I - SCOPE OF WORK
1 - Earthwork:

II 1CONSTRUCTION SPECIFICATIONS AGENERAL


The landfill construction works consists of the excavation of 2 basins (cells), one for Municipal Solid Waste (MSW) and the other for Construction and Demolition Waste (C&DW), search and supply of compactable clayey material for the construction of the base and sides of MW cell, roads and MW cell perimeter embankment. Other tasks include the construction of a fence and a gate as well as a guard room and a compactor shed.

EARTHWORK
Excavation Two cells will be excavated:

A cell for the municipal solid waste (MSW) with excavation dimensions 138 m x 45 m x 2.5 m and 3H:1V side slopes (inside) A cell for construction and demolition waste (C&DW) with dimensions at the ground level: 50 m x 50 m x 2 m and 2H:1V side slopes. For both cells the total volume of excavation is estimated to 16.650 m 3. Excavation will be advanced 1

through existing subsurface material which generally consists of compact to hard sand and in some locations, at depths below 2.0; a clay layer of varying consistency is encountered. The clay layer may be cemented and hard and necessitate powerful digging mechanical shovel. The MSW cell will be excavated to 2.5 m depth and 3H:1V side slopes. The base of the excavation shall be sloped according to the drawings to allow for the drainage of the leachate and its accumulation in dedicated areas so that they can be exposed and evaporated. The C&DW cell will be excavated to 2.0 m and 2H:1V. The existing hard sand layer may be stable at a 2H:1V side slope, however this should be confirmed on site during excavation or by the geotechnical Engineer. During excavation, the Contractor shall segregate sand material from clayey material useful for the construction of other components of the project. In any case suitability of the clayey material will be decided by the Engineer. All exposed surfaces of the excavations shall be adequately graded and proof rolled using adequate compacting equipment. All excavated materials shall be adequately managed by the Contractor. A relatively small quantity of the excavated materials will be used to construct an embankment (see section B-3), the rest shall be placed in areas immediately outside the limits of the site as indicated by the Engineer. 2. Backfill The base and sides slopes of the MSW excavation will be covered with a 0.5 m thick compacted clayey material. No backfilling will be allowed prior to approval by the Engineer of the excavations final conditions. Clayey material is available within the site limits or in areas close-by. The Contractor is responsible for the searching and supply of the quantity of clayey material necessary for the construction. The clayey material suitable for this project is the greenish-gray, hard cemented clay with trace of sand. The quality of all clayey materials supplied by the Contractor shall be approved by the Engineer prior to their use by the Contractor. The clayey material shall be crushed in small sizes, wetted and mixed to homogenization prior to their use. The 0.5 m layer of clay shall be installed in 2 different layers of equal thickness and adequately compacted to the satisfaction of the Engineer. Compaction shall be carried out using a ships foot drum compactor. A volume of clay of 3.200 m3 will be required to construct the base and sides of the MSW cell. Contractor shall construct the base of the MSW cell in conformity with the drawings and shall respect the specified drainage slopes. Generally, slopes of 2.3 % are specified, however a minimum of 2.0 % will be accepted. 3. Embankment construction A 2.0 m high embankment will be constructed with clayey material along the perimeter of the excavated MSW cell. The clayey material will be of similar quality to that described in section B-2 (Backfill). This embankment will have 3H:1V internal side slopes, 1 m width at the crest and 2H:1V external side slopes. A volume of clay of 5.000 m3 will be required to construct this embankment of the MSW cell. Clayey material shall be homogenized as described in section B-2 (Backfill) and placed in horizontal layers not thicker and 30 cm and compacted with adequate compacting equipment. The Engineer shall decide about the level of compaction required based on the characteristics of the compacting equipment. Placement of subsequent clayey layers will be subject to the authorization of the Engineer. A 2.0 m high embankment will be constructed at the southern limits of the site to serve as a temporary fence. This embankment will be constructed with sand from the excavations and will have 2H:1V side slopes. No compaction efforts other than the weight of the trucks or loader will be 2

required for this embankment. A volume of sand fill of 2.000 m3 will be required to construct this embankment 4. Access roads construction Access roads will be 5 m wide and constructed in homogenized (crushed) / wetted cemented clay similar to that described in section B-2 (Backfill). The thickness of the clay material shall be no less than 40 cm applied in 2 layers of 20 cm and adequately compacted. The total quantity of clayey material necessary for access road construction is estimated to 1200 m3.

