by providing water and sanitation facility, emergency shelter kits and training them in resilient construction techniques and disaster risk reduction. The project will continue to provide house rehabilitation or new houses for the poorest families in the hamlet. 1.2 Problem Analysis Heavy rain, starting on 13 January has caused Ciujung, Ciliman, Cimandiri and Cilemer Rivers in Banten Province to overflow. Houses, roads and rice fields have been inundated in some parts of Serang, Pandeglang, Tangerang, Serang and Lebak districts. A total of 13,755 houses in 97 villages of 29 subdistricts were inundated. The floods have affected 17,082 families, including 10,312 families in 11 subdistricts in Pandeglang District, 3,960 families in 7 sub-districts in Lebak, 2,296 families in 10 sub-districts in Serang, and 514 families in Tangerang district. Affected populations have been evacuated to temporary shelters, including mosques, schools and other public buildings. Floodwater started subsiding on 15 January and some families have returned home. Nagara Village, Kibin Sub-District, Serang District is one of the worst affected village where 914 houses and 2.931 people have been inundated. The poorest families in this village mostly live in Kampung Cikangkung. All the houses in this Kampung/Hamlet still have dirt floor, rumbia roof and bamboo wall with no proper bamboo connection and treatment. After the flood, the dirt floor become wet and damp and create unhealthy environment for the families especially children. The house structure was broken in several joint and weaken the structure. With this condition, one of the recommendations is to provide the families to repair their house by themselves with providing shovel and mattock to repair the dirt floor, Hammer and nails to strengthen the house structure, tarps to cover the wall or even the floor and other family hygiene kits. These items will be packaged and distribute to the family as emergency shelter kits. In Cikangkung, most of them have no access to toilet and clean water. The families use the river about 200 meters from the village for bathing, defecating and washing. The only water source is in the mosque and have very bad quality for drinking water so the people usually buy drinking water from outside the village. It will be very helpful if the project can provide the community to have access to clean water and one of the recommendations is to build Water Supply system with bore hole and Public Toilet building. The area is consider prone to flood. Housing solution is urgently needed along capacity building of community to cope with the disaster. The project recommend to conduct Community Based Disaster Risk Management Training and involve local government to monitor the process. A Disaster Response Committee from the community will be established. With the condition of the damage and poor house, the project will aim to renovate or rehab the houses in Cikangkung hamlet into decent houses. Healthy house with resilient construction structure to natural disaster should be implemented in this area. Concrete floor is the minimum requirement for the houses to support healthy environment. One of the objectives in this project is to eliminate the poor houses in Cikangkung village.

2. Intervention
2.1 Objectives With the overall objective to build better environment and life quality for Kampung Cikangkung community, the project envisions to: Objective I : Distribute 62 Emergency Shelter Kits for 62 poor families in Kampung Cikangkung (Completed) Objective II : Build water and sanitation public facility to give access for 204 families in Kampung Cikangkung (Under Assessment) Objective III : Community Based Disaster Risk Management (CBDRM) Training Objective IV : Implement House Rehab Program for 62 poor families into decent homes 2.2 Project strategy Project implementation design will employ the use of a community-based building approach, with the mobilization of local leadership and people. Community labor will be used along with locally available material and purchasing other materials as necessary. With the existing organization led by village head and the utilization of the culture of Gotong Royong (community-based voluntarily mobilization), this approach should have a high degree of success, as seen in past projects. Community Based Housing Reconstruction (CBHR) CBHR is the framework of Habitat for Humanity Indonesia housing reconstruction. It is a process of community agreement, solidarity, participation, partnership and equality. Family Selection & Public Hearing The project will prioritize the poorest families in the village and affected by the flood . A Reconstruction Committee will be established by the community with assistance from Habitats staff. The committee will help Habitat to verify and interview each family to assure that the family passes our criteria to receive the program. The result of the verification process will be finalized with the committee and the community leaders and then posted in the village to get feedback from the community. Sub district level will release land title for each families Project Management Habitat For Humanity Indonesias Disaster Response Team will take the lead role the overall project management in collaboration with Jakarta Branch. The Habitat for Humanity Indonesia National Office Management Team and the Program Department will provide technical and management support to the project team. The project team leader will be responsible for overall day to day project operations and will report to the HFH-Id National Office. All project reports will be sent to all relevant stakeholders. Logistics The project will set up one warehouse in the village. The community will involve in delivering and distributing the materials.

Activity Report of Objective I : Distribute 62 Emergency Shelter Kits for 62 poor families in Kampung Cikangkung (Completed)

Saturday, 21 January 2011 : The project team conducted the meeting with Camat (Sub-District Head), Danramil (Army SubDistrict Head), Community Leaders, Representative from Arwana Ceramics-Corporate and the community . In this meeting Habitat introduced and socialized the program for the flood victims especially for 62 poor families in Cikangkung Hamlet to get Emergency Shelter Kits in amount of IDR 700,000 and continued by Water & Sanitation project . The meeting also discussed how to distribute Emergency Shelter Kit and type of material need for the families. The result of this meeting was 60 families willing to reduce their amount into IDR 530,000 and give the rest of the fund to build the house that totally destroyed by the flood for two families. The community also wanted to allocate the fund to buy new bamboo walls to replace the old one which damaged by the flood. Sand and cement also needed to replace the dirt floor into concrete floor. Arwana Ceramic, a corporate who joined in the meeting committed to donate some of their ceramics for the houses tile. Another donation commitment came from Camat (10 bags of cement) and Lurah, Village Head ( 1 truck of sand). On the same day, the response team calculated the need of bamboo wall on each houses to get the average need. And survey the material price around Serang

Sunday, 21 January 2011 : The distribution of Emergency Shelter Kits & Material begun. This day the distribution of Bamboo wall finished. Each family signed the receipt after receiving the material.

Monday, 22 January 2011 : The distribution of Emergency Shelter Kits and material continued. The response team prepared the kits and starts to distribute to 62 families in the morning.

Tuesday, 23 January 2011 : Some of the families start to use the material and the construction tools to repair their houses. With Gotong Royong the working group work together from house to house and they prioritize the work for the widow and elderly house first.

Before Meanwhile the sand and cement started to come and the community will continue the work to make concrete floor for their houses.

After

For the next two days, the response team will focus to rebuild two new houses and make a deep assessment for the water project. The community has to provide the land for this public facility and the negotiation among themselves is still in progress.

1-7 February 2012 The dirt floor in all 60 houses already repaired into concrete floor. The community divided into several working group and work from one house to another. Now the children can sleep and play in cleaner environment

However most part of the house is still in bad condition and need to be renovated. A new house with healthy design will be implemented in these houses as soon as the funding is enough. The material given before can be reused for room partition

The construction of two new houses is under finishing stage. The houses are transitional houses before build into permanent decent houses There were two houses that totally destroyed by the January flood. The community decided and willing to reduce the amount of Emergency Shelter Kits and construction material and give the rest to these two families so they can rebuild back their houses
