A GOOD EDUCATION SHOULD HAVE QUALIFIED TEACHERS Education is the most important for the Timorese and to bring forward the future of this country. A good education must look at qualified teacher because teacher as a facilitator to establish a strong foundation and to anticipate the young and the new generations future. However, today is very early that we could mention East Timor already has a good education system to implement but only lack of human resources. As we know that curriculum is the content that be established according to the need of the local people or the Timorese, because every country needs its own curriculum plan to match with its particular cultural identity. Students and teachers have to know and understand what they learn and what they teach so that they will be ready and can plan for the future. Teacher must teach according to the needs of the students. This means that the ministry of education has to prepare a good curriculum as the content that teacher will teach and the students will get better. On the other hand curriculum must be facilitated and support of the implementation. As it has been mentioned earlier that if the teachers and implements knew well and understood well how to complete the curriculum, then, the students also could receive well the curriculum and they achieve their needs. Moreover, if the curriculum is clear when it meets the goals of the national education. Therefore, a clear curriculum should be well implemented and must meet the needs of the learners and the needs of the national education. According to UNDP report 2002, the ministry of education used the curriculum in transition because schools still using the Indonesian model. Primary schools are to gradually incorporate the Portuguese language beginning with a full curriculum and grades one and two and introducing the new language into various subjects at higher primary levels. people to another. In this case, language is an intervention of linking teachers and students to give and get information during teaching and learning process. In addition, linguistic can affect the quality of education becomes low, because there are only a few teachers can speak Portuguese. Most of the teachers just speak Indonesian language. The reason why, because most of the teacher just graduated in the Indonesian time so all the materials they have learnt was written in Indonesian. Therefore it is hard to find qualified teachers. Nowadays, some trainers from other countries like Brazil and Portugal train them to be qualified teachers but still in doubt. We hope it will be better in 10 or 15 years time as the newly initiated basic education model continue to develop and strengthen.