BUILDING CONSTRUCTION
Guard room Construct a 3 m x 3 m brick wall and reinforced concrete roofing guard room, including reinforced concrete foundation, finishing (plaster and painting, 2 wooden windows and 1 door), toilet, lavatory, septic tank and lighting. The Contractor shall supply install on the roof of the guard room 3 m 3 galvanized steel reservoir, including necessary connections fitting to the toilet and lavatory. Prior to the construction of the guard room, the contractor shall submit a design drawing for the approval of the Engineer.

Compactor shelter Construct a 7 m x 5 m concrete blocks walls on 2 sides and reinforced concrete roofing compactor shelter, including reinforced concrete foundation, walls finished with plaster and painting. Prior to the construction of the compactor shelter, the contractor shall submit a design drawing for the approval of the Engineer.

FENCE AND GATE


Fence Two sides of the landfill site shall be fenced, as the other sides are limited by the sewage treatment station fence and a fill embankment. The fence shall be designed and constructed according to the specifications given below. The fence shall consist of a galvanized steel mesh (standard 50 x 50mm). The total height of the fence shall be 2.0m. Fence posts per 3.0 m intervals shall be pre-cast concrete, dimension 13 x 13cm. The steel mesh shall be secured to the posts at convenient intervals along the height of the posts and the chain link fence shall be supported by fixing to 3 wires strung between posts. Furthermore the steel mesh and posts shall be embedded in the concrete foundation (Concrete type BS16)

Gate Two-part wing gates are to be installed at the entrance to the landfill site, giving an overall width 5.0 m. The gates are to be manual operated. Height of the gates shall be 2.0 m. Construction materials: Galvanized tubular steel frame and galvanized steel mesh as used for the fence. Gate posts shall be galvanized tubular steel.

Lighting (optional)
A total of 6 public lighting posts and fixtures will be required for the lighting of the entrance area (see locations on the drawing).

LANDFILL EQUIPMENT SUPPLY 1 SPECIFICATIONS FOR LANDFILL COMPACTOR

Function: Steel wheeled waste compactor, minimum. 32 ton, for landfill operation including delivery of mandatory, lubricants etc. and a training course in Arabic for the operating crew as described below. The Compactor must be equipped in compliance with laws, standards and regulations of Libya and suitable to climatic conditions of Libya and it shall be painted in yellow color and corrosion protected with anticorrosion paint. CE marked. Purpose designed for landfill work. Engine: Turbocharged, liquid cooled 6-cylinder in-line diesel engine Minimum horse power 250 kW DIN 6271 (SAEJ 1995) Meets EU NRMM STAGE IIIIA emissions limits Electrical-system: 24 V electrical system Electrical pre-heaters for engine coolant and hydraulic oil Steering: Articulated steering, minimum 40 degrees to both left and right. Transmission: Full hydraulic transmission with differential locking. Brakes: Separate systems for service brakes (operation brakes) and parking brakes. These spares to be listed and priced but not delivered. The spare parts list must comprise all items, which are expected to be renewed or replaced during maintenance in the first two years at 1500 hours operation per year. Necessary tools to carry out the specified running maintenance and to replace wearing parts on the machine including standard tool kit, standard first aid kit and dry powder fire extinguisher shall be delivered with the compactor and included in the bid price. Manuals for the operation and maintenance of the machine must be in Arabic language. Mandatory, tools etc. shall be delivered together with the compactor. Machine control and monitoring system in Arabic language Training course: The tender shall include one week Arabic language training courses for the crew, which operate the machine as specified below: A. Training course regarding the operation of the machine. B. Training course regarding the work at the landfill and in the waste on the landfill in order to optimize the uses of the machine for efficient compacting of waste and landfill operations. C. Training course regarding the running services and maintenance of the machine (e.g. daily-, weekly-, and monthly routines for services, which has to be executed), and replacement of wearing parts. The training as well as all the training materials must be in Arabic language. The training courses described above shall be performed within 2 weeks after delivery of the compactor.
