ORGANIZATIONAL OVERVIEW
CLUES is in its 31st year of service to the community and has been among the top twentyfive Hispanic nonprofit agencies in the United States, as ranked by Hispanic Business Magazine. The agency provides a familycentric, coordinated care model of linguistically appropriate and culturally competent services to Latino and other diverse communities in Minnesota. The divisions of CLUES include: Mental Health Services; Chemical Health Services; Family Services; Economic Advancement Services; Aging Well Services; and Community Health Worker Services.

Mental Health Services address the mental health needs of all age groups, providing a high standard of person-centered care to promote overall individual and family well-being. CLUES offers individual and family counseling and a support group for Latina adolescents in order to ease acculturation and create stable, healthy families and support networks. Additionally, CLUES provides diagnostic assessments, youth case management, a sexual assault program, and community outreach and advocacy. CLUES Mental Health Services represent a safe and dignified environment where staff treat clients with the utmost respect and understanding as they overcome barriers and work toward optimal mental health. Chemical Health Services provide a non-threatening environment within the Latino community where adults and adolescents are able to work on improving their chemical dependency and drug abuse behavior patterns. CLUES offers chemical health assessments, education and prevention classes, outpatient chemical dependency treatment, aftercare, reintegration support for families, and DUI violation mandated chemical health classes, all of which assist clients as they move into a healthy, rewarding, selfsufficient and sober lifestyle. Their linguistically appropriate and culturally proficient programs assist clients on their road to recovery and well-being while fostering a safe and dignified environment for personal growth. Family Services offers culturally appropriate programs that help families reach selfsufficiency and increased emotional well-being. Programs aim to prevent child abuse and neglect, reduce juvenile delinquency, increase school readiness for children, promote positive parenting and resiliency in children, and increase overall family health and stability for Latino children and families. Parent education, case management, and fatherhood programs focus on keeping families together, making them stronger, and providing them with the tools and support to grow and prosper. Economic Advancement Services incorporates the employment and education departments, financial empowerment program, homeownership services, and the Learning Together program, under one holistic system of service delivery. This approach develops economic vitality and strives to create and sustain wealth in low-income and underserved Latino and

new immigrant neighborhoods and communities. CLUES innovative efforts are designed to produce both short and long-term answers to the challenging economic times. They employ a linguistically appropriate and culturally proficient family centric model to assist Latino individuals and families in overcoming barriers to family stability and economic advancement. Programs are coordinated to further clients along the self-sufficiency continuum as they increase English language skills and education levels, attain and retain better jobs, learn how to support their children to succeed in school and life, learn to save, accumulate assets and improve financial knowledge to make wise choices that benefit them now, and provide security well into the future. Aging Well Services strive to enhance the quality of life for at-risk elders and their caregivers by equipping each with the necessary skills and support to maintain overall well-being. The Adult Day Center offers activities for physical, mental, spiritual, and psycho-social fulfillment, and cognitive and sensory stimulation to prolong health and independence for elders. The CLUES Caregiver Support Program provides respite opportunities and guidance to caregivers of all ages and helps them cope during the stressful periods of caring for an older loved one. CLUES family centric coordinated care model maintains the traditional Latino family structure, which recognizes the important contributions of its older members. Community Health Worker Services provide culturally competent and linguistically appropriate health promotion and prevention programs to thousands of individuals annually through community events, home visits, the Ventanilla de Salud (Little Window of Health), Aqu Ecuador Radio programs, and printed materials. Promotores de Salud (community health workers) and Jvenes de Salud (youth community health workers) inform, educate, refer, and follow up with individuals from Latino communities on a variety of health matters, including nutrition, tobacco control, cancer screenings, health insurance, and the importance of physical activity. CLUES is a highly complex organization with a 2012 budget of $6.6 million and approximately 100 employees. The largest single source of revenue (42% of the budget) represents government grants.

MISSION STATEMENT AND VALUE PROPOSITION


The Mission Statement of the organization is as follows: CLUES' mission is to enhance the quality of life of the Latino community in Minnesota. The organization is also guided by a value proposition which reads: CLUES will provide high-quality, language-appropriate and culturally-competent direct services through a family-centric coordinated care delivery model to advance the wellbeing, health, and economic prosperity of Latino individuals and families.

OVERVIEW OF THE POSITION


The President is the chief executive officer of CLUES and is responsible to the board of directors for the overall management of CLUES and its programs. The President will provide effective executive leadership for CLUES within the mission and scope of the agencys programs, policies, procedures, and budget. The President will orchestrate the integration of the Board of Directors, paid and volunteer staff, funders and key stakeholders in achieving agency outcomes, financial performance and positioning in the community as a premier Latino social service agency. The President is an ex-officio member of Board committees (without vote), with the exception of serving as a standing voting member of the Nominations Committee. In January 2012, Jesse Bethke Gomez, MMA, who served as CLUES President for 16 years resigned to accept an appointed position as Vice-President of University Advancement and the Executive Director of the Metropolitan State University Foundation. Former Board Chair, Diego Osuna, MBA, Director of External Partner Development Marketing Alliances for General Mills, is currently serving as Interim Executive Director of CLUES.

