CHAPTER-VI SIGNAL & TELECOMMUNICATION

6.1 Introduction: M/s Corporate Ispat & Alloys Ltd. (CIAL) proposes to have a dedicated Railway siding to serve their plant near to proposed Biratoli new Railway station, in DHANBAD Division of East Central Railway. Biratoli station is situated at a distance of5.9 Km from Tori Railway Station between Sivapur and Tori Section. 6.2 Existing Signaling Arrangement at Biratoli Station: It is new proposed railway station to be constructed by East Central Railway, in between Tori & Sivapur stations. It is proposed to have one main line with cAL 974.893m and one loop line with CAL 877.772m. The section is single line, Biratoli-Tori and Biratoli-Sivapur on either ends controlled Through Single Line Block Instruments (TLBI). Biratoli Railway station is proposed to be panel operated SSI system of signaling with MACLS, motor operated points and track circuits. BPAC are proposed to be provided on either end of block section connected to the respective adjacent stations. 6.3 Proposed Signaling Arrangement: The take off point for the siding of M/s CIAL is proposed at Ch. 455.940m F/CSB on Tori end of Biratoli station. The siding line is provided with 120m over run line at Ch. 80.239m F/Take Off point for the purpose isolation from line No. 1 (Loop line) of Biratoli station. Cross over point from take off is connected to other end at Ch. 80.239m F/Take Off on to the siding line to make path for entry into the plant. On Sivapur end cross over point connecting main and loop line (L1 & L2) will be shifted to new Ch. 558.835m F/CSB, to increase CAL on main & loop lines to 974.893m F/CSB & 877.872m F/CSB respectively. 6.4 System of Working (Reception of Train into siding) : Before receiving train meant for M/s CIAL, SM/Biratoli will consult with siding yard incharge over phone, exchange PN and obtain permission for sending train to siding/in plant. Yard in charge will ensure route setting inside of plant to any one of the vacant line or to receive train

onto a particular line as per requirement. On obtaining permission from yard incharge, SM/Biratoli will set correct route and take off Up home signal with route indicator. Driver of train on observing off aspect on home signal will proceed and enter siding line at restricted speed, for which route has already been ensured by yard incharge. On arrival of the train inside of plant, yard incharge will exchange PN with SM/Biratoli and the route is made normal. Before loading and unloading is completed, necessary arrangement for marshalling of engine & brake van suitable for outgoing of the train, will be arranged by yard incharge. 6.5 Despatch of train from siding (CIAL) When a train is ready to be dispatched from CIAL plant, yard incharge will consult with SM/Biratoli exchange PN & obtain permission for despatch of train. Then he will allow the train with the instructions to the driver proceed upto stop signal on siding line near exit point. SM/Biratoli will obtain line clear for despatch of train into block section and will take off starter signal on siding line and advance starter for the train to enter into block section as per destination. For train to be despatch to Sivapur end section, train has to be first received on to main line by shunting operation by SM/Biratoli and then to be dispatched to section on line clear and taking off concerned signals. 6.6 Telecommunication: (a) 25watts VHF communication is proposed between station master/ Mahuamilan and yard in charge of the CIAL siding. (b) Magneto telephone communication is proposed between station master, siding yard in charge and weigh bridge staff. (c) 5watt walkie-talkie sets are proposed to be provided for siding yard staff, driver and guard. (d) 4/6 quad communication cable is proposed for reliable

communication. (e) BSNL Telephone connection will also be provided at office of weighbridge cum commercial clerk with links to the offices of siding-in-charge and Station Master.

Cost of maintenance charges of all S&T assets are to be borne by siding owner.

Schematic signaling diagram: The schematic signaling plan with proposed signaling arrangements is enclosed at Annexure-6.1

Cost Estimate: The abstract S&T cost estimate for the Station yard portion works out to Rs. 209.00 Lakhs which is enclosed as Annexures-6.2 and the Inplant Portion of S&T cost estimate works out to Rs. 12.00 Lakhs (Annexure-6.3). The total cost estimate of S&T works out to Rs. 221.00 Lakhs, the break up of which is shown in Abstract Cost Estimate in Chapter-IX.
