OutreachProposalfromLatinoParents

ThemaingoalofthisoutreachplanistoprovidethesupporttoAfricanAmericanandLatinofamiliessothatthese studentsgraduatefromhighschoolandgotocollege.TheultimategoalwouldbetoclosetheAchievementGap.With thisinmindweareproposingtohaveaDirectorand2ParentAdvocatesattheParentResourceCenter(currentlythe OfficeofFamilyandCommunityPartnerships),ParentLiaisonsateachelementaryandmiddleschool,atleast3Parent LiaisonsatBerkeleyHigh,and2inthepreschools.Possiblerolesforthesepeoplewouldbethefollowing: A. DirectorfortheParentResourceCenter(PRC) Theofficewouldberesponsiblefor: Supervising2ParentAdvocatesandalltheParentLiaisons TrainingsthatwillhelpparentsunderstandtheBUSDandgeneraleducationsystem Trainingsthatwillhelpparentsunderstandtheirchildrensneedsacademicorotherwise,i.e.parenting classesorchilddevelopment/childpsychologyclasses,ortutoringinnewmath/literacymethods,etc... ProvidinganynecessarytrainingforOutreachSpecialistsandParentLiaisons Providingtranslationservicestofamilieswhenneeded HelpingwithAdmissionsrelatedquestions/issues ProvidinghelptofamilieswhenanIndividualEducationPlan(IEP)isbeingwritten Trainingsthatwillhelpparentsbetterpreparetheirstudentsforcollege ProvidingComputer/technologyclassestoparents

CreatingpartnershipswithAdultSchooltoprovideaccessforparentstocontinuetheireducation,and forexamplegettheirGEDs BeinchargeofDELAC/DACandELACsforallschoolsthatrequirethem,andhavefunctioning committeesatallsites DevelopcommunityresourcesforLatinoandAfricanAmericanfamilies Checkandofficiallyevaluatehowfamiliesbeingservedbytheofficewillbeimpactedwhenthereare budgetcutsandservicesarecut. ConductyearlyassessmentsoftheeffectivenessofthePRCinprovidingthetrainingsfamiliesneed, increasingparentinvolvement,maintainingcommunications,andinprovidingsupportandoutreach needed. B. 2ParentAdvocatepositionsattheParentResourceCenter.ThesewouldbeoneAfricanAmericanperson,and oneSpanishspeakingLatinopersonwhounderstandstheLatinoculture.Theywoulddothefollowing: ActasadvocatesforLatinoandAfricanAmericanparentswhenneeded TrainParentLiaisonssothattheyareabletohelpfamiliesattheirsiteswiththeirneeds,includinghow todoIEPs Providesupport/backuptohandleissuesthatParentLiaisonscannothandleatthesitelevel Findoutparentneedsandcoordinatetrainingtoparentstodeveloptheirleadershipskills,educate themabouttheEducationsystem,provideparentingworkshops,etc ParentAdvocatesshouldalsobenotifiedwheneverteachersorthedistrictmakedecisionsthatimpact thefutureofastudentsothatparentscanunderstandtheconsequences,areinformedandcanrefute this/participateinthisprocess.Forexamplebeforeadisciplinaryactionistakenoralabelsuchas mentaldevelopmentissuesareaddedtoastudentsrecord DevelopCommunityResourcesforBUSDLatinoandAfricanAmericanfamilies(e.g.Maintain communicationandarelationshipwithcityofBerkeleyclinics/programsthatprovideservicesforthe community,BerkeleyAdultSchool,YMCA,Bananas,andanyorganizationsthatprovideservicestothe community) C. ParentLiaisonsateachelementaryandmiddleschool,atleast3atBerkeleyHigh,and2inthepreschools a. TheywouldtakecareofanyLatinoandAfricanAmericanfamiliesthatneedhelpwith: IEPs(wouldneedtogettrained) Facilitatecommunicationsbetweenparentsandteachers,orprincipalincludingproviding translationserviceswhenneeded. BeinchargeofmonitoringtheacademicneedsofAfricanAmericanandLatinostudentsatthe school,andworkwithschool,ParentResourceCenter(PRC),communityresources,andparentsto gethelpandprovidetheacademicsupportneeded Beawareofanyotherneedsfamiliesmayhavei.e.familycounseling,parentingclasses,play therapyfortheirchild,computerclasses,etcandcommunicatetheseneedstoPRCtoprovide training,orreferfamiliestoothercommunityresources WorkwithELACmemberstoprovidesupportforthecommitteeandmaintaintheminformedof DELACmeetingsandELAC/DELACtrainingsfromthedistrictorPRC WorkwithAfricanAmericanparentgrouptoprovidesupportforthegroup BeincommunicationwithParentAdvocates Beawareofavailablecommunityresourcesforfamilies b. TheycouldbepaidfromfundsprovidedbytheSGCs,butatleasthalfofthesalaryshouldcomefrom BSEPfunds c. TheywouldbesupervisedandsupportedbytheParentAdvocatesandDirectoroftheParentResource Center

D. AParentAdvisoryCouncilcomposedofvolunteerparentsshouldalsobeincludedaspartoftheParent ResourceCenter.ThisgroupcanworkwiththeDirectorinassessingthesuccessofparentoutreach,trainings, andotheractivitiesconductedbythePRC,andcanofferrecommendationstotheBoardregardingstudent progressandtheeffectivenessofthestrategiesutilizedbythePRCtoincreaseparentparticipation,knowledge, andempowermentsothattheycanbettersupporttheirstudents. E. ItisalsoveryimportantthattheDirectoroftheParentResourceCenter,theParentAdvocates,andParent Liaisonsareabletomeetonaregularbasisandadvocatecollectivelyforchangesrequiredafterassessmentsof progressandproblemsobservedatschoolsatthedistrictlevelsothattheynotonlyprovidesupportto parentsonspecificcases,butsothattheycanadvocateforsystemicchangesneededifthereisaproblemthat occursinmanyschools. F. AnydocumentationandmaterialscomingfromtheParentResourceCenterandthedistrictthatdirectly impactstheLatinoCommunityshouldbetranslatedtoSpanish G. WealsoneedmoreinformationforAdmissionsinSpanish,eitherpamphlets,handouts,informationonthe internet,etcthatparentscaneasilyfindandunderstand H. TheofficehoursfortheAdmissionsofficeneedtobeextendedtoatleast6:30pmsothatparentsthatworkcan cometalktosomeonedirectly I. TranslationtoSpanishneedstobeprovidedfordistrictmeetingssuchasBoardMeetings
