PREAMBLE

This Specification sets out Lismore City Councils requirements for the design and construction of water reticulation pipework. For ease of use, this Specification has been divided into a Design Section and a Construction Section. Alternative design and/or construction techniques may be considered provided sufficient documentation is supplied by the Developer to indicate that this complies with the relevant Australian Standards and has been approved for use by Sydney Water or Melbourne Water. This Specification applies to the design and construction of:i) Water supply main of uPVC or ductile iron cement lined pipe; ii) Standard appurtenances such as fire hydrants and stop valves; iii) Water services and crossings; iv) Downsizing/Disconnection of water services; and v) Construction of pressure reducing and pressure relief valves.

WB1 DEFINITION a.

GENERAL

Hereinafter, the Developer shall mean the Property Developer named in the respective Development Application; his agent; employee; Consultant; Sub-Contractor or any other person who is engaged on the provision of water supply to the development. Council shall mean the Lismore City Council. A plumber is a Licensee as defined in the NSW Code of Practice Plumbing and Drainage. The Water and Wastewater Manager shall mean Councils Manager - Water and Wastewater or his nominated representative. Similarly, the Works Manager and the Parks and Reserves Manager shall mean Councils Manager Works, and Councils Manager Parks and Gardens or his nominated representative respectively. The Water and Wastewater Inspector shall be as nominated by the Water and Wastewater Manager. Works means the whole of the work to be undertaken in accordance with this Specification. Where Council is engaged as a contractor for the provision of water supply to the development, this Specification shall prevail and the meeting of any requirements of the Development Application shall remain the responsibility of the applicant.

WC1 GENERAL a.

DESIGN REQUIREMENTS

When designing water reticulation to be constructed in accordance with this Specification, the following points are to be complied with i) The design is to be in accordance with this Specification unless required otherwise by legislation;

ii) all water supply systems shall be designed, installed and maintained so as to prevent contaminants from being introduced to Councils potable water supply system; and iii) Design works not covered in this Specification are to meet the relevant Australian Standards, Sydney Water or Melbourne Water requirements and manufacturers recommendations. WC2 PIPE SIZE a. b. Water supply reticulation is to be sized to cater for proposed future requirements within the development. For any non-residential development or for any development comprising the equivalent of more than ten (10) single dwelling lots, Council may require the Developer to provide evidence that the proposed pipework will result in an adequate water supply pressure in the development at all times. If Council requires a larger size main for some other purpose, Council will require the installation of the larger size main and Council will negotiate on an individual basis, the additional cost to be paid. Council will inform the Developer if a larger size main is required when Engineering Design Plans are submitted.

STATIC HEAD a. b. Static head to each lot should be between 30m and 60m with a minimum static head of 20m under peak instantaneous demand at the property boundary. The desirable maximum design head is to be 70m. If the design head is greater than 70m, Councils Water and Wastewater Manager shall be consulted as to the best way of reducing the pressure. This could be achieved by the use of a pressure reducing valve and pressure relief valve incorporated into the reticulation or by individual pressure reducing valves at the property boundary.

PLANS a. b. Preliminary design plans are to be submitted with the development application for initial assessment. Final design plans should be drawn at a scale of 1:500 or 1:1,000 and show the following details:- Lot boundaries and lot numbers. - Road centreline chainages. - Location and size of water mains and services. - Location and distances of hydrants, stop valves, scour valves, air valves, pressure reducing valves and other fittings. 13

Location on plan and long section of all drainage lines, sewer lines underground electricity and other utility service lines crossing the water main. - Location of all drainage lines, sewer lines, underground electricity and other utility service lines within 500 mm of the main. - Road crossing locations. - Offset distance of each line from the nearest boundary. - All heights and inverts to AHD. - Erosion Sediment Control Plan. Final design plans are to be submitted with a checking sheet as given in Appendix A. The Developer shall submit to Council four (4) sets of final design drawings of the proposed reticulation system for the respective development. The Developer shall not commence construction of any part of the reticulation prior to receiving a set of the drawings with Councils stamp of approval imprinted thereon. Council shall return the plans within four (4) weeks of their receipt provided no amendments are required.

EASEMENTS a. Where, in the opinion of Council, an easement is required over any section or sections of the water reticulation constructed to service the subject development, the Developer shall, at no cost to Council, execute a registered easement in Councils favour over such section(s) of works. The area of land to be included in the easement shall be as directed by Council.

WC6

PIPES AND FITTINGS a. All pipe used in the construction of the reticulation shall comply with the following:i) Pipe diameter shall not be less than 100mm nominal size for residential development; ii) Pipe diameter shall not be less than 150mm nominal size for industrial and commercial development or 2 x 100mm (one on each side of road in the foot way); iii) Pipe material shall be uPVC PN16 series II M RRJ (AS 1477); (O RRJ pipe cant be used without prior approval from Lismore Water) iv) Pipe shall not be less than PN16 and the Developer shall install a pipe of adequate class to withstand the static head applicable (without the PRV in operation) to the respective development as stipulated by Council; v) Pipe shall be new and manufactured by a manufacturer accredited by the Standards Association of Australia; vi) Pipes shall be rubber-ring jointed and shall be handled and installed in accordance with the manufacturers recommendations unless this Specification directs otherwise; vii) Rubber rings shall be natural rubber and comply with AS 1646 and shall not contain root inhibitor; and viii) DICL pipes (K9) can be used in lieu of uPVC pipes. The pipes are to be suitably wrapped except when concrete encased (see Clause WC20). These requirements are to be stated in the drawings. b. All fittings used in the construction of the water reticulation shall comply with the following:

i)

fittings shall be manufactured from cast iron or ductile iron and shall be nylon coated or coated with fusion bonded epoxy. Any damage to protective coating shall be restored in accordance with the manufacturers recommendations;

ii) fittings shall be new and manufactured by a manufacturer accredited by the Standards Association of Australia and shall have the standards mark; and iii) corrosion resistant metallic material shall be used for all components that have surfaces which cannot be coated and tested. WC7 PIPELINES ON OTHER PROPERTIES a. Where it is necessary to locate a pipeline in a property which does not form part of the respective development, the Developer shall, at the time of submitting his design drawings to Council, also submit a Consent of Entry form (see Appendix H) and a copy of the plan showing the water layout affecting that property, signed by said property owner. Pipelines in private properties will require an easement as per Clause WC5.

b. WC8

CROSSINGS a. Where a pipeline crosses a main road, railway line or creek, or where the construction involves in any way, other features which may be under the control of any Authority, the work shall be carried out in accordance with the requirements of that Authority. The Developer shall obtain approval to carry out the work from the Authority concerned and submit proof of same to Council prior to the commencement of the work. It will be the Developers responsibility to advise the Authority, and to complete any required written notification, of his intention to construct, prior to commencement of work.

MAINS IN CUL-DE-SACS a. Where the cul-de-sac incorporates a pathway to an adjacent street or ends in a park, the water main is to extend through the pathway or park so that a dead end is not created in the main. Where a pathway or park is not provided, the main is to lop back onto itself around the Cul-de-sac. If the cul-de-sac is sloping downwards, a scour tee and a single check valve draining to the storm water system shall be installed before the hydrant as per drawing WC9.

