Of Solid Waste Residuals (Integrated Waste Management Account, Fiscal Year 2005/06) I. INTRODUCTION/OBJECTIVES
The California Integrated Waste Management Board's Technology Assessment Action Plan is designed to address future solid waste technology, implement Board activities related to the upcoming hydrogen highway, and provide better technological capabilities for protecting public health and safety at solid waste facilities. This includes activities related to non-combustion alternatives to landfills and further analysis of emissions data from conversion technology facilities. The goal of the scope of work is to acquire emissions data from specific facilities using post-MRF feedstock and to assess facility operating parameters and emission control systems, facility mass and energy balances, etc.

WORK TO BE PERFORMED
The following Scope of Work outlines tasks to be performed by the Santa Barbara County Air Pollution Control District (APCD) in relation to testing of various types of conversion technologies that process feedstock in which all known recyclable materials have been extracted.

TASKS IDENTIFIED
Task 1 Workplan The APCD will prepare a workplan that identifies the types of conversion facilities that will be used for testing of feedstock identified in Task 2 below. The workplan will identify a method to obtain and verify from the conversion technology vendors any necessary test-related information, including process flow diagrams, feed rates and sampling points from each conversion process to be tested. The workplan will also include the APCDs process to ensure that all sampling and analyses are conducted in an independent manner that is not influenced by the conversion facility operator or other similar entity with financial interest in the testing outcome. Any amendments to the workplan shall be subject to the approval of the Contract Manager.
Task 2 Identify feedstock and develop testing protocol Feedstock Identification The APCD, in conjunction with the Santa Barbara County Public Works Department - Resource Recovery and Waste Management Division (PWD), will identify the type and quantity of feedstock to be processed by each conversion technology facility for emissions testing. The APCD and PWD will oversee the feedstock identification to ensure that feedstock to be tested is representative of material that would normally be have been landfilled. Upon identification of the feedstock but prior to conversion, the APCD and PWD or a designated subcontractor shall conduct a feedstock characterization which includes an assessment of the recyclability of the feedstock. In addition, the APCD and PWD will develop a chain of custody system for transportation of feedstock from point of origin to point of testing. Test Protocol Prior to any testing of conversion technology facilities, the APCD must review and approve the emissions testing plan that will be implemented by independent emissions testing contractor(s) and laboratory(s) for emissions testing of feedstock. Conversion technology vendors are responsible for hiring any emissions testing contractors and ensuring that said contractors develop and implement APCD-approved emissions testing plans. These plans will include procedures for sampling and testing of air emissions and solid residues according to ARB and EPA-approved methods. All chain of custody documentation and testing plans shall be submitted as part of the APCDs Progress Report for Task 2. Task 3 Conduct emissions testing Air Emissions Conduct air emissions testing in accordance with protocols established by the APCD. Testing will include, but not be limited to the pollutants listed in Table 1 of the attachment. Solid Residue In addition to air emissions, testing of any ash, char, or residue from conversion processes will be conducted using the Toxicity Characteristic Leaching Procedure or suitable alternative test procedure. Testing will include, but not be limited to the pollutants listed in Table 2 of the attachment.
Testing Results Review and approve emission testing reports for each conversion technology facility, including any necessary coordination with testing contractors and laboratories.
All test results shall be compared to established state regulatory levels. Results shall be normalized where necessary for appropriate comparison. Task 4 Conduct Health Risk Assessment Using emissions results from Task 3, the APCD will conduct health risk assessments using an appropriate model recognized by the Office of Environmental Health Hazard Assessment (OEHHA) and reasonable assumptions regarding facility siting, feedstocks and facility operational parameters. Upon completion of the health risk assessments, the APCD shall submit the assessments to OEHHA for an independent review and confirmation of results. Task 5 Progress Reports, Invoices, and Final Report The APCD shall submit a monthly report and invoice which details the progress for each task including interim test results. All invoices shall be accompanied by appropriate documentation for payment including receipts for purchasing, travel, lodging, etc. Upon completion of all tasks, the APCD shall prepare a Final Report that includes but is not limited to final emissions results and analyses, health risk assessment and independent review and confirmation of results from OEHHA. Budget The budget for all tasks described above shall not exceed a total $400,000. COPYRIGHT PROVISION
The APCD shall establish for the Board good title in all copyrightable and trademarkable materials developed as a result of this Scope of Work. Such title shall
include exclusive copyrights and trademarks in the name of the State of California, California Integrated Waste Management Board
