MULTIPARTITE MONITORING TEAM G&D Palm Kernel Industry shall compose a Multipartite Monitoring Team.

The Team shall comprise of Executive Management Committee, The Secretariat, and Sectoral Monitoring Teams.

Executive Management Committee

The team shall be composed of a multi-sectoral group from Isulan, Sultan Kudarat and shall have representations from the identified stakeholders including a. G&D Palm Kernel Industry CEO b. Sultan Kudarat Governor Datu Suharto Mangudadatu c. Isulan Mayor Diosdado G. Pallasigue d. BIO-Net, an NGO representative e. ABC Representative Noel L. Lozada f. Womens Representative Hon. Ana Fe M. Collado

g. The DENR shall normally act as the Chair of the Committee, but under certain conditions, MENRO officials will act as the chairperson.

Secretariat The Secretariat will provide documentation of minutes of MMT meetings and monitoring results. The following will constitute the Secretariat of the MMT:

a. COO/EVP of G&D Palm Kernel Industry for the preparation of draft and final monitoring reports b. LGU - for documentation of minutes of meetings (to be designated by the MMT) c. Sectoral Team Leaders - for review and approval of draft field monitoring reports.

Sectoral Monitoring Teams

The Sectoral Monitoring Teams shall undertake actual monitoring work in the field and will constitute the following:

Asst. Team Leader G&D Palm Kernel Industry Board of Director Proponent

c. Members (representatives of LGUs and community groups/peoples organizations, women sector, IPs, academic and research institutions, environmental units, etc.)

Sultan Kudarat Governor Datu Suharto Mangudadatu shall (a) Nominate its representative and shall become the Chair. (b) Call and preside MMT meetings. (c) Direct and implement the MMT decisions or resolutions. (d) Represent and be the official spokesperson of the MMT in official activities such as meetings and consultations with DENR-EMB, proponent and other community members. (e) Advise the MMT of any complaints, information or reports from LGUs concerning the project in order that remedial measures if warranted and feasible can be undertaken.

Isulan Mayor Diosdado G. Pallasigue shall (a) In the absence of the Chair, call and preside MMT meetings. (b) Advise the MMT of any complaints, information or reports from LGUs concerning the project in order that remedial measures, if warranted and feasible, can be undertaken. 3. NAPOCOR shall (a) Provide energy- related reports (b) Participate in actual monitoring work, and concur with and/or sign the monitoring reports 4. G&D Palm Kernel Industry shall (a) Provide the necessary budget for the operationalization of the MMT based on the Work and Financial Framework Plan/Program developed by the MMT Exec Com, through the mechanics of the EMF

(b)Make available to the MMT members all information relevant to the project to determine compliance with the ECC, to the extent that such information is not subject to any restrictions and confidentiality (c) Coordinate with and allow the MMT members to inspect and observe construction and operation activities of the project, including the testing, calibration and operation of pollution control and in-house monitoring equipment (d) Participate in actual monitoring activities (e)Exercise the option to inhibit from affixing his/her signature in reports when necessary

5. The BIO-Net shall (a) Advise the MMT of any complaints, information or reports from LGUs concerning the project in order that remedial measures if warranted and feasible can be undertaken. (b) Participate in actual monitoring work, and concur with and/or sign the monitoring reports.