ESSENTIAL DUTIES AND RESPONSIBILITIES


1. Managing the Mission of CLUES To provide overall strategic leadership for the agency, including long and short-range plans to accomplish CLUES mission, in accordance with Board policy. To provide effective leadership of relevant core services in serving the Latino community. To develop and maintain highly effective standards of professional performance in the agency. To keep informed of developments and trends in the agencys operation and to be alert of changing community needs. To provide for periodic review, evaluation, and modification of program and to meet community needs. Develop and implement initiatives to further organizational development and promote organizational culture.

2. Policy Making To keep the Board of Directors informed of agency operations through periodic written and/or oral reporting. To assist the Board in carrying out its responsibilities 3. Leadership in Community, Public Relations and Fund Raising To provide for agency publicity and fund raising 1. To develop and maintain adequate funding sources to meet the long and short-range goals of the agency. 2. To provide for agency publicity. To participate in developing and coordinating sound social welfare programs in the community. To promote the mission, philosophy and programs of CLUES within the community.

To cultivate working relationships among and across all sectors of the community including: non-profit, corporate, government, foundation, neighborhood groups, small businesses, etc. To establish and maintain process for the advocacy of public policy To participate in and/or assume leadership in effort to build collaborative ventures and partnerships that benefits the community.

4. Operational Responsibility for Administration of Professional Service Programs Provision of Services: to plan for and provide high quality services to carry out the programs of the agency, as approved by the Board. Regulatory compliance: to ensure continued compliance with industry and governmental statutory requirements. To facilitate leadership development both internal and external to the agency. Staff Development: To provide a staff development plan to meet the learning needs of staff. Professional Education: To contribute to the education programs of the schools of social work. To develop and effectively utilize CLUES human, financial and other resources to accomplish CLUES mission. To negotiate on behalf of the Board of Directors the details of all transactions in accord with agency mission, philosophy, long-range plan, and Board policy. 5. Human Resource Management To develop and lead the organizational compliment of CLUES in the delivery of services and the administration of the agency. To assign, evaluate, promote and release staff. To plan for use of volunteers as appropriate. To investigate the development of and administer sound personnel practices as well as a job classification plan and salary scales. Responsibility for ensuring that staff receive clinical consultation and supervision in compliance with state licensure requirements. Build a talented staff with succession and continued development as a focus. 6. Office and Property Management To provide and supervise clerical service to enable agency programs to operate smoothly. To provide and maintain physical facilities, equipment and supplies. To set up and maintain office procedures and work programs. To manage any property owned by the agency, and to arrange for leases and other matters related to rental space. 7. Fiscal Management and Control To prepare the agencys budget for Board action and plan with them for presentation and interpretation of budgetary requirements to funding sources. To maintain an adequate system for proper accounting of funds. 8. Research and Knowledge Building To maintain an adequate system to study and evaluate the effectiveness of services.

QUALIFICATIONS
Candidates for this key executive position should be experienced, visionary, and inclusive leaders. Candidates will have an active curiosity and passion for CLUES family-centric coordinated care delivery model. The successful candidate will be a person with a reputation for excellence and integrity. He or she will have proven leadership and large-scale program management experience; exemplary interpersonal skills, and a strong commitment to the mission, vision and values of CLUES. A minimum of a Bachelor's degree (B.A.) in the area of Social Work/Mental Health, Public Administration, Education, Public Policy, Business Administration or other related field from four-year college or university is required plus five or more years experience in nonprofit administration, management, fundraising, and program development. Strong preference will be given to individuals who are fluid in Spanish. Other essential skills and experience include: Demonstrated success in organizational leadership, with proven competence in guiding the development and implementation of a strategic plan, successful institutional positioning, talent management and translating ideas into reality. Experience leading an organization through a period of leadership change would be a distinct asset. Experience in the field of social services, community based non-profit organizations is important. Cultural competency and familiarity with the rich traditions and faith expressions in the Latino community is essential to the position. Familiarity with the Twin Cities community is preferred. Knowledge of current trends and emerging models in service delivery is strongly preferred. Proven administrative competence and executive oversight is valued. Demonstrated capabilities in financial management, organizational communications, organizational development, planning and goal setting, board relations, and staff supervision. Experience in building, managing, and strengthening community programs is also desired. Prior experience working with a community-based board of directors. Capacity or ability to successfully cultivate and solicit individual donors and foundations, government, and corporate support in support of an organizational mission. Strong, effective experience with fund raising and fund development programs, methods, techniques, and planning is vital. Knowledgeable about public funding and government programs. Able to advocate with policy makers for the populations served by CLUES. The ability and commitment to envision and describe the long-term future of an organization in a way that inspires and motivates key stakeholders. The ability and commitment to be an engaging ambassador and advocate for CLUES with key constituents such as faith, community, and government leaders. A demonstrated commitment to excellence.

The compensation package for this position is competitive and attractive. It includes an executive pay structure and participation in the organizations comprehensive benefits plan.