WC10 SERVICE CONNECTIONS a. b. The Developer shall provide a service connection to each lot. Domestic service connections shall be designed in accordance with the details on Drawings WC10, WD19.2 and WD19.3 and this Specification, and shall finish inside each property at a distance of 0.5 metres from the street boundary and 0.5 metres from the side boundary. Except where otherwise approved or directed by the Water and Wastewater Manager, service connections laid beneath existing paved carriageways and footpaths and under private concrete driveways shall be installed without disturbing the pavement other than by excavating access pits and trenches if such are necessary. The pipes may be placed under the pavement either by boring and jacking or by inserting the pipes through bored holes.

d.

Unless otherwise stipulated by Council, all pipes used in the service connection (including road crossings) shall be Type A as-drawn copper pipes conforming to Table 1 of AS 1432 and all fittings and joints shall be silver brazed using alloy of silver content not less than 5%. Bends in the pipe shall be made carefully so as not to damage the pipe wall or to reduce the bore of the pipe, alternatively, elbows may be used. Alternatively, blue line PE pipe (PE80, type B, PN16 (AS 4130 (int)) and alpha 16 fittings (or equivalent) can be used. PE pipe to be laid with copper trace wire or metallic detection tape to be attached to the copper pipe as directed by Council. If PE pipe is used, Table 1 refers to internal diameters of the PE pipe. Fittings are also to meet the requirements of Clause WC6. Service connections to single dwelling allotments shall be 20mm size. For multiple dwelling sites the service connection shall be of the following sizes:-

All applications for a joint water service to connect thirty (30) or more such dwelling shall be accompanied by a list of fixtures.

For commercial and industrial developments the service connection shall be of sufficient size to meet fire fighting requirements and shall be as approved by the Councils Planning Department and/or the NSW Fire Brigade. Domestic Service Road Crossings shall be 32mm minimum nominal size. For commercial or industrial developments or where more than two dwellings are to be served by the road crossing, the pipe diameter shall be designed to meet the requirements of AS 3500. Unless authorised by the Water and Wastewater Manager, the maincock or valve shall be installed in the water main at a point opposite the water meter location. The water service shall be laid to meet the water main at right angles, and shall be laid directly to the water meter location. Service connections shall be on the opposite side boundary to the NorthPower service. Water services shall be stood up and crimped as per drawing WC10.

WC11 LOCATION OF WATER MAINS a. b. The water main is to be located 1.0m behind the back of kerb as per drawing WC11. The water main is to be located on the high side of the street.

WC12 FIRE HYDRANTS a. Spring hydrants shall be manufactured to satisfy the requirements of AS 3952 and consist of the following i) Nominal diameter socket by 80mm flanged hydrant tee. ii) 80mm diameter spring hydrant. iii) 80mm diameter ductile iron hydrant risers, installed as required to provide a clear space of not less than 200mm nor more than 450mm between the top of the hydrant and the under side of the surface box (Drawing WC12). iv) Flanged fittings are to be joined with approved gaskets and 316 stainless steel bolts. v) Shall be treated internally and externally with a factory applied thermal bonded polymeric corrosion protective coating that shall comply with the requirements of AS 4158 and be applied by the fluidized bed technique. b. Hydrants shall be spaced:i) At intervals of 60m maximum and shall be located generally in line with side boundaries of adjacent lots. ii) At all dead ends.

Where water mains are located on both sides of a street, hydrants are to be staggered so that they are spaced at 30m intervals.

WC13 RESILIENT SEATED VALVES a. b. c. d. e. f. Valves shall be located at the beginning of all branches and shall be located so that the maximum length of pipe which can be isolated does not exceed 200 metres. Sluice valves shall be a resilient seated type suitable for a working pressure of 1600 KPa and conforming to AS 2638. The stem material shall be grade 431 stainless steel in accordance with AS 2837, with an integral thrust collar. The direction of closing shall be clockwise. The wedge shall be cast in Ductile Iron and fully encapsulated in an approved synthetic rubber conforming to AS1646. Partially coated wedges are not acceptable. The valve body, bonnet and top castings shall be manufactured from Ductile Iron and fully enveloped with a fusion powder coating, applied by the fluidised bed technique, conforming to AS 4158. Alternatively, components may be manufactured from an approved corrosion resistant material without protective coatings. All fasteners shall be of high grade steel and completely isolated from the external environment. The stem seal shall be effected by a minimum of two O rings, which are able to be replaced under full working pressure. Resilient Seated Valves and Chambers shall be designed as per Drawing WC13.

WC14 TRENCH STOPS AND CONCRETE BULKHEADS a. b. c. d. e. Where a water main is laid at a grade of between 7.5% and 15%, trench stops shall be constructed at 6m intervals. Where a water main is laid at a grade between 15% and 50% concrete bulkheads shall be constructed at 6m intervals. If a water main is to be laid at a grade steeper than 50%, the water main designs are to be submitted to with the Water and Wastewater Manager for approval. Trench stops and concrete bulkheads shall be constructed as per Drawing WC14. Councils Water and Wastewater Inspector may direct the placement of more trench stops or concrete bulkheads if the site conditions necessitate it.

WC15 THRUST AND ANCHOR BLOCKS a. Thrust and anchor blocks shall be constructed at valves, flexibly jointed bends, tees, enlargers, reducers and dead ends or any other point where unbalanced forces resulting from internal pressures will occur as per Drawing WC15.

WC16 COVER OVER PIPELINES a. The minimum depth of cover to be provided for water mains and water services shall be as follows:-

WC17 PROXIMITY TO OTHER SERVICES a. The separation (both vertically and horizontally) between water pipes and electrical cables and gas pipes shall be at least 450 mm. A greater separation could be required by the Water and Wastewater Manager. (Refer to STD WC19B) The vertical separation between water pipes and storm water pipes shall be a minimum 150 mm.

WC18 DUCTILE IRON PIPE a. All ductile iron pipe shall be cement lined. Where ductile iron pipe is buried in any application, it shall be polyethylene sleeved in accordance with the pipe manufacturers recommendation and Clause WD 18.11(b), except if it is concrete encased.

b.

Any above ground pipeline shall be constructed using ductile iron cement lined pipe to a design approved by the Water and Wastewater Manager and shall be painted to an approved colour to blend in with the surrounding environment.

WC19 TELECOMMUNICATION CONDUITS a. b. The provision of telecommunication cable reticulation to the development shall be at the Developers cost. Telecommunication conduits could be installed in the same trench as the water supply mains and service crossings. i) The Developer shall liaise with the Telecommunication Authorities and co-ordinate all aspects of the installation of the Telecommunication conduit and shall be responsible for meeting the required Specifications. ii) The installation of Telecommunication conduits shall be laid in accordance with the details of Drawing WC19 and Clause WC11.

WC20 CONCRETE ENCASEMENT a. b. Where pipes have less cover than specified, they shall be encased in concrete. As an alternative, a 100 mm concrete slab may be approved. When uPVC pipes are encased in concrete, then the following should be carried out: i) fully wrap the pipe with a compressible material, such as felt, with a minimum thickness of 5% of the pipe diameter, for example 5 mm for 100 mm pipe or ii) flexible (rubber ring) joints shall be located at the entry to and exit from the concrete as in Drawing WC20. WC21 PRESSURE REDUCING VALVE AND PRESSURE RELIEF VALVES a. All pressure reducing valves and pressure relief valves are to be designed by a qualified consultant. These design calculations are to be submitted to the Water and Wastewater Manager for approval. Pressure reducing valves and pressure relief valves are to be designed and constructed as per drawing WC21.1 and WC21.2. The location of pressure reducing valves and pressure relief valves are to be approved by the Water and Wastewater Manager before installation.

WC22 WATER METER PIT a. b. If a water meter pit is required, details of this meter pit are to be submitted to the Water and Wastewater Manager for approval. Any testable backflow prevention devices are to be constructed above ground.

WC23 FLANGED FITTINGS AND PIPEWORK a. All flanged fittings and pipework to be designed to the requirements of Table C, AS 4087.

WC24 NUTS, BOLTS AND WASHERS a. All nuts, bolts and washers (including assembly nuts and bolts) shall be stainless steel to AS 2837 and AS 1449 respectively, Grade 316, with an anti-seizing paste used in assembly (Locktite nickel anti seize threat lubricant or equivalent). All stainless steel nuts and bolts other than bolts which form an integral part of an article shall comply with the metric standards AS 1111 and AS 1112.

b.

WC25 CROSS CONNECTION CONTROL AND BACKFLOW PREVENTION DEVICES a. Cross connection control and backflow prevention devices shall be designed as per the requirements of AS 3500.

WC26 MAINS PRESSURE INQUIRY a. Mains pressure enquiry applications are to be submitted on a form as given in Appendix D with the payment specified in Councils current Fees and Charges.

WC27 ESSENTIAL FIRE HYDRANTS a. If a Council fire hydrant is used to satisfy the fire fighting requirements for a commercial or industrial development, then the Water and Wastewater Manager is to be notified of the location of this fire hydrant. If Council has to relocate this fire hydrant because of the reconstruction of water mains or for any other reason, then the owner shall be responsible for meeting the required fire fighting requirements.

WC28 AIR VALVES The location, size and type of air valve together with an adequately sized valve box or chamber shall be as shown on the drawings. The following conditions shall apply to air valves: a. b. Air valves shall be as shown on the drawings and shall be manufactured from DI or Fibreglass Reinforced Nylon; Sealing of air bleed hole shall preferably be by a float made of non-corrosive, non-reflective material sealing against a flexible seat. Where the float is a flexible material, the float shall be restrained from rotating i.e. it seals on the same place at all times; and Air valves up to and including 50mm in size shall have a BSP threaded fitting with a 50mm BSP threaded stainless steel riser pipe (where required) while larger Air valves shall have a flanged fitting drilled in accordance with AS 4087 Figure B5. All Air valves shall be installed with a suitable isolating valve to allow the removal of the Air valve for maintenance purposes.

c.

WC29 WATER SUPPLY PUMP STATIONS a. The Water and Wastewater Manager is to be contacted prior to the investigation and design of a water supply pump station that is required in connection with the water supply to the development. Council shall provide the design standards for the pump station.

WD1

GENERAL CONSTRUCTION REQUIREMENTS

BEFORE COMMENCING WORK The Developer shall not commence construction on any part of the water supply before: a. b. receiving a set of design drawings with Councils stamp of approval imprinted thereon and, have submitted a Notice to Commence Work as given in Appendix C (at least two weeks prior to construction commencing). The developer must advise in writing of any proposed changes in supervising staff; and/or filling in the appropriate form (eg: Minor Works Permit - Appendix G).

c. WD2

PUBLIC LIABILITY INSURANCE a. Before commencing work, the Developer shall take out a Public Liability Policy insurance which shall indemnify Lismore City Council against all loss of, or damage to the property of Lismore City Council and from and against any claim, demand, action, suit or proceeding that may be made or brought by any person against Lismore City Council, the Water and Wastewater Manager, or the employees, professional consultants or agents of Lismore City Council or any of them in respect of personal injury to or the death of any person whomsoever or loss of, or damage to any property whatsoever arising out of, or as a consequence of the construction or maintenance of the works by the Developer or his employees, agents or contractors and also from any costs and expense that may be incurred in connection with any such claim, demand, action, suit or proceeding. The Public Liability Policy of insurance shall be for an amount not less than $10,000,000; and Prior to the commencement of any work, Council shall sight evidence of the current policy.

b. c. WD3

LOCATION OF WORKS AND ADDITIONAL WORKS a. The locations of the water mains, hydrants, stop valves and water services shall be constructed as shown on the Approved Layout and Detail Plans in accordance with Councils standard drawings referenced in this Specification. The pipelines shall be laid to grades, lengths and location shown on the drawings except where deviations are approved by Councils Water and Wastewater Manager. Should it be determined during the construction work or after the setting out of allotment boundaries that additional works are necessary to ensure the water supply meets Council standards. Council reserves the right to require that this work shall be completed to its satisfaction.

b.

WD4

DEVELOPERS SUPERVISORY STAFF a. The on-site works of the Developer, including any associated sub-contract work, shall at all times be supervised and administered by a full-time, responsible representative of the Developer. The Developer shall be present at all site meetings arranged by the Water and Wastewater Inspector. In addition, where dictated by the extent and type of work involved, the Developer shall provide full-time, on-site foremen well experienced in the particular type of work involved. 25

Also, all pipe laying is to be undertaken by a suitably qualified plumber, drainer or pipe layer and all house connections by a suitably qualified plumber. WD5 COVER OVER PIPELINES a. b. The minimum depth of cover to be provided for water mains and water services shall be as given in Clause WC16. Less cover may be permitted where protection of the pipelines has been approved by Councils Water and Wastewater Manager.

WD6

NOISE CONTROL a. The noise level generated by plant and equipment on-site shall not exceed the limits set by AS 2436, or limits set by any applicable Act or Government Regulation.

WD7

PRESERVATION OF FLORA a. The Developer shall not destroy, remove or clear any trees or shrubs without the prior approval of the Parks and Reserves Manager or without Development Consent.

WD8

TRAFFIC MANAGEMENT a. The Developer, if required, shall undertake traffic management to meet the RTA requirements.

WD9

CONSTRAINTS ON SERVICE a. Construction works shall be undertaken in accordance with applicable Federal and State Acts of Parliament, Guidelines and Codes of Practice, Council policies and local laws.

WD10 OCCUPATIONAL HEALTH AND SAFETY a. b. c. The Developer shall comply with the NSW Occupational Health and Safety Act, 1983. The Developer shall meet any requirements of WorkCover Codes of Practice. The Developer shall comply with the Construction Safety Act.

WD11 ROAD CROSSINGS (FOR COUNCIL OWNED ROADS) a. b. c. d. e. The Developer shall not excavate any sealed or unsealed road pavement without the expressed permission of the Works Manager. Prior to excavating a road, concrete path, kerb and gutter and kerb outlet, a Road Opening Permit must be obtained from Council and the fees applicable paid. Road crossings will conform with Standard Drawings. Any excavation within paved areas shall be backfilled with metal dust mechanically compacted in layers not more than 150mm thick. The Developer shall restore any damaged road pavement to the satisfaction of the Works Manager.

WD12 TEMPORARY ROAD CLOSURES (FOR COUNCIL OWNED ROADS) a. Where it is necessary to temporarily close a road for any work associated with the installation of the water reticulation, the Developer shall obtain the approval of Works Manager before any temporary road closure is carried out. Council may give approval for temporary road closures provided the following conditions are complied with:i) The Developer can show that it is impractical to undertake the road crossing by partially closing the road.

b.

ii) The closure being suitably signposted and lit to the satisfaction of Works Manager. iii) A suitable detour route, as approved by the Works Manager, being available. iv) Traffic management to meet the RTA requirements and Traffic Control Plans to be submitted to Works Manager for approval. v) The closure being advertised in the local press and on radio at least seven (7) days in advance, the advertisements to specify the period and purpose of the closure and details of the alternative route(s). Cost of advertising shall be borne by the Developer. vi) The Developer shall notify local Police, Ambulance, Fire Brigade and Bus Companies in writing at least seven (7) days before closure. WD13 EROSION AND SEDIMENT CONTROL WD13.1 a. b. General

Take all steps necessary to protect the environment and in particular, comply with the requirements of this clause (WD13). The Developers attention is directed to the following publication: i) Urban Erosion and Sediment Control, Revised Edition 1992 (prepared by CALM); and ii) Urban Erosion and Sediment Control Field Guide (prepared by CALM).

WD13.2 a.

Erosion and Sediment Control

The Developer shall adopt such measures as may be necessary for erosion, contamination and sediment control, during construction, including the following where applicable: progressive restoration of disturbed areas; temporary drains; temporary fencing; diversion and dispersal of concentrated flows to points where the water can pass through the site without damage; spreader banks or other structures to disperse concentrated runoff; construction and maintenance of silt traps to prevent the discharge of scoured materials to downstream areas.

b.

All temporary works shall be removed when they are no longer required.

WD13.3 a.

Erosion and Sediment Control Plan

The Developer shall prepare an Erosion and Sediment Control Plan to the requirements of DLWC and EPA and these plans are to be submitted with the detailed design plans to the Water and Wastewater Manager. The plan shall be implemented and maintained for the duration of the Works. The Erosion and Sediment Control Plan shall consist of diagrams and supporting documentation indicating the following: i) The drainage paths and inlets. ii) All proposed permanent and temporary erosion and sedimentation control measures and related structures; and iii) Dewatering and groundwater control and disposal methods.

b.

WD14 DUST CONTROL a. The Developer shall take all reasonable steps to limit the creation of any dust nuisance which may arise during the construction of the works. The Water and Wastewater Manager may direct that work cease until such time as any particular dust nuisance has been controlled to their satisfaction.

WD15 EXISTING SERVICES WD15.1 a. b. Developer to Inform Themself

In addition to the services shown on the drawings, other services may exist in all areas. It is the Developers responsibility to investigate the nature and location of all services which might be encountered during the construction of the work and to consult with the various service authorities and property owners or occupants on this matter prior to commencing excavation at any location. Failure by the Developer to inform himself and to take due care in this regard shall not limit his liability for costs of all repairs, restoration or any losses arising from any damage to the service. All costs associated with the failure and repairs of the services damaged by the Developer shall be borne by the Developer. Cost of Relocation or Replacement of Existing Services

c.

WD15.2 a.

Where an existing underground pipe, conduit, cable or power pole (hereafter referred to as service and which is to remain in operation after construction of the Works) occupies the same space in which a pipeline or other appurtenance is required to be positioned, the cost of relocation, temporary removal, temporary support or replacement shall be borne by the Developer. This shall also apply where an existing service is parallel or nearly parallel to or vertically above or below the proposed pipeline within the width of excavation specified in Clause WD5 or which physically interferes with the construction of the pipeline or the protection or maintenance of the service and/or the pipeline. The cost and the organisation of the relocation, diversion, temporary removal and replacement or temporary support of any service shall be borne by the Developer. Alternatively, at its discretion, the Council may approve the alteration of the location of the proposed water main or appurtenance.

WD16 EARTHWORKS WD16.1 a. i) General

All earthworks shall be carried out as set out hereafter. The Developer shall provide proper fencing, guarding, temporary signs, lighting and watching of all temporary roadways, footways, guards and fences as may be rendered necessary for accommodation and protection of foot passengers, vehicles, animals and the public. ii) At completion of work each day, the work site shall be fenced to isolate it from the public. Where necessary, fenced walkways and vehicular crossways shall be provided across trenches to maintain access from carriageway to individual properties or within individual properties. All such installations shall be of adequate size and strength and satisfactorily illuminated and signposted. iii) If the Developer fails to carry out fencing and other protective work to the satisfaction of the Water and Wastewater Manager, and the need for such work is deemed to be urgent, Council may arrange for the work to be carried out at the Developers cost. iv) All excavations shall be to the lines, grades and forms shown on the drawings or as approved by the Water and Wastewater Manager within the specified tolerances. v) The Developer shall leave a clear space of 600mm minimum between the edge of any excavation and the inner toe of spoil banks. No excavated materials shall be stacked against the walls of any building or fence without the written permission of the owner of such building or fence. Topsoil from excavations shall be kept separate and utilised to make good the surface after backfilling.

WD16.2 a.

Excavation for Pipeline

Trenches shall be excavated within the tolerances specified hereinafter. Generally, it is expected that trenches will be excavated with vertical sides. A typical trench section is given in Drawing WC16.2. Excavation Width i) Minimum Trench Width for Pipelines The minimum clear width of trench (inside internal faces of timbering or sheet piling, if used) to a height of 150mm above the top of the pipe shall be as shown in Table 1 hereafter.

ii) The maximum width of trench shall be the outside diameter of the pipe barrel plus 400mm. However, in timbered or travelling box excavated trenches, the width of trench when measured to the outside of the support used, may be increased to a maximum of 580mm plus the outside diameter of the pipe barrel. iii) Extra Width Excavation Where the width of trench is greater than the maximum width specified in Clause WD16.2(b)(ii), either as a result of over-excavation or due to collapse of one or both walls of the trench from any cause whatsoever before or after laying of the pipe, the Developer shall remove all disturbed material from the trench. The Water and Wastewater Manager may then direct one or more of the following: Bedding and laying, as specified further in this Section of this Specification, using the same pipe. Installation of a heavier class of pipe. Filling the space between the pipe and the undisturbed ground on both sides of the pipe and to a height of 300mm above the top of the pipe with a granular material of the type approved for pipe bedding as specified in Clause WD17. Such granular material shall be compacted in layers not greater than 150mm thick.

Bedding of pipe on concrete cradle extending a minimum of 100mm on each side of the outside diameter of the pipe, a minimum of 100mm under the barrel and to a level above the bottom of the pipe of one quarter of the external diameter of the pipe. Backfilling and compaction for the remainder of the trench shall be as directed by the Water and Wastewater Manager for the local conditions. c. Excavation Depth For all pipelines, excavation shall be carried out to a depth not less than 100mm below the underside of the pipe barrel and socket or coupling.

d.

Bad Ground Conditions Requiring Extra Depth Excavation and Ballasting i) Where the Water and Wastewater Manager so directs, extra depth shall be excavated in order to obtain a firm trench bottom. The portion so excavated shall be refilled to the level required for bedding of the pipe with an approved fine non-cohesive material such as sand or crushed fine rock, placed in layers 150mm thick and compacted by approved means.

ii) Where the ground at the bottom of a trench is of a spongy or boggy nature, and the Water and Wastewater Inspector so directs, clean hard rock ballast, such as basalt of nominal size 150 mm (85% passing 150 mm sieve and less than 20% passing 100 mm sieve) shall be placed in layers and compacted by ramming into the boggy ground until an approved firm foundation is obtained at the level required for bedding of the pipe. The Developer shall remove any surplus soil displaced by placing of ballast and dispose of same in a manner satisfactory to the Water and Wastewater Manager. WD16.3 a. Dewatering

General Trenches shall be kept free of water after excavation and during construction. Any auxiliary excavation carried out in or adjacent to the trench excavation for that purpose shall be backfilled by the Developer using materials and in a manner satisfactory to Councils Water and Wastewater Manager. The Developer shall use external dewatering if directed by the Water and Wastewater Manager. Internal dewatering can be undertaken by the use of sump pumps located in the bottom of the trench.

b.

External Dewatering External dewatering shall mean a system of well points or other devices sunk in the ground in the vicinity of the excavation and operated continuously from the time of excavation of the trenches to the time the trenches have been backfilled. i) The use of sump pumps located in the bottom of the trench or the bottom of a lateral trench is not defined as external dewatering. Support of Excavations

WD16.4 a.

The Developer shall adequately support all excavations as the works proceed. Safe Working In A Confined Space

WD16.5 a.

The Developer shall ensure that all work complies with AS 2865 (Safe Working in a Confined Space). Backfill, Compaction and Additional Compaction

WD16.6 a.

When laying and jointing of a pipeline has been completed and backfilling is completed to a height of two thirds the pipe barrel, the Developer shall request the Water and Wastewater Manager to check the pipeline. The Water and Wastewater Inspectors shall carry out such inspections within a reasonable time of each request. Council shall be given a minimum of twenty four (24) hours notice before the required time of the inspection. Backfilling shall not be completed until these checks have been made by the Water and Wastewater Inspector. 31

c. d. e. f.

When backfilling for pipelines, metal dust only shall be placed within 150mm of the pipes. Backfill shall be compacted under and around the pipe and to a height of 150mm over the top of the pipe. Additional compaction is required for trenches subject to vehicular traffic. The additional compaction shall be by mechanical means and undertaken in 150mm layers. When the excavated material is considered by Councils Water and Wastewater Manager to be unsuitable for compaction then backfill material of a non-cohesive nature, such as sand or metal dust, shall be imported. Surplus excavated material shall be removed and disposed of to areas arranged by the Developer. Rocks or clumps of material larger than 150 mm will not be allowed in any backfill. Backfill shall be placed sufficiently high to compensate for expected settlement and further backfilling shall be carried out or the original backfill trimmed at the end of the Defects Liability Period in order that the surface of the completed trench may then conform with the adjacent surface. Surplus material shall be removed and disposed of to areas arranged by the Developer who shall pay all costs involved in such removal and disposal including compensation or other payments to the owners of the lands to which surplus material is disposed. In locations where, in the opinion of Councils Water and Wastewater Manager, surplus material left in the vicinity of the trench would not be objectionable, the surplus material may be disposed by spreading neatly in the vicinity of the trench to the satisfaction of Councils Water and Wastewater Manager in such a way as to minimise future erosion of the backfill and adjacent ground surfaces. The contractor shall maintain the backfill and adjacent ground until the expiry of the Defects Liability Period. Where, within public or private property, the reasonable convenience of persons will require such, Councils Water and Wastewater Manager may order trenches to be levelled off at the time of backfilling, any subsequent settlement shall be made good by the contractor as required by placing additional fill. Should the Developer tunnel under paving, kerb and gutter or other improved surfaces in lieu of trenching, backfilling shall be so carried out as to restore full support to those surfaces. The Developer shall remain responsible for the repair of the improved surfaces, if subsequently damaged due to subsidence of the backfill, until the end of the Defects Liability Period. Backfill for all roads and trafficable surfaces shall be with metal dust placed in layers not more than 150mm thick and mechanically compacted. Restoration of Surfaces

WD16.7 a.

Pavements, lawns and other improved areas shall be thoroughly cleaned and left in the same order as they were at the commencement of Works. Where directed, lawns shall be restored with turfs cut and set aside from the original surface or with turf imported from a source approved by the Water and Wastewater Manager. All restored surfaces shall be maintained in the condition to which they are restored until the expiry of the Defects Liability Period, notwithstanding that any deterioration of the restored surfaces, and the need for their maintenance may or may not be due to defects which become apparent or arise from events which occur during the Defects Liability Period. Where tunnelling has been used in lieu of trenching to avoid excavating through improved surfaces, backfill such as to restore full support to the surface. Repair any damage to the improved surface which occurs at any time due to subsidence of the backfill. WD17 PIPE BEDDING WD17.1 a. General

When excavation of a trench has been completed and approved by the Water and Wastewater Manager, the Developer shall provide for bedding of the pipe in accordance with the requirements of Clause WD17.2 (e). All Pipes

WD17.2 a.

All pipes shall be bedded on metal dust to a depth of at least 100mm below the underside of the barrel and socket of the pipe. The bedding shall extend across the full width of the trench and shall be well compacted under and around the pipe. Bedding shall finish at a height of 150mm above the crown of the pipe. PE pipe, depending on site conditions, are to have a 1mm copper trace wire (or detectable tape) laid in trench and soft soldered to copper stand pipe. (also see Clause WC10). Pipe locating tape (Terra Tape) shall be laid along and directly over all pipelines including service lines. Minimum distance between the pipe and tape shall not be less than 300 mm. Pipes shall be laid so as to provide 150mm minimum clearance to stormwater mains, sewerage mains, power poles or other structures. The separation between water pipes and electrical cables shall be a minimum of 450 mm.(see Clause WC17 Refer STD WC19B). Metal dust used for pipe bedding shall consist of a non-cohesive granular material free from organic or other deleterious matter and its grading shall fall within the following limits:-

WD18 LAYING AND JOINTING OF PIPES WD18.1 a. General

When the bedding for pipes has been prepared as specified and approved by the Water and Wastewater Inspector, pipes shall be laid and jointed in accordance with the manufacturers instructions and the provisions of this Specification. All pipes, fittings, valves, etc., shall be of the class or wall thickness and size specified in this Specification. Before being laid all pipes, fittings, valves, etc., shall be cleaned and examined by the Developer. Any damaged or defective pipe or fittings shall be replaced or repaired as instructed by the Water and Wastewater Manager or as stated in this Specification. Do not use any uPVC pressure pipe which is scratched or scoured to a depth greater than 1mm. At the end of each days laying, seal the end of the pipe to prevent ingress of trench material or water. Do not leave tools in the pipe overnight. Jointing

WD18.2 a.

Joints in pipelines shall be flexible rubber ring joints (either roll-on rubber ring or skid type) or mechanical joints (either fixed flange or bolted gland type). i) Skid Type Rubber Ring Joints For pipes with skid type rubber ring joints, only the lubricant specified by the manufacturer shall be applied in making the joint. When the joint is made, the witness mark shall at no point be more than 1mm from the end of the socket.

Where pipes are to be cut in the field, a witness mark shall be made on the pipe at the appropriate distance from the end of the pipe as specified by the manufacturer. Pencil or similar marker shall be used to make the witness mark. Scoring of uPVC pipes is not permitted. Where spigots and sockets are not made by the same manufacturer, reference shall be made to the socket manufacturer for the correct marking depth. ii) Jointing uPVC Pipes to Pipes of Other Materials Where uPVC pipes have to be joined to ductile iron or AC pipes, a coated ductile iron socket connector, a step down gibault, a taper or a multi gibault with 316 stainless steel bolts is to be used. iii) Flexibly jointed pipelines with gradual changes in alignment or grade shall be laid with the joint being deflected after it has been made. iv) Timber or other approved plugs shall be provided and used to prevent any material from entering sections of pipeline which are left uncompleted for any length of time. WD18.3 a. b. c. Cutting of Pipes

Pipes may be cut as needed or directed to suit closing lengths, to remove damaged parts or to remove sockets if necessary when jointing a socketed fitting. For field cuts, only a mechanical pipe cutter as per the manufacturers recommendation shall be used, except that uPVC pipes may be cut using a power saw or a fine toothed hand saw. Any pipes cut in the field shall have their ends prepared in accordance with the manufacturers recommendations.

WD18.5 a.

Fire Hydrants and chambers shall be constructed in accordance with the details on Drawing WC12 and this Specification. Valve and Hydrant Chambers

WD18.6 a. b.

The Developer shall construct around each valve and hydrant a chamber of the type and to the details specified or shown on the Drawing WC12 and WC13. Unless otherwise specified, each valve chamber shall be covered by a cast iron surface box cast into a concrete block as shown on the drawing. The concrete in the concrete block shall be 20MPa, and the surface of each block shall be smooth and dense. Any unsound or poorly finished blocks shall be replaced at the direction of Councils Water and Wastewater Manager. Valve chamber lids shall have a marking showing direction of closing of the valve. The top of each cast iron surface box and surrounding concrete block, when placed over the valve chamber, shall be flush with the surrounding finished surface level unless otherwise directed by the Water and Wastewater Manager. The top of each cast iron surface box and surrounding concrete block shall be painted with approved road marking paint - yellow for fire hydrants and white for valve boxes. As an alternative to the concrete block surround, recycled plastic hydrant/valve boxes or other alternatives could be used with prior approval of Councils Water and Wastewater Manager. Street Markings

WD18.7 a.

The position of each hydrant, sluice valve, stop valve, air valve, scour valve, change of direction and street crossing shall be clearly marked by the Developer on completion of backfilling. The marking shall be made by methods described below. If the water main goes through undeveloped land, indicator posts shall be placed at not more than 100 m intervals and changes of direction. Marking plates bearing the letters SV for sluice valves, AV for air valves, ScV for scour valves, WM for water mains in straight section, PRV for pressure reducing valves, RV for pressure relief valves, HP for fire hydrants in footpaths and HR for fire hydrants installed in roadways shall be fixed, conforming to Drawing WD18.7 and the following requirements -

i)

The relevant marking plate shall be fixed to a permanent wall, fence or post facing the valve, fitting or main and not more than 5m from the fitting; ii) As an alternative to posts in residential areas, guide posts with the relevant marking would be considered;

iii) The distance to the fitting in metres, to an accuracy of 0.1 metre, shall be permanently die-stamped in red on a aluminium marker plate 250mm x 80mm x 1.5mm thick with numbers and letters 10mm high; iv) The relevant letters shall be cut into the top of the kerb opposite the fitting and painted yellow for hydrant and white for all other fittings; v) In addition to the above, fire hydrants are to have a yellow triangle painted on the roadway, opposite and pointing to the hydrant (300mm baseline, 450mm sides) and a bidirectional blue fire hydrant raised reflective pavement marker on the road centre line. The fixing method of the reflective marker is as approved by the manufacturer. WD18.8 a. Trench Stop

Where a water main is laid at a grade of between 7.5% and 15%, trench stops consisting of polyethylene bags of minimum thickness 0.25mm filled with clay or other approved cohesive materials and sealed in an approved manner, shall be constructed as follows:At the socket side of the joint nearest to the required trench stop position, a recess 100mm deep to suit the width of bag shall be excavated into the bottom of the trench across its full width and into both sidewalls to a level of 300mm above the top of the pipe. ii) The polyethylene bags shall be placed around and to 300mm above the pipe so as to give close contact with the pipe and to fill the entire space between the excavated recess and the pipe. Bags shall not be placed onto sand bedding. iii) Trench stops shall be placed at 6m intervals or at lesser intervals if required by Councils Water and Wastewater inspector. iv) Also refer to drawing WC14. i)

WD18.9 a.

Concrete Bulkheads

Where a water main is installed at a grade of between 15% and 50%, concrete bulkheads of minimum strength 30mpa concrete, 150mm minimum thickness shall be constructed as follows i) The bulkhead shall be cast across the width of the trench and shall be keyed into both sidewalls a minimum of 150mm in OTR and 75mm in rock. The bulkhead shall extend to 300 mm above the top of the pipe. ii) The bulkhead shall also be keyed into the bottom of the trench 150mm in OTR and 75mm in rock for the full width of trench. iii) A 75mm nominal diameter drain hole shall be provided in the concrete bulkhead immediately above the top of the encasement bedding or foundations, and crushed rock or gravel shall be placed in and at the upstream end of the drain hole to act as a filter. The gravel shall be 10mm to 30mm in size within 150mm in all directions upstream and above the invert of the drain hole beyond which another 150mm thick surround of gravel 2mm to 10mm in size shall be placed. iv) Concrete bulkheads shall be placed at 6m intervals or at lesser intervals if required by Councils Water and Wastewater Inspector.

v) The pipe within the concrete bulkhead is to be wrapped with a double layer of Denso tape or equivalent. vi) Also refer to Drawing WC14. WD18.10 Thrust and Anchor Blocks a. Thrust and anchor blocks shall be constructed at valves, flexibly jointed bends, tees, enlargers, reducers and dead ends or any other point where unbalanced forces resulting from internal pressures will occur. The Developer shall provide permanent thrust blocks of Grade N20 concrete such that the thrust blocks bear against undisturbed material normal to the direction of thrust resulting from internal pressures over a bearing area in accordance with the details on Drawing WC15. Where it is deemed by Council that ground conditions do not provide sufficient support, other means of anchoring the pipework as specified by Councils Water and Wastewater Manager shall be used.

WD18.11 Protection of Pipelines and Fittings a. Concrete Encasement i) Where pipes have been less cover than specified, they shall be encased in concrete, such concrete shall be of 32MPa and have the following minimum dimensions: For trenches in other than rock: 150mm under, on both sides and on top of the pipe barrel. For trenches in rock: 100mm under the pipe barrel, 150mm on top of the pipe barrel and for the full width of trench excavated. Flexible (rubbering) joints shall be located at the entry to and exit from the concrete as shown in Drawing WC20. b. i) uPVC pipes shall also be wrapped as per Clause WC20. Wrapping of Pipelines For buried Ductile Iron Cement Lined Pipe, the Developer shall enclose the pipeline in green polyethylene sleeving in accordance with AS 3680. ii) This polyethylene sleeving shall be laid in accordance with the manufacturers recommendation. Any damage to the sleeving shall be repaired in accordance with the manufacturers recommendation.

WD18.12 Corrosion Protection (if required for repair of damaged coatings on valves and fittings) a. Denso System i) The Denso system consists of primer, mastic/cord filler, petrolatum tape and an overwrap tape for physical protection all available from Denso Australia Pty Ltd. The system shall be applied for a minimum length of 200mm each side of the repair. ii) The system consists of the following components: Denso multi-purpose primer: Prior to the application of the primer the surfaces shall be free of all dirt, loose rust and other foreign matter. The primer shall be applied by hand and/or brush over the external surfaces to be protected. Denso Mastic and/or Denso Cord: The mastic/cord shall be spread into all cavities and spaces to provide a streamlined shape. 37

Denso 600 Tape: Joints shall be firmly wrapped spirally with 55% overlap to achieve a complete double thickness and to seal all cavities. The adjoining protection system is to be overlapped a minimum of 100mm with the tape start and finish being a full circle or complete ring. Denso MP/HD Tape: The tape shall be applied spirally with 55% overlap to achieve a complete double thickness and to seal all cavities. The adjoining protection system is to be overlapped a minimum of 100mm with the tape start and finish being a full circle or complete ring. The width of the tape to be as recommended by the manufacturer for each size of joint.

WD18.13 Connection to Existing Charged Water Mains a. The cost of any work involved in the making of any connection to Councils existing water supply shall be borne by the Developer. Connections to the existing supply shall not proceed until all other work on the new reticulation has been completed, (i.e. pressure tested, flushed and sterilised) to the satisfaction of the Water and Wastewater Manager and the Works and Waste Water Manager has given his expressed approval for the connection work to be undertaken. Where existing mains are affected by works undertaken by a Developer, the existing works are to be upgraded to the standards set out in the Specification. Such works shall be completed by the Developer at no cost to Council. Council may require that the work be undertaken by Council day labour. The Developer will be required to prepay Council at least six (6) weeks prior to this work being undertaken. The timing of any scheduled interruption to the water supply shall be as approved by Councils Water and Wastewater Manager and shall be advertised as follows:i) In the local press on the Saturday before the scheduled interruption. ii) On the local radio stations on the day of the proposed interruption and on the day before. iii) The Developer must notify the Fire Department of the day of the interruption. iv) Each householder effected is to be notified by a letter drop, providing at least 24 hours notice. e. f. Council may waive the above requirement for advertising where only a small number of services will be affected by the interruption. Under no circumstances are Developers Sub-Contractors permitted to close any valve on Councils water supply without prior approval in writing from the Water and Wastewater Manager. Connections to existing mains shall be undertaken between 9.00 am and 4.00 pm on either a Tuesday, Wednesday or a Thursday, except where otherwise approved. The Developer is to ensure that prior to the connection to Councils water main, all new valves are clearly marked and all valves are to have a clear area (both new and any existing valves that need to be operated) of at least 2.5 m around them.

WD19 WATER SERVICE CONNECTIONS, DOWNSIZING AND DISCONNECTION AND MINOR WORKS WD19.1 a. b. c. Water Service Connections

Water service pipes shall be designed as given in Section WC10 and in accordance with the NSW Plumbing Code of Practice and AS 3500. A water connection card shall be filled in and submitted to Council with payment as specified in Councils current Fees and Charges. A copy of this card is given in Appendix B. The 20 mm meter and fittings shall be as given in standard Drawing WD19.1. Testable backflow device required where rain water tanks installed as BASIX requirement. Domestic Services Requiring a Road Crossing (refer standard drawing WD19.2)

WD19.2 a. b. c.

Road crossings to service two (2) domestic lots shall be made in 32mm nominal diameter pipe with a 25mm diameter tapping. At a distance of 1.0m from the boundary the service will be split and stood in 20mm diameter copper pipe. Should a duplex be required on either lot, a second 20mm diameter standpipe is to be cut into the existing 20mm diameter service at the boundary line. Domestic Services NOT Requiring a Road Crossing

WD19.3 a. b.

Combined Services A combined service shall be constructed as shown in Drawing WD19.3. Individual Services An individual service shall be constructed as shown in Drawing WD19.3 Downsizing Water Services

WD19.4 a.

To downsize an existing 25mm service, both existing connections and pipes stood in subdivisions, the 25mm pipe is to be cut off at the boundary and relayed in 20mm copper from that point (see Drawing WD19.4). For downsizing of services greater than 25mm, Council is to be contacted to determine the exact requirements to be followed. The Sewer Disconnection/Water Service Disconnection/Downsizing Card (Appendix F) is to be filled in together payment as specified in Councils current Fees and Charges. Water Services Greater Than 65 mm

If a water service greater than 65 mm is required, Councils Water and Wastewater Department will need to be contacted to determine the cost of providing this service. The respective pipes and fittings to be supplied by Council and those to be supplied by the Plumber are as shown in Drawing WD19.5. The Developer will be required to prepay Council at least six (6) weeks prior to the work being undertaken. Disconnection of Water Services

Where any water service becomes disused, it shall be disconnected at Councils main.

Where the service is connected to a main tap, it shall be sealed by plumber with a cap of compatible material at owners expense. The Sewer Disconnection/Water Service Disconnection/Downsizing Card (Appendix F) is to be filled in and the appropriate fee to be paid. Water Meters and Quarter Turns

WD19.7 a.

For 20mm and 25mm services, the water meter and quarter turn ball valve shall be provided by Council on submission of the application (Appendix B) and payment of the fee as given in Councils current Fees and Charges. For service larger than 25mm, the Developer shall provide a backflow prevention device to meet the requirements of AS 3500 and Council will provide the water meter on prepayment of the appropriate fee. At least six weeks will be required for the supply of the water meter from the date of application. Water Meter Relocation

WD19.8 a. b.

Water meters can be relocated provided they meet the requirements of Drawing WD19.4. The Permit to Carry Out Minor Works on Councils Water and Sewerage Systems (Appendix G) is to be filled in together with payment as specified in Councils current Fees and Charges. Water Meters

WD19.9 a. b.

Water meters are the property of Council and shall be returned to Council immediately when the service is disconnected. If water services are being modified on existing properties and new water meters are required, then the old water meters shall be handed in to Council before the new water meters are provided.

WD19.10 Minor Works a. Minor works are not to be undertaken on Councils water reticulation pipework until a Permit to Carry Out Minor Works on Councils Water and Sewerage Systems (Appendix G) has been completed together with payment as specified in Councils current Fees and Charges.

WD19.11 Notice Required a. At least two working days notice is required by Councils Water and Wastewater Department for an inspection on water supply connections, tappings, disconnections and minor works.

WD20 TESTING WD20.1 b. General

All water mains and services shall be subject to an inspection by the Water and Wastewater Manager as soon as practicable after construction and before backfilling is commenced. An acceptance test shall be carried out before the issue of a Certificate of Practical Completion and not later than one month after completion of construction. Should the reticulation fail

any test, defects shall be repaired and the test repeated. The process of testing, detection and repair of defects and re-testing shall continue until a satisfactory test is obtained. c. All lines are to be clear and free from soil, slurry, liquids and other foreign substances at the time of acceptance testing. Pressure Testing of Pipelines

WD20.2 a.

All pipelines shall be pressure tested in accordance with this subclause in order to detect and repair leakage and defects in the pipeline including joints, thrust and anchor blocks, if any. Hydrostatic Pressure Test

WD20.3 a.

The Developer shall apply the hydrostatic pressure test when connected directly to a water main in the following manner i) So as to prevent any pressure being transmitted to any water main not under the test. ii) If the work is connected to a meter, the work shall be disconnected from the meter.
iii) The pipes and fittings of the water service shall be filled with water, with all openings

sealed, and by means of a test pump or other suitable apparatus, shall be subjected to the following test pressures. Table 5: All ductile iron cement lined pipes shall be subjected to a pressure equal to a column of water 170 metres high (1700 kPa). uPVC pipes shall be subjected to the following test pressures (see Table 5). uPVC Test Pressures Class of Pipe

Class 12 Class 15 WD20.4 a. Testing of Pipelines

Pipelines shall be tested in sections approved by the Water and Wastewater Manager as soon as practicable after each section has been laid, jointed and backfilled, provided that the pressure testing shall not be commenced earlier than seven (7) days after the last concrete thrust or anchor block in the section has been cast. Provide temporary anchors and restraints to pipelines and structures where necessary for test purposes. For the purpose of this subclause a section shall be defined as a length of pipeline which can be effectively isolated for testing, e.g., by means of main stop valves. Unless otherwise approved by Councils Water and Wastewater Manager, pressure testing shall not be carried out during wet weather. During the pressure testing of a pipeline, each stop valve shall be subject to the full test pressure on one side of the valve with nil pressure on the other side for at least 15 minutes. Before testing a pipeline section, it shall be cleaned to the satisfaction of the Water and Wastewater Manager and filled slowly with water, taking care that all air is expelled. Where possible, purging of air from rising mains shall be promoted by opening hydrants. In order to achieve conditions as stable as possible for testing by allowing for absorption , movement of

the pipeline and escape of entrapped air, the section shall be kept full of water for a period of not less than 24 hours prior to the commencement of the pressured testing. g. The specified test pressure shall be maintained for a period of four (4) hours. For the purpose of determining the actual leakage losses, the quantity of water added in order to maintain the pressure during the period of testing shall be carefully measured and recorded.

Equipment and Procedure for Testing

The Developer shall notify the Water and Wastewater Inspector twenty four (24) hours prior to undertaking the test. The Developer shall provide the fittings as shown on Drawing WD20 for Council to undertake the testing. The testing shall be undertaken at the lowest point in the test section. The procedure for testing is: i) Councils Water and Wastewater Inspector notes reading of Developers gauge and then this gauge is replaced with Councils gauge. The pressure is adjusted until the required test pressure is reached. Councils gauge is removed after turning off the ball cocks. On completion of required test period (4 hours), Councils gauge is refitted and the pressure is noted. If the reading is below the test pressure, Councils water meter will be fitted and the water required to repressure the line to the test pressure is recorded. This water loss is then compared to the allowable water loss determined by the formula given in Clause WD20.5. Defects

Any failure, defect, visible leakage and/or excessive leakage rate, which is detected during the pressure testing of the pipeline or during the Defects Liability Period shall be made good by the Developer at his expense.

WD21 FLUSHING AND STERILISATION WD21.1 a. Flushing

Tests shall be considered satisfactory when they fall within the water quality limits specified in Table 7 herein.

Should any sample analysed not comply with the water quality limits shown in Table 7 herein, the corresponding section of new main shall be sterilised (as per Clause WD21.3), re-flushed and re-tested until test results are satisfactory. Notwithstanding the water quality limits set out in Table 7 herein, test results of new sections of mains may be deemed satisfactory when the following conditions apply:i) water quality in the new sections of mains is no worse than in a sample of influent existing mains water, and

c.

ii) the sample referred to in (a) above was collected by the registered laboratory referred to in Clause WD21.2 (a) herein at the same time as it sampled water from the new sections of mains. WD21.3 a. b. c. d. Sterilisation

If required the water mains shall be sterilised by adding chlorine to water drawn from Council's distribution system. During the sterilisation process all valves, and other fittings shall be operated to ensure disinfection. The sterilisation process shall ensure complete sterilisation of the mains and fittings to meet the requirement of Table 7. Appendix I and J of AS 3500.1 gives further information on disinfection. Flushing of Sterilisation Water

WD21.4 a. b. c.

The chlorinated water used in the sterilisation process shall be scoured from the mains at the completion of the sterilisation process. Flushing of the mains shall be continued until the chlorine concentration does not exceed 1.0 mg/L. The Developer shall take whatever steps are necessary to ensure that: i) chlorinated water used in the sterilisation process does not enter Councils reticulation system. ii) during this process all measures are taken to protect the environment.

Developer to Supply Work-as-Executed Drawings

The Developer shall supply to Council Work-as-Executed Drawings of the constructed water supply. The recording and measuring of data required to produce the Work-as-Executed Drawings shall be undertaken by the Developer at no cost to Council. The Drawings shall be produced at a scale of 1:1000 or 1:500 and supplied to Council on heavy weight drawing plastic showing the location of water mains, hydrants, stop valves and service connections and crossings: i) Distances between any two fittings (eg. hydrant to hydrant, hydrant to stop valve). ii) Offset distance of each line from the nearest boundary. iii) Size and class of main. iv) Positions of connections to allotments. v) Any other services laid in the same trench. vi) Lot and DP numbers, easements, street names and north point. vii) All heights and inverts to Australian Height Datum.

The drawings shall have the Development Application number in the title block. The drawings shall be supplied to Council within 30 days after the successful acceptance testing of the work and shall be signed by a Registered Surveyor. A paper copy of the subdivision linen plan shall be provided with the Work-as-Executed drawings. These drawings shall also be provided in digital format (DXF or AutoCad V13 or V14 or any later version as long as it is compatible with Councils drawing system in use at the time of lodgement).

WD23 RELEASE OF LINEN PLAN a. Prior to the release of the linen plan, the following shall be submitted: i) Work-as-executed Drawings (plastic and digital) ii) Asset Sheet shown in Appendix E iii) Security Deposit equivalent to 5% of the value of the Works, or $500, whichever is greater. iv) Section 26 Certificate under the Water Authoritys Act WD24 DEFECTS LIABILITY PERIOD a. b. The Defects Liability Period for the works shall be 52 weeks. Any omissions and defects which become apparent during the Defects Liability Period shall be rectified by the Developer when directed to do so by Councils Water and Wastewater Manager.
